It was just last night that both sides were still trading offers. Today the mayor stepped in and formally declared an impasse which triggers the involvement of the state of california and th union was very unhappy about that. She only wants to hear blind acceptance. And im concerned that the mayor has mistaken bullying for leadership and stubbornness for resolve. So the strike will go into a fifth day and beyond. They were lashing out at the maor after the announcement that the city was declared an impasse in negotiations and requesting state mediation. Last night, as you know, we issued or last best and completely final offer and right now we have on the table for our sciu workers anywhere between a 5 and a 11 raise based on their classification as well as revenue performance. Reporter unions representing some 3000 city workers turned it down and presented a revised version at midnight. Their main point of contention, under staffing. And the people that are working for the city are overworked. Especially our parttime temporary employees who are atwill. Reporter this is the fourth day senior and rec centers and libraries have been shut down and there is no street meter or parking enforcement. It shouldnt have gotten to this point and there should have been mediation with the former mayor. This should have been resolved because this is a disservice not just to these folks but to all of us. It is the biggest of six active wier wildfires burning right now. And there is containment from 60 to 30 on four fires. All evacuations have been lifted for the liberty and rye fires. Few evacuation orders remain for the creek and skirball fires. Omar jimenez explains what is helping and hurting the fire fight. Reporter the sheer size of the california wildfire paired with unfavorable conditions is creating a tough environment for officials on the ground. The thomas fire alone, the biggest six blazes raging in Southern California is more than twice the size of washington, d. C. And it is the biggest fire los angeles has battled since 1961. At least 190,000 people have been evacuated from their homes. Were with you all of the way. It is a long process to recovery. It is very painful. It is very emotional. To be losing your home. Reporter 5700 firefighters working to contain these blazes. On friday President Donald Trump approved an Emergency Declaration freeing up federal funds. 1300 California National guardsmen have been activated ando officials warn even when the fire is out, the danger is still there. You get wind on the burning stumps and logs and it takes went ember and were off an running again. It doesnt get any easier. With wind gusts up to 60 mileperhour and dry conditions and the potential for the fires to get worse before they get bet ser very real. In Southern California, im omar jimenez. One of the toughest fire fights is in san diego against the lilac fire. Zero containment there. And 65 buildings have destroyed. Now this map shows just how wide spread the six wildfires are in Southern California. The skirball fire burned parts of bel air and the hospital pilot from our sister station in los angeles takes you on a tour of the damage. We are looking down at linda flora, several homes are lost on that street. One there on the left side of the screen, two on the right side. And we want to go to our satellite view and let you see what it looks like. You could see how the homes were before the devastation, how they are down the embankment there and right up on the hot top of the hill. They were extremely tough to defend, well go back out to our regular sky 7 sky map seven shot and give you an over all view of the area. It moved up the hill quickly. Looking at this in totality, they really did a fantastic job with the helicopters to save a lot of the homes. And new questions about the dramatic body cam video of a deadly San Francisco police shooting. It shows an officer dayed out of the academy raising his gun before fatally shooting an unarmed suspect. Now police say the officer only turned his camera offer after the shooting which is why there is no audio pry to or during the incident and the other officer in the car never turned on his camera. Melanie woodrow is on the story. Reporter Charles Grayson said his wife still cant believe their only child is gone. I think any day he will walk in the house. Reporter last friday kita oneal carjacked a van and led officers on a pursuit to the housing pro housing projects and he slowed and jumped out and ran toward a marked sfpd vehicle. In this video, you could see the officer in the passenger seat fired his weapon at oneal from inside of his vehicle. Police have said oneal was not armed. Not at all. Nothing. Didnt even have a knife. Reporter the officer who shot oneal was just dayed out of the police academy. He didnt know what he was doing. Reporter a Field Training officer was driving. Officers have to learn how to do the job. But that is why you assign a Training Officer to them. Reporter chief Williams Scott said the Field Training officer did not activate his Body Worn Camera. The officer who fired the fatal shop activated his after the shooting which is why there is video and no audio. When you turn the camera on it goes back 30 seconds, so the video will be captured but the sound starts when you turn it on. Reporter according to policy, officers shall activate body warn cameras during a vehicle pursuit. Neither officer in this case did. As a result, we dont have Critical Evidence that could have told the whole story of what happens. Reporter public defender said his office has shared several instances with the chief of officers not turning on Body Worn Cameras when they are required to. What good are body cameras if you dont have them on. Reporter the investigation is on going. San Francisco Police are looking for this man, they say he sexual assaulted a woman at an assisted living facility. It happened on the sunday after thanksgiving inside of a building near bush and laguna street. The man went into the victims room and assaulted her before leaving through the back door. California matt debobneh is resigning. He is accused of pushing a lobbyist into a bathroom and having had an inappropriate sexual encounter. He denied the allegation. In his Resignation Letter he said, quote, our work on behalf of womens rights must advance. Some are questioning the leadership of the santa clara jail after another Correctional Officers arrest for misconduct. This is latest black eye for the sheriff. Jeannine della vega has the story. Reporter at 23yearold, Blaine Hopper was a correctional officer at the san jose main jail. But police just arrested him after he allegedly sent photos of himself to a 17yearold girl and asked her to do the same. Does anybody pay attention, are there consequences. Is somebody addressing these problems and frankly as a member of the public it is hard to know. Reporter supervisor said the county has been looking over 623 recommends on how to improve the jail made after three Correctional Officers beat a mentally ill inmate to death. Since then there is more accusations of use of force in the jail. Inmates have escaped from the jail and just last month inmates escaped from custody at the county courthouse. All of these things point to that leadership in the jails needs to be changed. Because all of these things have happened under the sheriffs leadership. When things like this happen, the sheriff has held individuals accountable and started a reforms plan which she started 18 months ago and shes made significant headway. Our sources say that hopper was a probationary officer and let go by the sheriff. Reporter but the latest Security Breach makes some question when permanent change will happen. Poor air quality is with us into the weekend and well have this dry mild pattern that weve had all week long through most of next week. Overnight once again look for mainly clear skies with a few thin high clouds. Today was a spare the air day. Spare the air continues into the night and no wood burning, it is unlawful on spare the air. Low temperatures will drop into the low to mid30s in the north bay. And mid to upper 30s in the east bay and way down south in morgan hill, right around the bay well see mid to upper 40s as our low. And here is a look at air quality or how we expect it over the next few days. Poor air quality in the north bay expected tomorrow and sunday. So the next two days is spare the air. And most other regions will have moderate air quality over the weekend. It looks like by monday if things move in the direction they are moving now, well have moderate or good air quality just about everywhere. In the south bay, look for highs of 70 in san jose. 69 in the peninsula. Mid to upper 60s, 68 at palo alto and 67 in redwood city. On the coast, mid60s or higher. It is just as mild on the coast as in many inland locations. Downtown San Francisco will top out at 66 degrees tomorrow. Up in the north bay highs of 68 in santa rosa,ef at novato, over to the east bay where 66 is the high at oakland. 67 at newark and the inland east bay is highs in the mid to upper 60s as well. Now lets look at why we have this dry persistent dry pattern. High pressure is over well over nevada. Moving eastward. But it is the dominant feature in the weather picture for much of the western u. S. , including california. It is deflecting the storm track well to the north so there is rain moving in to the northern part Northern Tier of states but it is dry here in Central California for the next two weeks while showers will fall well to our north and in fact, all across the Northern Tier states it looks like it will be relatively wet over the next two weeks an quite with the over the eastern third of the country including the atlantic coast. Here is the sevenday forecast. Tomorrow well see high temperatures up around 70 degrees in the mildest inland locations. Not much change on sunday. Perhaps a drop of two degrees or so. It is very overwhelming. It was overwhelming with one fire. Reporter like thousands of other people, dr. Antonio wrong and his wife lost their home in the north bay fires. Exactly two months ago their split level was one of many leveled in santa rosa Fountain Grove neighborhood. I lived across the street and there was i 20 foot tall lit up like a torch. So then i realized, this is really bad. Reporter that was bad enough. Im watching the house burn. Its horrible. Reporter but then it happened again. On tuesday the house they left behind in ventura just six months ago, the one they rented out hoping to return to some day also burned do the ground. The wongs saw it engulfed in flames on a Southern California tv station. It was so surreal. More like numb. Does d this really happen to us for the second time. It is a lot, because we know it could happen. Reporter to make matters worse, they learned the Insurance Agent gave them bad advise and they were underunshiunderun underinsured in both places. We dont have enough insurance to build again. When they figure out whether to rebuild either house they have to decide if they want to. The whole situation is overwhelming. The loss is overwhelming. The largest december in history and still only 10 contained. This is a live picture at the fire fight now in ventura county. You could see a lot of flames are mostly rural area but it is scorching a lot of land there. Very steep area too. There has been some progress on four other Southern California fires with containment ranging from 30 to 60 . In the meantime, in novato, fire season is not over yet. The lack of rain is keeping the slopes in the north bay very dry and that means novato Fire Protection direct firefighters will be back in action. Here is abc 7 News Reporter lyanne melendez. Reporter by now all of the wildFire Protection gear used by firefighters in novato was meant to be stored. Ready for the next fire season. The clothing we wear, helmet and gloves, we have a fire resistant jacket and our web gear. Reporter the type three engine used by novato firefighters to specifically combat wildfires will be put in action again. Certainly by december these hills are a lot greener. Instead were seeing a lot of this. Very dry brush. This is typically what you see during the summer months. And rain is not in the forecast. The slopes are still showing dark brown grass which is ready to burn still. And the thicker brush and the trees throughout marin still have very low moisture content. Reporter the chief said the fires that occurred in the north bay last october and the recent ones in Southern California were fueled by very dry conditions and strong winds. He said the north bay is still very vulnerable. Hes asking people in the community to do their part. They are extra cautious because the fire danger when. Ing fireplaces or fire pits. Other districts have expected to follow the novato lead. A 57yearold fremont man is under arrest for dui after crashing into a parked cargo van and killing a man standing nearby. Fremont police found this nissan impaled into the back of a utility trailer. The trailer was connected to a pickup truck. Both were legally parked. This fatal collision happened at about 10 00 a. M. Near mauerry avenue. Police say the deceased man was standing by the trailer waiting to move a m piano. He was 44 with a address in huntington beach. And today was the Memorial Service for the caltrans worker killed on the bay area toll plaza last weekend. We were outside of the funeral home in daly city as friends and family and coworkers arrived this morning. Many caltrans workers wore orange ribbons in the honor of the 46yearold. The bay bridge toll collector came to work to cover for a sick colleague and she had been in her booth for less than 15 minutes when a truck plowed into it. The driver was arrest and faces dui and vehicular manslaughter chrges. Well it is a sad day for us and a sad day for the family and caltrans as a work family just want to try to support her coworker as well as her family as much as we can.
