Temperatures are going to be nowhere near the triple digits today. Heres our winds. We are getting this onshore flow bringing winds from the west helping cool things off. President trump is signaling it could be ending. Folks here bracing for that news. About 25 of them live in california more than any other state and hundreds of thousands of Daca Recipients pay taxes. If the program ends, its estimated the u. S. Stands to lose 460 billion from the national gdp. Immigrant Rights Groups are preparing to hear this announcement preparing Daca Recipients for that announcement. What i tell undocumented people is that our families have managed to survive and thrive in this country undocumented and well also find a way to stay in the country. Reporter politico reports President Trump plans to end the program with a sixmonth delay basically kicking the issue to congress. This morning, president said, congress, get ready to do your job, daca a few minutes later he said the white house has not announced any changes to the program as of now. But the white house says that announcement is expected today. Again, tonight at 5 p. M. Here at sproul plaza, folks will be rallying to defend daca. Equality california is the nations largest statewide lgbtq civil rights organization. China promises to put its foot down and refuse north korean imports. One of the things we have been talking about throughout the morning are those hot spots, those flareups. We saw one way earlier this morning. That one since went out but just a couple of minutes ago we noticed another one up on the hillside. Not very big but just giving you an idea of one of the things firefighters are having to watch out for because, of course, they have the smoldering through some of the brush there. But were also keeping an eye out for things like this. Something else theyre dealing with now is the smoke in the air. Gilroy police putting out an alert saying that the air quality is poor for people that live out here. This fire started saturday evening in steep terrain near homes in west gilroy. It quickly spread from 5 acres to 100 acres. Right now its only 10 contained. Cal fire crews have established that containment line though. They have been using air support to keep the fire from spreading. One neighbor we spoke with believes some teenagers with fireworks may have sparked the blaze. One of the kids came down and turned himself in. The other kid just took off. I dont know what happened. Reporter more than 70 fires have been burning in eight states in the west including the largest ever to hit the city of los angeles. More than 1,000 firefighters battled flames as high as 50 feet burning close to homes up to the edge of the freeway that connects los angeles to pasadena. And back out here in gilroy again, were watching from time to time some very small flare ups from the dark hillside behind me, some fire crews seeming to be potentially having a shift change right now. Trucks are going in and out. Jose Inez Garcia Zarate is charged with murder for the 2015 shooting death of kate steinle. His attorneys say it was an accident. The case has been cited in the National Debate over illegal immigration. Today San Francisco city leaders are gearing up for a battle against big tobacco. Kpix 5s anne makovec is live in the newsroom with more. Reporter San Francisco supervisors already passed a ban on flavored Tobacco Products unanimously. But they are going to have to reconsider the debate because its facing a referendum petition to stop it. That recall petition has almost 34,000 signatures which means it could end up on the ballot. The theory behind the ban is that Tobacco Products flavored like cherries, vanilla or honey are akin to candy a gateway to Tobacco Products meant to hook kids for life. Theres already a federal ban on fruit and candy flavored cigarettes but in most places other products from vap oils to papers for tobacco are allowed. Big tobacco is a predator and they are guilty of profiling always looking for new customers to backfill the ones that their product has killed. This ban opens the door for a fierce battle. The city versus big tobacco and local store owners. They say most of their customers are grown adults and Tobacco Products aaccount for a lot of their business. The tower was painted rainbow colors for the lgbtq pride month which was back in june but the permit for the paint job is temporary and is about to expire. So the tower will have to be painted back to blue by friday. Theres an online petition now to keep the design. We hope this tower will become a symbol of inclusion and acceptance. I thought, wow, this is amazing. It was labor day. Today its different. A lot of people were off yesterday. How was your drive back up from Southern California . It was good. Not bad. Okay. Well, we are seeing a lot of colorado on the roads not like the lifeguard tower but we have speeds in the yellow and red not so much seeing that green any longer. So right now northbound 101 heading to the south bay the usual slowdowns as you make your way between 680 and 880. We are also tracking an accident. This is westbound 84 so as you are heading across the dumbarton bridge, right at university avenue, an injury crash left a lot of debris in the lanes and so cars were zigzagging to avoid that stretch. Right now we are tracking a travel time in the green. 13 minutes from 880 to 101. But you can see our sensors are showing that speeds are dropping through that stretch. We are tracking an accident thats causing quite the backup along 880 which is already a slow ride in that southbound direction making your way through hayward. But an accident westbound 92 at hesperian thats now over in the center divide. Your ride continues to be slow as you make your way in that westbound direction. You can see all those brake lights heading across the san mateo bridge out of hayward to foster city about a 20minute commute. And if you are using mass transit, bart is still running 20 minutes late in all directions out of downtown oakland due to the Maintenance Work from the weekend. Mainland. Irma could make landfall in florida by this weekend. People are stocking up on supplies. They are picking up gas for generators, food, water and other essentials. The states governor has already declared a state of emergency. In houston, heavy duty garbage trucks are picking up debris in neighborhoods damaged by Hurricane Harvey last week. We are also learning that there have now been at least 63 deaths related to this storm. Many of the victims were killed when they got caught in rising floodwaters or lost control on waterlogged roads. The governor of texas estimates that the cost of recovery could be as much as 180 billion. These dogs survived Hurricane Harvey and now they are looking for homes in the bay area. They went from texas to oakland on a private jet. All the pups are examined, vaccinated and if needed microchipped. They were already in shelters when harvey hit but had to be evacuated. They have thousands of animals in emergency popup shelters. They are actively searching to try to find homes for them first but this is going to be an ongoing rescue effort for probably six months to a year. Now its coming to the east coast. U. S. Getting ready for back toback hurricanes. As you mentioned, category 5. That means 175mileperhour winds happening right now. Its been upgraded this morning and its moving west at 14 Miles Per Hour. So closest area of land antigua, 270 miles way. This is expected to reach that area. Look at where its heading. Right towards the island. You can see the path there. Florida has declared a state of emergency already. Puerto rico doing the same. This is a texas sized storm. The areas in red are hurricane warnings for puerto rico, the Leeward Islands, as well. This is a massive hurricane and it is expected to hit landfall this afternoontuesday at 2 p. M. As it hits the Leeward Islands and then toward puerto rico by tomorrow afternoon just north of the Dominican Republic and haiti by thursday. So three things to remember with this hurricane. The strongest one since felix in 2007. Again those wind gusts 175 Miles Per Hour increasing as it reaches warm waters and lie threatening flooding expected from this. People in florida could be impacted first by the storm surge. Thats whats going to be danger, destroying houses at the coastline. They say he is crushing deadlines on multiple issues. Marc sandalow has more. Good morning. Lets go down what the top priority is. Reporter yes. Michelle, i have been in washington so long i can answer like a politician, theyre all top priorities. Isnt that worthless . But clearly whats going on in houston right now has been the big story. Its one of the nations largest cities having a near death experience. So all the efforts to fix houston is a huge priority but in two hours, President Trump is going to throw the daca on to congress and you deal with it. You have north korea seeming to be almost pining for a fight with the United States. You have tax reform. Then you have two things which Congress Must absolutely pass before the end of the month or otherwise there are big problems. They have to extend the debt receiving which expires on september 29. And they also have to pass a budget, september 30th the last day of this budget. When i say this month do this by the way, by the end of this week there will only be 7 legislative days left in the house so this is intense deadlines. A lot to get down for a short amount of time. Lets run down consequences if they dont get them done. Reporter some are political. You dont get tax reform done, you can do it next year. You just have to face your constituents. The budget issues are enormous. In the United States doesnt raise the debt receiving it will default on loans for the first time in american history. Some people think that could lead to a recession. That has to get done. But lets go back to what jessica was talking about with daca, the deferred action for childhood arrivals. If Congress Fails to address this issue, that will mean 800,000 people up to 2 million who will be without legal status. You know, im out here in washington and its a political issue. When youre in california, i would be stunned if any of you when you talk about the wife of somebody who works at kpix 5, i just [ indiscernible ] know of a daca person or at least has a daca person you may not know is daca who is very important in your life. They would be threatened to be deported back to a country they dont know. On top of this, you have you have north korea. I mean, this is youve got somebody who all signs point not being in his senses, sanity in kim jongun. Playing around with Nuclear Weapons and threatening the United States. We have no idea whether or not he is bluffing. But this was the calamity that some people warned about. The person who had to try to steer the United States through this very difficult Nuclear Negotiation is donald trump. Where is the Common Ground . Are there elements of these proposals that make for good compromises . Reporter all of this. I mean, i dont know about north korea, because when you have two people like kim jong un and President Trump negotiating, i have no idea how the two of them can compromise. But that said, every one of these issues is imminently compromisable. This is not like prochoice or antichoice. A woman has a right to choice or youre killing an unborn baby. This is about lets extend the budgets for a few weeks and if you dont want to increase the military well increase it a little bit and social programs a little bit or the debt receiving. There are all ways to compromise on these. Even with daca. There are ways to make it so that if you have been in the United States a certain number of years if you have an education, if you served in the military, then there are going to be a low priority for deportation. This can be done like that. The question is whether or not any members of congress will take these issues as hostage and say i got a pet project and if you dont pass my pet project i wont pass this. A busy day at the state capital today a couple of big bills up for discussion when the Legislature Returns for the final two weeks of the years session. One measure close to passing would end lunch shaming. Its a practice of denying regular lunch to kids who cant pay. Today the state assembly is set to vote on a bill that aims to protect girls from underaged marriages. The proposal would require a judge to individually interview anyone under 18 who want to get married and would require all courts to track public data on the Court Petitions and ages of those people making that request. Another measure close to passage a bill on what happens to rape kits after they are collected from victims. Right now, in california, the kit does not have to be tested. And Law Enforcement doesnt have to tell the victims why. But ab41 requires Law Enforcement agencies to report the number of untested rape kits and allow survivors to not status of their kits. We have been watching from time to time these little flareups. Thats something that fire crews are really going to have to watch as they come back out here this morning to get started battling this blaze. Theres a lot of smoke in the air. The air quality is poor. This fire started spreading from five acres to about 100 acres according to cal fire, quickly. Now, a big problem here is that theres very steep terrain, loose dirt on the hill creating problems for firefighters and its not too far from homes. Snow structures are threatened. Theres a containment line and they have been using air support to keep this fire from spreading and a neighbor we spoke with believes potentially some teenagers with fireworks may have started there fire. But again, what you can take a look at here, we are looking at some of the smoldering hot spots that have been flaring up throughout the morning. Fire crews will get back out there this morning. They will be able to assess exactly how big this is. Hopefully we can get those containment numbers up this morning.
