Reporter its a packed city council and the police chief is talking to the mayor about using pepper spray during violent protests. The next hour or so were expected to hear what the city council has to say. Berkeley police already carry pepper spray, but theyre banned from using the spray for crowd control. The city voted in the ban in 1997, but protests now are very different. Anarchists often turn peaceful protests into violent clashes. This afternoon the police chief was asking the city council to overturn the 20yearold ban allowing his officers to deploy pepper spray on violent protesters. As it stands now, our officers do not have the tools they need to address the threat. The major tools have been brought over this years demonstration. He said tear gas, for example, hurts everyone in the crowd, but the police can use pepper spray to target the violent individuals. Lightning shattered this cypress tree in half moon bay. The tree splintered into hundreds of pieces. A big clunk came down on chunk came down on this house leaving a gaping hole in the roof. Flashes of lightning lit up bay area skies for hours last night. Investigators believe this fire was sparked by last nights lightning storm. You can see the flames burning in that dense forestland. This is a remote area near Kings Mountain road. Seven fires broke out last night just after the thunderstorms rolled through and three are still burning. Here in jacksonville we saw historic flooding yesterday. Today we watched as a lot of that floodwater has been receding. Here in this neighborhood they saw 3 to 4 feet of floodwaters. Now theyre down to inches. From here its about cleaning up trying to get back to normal, not just here in jacksonville, but throughout the entire state. A long line of evacuees inched south on u. S. 1 for a first look at irmas destruction in the florida keys. Officials allowed upper keys residents back today but are keeping people out of the lower keys while they make emergency inspections and repairs. In marathon residents who stayed behind are checking on neighbors. A lot of them left town. The ones that are here are still alive. Most of the boats, i got 1 friend that lost his boat. Reporter the view from above shows the island chain took a devastating hit from the category 4 storm. Most of the area has no power, water, sewage or fuel. More than 400 miles away jacksonville is trying to dry out. Irma swamped the city with record flooding. More than 350 people had to be rescued. Reporter water is still blocking a lot of the streets, but city officials are allowing residents and Business Owners to get back in and tackle the cleanup. We just got to do a little cleaning up. Reporter millions across the state are without electricity. We understand what it means to be in the dark. Reporter floridas largest utility is getting plenty of help from out of state but said it could take 10 days or more to restore power in the hardest hit areas. The white house announced today that the president and the first lady will visit florida this thursday to get a firsthand look and assess the damage. The locations of that visit and logistics are still being worked out. At the height of this thing thousands of people sought shelter by going to shelters. There are more than 300 shelters operating serving more than 90,000 people and this is more than just shelter. Theyre providing other services, food, really taking care of people in a time of need.
