high definition doppler. >> very active tonight in the spots that got the fires one month ago tonight. it's the north bay, santa rosa in cloverdale, just seeing a break in the rainfall. east in the napa valley it's been pouring all night. farther south and east on highway 4, antioch, pittsburgh, discovery bay, oakley, some steady rain showers of toward montclair, and the berkeley hills. look at san jose. the santa cruz mountains ringing out all the moisture. that is the rain shower. it's not raining in san jose but pouring 15 miles way in the mountains. this is the progression of our front moving north to south slowly. we will look at futurecast after the rainfall totals. an inch in helzberg, nearly an inch in ukiah. moving forward, what happens overnight? the steady rain moves south into the santa clara valley and then shower mode tomorrow. scattered showers for the morning commute. the roads will be wet and the shower mode will stick around longer than we first thought likely into friday before this rain exits. the next storm and what it will do coming up in a few minutes. the rain is causing concern over toxic -- toxic runoff. joe vazquez is near the fire zone tonight. >> reporter: a substantial rain storm has made its way through coffey park tonight. one month after the worst wildfire in california history decimated the area. the fires in the north bay that began october 8 are now contained. they burned more than 200,000 acres, and destroyed more than 6500 homes and businesses. thousands of people are displaced. >> it was surreal. the fire was so huge it didn't seem real. >> reporter: one month later, mia tracks says the divination, where entire neighborhoods were wiped out in santa rosa, it's hard to get over. >> it feels fresh. it doesn't get easier. maybe when they start to rebuild but that won't be for a couple of years. >> i don't want to be responsible for toxicity. >> reporter: jeffrey madura lift at this home for 21 years. a pressing concern is the storm could press ash -- push toxic ash into the water drains. wattles are trying to keep the water from contamination. >> we are concerned about water quality, increased risk of flooding, potential debris flow that could wash into our culverts. >> reporter: cleanup efforts will be the largest and costliest in california history. damage estimates are in the billions of dollars, and there is a potential glitch. the army corps of engineers has set a november 13 deadline for folks to sign up for a federal cleanup program. there is a long line of people out the door trying to fill out paperwork and get more information, some of which is not even available yet. >> every homeowner we talked to in less they have large coverage are in panic because i have this monday 5:00 november 13 deadline. it's over their head and they don't have the education to figure it out. >> reporter: the mud bay replacing fire with rain, still a long way from recovery one month after the fires. in santa rosa, joe vazquez, kpix 5. there is a $25,000 reward out for information leading to the arrest of two escaped inmates. john bivins and tramel mcclough are considered dangerous. they escaped from the palo alto courthouse nearly 3 days ago. police arrested two alleged accomplices. detectives say marquita kirk rented the escape vehicle and they say rene hunt also helped the inmates get away. the santa clara county sheriff is speaking out for the first time since that escape tonight. kpix 5 maria medina is live in medina with how the sheriff is defending her department. >> reporter: the union says they have been warning the sheriff something bad was going to happen because of staffing issues and tonight they had new numbers to prove it but the sheriff says they have it all wrong. >> i would say this is the most sophisticated i have seen. >> reporter: sheriff lori smith says e scabies tramel mcclough and john bivins may have had a successful escape plan but she hopes the same for their plan to track them down. >> we have the finest detectives anywhere. i know they will be diligent. >> reporter: however, the sheriff's office union says it's not a surprise and bound to happen. >> it was just a matter of time. we have been telling the sheriff and the board of supervisors staffing has been a significant problem. >> reporter: the union says they have verified the courthouse was understaffed with only 11 deputies that day, and that four more only arrived after the escape. >> that is not factual. we just verified that is not true. >> reporter: sheriff smith isn't backing down saying they were fully staffed with 13 deputies that day. what is more, deputies say it doesn't matter how many deputies were there because tramel mcclough and john bivins had a key to unlock the restraints. >> what we want to say -- see is how the mistake was made, white was made and learn from those mistakes. >> reporter: but the union says they are so understaffed, escorts are denied partners and sometimes judges are left waiting for bailiffs because there aren't enough but tonight the sheriff is defending her department and the work they do. >> we staff with what we think is adequate, safe, and what provides the best service to the courts. i believe the court is very happy with the level of service that we provide. >> reporter: what's more, the sheriff points out they only have an 8% vacancy rate at the department and they have more than 30 cadets entering the academy next month. maria medina, kpix 5. oakland police are saying three teenagers were busted after a chase and a crash. but it may also be linked to a pair of shootings. the young men were arrested near lake merritt and investigators are testing the weapons found at the scene because they believe the suspects may be connected to 2 recent shootings, including one in oakland. they also say those suspect's car may be connected to other crimes as well. one of the suspects was hit by a car trying to run from police last night and is in critical condition tonight. the search is on for a man who groped at least two female joggers. the sheriff released these pictures. the suspect is 5'8", white, 180 pounds, a groomed beard and sideburns. he groped the first victim three months ago at saint bruno state park. monday night, he struck again in the same area. the sheriff's office believes the suspect was driving this light-colored 2009 mazda 3 hatchback or something similar. if you have any information, the san mateo county sheriff's office wants to hear from you. questions are swirling about the owner of a popular cafi. where is he and what happened in minneapolis 30 years ago? kpix 5 christin ayers reports from oakland tonight. >> reporter: tonight, the fate of this popular oakland restaurant is up in the air and the owner is on the run after a judge ordered him to pay millions over allegations of sexual abuse. >> i was groomed. by jason mclean when i was 15. i was coerced. and raped. >> reporter: laura adams is one of four people suing jason mclean, the owner of oakland's small wonder cafi. the owner says that the sexually -- they were sexually abused when he was a teacher at a children's theatre in minnesota. >> he is a serial predator. >> reporter: a judge ruled mclean must pay $2.5 million to one of his accusers. mclean was not at small wonder when we dropped by. his employees say they haven't seen him in weeks. the owner of the harper clothing store next door told us he knows mclean as an acquaintance and never expected this. >> jason is an interesting guide. he is rather shy, but this is just very shocking. i would not have had any idea. >> reporter: even more shocking, attorneys say mclean has failed to show up for a number of court appearances and was last seen in mexico. >> there is a real concern he is still a risk to society and out there possibly hurting others. >> reporter: court records show he sold properties in minnesota and is in the process of trying to buy this $1.5 million property and cabo san lucas. small wonder customers said the allegations had been shaken. >> if i had known about this, i would not have come here. >> reporter: in oakland, christin ayers, kpix 5. now to a dramatic rescue in the east bay caught on camera. chp lifted -- airlifted a woman from diablo state park after she fell off her horse on a trail around noon. the helicopter questioned her about 75 feet above the trail and carried her for about 2 miles. she is recovering at the hospital and authorities say her injuries are relatively minor. three san francisco schools were found to have higher levels of lead in the drinking water. alndria borba reports the oakland unified school district is concerned about potentially contaminated water there. protesting is a daily part of life in schools, but tomorrow in oakland it's not just the students but the water being put to the test for lead. >> this is going to give our students, our families and our staff greater peace of mind to assure them that our water is safe. >> reporter: east bay will test high traffic locations like water fountains and faucets at every school. it's a continuation of a project they have already taken on. >> we have covered most of our schools already, and we know the water in those schools is safe for our kids to drink. >> reporter: to test for lead, there is a specific process. the night before testing, fountains will be bagged and tagged. be for the first that can be taken, the water will be drawn. >> the water has been sitting there all might so they really get to see what kind of lead leaching has been happening in those faucets if any. >> reporter: the testing will start at 6 am tomorrow morning and go and chunks of five schools at a time until the entire district has been covered. in oakland, alndria borba, kpix 5. tonight, president donald trump is talking change -- trucking trade with the chinese president and business leaders. >> both the united states and china will have a more prosperous future if we can achieve a level economic playing field. >> yesterday, the president called on all "responsible nations" to do more to isolate north korea. he said countries that enable the north will have the nuclear crisis on their conscience. north korea responded saying the u.s. should oust president trump from power. the state run media referring to him as a "lunatic old man." today marks the one-year anniversary of president trump's election win. he tweeted congratulations to the deplorable's and the millions of people who gave us a massive electoral college landslide victory. next up on the asian tour, president trump and the first lady will go to a state dinner in china. a former baseball star flying his plane. just moments before it crashed, while the cause is still a mystery. veronica de la cruz tells us there are new leads. >> reporter: federal investigators recovered two data recorders from the wreckage of roy halladay's plane crash. the aircraft manufacturer is based in vacaville and is facing new questions tonight. this new video shows what appears to be roy halladay's final moments flying close to the water before crashing the icon a5 off the florida gulf coast yesterday. he owned the aircraft for less than a month before the crash. >> the pilot was a prior pilot since 2013 and according to his logbook he had apparently -- approximately 700 flight hours. as the investigation continues, we will be gathering factual information. we will be looking at the pilot's experience, training, medical status. >> reporter: roy halladay's deadly accident is at least the third crash involving the icon a5 this year. the first near key largo and then the chief test pilot and director of engineering died in a crash at lake berryessa. the ntsb blamed both incidents on pilot error. icon began delivering the a5 in 2015. the prize starts at $275,000. icon says the a5 is safe and easy to fly, even for inexperienced pilots. the ceo issued new guidance about low altitude flying, encouraging pilots to be at least 300 feet. the faa typically recommends flying at 500 feet or higher. veronica de la cruz, kpix 5. fallout for actor kevin spacey who has been cut from an upcoming film and replaced by christopher plummer. the news came after a boston news anchor accused kevin spacey of sexually assaulting her 18-year-old son at a restaurant on nantucket -- on nantucket last summer. >> kevin spacey but me and drink after drink after drink. and when my son was drunk, spacey made his move sticking his hand inside my son's pants and grabbing his genitals. >> the cape and islands district attorney's office confirmed to cbs news that they have received information regarding allegations of indecent assault and battery. and tonight nantucket police are also investigating. tonight, facebook is testing a new strategy to fight something known as revenge porn. and to do that, kit dale reports, the social network wants users to send in their naked photos. >> so, you took some naked pictures of yourself and sent them to your lover, which is not unusual in this day and age, but then you had a nasty breakup and your ex starts to post some of the so-called revenge porn. it turns out facebook can block some of the unseen pictures from getting posted in the first place. but here's the thing, you have to send the photos to facebook engineers first. the head of global safety knows that is a tall order. >> send it to me out facebook. that's an intimate, naked photo of you. that's a hard thing to share so we wanted to work with our partners. how do we do this in a way that is least intrusive, most sensitive. >> reporter: launching a pilot program that works like this. open facebook messenger, send yourself the photos you want blocked. in australia, you would contact the office of electronic safety and file a report. then, facebook captures a so- called hash of the photo. >> we keep the fingerprint, not the photo, and then the next time somebody tries to share that photo on our platform, it is run through a databank of those fingerprints. if it matches, it won't be shared on our platform. >> reporter: after that, you will get a message to delete the photos from facebook messenger. mass communications professor from san jose state, matt cabinet says you are going to have to trust facebook to do the right thing. >> i think facebook will do what they say they will do but the idea that somehow it wouldn't be somewhere online, somewhere, i don't trust that. as i tell my students, once the genie is out of the bottle, it's hard to put it back in. >> reporter: officially, this is a pilot program that has been rolled out to 4 countries including australia. it has a really rough around the edges feel but should improve over time. no timeline has been given on when it will roll out to the u.s. kit dale, kpix 5. sky drone 5 over fremont central park. the popular slurping up tiny bits of powder that can cause the most severe life-threatening allergies in children. as to why, the hope that it will prevent this healthy baby from other developing one. this isn't a crazy experiment. in fact, there is science behind it. >> their little bodies are starting to be exposed to potential allergens early on in their systems and therefore want develop allergic reactions at a later date. >> reporter: it's called spoonful one. mix the dietary supplement with food once a day. it's made up of proteins found in 16 foods including peanuts, milk, eggs, soy, wheat, fish, and nuts. amanda decided to try it after seeing her sister's kids deal with serious food allergies. >> i have seen them go through anaphylactic shock. i have seen how hard it is for her to order food at restaurants. >> reporter: the startup that makes spoonful one believes introducing this to babies as young as four months old for foods responsible for 90% of food allergies will reduce the groundbreaking research on the method. the university patented and license the product as a startup. it is blocked by heavy hitters from silicon valley including the linkedin ceo and the 23 and me ceo. >> the idea that before is better than after proactive is better than reactive, it felt like this amazing opportunity to bring all of this biology directly to families. >> reporter: more than 15 million americans have food allergies and of those, 6 million our children. and doctors are also seeing a 50% increase in the number of food allergies among kids in the last few decades. >> in the patented data behind spoonful one there is evidence that diversity, so all those foods at once, might really grow a happier immune system, one that is more tolerant over time. >> reporter: and with that comes food freedom they say. chief medical officer -- of the chief medical officer points to the stanford study. results found that eating peanuts from a very young age can stop the development of a peanut allergy in high-risk children. a second study called eat found introducing several bits of allergenic foods at once to infants was safe. however, since the powder is a dietary supplement, parents should take note. >> spoonful one is not a medicine or a drug so it is regulated differently. >> supplement makers don't have to prove their product is safe or effective before it goes to market. even so, spoonful one took an extra step and funded an independent study involving 700 and since. the study showed no adverse events -- adverse events. as to whether it will prevent children already tapering off, but unlike the past couple of systems, where the low-pressure area went with it and we got clear and sunny rather rapidly, this low is going to linger. that's why the air behind the front isn't completely stable. we will see some scattered showers tomorrow into friday morning. we will let futurecast paint the picture. there goes the front. thursday morning, a few scattered showers. this particular run is much more optimistic on sunshine tomorrow afternoon even with some scattered showers around. then we get into friday morning, and it's not done yet. scattered showers continuing until 9 am or 10 am. it's not until friday evening when the rain is completely gone that the weekend begins moving out. additional rainfall totals, not much. about a third of an inch of rain. a little more for the north bay. steady rain is ending now but we stay showery throughout the day thursday into friday. the weekend, most of it is precipitation free. one exception, late sunday evening may see a few where the showers. a lot of soccer tournaments coming up this weekend. livermore 68 degrees. oakland 65 degrees tomorrow, redwood 67 degrees and scattered showers tomorrow. friday morning rain is out. saturday looking nice. sunday we go cloudy again. a couple showers possible on monday. it's nice to get the rain, but without the intense rain because certainly in the north bay they need a chance to recover and get some of those things cleared up before we get pouring rain call. we know that's coming but we just are glad it's not here yet. tonight, the bay area
