In oakland, 880 near embarcadero, one lane is blocked and you can see the backup stretching toward 980. Speeds dropped to 37 milesan hour and your travel time is in the green. Another accident north on 101 near market boulevard is blocking one lane with crews going through transitioning to 101 at around 35 milesanhour. The travel time on 101 jumped into the yellow. San jose police are investigating an incident in willow glen. A gunman was spotted on the grounds of an Elementary School. Sandra osborne is live with details. Reporter good morning. The gunman is still on the loose at this point in time. It was a neighbor, a person who lives nearby, who heard gunshots and came on the School Property around 4 00 in the morning. She said she saw the gunman and you can see that a bullet hole went through a flag and it hit the ceiling and it hit the Security Camera outside the Brockton Elementary School library. Beyond that, you can see the wall above the Library Doors and you can see that it was believed this was a shotgun used. The neighbor came over and said she wasnt sure what she was thinking but decided to chase him. He took off on foot and she went after him and said she hoped to get a description of the person. She did not get a good description or tell whether it was an adult or a juvenile. We have the chopper overhead right now and the perimeter has been cleared but there are police on the scene as they survey the damage and our gathering details from witnesses. This is not the only Security Camera. There is another one that is a little bit away. It looked like a classroom building where they were getting details, as well. The neighbor said this is not the first time this has happened and shes had to call police about this before. Jury deliberations will resume in a few hours for the case of the sanctuary city debate that put this trial in the spotlight. Jose Ines Garcia Zarate admitted he shot kate steinle as she walked with her father on pier 14 and San Francisco two years ago. The jury is deciding whether a was accidental or intentional. Jose Ines Garcia Zarate is charged with seconddegree murder but they can consider firstdegree murder and manslaughter. Oakland police are expected to present a report on the involvement in recent controversial immigration raid. Advocates that the police chief lied about the august rate and whether or not it was a deportation matter. Two women were detained during the raid and one was let go on the other now faces a deportation case. The oakland sanctuary city policy prohibits local Law Enforcement from getting involved in federal immigration investigations. New details in a quintuple murder trial in San Francisco. The entire luke is accused of killing a family in 2012. Closing trial arguments will come later. They said binh tai luc killed his victims while burglarizing a home near city college. Currently, city law requires all Residential Hotels or sros to have automatic Sprinkler Systems in the residential parts of the buildings. The law has a loophole. Other nonresident reports like run for commercial spaces are not required to have sprinklers pick a new proposal would close that loophole. Hopefully, within a decade, they will all have sprinklers in these areas. Right now, about 300 buildings are affected and if and when they are sold, the proposed ordinance would require the new owner to install a Sprinkler System and the cost is six figures. Maybe it would be better to have a little bit smaller amount, or you know, what do you think . Ask the person with diabetes instead of, sort of, directing them in such a harsh manner. Oh, this is a good one. Well, at least diabetes isnt serious. Its manageable. Well, diabetes is serious and its manageable. And when somebody says that it really does make it sound like, oh, diabetes is no big deal. It really minimizes a disease, a condition, that somebody has to really take seriously in order to live effectively with it. The neighbor who called it in didnt know what she was thinking as far as her safety. She said the dispatcher could hear the gun and told her not to chase the person. Heres what she told us this morning. You are not getting away. I didnt have a thought process after that. I know it was really dumb to do that. More than anything, i just wanted a good look around to give a description. Reporter very scary. Chopper5 is live above the scene and there was a very large perimeter set up around the neighborhood in willow glen in san jose. There perimeter has since been cleared. There are investigators gathering evidence and talking to some of the witnesses. The person with the gun took off running and karen said she couldnt get a look at his face. She didnt know if it was adult or juvenile but she knows the person was very fast. They believe school will start as scheduled. I want to point out that this Security Camera was impacted by this and there was a sacrament a second karma just hanging on by a court. Cool in the north bay and visibility across the north bay, not bad. In petaluma, it is dropping again 20 visibility. The north bay valleys are seeing this. You can expect delays along 101 through petaluma with sensors lighting up with yellow and red and no reports of any accidents. That is the good news but you will deal with all of that fog. Please be careful out there. Southbound past 580, we an accident and it is keeping your ride slow as you make your transition down into pleasanton and it continues to be quite heavy into the north. Expect delays to the north with a 20 minute drive from 580 toward 84. 880 southbound, 23 minutes to 84 and taking a look at all those brake lights in the westbound direction across the san mateo bridge, we are getting delays eastbound, as well. A busy day across the span, 26 minutes. Looks like San Francisco will get rid of more precious Parking Spaces to be replaced by loading zones for ride hailing services. Anne makovec joins us from San Francisco to let us know where this will happen. Reporter along Chestnut Street in San Francisco, one of several areas the city is looking at to make it easy for uber and lyft drivers to drop off or pick up passengers. These areas are right now Parking Spaces. It will be a bit of an exchange with eight streets being named for areas where drivers can pick up passengers. Bicyclists, pedestrians and others will have this plan for getting new information from uber and lyft. The city can make a well informed traffic plan and recent studies have shown there are increases in congestion in San Francisco. Im asking them to use the data and share it to figure out where the good dropoff points are for customers and for us, as well. But, safe once. Reporter the potential areas are hayes street in hayes valley, clement street in the inner richmond, irving, chestnut and 34th in noe valley. Bay street in north beach and two sections of howard in soma. The city will pick one or two of these areas and start small and see how it works. It will work in conjunction with the city on the program and drivers will be steered away from some of the areas by the app. Specifically, they will be pointed to the sanctioned areas and we will see how it works. Anne makovec, kpix5. San franciscos board of supervisors will consider changes to marijuana guidelines that include land issues and zones. Voter approved proposition 64 will take effect in january, making Recreational Marijuana legal under california law. Time is ticking for victims of the wine country fires to apply for federal disaster assistance. They have until december 11th to register with fema and those affected by the fires can register online, over the phone or in person. The feds said they have received nearly 60,000 registrations related to the north bay fires. So far, 7. 5 Million Dollars have been approved to help those victims. A sixyearold boy was shot twice in rancho tehama and is recovering. He was really lucky. If it would have been on this side, he wouldnt have made it. One bullet hit the sixyear old boy in his right lung and the other in his foot. The doctor said it is remarkable he is in little pain and at home less than two weeks after being shot. Classes are back in session at rancho tehama rancho tehama elementary. Quick thinking Staff Members lock down the school to prevent the gunman from breaking in. Five were killed at other locations nearby and the gunman was later shot and killed by authorities. The Oakland City Council will have a moment of silence at the meeting this evening in honor of those who lost their lives in the ghost ship warehouse fire. Saturday marks one year since the fire at the warehouse that was converted to include a concert venue and living spaces. 36 were killed that night, making it the deadliest fire in the history of the city. The state assembly will hold the first public hearing to examine complaints of Sexual Harassment at the capitol one day after Southern California assemblyman, Raul Bocanegra, announced his resignation. He had served as majority whip until last week and faced several Sexual Assault allegations. His senate colleague, tony mendoza, was recently stripped of his Committee Chairmanships following allegations of Sexual Harassment. Testimony is expected from several women this afternoon. Completely unwelcome, completely without warning. Intimate parts of my body were touched and he had no right. The assembly member, laura freeman, will chair the hearing today. Lets shift to tax reform. What is the president asking from the Republican Congress . Reporter this guy has about eight more days until the government shuts down if they dont pass a budget. Thats part of the agenda and the other is tax cuts. The president has a plan and republicans have a plan. They are not the same, but very similar. 50 votes are needed to pass this. Right now, they have exactly 50 votes. The president will need every single vote and two republican defectors are here. With 27 and 28 shopping days until christmas, there are about legislative days left in the year and the president will be in front of the Senate Leaders making the case today. Senators one information from uber after the ridehailing company concealed a data breach that compromise personal information of millions of customers. Uber disclosed last week it had been hacked about a year ago. The compromised information includes names, email addresses email addresses and cell phone numbers of 57 million customers and the drivers license numbers of 600,000 drivers.
