Magnitude quake struck around 2 40 this morning along a seismically active fivemile stretch of the hayward fault. The center was the Berkeley Oakland border near the claremont hotel. Anne makovec spoke with several residents who felt the quake. Reporter im standing by the epicenter of the morning 4. 4 earthquake right outside the famous claremont hotel. And this earthquake was felt bay areawide. Home videocameras caught the moment the earth shook at two 39 this morning. This video at 2 39 this morning. This video is from becker and this is from nearby alameda. Movement sensors turned on the living room light. It felt like a giant punched the bill. Reporter paul is a nurse at kaiser hospitals icu about two miles from the epicenter. The patients that were on ventilators woke up because it was such a big jolt. Reporter he said he could see the patients Blood Pressure going up. You could see everything in the building move with a boom and then a steady shake after that. Reporter the shaking woke up people in all nine bay area counties and while no major damage was reported, this broken picture frame was posted on snapchat from san lorenzo and some items fell off the shelves at this Safeway Store in san leandro. Almost everyone has a story to tell. Started shaking like crazy. It was scary. It was like there was a Truck Driving on our roof or something. Rumbling and very abrupt. Reporter and while this wasnt the big one, its a reminder to many. Try not to panic too much because the best thing to do is stay calm and the environment and help those who may need help. Reporter as for the hotel here at the epicenter, they sent out a statement saying their guests were only minimally disturbed and that we are both prepared for and understand that events like this are simply the nature of doing business in california. Kpix 5s Jessica Flores is in menlo park on the bigger warning from officials. Reporter that earlymorning earthquake here in the bay area certainly wasnt the big one. But experts say its a wakeup call that we live in earthquake country and we should expect a major earthquake in the next 30 years. The berkeley quake was only a 4. 4 but enough to rattle homes and nerves across the bay area. And it could signal whats to come. The quake happened along the hayward fault line where experts predict the next big one to hit. This is the shaker this morning, a reminder that the hayward fault is ready to go. Reporter the geologist says a major 6. 7 or higher quake occurs about every 150 years on the hayward fault. The last one was 1868, exactly 150 years ago. People like me, geologists and seismologists, think a large earthquake on the hayward fault is probably the most likely earthquake to occur in the bay area in the near future. Reporter todays earthquake, about 8 miles deep. It set the ground shakes as far west as San Francisco, as far south as santa cruz. Knudsen says about 5 of the time, california earthquakes are followed by larger ones. So theres a low probability but theres some probability that this is a foreshock to a bigger event. New at noon, attorney general Jeff Sessions has issued a marijuana enforcement memo rescinding the Obama Administrations policy on states legalizing pot without federal intervention. Kpix 5s jackie ward joins us live in studio with more on the federal crackdown. Reporter we want to clear it up for all those businesses that are now open. This means that the attorney general now leaves enforcement in the hands of federal prosecutors to decide how the federal marijuana laws should be enforced. Attorney general Jeff Sessions has officially revoked an Obama Administration memo that allows states to legalize pot without federal intervention. In his own memo released just hours ago, sessions wrote that possession and distribution of marijuana is against federal law. Federal attorneys are now in charge of enforcing this. Eight states and the District Of Columbia have legalized Recreational Marijuana d adopt marijuana laws. As we know here in the few days its been legal in california, businesses are already benefiting greatly from the new industry. Shortly after sessions announcement, Lieutenant Governor gavin newsom sent us a statement saying in part, quote, this position defies facts and logic, threatens the promise of a safe, stable and legal Regulatory Framework being pursued by 29 states and continues the trump administrations cynical war on americas largest state, and its people and progress through immigration crack youngs, tax increases, Climate Policy reversals, healthcare repeals and now marijuana policing. Other states besides california are expected to protest this memo. Right now we are looking at fog at the Golden Gate Bridge. Visibility is down, low in concord at 2. 5. Oakland visibility 10 miles. I want to show you a live camera view. Look how gloomy and gray it is. There is the Golden Gate Bridge way off there under that layer of fog. High clouds, fog forming. Some areas though sun breaking through. Also seeing a few little rain dropping on our vaca camera. Our hidef doppler shows light showers if any across the vacaville area. So its winding down. Yesterdays storm now nothing but very light drizzle, if that. Santa cruz seeing some areas of green but none of that seems to be measurable. Barely any raindrops from whats left of the storm. Round 2 is on its way so we are going to see another storm system coming through. Today expect to see some sunshine across the south bay later on. Overnight on the east coast, there was a bomb cyclone bringing with it snow and ice and strong winds. Officials say schools in major cities are closed while boston and other parts of new england should get the brunt of the storm. Forecasters expect over a foot of snow with winds up to 75 miles an hour. The winter storm brought snow and ice to the southeast for the first time in decades. Omar villafranca reports from virginia, where power is out for thousands of customers. Reporter it started snowing in norfolk, virginia, at about 10 00 last night. And it really hasnt let up. The snow is starting to get up to my shoes right now. The city of norfolk usually gets about 7 of snow per season. But if all the predictions are correct, they could get up to 10 of snow and that would be the 8th largest snowfall total on record for the city. Another big issue here is the wind. Some gusts are up to 60 miles per hour. Overnight this storm caused a major headache on interstate 264. Some drivers had to be pulled out. Others had to be dug out. Also, the National Guard has been authorized to bring in an additional 150 people on active duty. Drivers also in maryland on the shoreline are being told to avoid unnecessary travel. Now, a blizzard warning is in effect in this area until the early afternoon, but all this snow that you see on the ground, its not going to go anywhere because temperatures arent expected to get above freezing consistently until monday. Sfo had 83 delays and 78 cancellations at last check. At San Jose Mineta International airport there are nine delays, seven cancellations. The battle over Net Neutrality rules that were overturned in washington last month has moved to sacramento. State senator scott weiner of San Francisco introduced a bill to require Telecommunications Companies doing business in the state to guarantee equal Internet Access in response to the recent repeal of nationwide Net Neutrality. The bill was coauthored by a number of bay area democrats. President trump is purportedly furious about a new book that paints his first year in office in an unflattering light. So satelliteradar imagery showing that storm is all winding down after it brought us that rain yesterday and next in line will be this other low thats going to come on through. And again, its going to reach the north bay first. So heres that low and it will arrive after midnight tonight. It will impact the morning commute. Expect slick roads. Plan accordingly. Set your alarms earlier because of wet roads that may be dangerous. 7 a. M. , santa rosa, even San Francisco, redwood city could get some of the rain. And it looks like it will wind down by the afternoon hours. During your lunch breaks you may see some raindrops. Today 60s in the south bay. Clouds will burn off in plays like san jose, milpitas. It will feel warmer compared to yesterday. East bay temperatures in the mid to upper 60s. For San Francisco, we are staying a little bit cooler in the low 60s. Kentfield, 61. Petaluma at 59 degrees. And to the north, temperatures also staying cool, lakeport in the mid50s. We are warmer than normal still about 10 to 11 degrees warmer than where we should be for san jose and concord.
