Reporter tonight Monterey County sheriffs investigators released pictures showing exactly how the 2 escaped, and how construction outside the jail made it easier for them to get away unnoticed. Theyre in jail for murder, so the 2 both accused murderers and now on the run. The escape revealing the jails vulnerabilities. The individuals were able to identify a blind spot in this particular housing unit. Reporter these pictures were released of the 22 by 8inch hole the 2 somehow cut in a bathroom ceiling shared with 9 other inmates. The corner chosen couldnt be seen by the correctional officers. Once through the hole the pair climbed through piping and ducts, some as narrow as 11 inches wide until they reached the hatch that led them outside the facility. At 57 hes homeless for the first time in his life. Earl lives on wood street in one of the largest homeless encampments. He says most days on wood street are. Very, very dreadful. Reporter earl is part of a growing population, not just of the homeless in oakland, but of people who become homeless for the first time over the age of 50. Didnt know know anything about being homeless. Didnt know how to set up a tent. Reporter this doctor has studied homelessness for more than 2 decades and specifically those aging into homelessness. Its enraging that older and frail people live out the last part of their lives outside. Reporter back in 1990 only 11 percent of the Homeless Population in the United States was over the age of 50. Today more than 50 percent are. 44 percent of the aging Homeless Population became homeless for the first time after turning the big 50. They were short of just scraping by, but never had a nest egg or a lot of savings, and something happened to them after turning 50. Reporter earl lost his construction job. That same year his mother and son died suddenly. It is not cheap burying 2 people. Its also not cheap working in transportation. Reporter Research Found youre likely to age 20 years faster on the street, so as the population grows, so does their health care bill. We are willing to spend all these resources for they had really modest improvements, but we cant seem to get people housed, and the difference between someone not housed and housed is so profound. Reporter her Research Found for the population of people homeless for the first time after age 50, theyre bucking some stereo types. Most led conventional lives as other opposed to those chronically homeless for their entire lives. For this population, this newly homeless after 50, it is an Affordable Housing issue period. It feels really unsolvable were talking about the wrong thing. Reporter she means were not talking about deeply Affordable Housing. Affordable housing is a term we throw around a lot. Generally it applies to people making 50 to 60 percent of the area median income. In oakland, for 1 person that means making less than 52,000 a year. Deeply Affordable Housing targets people making less than 30 percent of ami or less than 26,040 a year. Every year the United States loses 10 to 15,000 of its Public Housing units for the extremely low income. Between 2000 and 2016, the federal budget for this type of housing was cut in half. Youd be extremely lucky to qualify for this scarce resource. You have this game of Musical Chairs where theres a hundred households line up and only 22 units of housing that could afford. Thats a policy crisis thats been years and years in the making. Reporter the wait list for section 8 in oakland hasnt been open since 2011. Still, 1600 people are waiting for those vouchers. For Public Housing, 8200 applicants are waiting. For project based housing, its 36,000 applicants still waiting. Of course if theres a group of the population thats losing out and really competing for a really scarce resource, its not at all surprising that the people with Mental Health problems or Substance Abuse problems are more likely to lose out and fall into homelessness. Reporter in the meantime we wonder why people in earl are working around city policies, building their own makeshift communities with made up addresses. He has nowhere else to go. He has some family left here, a daughter and son who he wont ask for help. Does your family know where you are . No. Reporter why not . Because i chose not to be a burden to anyone. Reporter so instead of spending his golden years slowing down, earl is spiraling as are so many of oaklands seniors on the street. Its just a devastating situation. Because were human. In fact Research Found that 70 percent of our homeless have deep roots here which is a much higher percentage than the housed population. Its really interesting to me because you mentioned the term newly homeless, and if youre over 50 you could lose your job, get laid off. Youre a couple of paychecks away from having no help at all from anyone. Being out of savings, and now youre newly homeless and not exactly employable. A lot of 20 somethings are running around taking the job. And thats often this population. An adverse life event happens. You lose your job, your spouse, and then fall through the cracks.
