I wanted people to talk to. Hungry is key. Jim gaffigan is on to something. Theres going to be a coronavirus 15 because people are sitting at home eating. If its only 15, were doing okay. Something about knowing you have to stay home but its important to do. We, of course, begin with the coronavirus and President Trump who has now approved major disaster declarations for new york, california and Washington State to respond to the coronavirus pandemic. Here is where we stand as of this morning. More than 35,000 people in the United States reported to be infected by the coronavirus outbreak. More than 470 people have died. Eight states have now ordered people to stay home to help slow the spread. This applies to more than 100 Million People or nearly 1 in 3 americans. On capitol hill, senators are back to negotiating this morning after they failed to agree on a nearly 2 trillion relief bill. All this as one senator has tested positive for the coronavirus. Nancy cordes is on capitol hill. Nancy, are we actually getting any closer to a deal . Leaders tell us they are close and that they hope they can wrap up their talks this morning after negotiating past midnight here at the capitol. Republicans say they have already made big concessions. Theyve already agreed to what some are calling Unemployment Insurance on steroids where the government would pay laidoff workers their previous salary for up to four months. But democrats were upset about what they called a new slush fund in this bill. 500 billion to help major companies. That money would be sent out at the discretion of treasury secretary mnuchin with limited oversight. There is agreement on a 350 billion package of grants and loans for small businesses. That could help keep them afloat for up to eight weeks. As well as those Cash Payments of 1200 to workers who make up to 75,000 a year. That will help a lot, too. Republican leader Mitch Mcconnell is still eager to hold a final vote on all of this today. All senators wanting to send that reassuring message to the markets, to workers. Absolutely. Nancy, senator rand paul was the first senator to test positive for the coronavirus. Do we know how he got it and who he might have given it to . Its hard to know for sure but we know he attended an event in early march in his home state of kentucky where two attendees later tested positive for coronavirus. Now senator paul says he didnt interact with those guests so he didnt selfquarantine at the time. In fact, while waiting for his test results he had lunch with his fellow republicans. He interacted with reporters here on the hill. He even worked out yesterday in the senate gym and swam in the senate pool. Some of his colleagues didnt take too kindly to that. In fact, senator Lindsey Graham of South Carolina told uim not a doctor, but its pretty obvious to me that until i got my test back, i should stay away from people. Now there are a couple of senators who are newly in selfquarantine because they came into such close contact with senator paul. And all of that is making it very complicated as senators prepare to vote on this massive 2 trillion package today. Hopefully theres a lot of chlorine in that pool, nancy. An. President trumps decision to approve disaster declarations for new york, california and Washington State could mean thousands of extra hospital beds, but hes been reluctant so far to take other steps. And hes still sending mixed signals about the severity of the crisis. Paula reid is at the white house for us. Good morning. So whats the president s position now . Good morning, tony. In a tweet last night, the president suggested that the current restrictions could be revisited as early as next week at the end of that 15day period established by the administration. The president has really been focused on trying to give people hope, even when that flies in the face of the best guidance from his medical experts. And last night he tweeted we cannot allow the cure to be worse than the problem itself. Im a wartime president. This is a war. Reporter as state governors announced he has activated the National Guard in states hit hardest by the outbreak. Today im announcing action to help new york, california and washington ensure that the National Guard can effectively respond to this crisis. Reporter governors will have leeway to use the National Guard as they see fit and could include assistance for medical facilities, Health Care Professionals and even law enforcement. But the president continued to send conflicting messages on using the defense production act which empowers the federal government to mobilize the private sector to increase the production of goods. State leaders like Governor Andrew Cuomo have asked president to employ the act. I think the president should order factories to manufacture masks, gowns, ventilators, the essential medical equipment thats going to make the difference between life and death. Reporter while the president signed it just last week well be invoking the defense production act. Reporter he says he doesnt actually want to use it. The concept of nationalizing our businesses is not a good concept. Reporter the Administration Says that companies have stepped up voluntarily but some governors in especially hardhit states like illinois are calling for a uniform approach. This should have been a coordinated effort by the federal government. Reporter the president insists this is not a one size fits all situation. Every state is different. I mean, idaho, west virginia, iowa, nebraska are much different than new york than california. Reporter the president could not say when the u. S. Will be back open for business but today Vice President mike pence said the white house will be issuing new guidance that could allow some workers who have been exposed to the virus to return to work more quickly by Wearing Masks for a period of time. The always bustling new york city is practically a ghost town. Most businesses have closed and the streets nearly empty. And there are similar scenes around the country with deserted tourist destinations in atlanta, georgia, all the way to californias hollywood walk of fame. Still, the governor of new york says hes personally seen parks, crowded with people, despite an order that he gave to stay at home. Its insensitive. Its arrogant. Its selfdestructive. Even though theres an order there to stay at home, too. California along with new york and Washington State are starting to get federal disaster funds for mascar and other emergency programs. Some hospitals have set up tents in the parking lot to start triaging people before they even walk in the door. Covid19 is affecting people of all ages. Take 44yearold david lat. Hes a marathon runner and lawyer who founded the widely read blog called above the law. Hes now on a ventilator. At first doctors thought he might have the flu. It turned out to be coronavirus. His husband last spoke to him three days ago as david was in the icu. He didnt sound great. You know, he couldnt really talk for more than two seconds. So i just said, hi. He said he wasnt doing great. Said i love you. Hes in isolation . He is. Health professionals in some states continue to be worried about how the request to get more medical supplies and federal dollars are getting prioritized. Take louisiana for example. More than a Million People visited new orleans last month for mardi gras. Now louisianas governor says according to a study from the university of louisiana at lafayette, that state has the fastest growth rate of confirmed cases anywhere in the world. I want the nation to know how important it is and louisiana needs help. Reporter dr. Rebecca gee says louisiana is expected to become the epicenter of this pandemic when you look at cases per capita. Before i toss back, anthony, private companies are volunteering to help produce supplies and equipment. President trump said yesterday that haines and 3m are offering to make masks. Tesla and afford have offered to make ventilators. Were committed to speak with doctors and nurses on the front lines of the battle of coronavirus. They say getting basic protective equipment remains a big concern and they are fearful about their own safety and the safety of their loved ones. Its the first time weve ever been truly scared to come to work, but despite being scared, we are trained to save lives, and were committed to doing that. We are in a crisis state. We desperately need help. I implore authorities, government agencies, i implore the private sector to help us. Were putting our lives on the line. Look, i got infected, and i was wearing the protective equipment i needed to wear. We know that when we go in those rooms. And to further increase our risk of getting this virus and to further put our families at risk, intentionally, which is what this feels like. There are people that literally are wearing bandannas because they have Nothing Better than that to protect themselves from the respiratory droplets of patients who are infected with covid19. And i think thats a national shame. It feels unimaginable potentially being asked to use bandannas. I can tell you were not at that point yet in new york city. But i will be outraged if it gets to that point. I am embarrassed to say this, but prior to this, my husband and i had never gotten around to writing a will, but this weekend, that became one of our todo list items. Im scared for my loved ones. Im being as candid as i can be. Im no hero. But im not scared about myself. Im willing to bargain my own safety but am i willing to bargain the safety of my own child and my motherinlaw . Well, anthony, last week when i talked to an e. R. Physician, she told me the thing that scares her most is leaving her kids without a mother. And that conversation about wills and code statstatus, that happening around the country with those Health Care Workers on the front line. Its not a question of if i get infected but when i get infected. You have to end, as medical professionals we define ourselves with words like strong and calm, in the eye of the storm. So for medical professionals to be saying they feel panicked and afraid is really unprecedented. And they feel afraid for their own health, for their familys health, for the fact that theyre going to have to be making terrible triage decisions about who lives and who dies and if youve never seen somebody gasping for air, it is a terrible thing to witness. And knowing that all you can do is stand there and watch them because you dont have a ventilator to intubate them, its terrifying. What steps can the hospital dorkss can the government do to make sure they have exactly what they need . What can be done now . We need everybody to step in and you heard david saying private companies are really moving on this. We need every single american who is listening to this and listening to the plea of the Health Care Workers to figure out what they can do to help in order to the government and the hospitals. We have Health Care Professionals getting emails. I got one this week saying that were going to be asked to reuse our masks for a day, for a week, until they get contaminated. You heard the discussion about bandannas and scarves. Thats rea horrifying. People are sharing on youtube videos about how to ventilate more than one patient with one ventilator. The president announced efforts to get crucial supplies like masks and gloves and surgical gowns amid shortages in the country. The u. S. Surgeon general dr. Jerome adams joins us from washington, a member of the Coronavirus Task force. Thank you so much for joining us. Were hearing heartbreaking stories from doctors who say they cannot get the basics. For the first time were hearing doctors say im scared. Im scared of leaving my children without a parent because i could possibly die doing the job that i love to do. What can you say to these people it is no longer good enough to say were working on it, help it on the way. You have to help us understand why this is so difficult and what you are doing to remedy the situation. Good morning. And i didnt expect to be starting off my week with such a dire message for america. But the numbers are going to get worse this week. Things are going to get worse before they get better. And we really need everyone to understand this is serious to lean into what they could do to flatten the curve. And you talk about Health Care Workers. Im getting those calls every minute of the day. I got calls from people while i was sitting here waiting to talk to you and i want the Health Care Workers to understand these where these are my colleagues and my friends and i will not rest until you have the tools you need to keep yourself safe. Why is this so difficult, dr. Adams, weve heard this a gazillion times, why is this so difficult. And im not trying to be disrespectful but people are so frustrated with yall. And i tell you why it is different. The National Stockpile purchased onetenth of 1 of all medical supplies in the country. The rest is in the market. So were doing a couple of things and i want people to know the tangible actions were taking. Were using the stockpile through fema activated to level one to send out supplies and we sent out over 2 million masks. There are supplies going out to the places most at need. Washington, california, new york. We have the military out on the ground in several of the places, we sent out cdc teams to provide backup. Weve worked with the American Society of anesthesiologist to identify 70,000 ventilators that could be converted. So supplies are going out. We know theyre not going out fast enough to keep pace with the demand and that is why the most Important Message i have for america is were half way through our 15 days to stop the spread and we need to turn the spigot off. We cant ventilate our way out of this problem. We need to make sure that in addition to getting supplies to people, that were focusing on demand and getting people out of the streets. Stay at home. Dr. Adams, the president signed the defense production act. He can essentially Order Companies to manufacture these supplies, the medical proales definitely need at this point. Why isnt the government doing that . The government is using the defense production act to get people to the table. We worked with 3m and honeywell. They are at max production. You dont need to compel someone to do something they are already doing. So every single day there are people looking and saying do we need to compel someone to do this. Lets make the call. Okay, theyre already at max production and working around the clock. And again we are using the stockpile and fema to get resources out to people who need it. Were finding new innovative people stepping up like haines. Doctor, were hearing reports of shortages on personal protective equipment and youre saying were at max production. Does that mean shortages are just going to be the way it is. Well we know there are going to be shortages in some areas and it is why i wrote an oped calling on people to stop elective surgeries. We need to make sure the supplies are getting to new york, california, washington, to the places they need and they cant get there if people are out somewhere elsewhere they dont see cases right now doctor we want to move the personal protective equipment and supplies to where it is needed and that is supply and driving down the demand. And doctor, i would like to ask you about things getting worse and when we might be able to pull back restrictions on the movement. The president tweeted we cannot let the cure be worse than the problem itself and i think people would agree, this economic shutdown is painful for people but from a medical perspective, realisticallll bac to anything like normal . Well we know it is going to tol. While before life gets back and here is what i want america to know. We dont want to wait for 15 days, we dont want to wait another day. Im looking at im driving in and seeing people out all over the place getting ready for cherry blossoms. You look on the news and see people still at beaches. We dont have a day to waste. And we need to focus on today, this hour, right now. Doctor, how far away from the peak of this do you think we are . Because some people have said it is not before the end of april . Well when you look at the china data, they were able to hit the peak and come back down in about six to eight weeks. And when you look at the italy data, theyre still going up. So were somewhere between the two and it is up to everyone coming together to drive down demand to determine whether our current bends in the direction of china in six to eight weeks or bends toward italy andatelye approaching italy. Why . Because the numbers of cases reflect what happened two weeks ago. And too many people are waiting too long to really take these 15 days to stop the spread Initiative China didnt have voluntarily restrictions and they were much more draconian than that. Do you think we need more stringent recommendations. In the United States we have a system of federalism and the governors are in charge of determining what is appropriate for their states. And weve worked well with most of the governors. We need everyone, if you arent seeing cases right now, now is the time to be making sure youre doing the things so that you dont become the next new york or the next italy. Across the country many people are having mild symptoms and told to stay home because of the shortage of tests. Theyre not being tested. At some point you have to know whether you were exposed to the virus or not. And in the next several weeks this test will be launched, hopefully sooner. The power is if youve been exposed, with we know for several months we dont know longterm. Its several months youre immuned if youre exposed and recovered. We could have people toe worker who wont get sick if theyre exposed again to the virus. This is critical to round two of fighting the virus. Were hearing stories about Healthy People having it and passing it on. Weve heard about basketball players that have tested positive feeling healthy. There are reports they passed it on. How do you deal with Something Like that . Well, i mean, thats difficult, because when you dont know you have it, you mean to do well but you go out and take liberties you probably shouldnt and you can spread the virus. Theyre not going to get the virus again at least in the shortterm, and so they could be out there as volunteers helping all of us to protect the elderly and the people with medical conditions who cant get the virus. So when we make interventions like we all have done this last week, the whole country has come through in such an amazing and positive way. Classically it takes seven to 10 to 12 days to see the impact of the changes out virus, because the incubation period of the virus. The assumption is 15 days well know where we are and the hope is weve dspad of the virus. If we decrease spread of the virus, were not going to overwhelm our medical infrastructure. Weve been given time to prevent spread. We need that time. David, from where you are and what you know, how dire is the medical supply shortage . Well, the medical supply shortage is in two buckets. Supply the masks and gowns and then its the drugs to treat it. The masks and the gowns were starting to see easing of supply. Its not where it needs to be. But companies are stepping up. People are making them. People are making hand sanitizers. Alcoholbased companies. Its that part thats exciting. I think it offer hope. In terms of drugs or therapeutics, were seeing bigger supplies come in this week. When the president announced the drug that may be effective against the virus, nationwide doctors prescribed it. So these are the kind of things that people who are you might call them creative or scammers, frankly, are saying i can make a quick buck off of this, sell something to people and one of the things, the cbp said had some what might be dangerous ingredients. General, how do you get honest with people without spreading panic . Well, the the size of this kind of problem, particularly the different nature, the idea of pandemc is a little bit frightening. I think the first thing you is say this is a big problem, but we are a big country. A big world, we can do this together. I think what you say is we are going to break every resource bring every resource, every leader, the capability of every part of our nation and the world against this problem. There will be a little panic on the part of people, but at the end of the day if you dont exhibit this kind of focus, this kind of absolute commitment, they will fill their minds with all the things that frighten them. I think youre so right about that. It reminds me of the famous line in the movie you cant handle the truth. We can handle the truth, then we know exactly what were dealing with. Thats very important so you make a good point. I love the tease tony said going to you, you compare the governments response, this crisis reminds you to the early months of fighting al qaeda. Pwhat did you mean by that . Well, this is a new challenge to this. When we started fighting jake in iraq, they were a different kind of enemy. They were this vastly disbursed organization that didnt follow traditional hierarchy, though most terrorist groups had. We were purpose built to go after the traditional kind of terrorist groups. What we had to do was geographically disburse ourselves over 76 bases. We had to synchronize ourselves every day. We became a virtual command, not because it was a great idea that one of us had, but because we had to do that. Thats essentially whats happening right now. The coronavirus is a difficult economic problem, its a Difficult Health problem. But its creating a special dynamic. That is the requirement to stay separated. So businesses, government have all got to operate with people working from home in a new environment. We can do this, we know how to do this, but weve got to focus. General, you bring up an interesting point which is a question of tradeoffs. We are effectively sacrificing our economy and everybody in that economy for the sake of public health. Thats a complicated equation. As somebody who im sure has had to make calculations regarding peoples lives and safety, how do you balance, one economic health, which can Public Public health, against lives and and illness . Yeah. The particular nature of this pandemic in my view requires its the fire thats in front of us now. We have to get that under control. Or it will burn for a tremendous amount of time. I think that theres going to be shortterm economic pain, and its going to be significant. I think Everybody Knows that by now. If we dont do the kind of actions that are required, government intervention, stay at home, social distancing, then this thing could get much worse than it would be and, of course, could lakefront much longer than could last much longer than it should. We know youre currently advising a local hospital. Weve been talking all morning about the desperate need for supplies and resources that hospitals are experiencing. What is that hospital telling you . What are you telling them in a situation like this . Well, its interesting. Its a big hospital system, and whats going to happen is they are going to be overwhelmed, like all hospital systems, and i think whats going to happen is many of the workers are going to start to feel abandoned. Theyre going to be out there working tremendous number of hours. Theyre going to be at risk. Theyre going to be simultaneously worried about their families. They will probably be under resourced in things they need. Theres a Great Potential for them to feel as though theyre care of people as well as they think they should, but also that theyre not being supported. Were doing okay. Tell us how to do this. Youre way better at it than we are. Yeah. Well, its actually very doable. But it its very importance to be able to interact well with the people youre staying with, youre living with. A lot of people are trying to work from home and trying to be parents from home and have a family at home. It becomes very challenging. Thats justi like what we did o the International Space station. Our crew became our family in orbit. And we had to not only work with them all throughout the day, but we couldnt go home at night. We stayed there on board the station and had to interact, as well. It became something that we did on a routine basis. And i think those interactions are very important, and we actually train our astronauts to improve those skills because we want everyone to play well with others on board the space station. You dont get to pick your crew. Youre just going to be up there, and you have to make the best of whatever situation. A lot and also our lives depend on each other, so its important. Thats true. It certainly feels like your life depends on the people in your household now getting through the day, as the hours roll by. As people feel restless like you whre skills thatan nymore. Ap to get through . , we call them expeditionary crew skills, but they include teamwork in group living, and recognizing that the team purpose is the most important, and covid19 gives us a very higher purpose, much like being in space does, because we are saving lives by quarantining. And so it is important to understand that bigger purpose and to embrace that purpose to give you reason and rationale for continuing to put up with the situation. And then theres the actual interactions that you do with the people that youre living with. And yeah you have to be able to communicate effectively. For most that is the most important thing you have to be that we also had these ideas that we think were communicating and we have to make sure that thats actually our intent thats hidden in our peggy, what if there are no others to play with other than yourself . Im sitting here thinking i never get bored when im normally. I never get bored, but knowing i couldnt leave the house, my apartment seemed very boring. Did you ever get bored in space, number one, when you were there . And what advice do you have for people that dont have others to play with . Thats a really good point, gayle. I think that first, did you ever get bored . Space . On board did you ever bored . Not really. Because i i always had the option to look out the window, and it was always an amazing view. Ill try that. Down here down here, the other thing i always used to do is test lists. I would do the extra extra work that i had been thinking about doing or that i wanted to organize. Think about things that, you know, having time, you know, so much of our lives these days is so busy and cluttered, and what are the what are the things that you would do if you had more time . Is it to read . Is it is it maybe to write poetry or do art . What is it that that, you know, has been the thing thats in the back of your head clean closets. That ive never had time. Clean closets. Thats what i said. If you didnt get bored, did you get restless . 665 days in the space station . Actually, i didnt. Its such an amazing experience. I i thinking about part of something thats bigger than me, being part of exploration was really, really Something Special to be a part of. So even if i was just cleaning the the fan filtration vents, it was still keeping the space station alive and being part of exploration. Thats true. All right. Peggy whitson, thank you so much. It was supposed to be just for my friends. Just a few friends on instagram. And then it turned into i was literally just playing music from my laptop. And the next day, i hooked up the turn tables, and then i noticed that the crowd started to grow. John legends in there, you know, i called Dave Chappelle p up, he jumped in. And then j. Lo and drake arrived. The saturday night party was everything. It was like everyone was there. I know. What surprised you the most . You seem to get very excited when you said Mark Zuckerberg has joined. You could see how surprised you you seemed to get a big kick out of that. You thought it was funny, too. Mark zuckerberg likes music. He likes to play. I loved that part. When mark jumped it, it was exciting. The part that touched me the most was i put in the call to see if i could get the former first lady in there. I wasnt sure. The moment she popped in, i just froze. Its not like i havent d. J. d for her before, i froze up. The music faded, i was like, i know what she loves. She loves beyonce. It was awesome. When you look down and you see theres 160,000 people in the room, what do you think . I mean, im like, wow, this is pretty much the equivalent of like two stadiums of people just listening to music. And at that point, you asked the question earlier about playlist. I dont have a playlist, i literally play what feels good. You know, i wanted people to feel good. I wanted the experience to be lifted through music. One, you know, one song at a time. It was definitely happening. Thats why you are 160,000 tune in. What is it about music that people need right now . I think i mean, music has always been a great escape. You know, like you can just feel good. No matter what your problems are. You put on a good tune, and it just takes you away. And i was trying to do that through the music. And also, what was what was great, it was the other opponent, that people were in a chat room. And the beauty of it is it initially started with my friends pretending they were inside of a club. Like hey, well pack it hey, im meet you at the bar. Hey, who let this person in . And it was just the whole experience was fun. It wasnt just the music. It was just the experience of everyone just kind of escaping, you know, whats going on today just for a few hours. I know. You are so used to playing to large crowds. How different was it . Youre alone, too, when youre playing the music. Was it a weird feeling for you, too . I guess the weird part was that my neighbors were complaining that the music was see loud. I understand im like, if they only knew. Gayle king is in here, Michelle Obamas in here.
