Reporter in 2009, the earthen anderson dam was found to be seismically unsound. Beginning october 1st, the public will no longer be allowed near the lake as the water level is drawn down to almost nothing. As early as january 2021, we could have a very different kind of view of Anderson Reservoir. It will be that way for a long time. Reporter a very long time. Valley water officials predict the work wont be finished until 2031. First theyll dig a new outlet tunnel that will quadruple the amount of water that can be released under control. They couldnt release water fast enough in 2017 so it spilled over, flooding coyote creek and parts of san jose. When that project is finished, theyll begin the seismic retro, removing the soil that could liquefy in a major earthquake. If that happens, it could wipe out part of the city of morgan hill. That was the correct answer. Let me show you what happened today coming over the golden gate bridge. Look at the marine layer. See it coming in at the elevation of the deck of the bridge. Usually it just covers the whole bridge, but theres your conveyer belt of cool air coming into the bay and being squashed by a layer of High Pressure. Thats important if youre inland because this stuff is too low to get over the hills and make any different in the way it feels inland today. Lets leave behind the time lapse. We go to the live camera. It looks prettier than that. Marine layer has risen a bit. Notice how its going to cover the towers. And look at the daytime highs for today. So 92 in concord and livermore. Only 75 in San Francisco. Oakland, youre 84. This was the warmest day until we get toward next week. Were going to bring these numbers down for concord and live more over the next few days. First want to talk about the air quality out there. Its not just the cool looking marine layer. That sky looks very yellow. Thats because there is a lot of haze from wildfires thats just started drifting back into the bay area and the air quality conditions have gone downhill. The numbervise gone up. And the conditionvise gone downhill. Take a look at where we stand now. Moderate for most of the south bay. Were already starting to rgister unhealthy for sensitive groups. Concord, thats you at 102. Gets worse than that further north you go. Weve actually reentered unhealthy territory now. So were going to need to stay ton top of this. I do have good news over the next few days. For right now, i want to spotlight whats happening at the moment. Here we are in the bay area. Other side of the state, thats the creek fire. The reason why i wanted to zoom in on this is because today it took off again. For the last several days, the fires have been going but theyve been pretty mild mannered. Today this one is now producing another one of those pyrocumulus clouds right there. Not a good sign. Theres a lot of heat being generated in that fire. Its also going to be able to produce a lot more smoke. Speaking of which, if we pull back out and use the smoke concentration forecast, theres the creek fire. Deeper the shade of red, higher the concentration of smoke. Heres the august complex to our north which has been throwing most of our smoke. Thats why our skies have looked particularly hazy. Heres the good news. Im going to play us into monday and watch what happens. A stronger onshore flow is going to help to divert however much smoke these fires are putting out. Plenty from the creek. Perhaps more coming from the august complex. But whatever does get thrown into the atmosphere is going to be kind of nudged the other way. Its not good news for anybody downstream. Its good news here in the bay area in terms of helping with our air quality. Thats why the forecast looks like that. Its moderate and even some greens showing up there. Well get an improvement. Morning lows right around 60 for tomorrow. Daytime highs, ill just give you the quick snapshot overview on where were going to be. And you can pick out the representative spots of the bay area tomorrow. Notice the cooldown for concord and livermore. Well get you back down into the mid to upper 80s. Having pointed that out, now we need to talk about the next warmup. I hate to do this. Look at the end of the 7day forecast. Thats going to become the next headline in the weather. Were looking at the potential for another significant warmup by sunday and monday of next week. Uncomfortable temperatures but in light of Everything Else going on, it also means its going to help the fires. Were going to get back into citing cbs reporting, lawmakers have passed a bill that would force the state Employment Development department to stop putting people at risk of Identity Theft by mailing full Social Security numbers. Thats already against the law. Julie watts reports the bill is sitting on the governors desk tonight amid new concerns over widespread e. D. D. Mail theft and fraud. The state is aiding and abetting Identity Theft. Reporter from consumer advocates to the federal trade commission, our finding over the past five years have sparked outrage and concern. I think everybody who saw your story would agree its common sense. Weve got to fix it. Reporter following our initial reports in 2015, lawmakers demanded the Employment DevelopmentDepartment Stop mailing full Social Security numbers and the agency said it would by the end of the year. Yet five years later, e. D. D. Continues to mail them in violation of state law, now impacting more than a quarter of all californians amid the pandemic. Its easy. Its fast. And its a fast comeup. Reporter as long as e. D. D. Is mailing Social Security numbers, stealing somebodys identity and benefits could be as simple as stealing their mail. We heard from countless viewers over the years like mary who was forced down the costly road of Identity Theft protection after her documents were compromised. Thats a lot of work and its ongoing. Reporter whitney was among many other viewers with Identity Theft issues. Several, like the howards got other peoples documents addressed to them. When people like maxine called to complaint she kind of laughed a bit and said, yeah, a lot of people complain. Reporter now amid the pandemic, there are new concerns of widespread e. D. D. Related mail theft and fraud. Debit cards and notifications from unemployment. Reporter people are finding their mailboxes stuffed with documents from other people. In other cases their debit cards never arrived but accounts and addresses were changed. My son has been ripped off. His future credit is in jeopardy. The taxpayers of california have been ripped off. State law prohibits mailing a Social Security number unless state or federal law requires it. For years, e. D. D. Claimed it was required to mail them, which we confirmed simply isnt true. We dont hear that many cases. Reporter in 2018, spokesperson lori levy also said e. D. D. Was not aware of any cases where its forms led to Identity Theft. How would you become aware of that . I dont know but i can tell you were not aware of that. Reporter we obtained postal records that included hundreds of mail thefts. We are the best at keeping peoples information private. My question to you is are you okay with the audit . Reporter that audit released in 2019 read like a compilation of our reports. You found a lot of the same things we found over the years. Reporter including e. D. D. Was aware it was compromised and that it is not allowed to mail Social Security numbers, aware that it is breaking the law. Amending state law to require all agencies stop mailing full ssns. It passed unanimously. So now after five years, dozens of investigations, a legislative hearing, and an audit, this bill finally makes it clear to the e. D. D. And every state agency, theyre not above the law. With all your reporting and all the colleagues i chat with about this issue, everybody is saying this unacceptable, which is why were going to have to pass a law and hopefully the governor will sign it and force all state agencies to be able to comply.
