Lets join the governor at a press conference in progress. A number of officials elected and the like give a sense of where we believe we are , and how we make sure we distribute our vaccines protocols in a efficacious way that guarantees your health and safety. Just to give you a perspective california has formally advanced partnership with the federal government where 15 jurisdictions california is one of five jurisdictions in the United States who have been doing microplanning. Advanced planning for vaccine distribution. We have done this in partnership with the cdc. This has been underway for number of months in the state of california. This formal role in partnership. It relates to the effort we have long been in the vaccination business. Our experience of mass vaccination makes us a unique partner for the cdc and dod. Based on the scale and scope of the vaccinations that occur on an annual basis here and typical due course here in the state of california. Consider 19 million annual flu shots typically distributed here in the state of california. In 2009, around distribution of vaccinations and therapeutic related to h1n1. The work we have done historically with hepatitis a. And of course Childhood Vaccination protocols. Wellestablished partners at the grass roots level with information gathering, confidentiality agreements, and the like. Giving a sense that the experience with vaccinations is well established here in the state of california. As we work to advance the protocols and partnerships as we advance our formal planning and engagement with the cdc and dod, and others. We do this on the basis of the architecture of a framework that has an wellestablished or mini years many years in the state of california. We have put together more formally a vaccine steering committee. In april the Vaccine Committee was put in play within the state of california, department of public health. We have advanced the logistic Tax Task Force working in emergency of service. They have been coordinating with federal, regional and local partners to look at logistic sides of how we implement and actualize our vaccines line. California today is launching more formally as scientific safety review. A work 11 individuals that are experts in their field. Experts that will independently review any fda approved vaccines. A question i often get is, are you going to take someones word for it as it relates to vaccines. Of course we dont take anyones word for it. We do our own independent review process with our world class experts that happen to live here in the state of california treasure trove of experts from ucla, ucsd, san diego, from partners we are aware they have Actual Experience from uc berkeley and others that represent county and state health offices. All part and parcel of an independent group of Health Experts that will help us advance and closely monitor our protocols and procedures related to vaccine trials. Let me give you a sense of the slide. You see their expertise in biostatistics, epidemiology, pediatric infectious diseases, and how that what he Health Equity. A geographic diversity. When we talk about Health Equity that the frame of cultural competency thats a big part of our commitment in the state of california. The proper distribution of resources particularly as it relates to vaccines and focusing on immunizations. Thats rob strokes of the group Broad Strokes of the work thats been done by the team to identify experts and it will independently review and monitor any vaccine trials to guarantee the safety, to guarantee the equity, and to guarantee the transparency of the distribution of our vaccines. For full disclosure the transparency was put forward through Guiding Principles that we put out in a document. A vaccine plan we submitted to the cdc last week. In return for submitting the vaccine plan estate was afforded 28. 8 Million Dollars of federal support that we will utilize with our partners here throughout california. The money goes to support the efforts at the state level and local efforts in terms of advancing our vaccines planning efforts. Bottom line the first phase of vaccine will likely be limited in terms of availability. Questions about when we anticipate or inspect the first vaccines. There are a dacia stretch goals that youve been hearing that have been advanced out of washington dc. Those goals have been organized around a couple of companies in particular that are asserting the availability of very limited supply of vaccines as early as november and december this year. We have different articles, processes, and procedures related to each company and vaccines. They require different storage, different distribution strategies and plans gives you a sense as every Company Comes for these happen to be from cdcs assertion. There are two companies is leading the space as it relates to early limited availability. The companies have the number of vaccines to be very limited and require a protocol in the process of distribution focusing first on a Central Healthcare workforce and responders. Accordingly the limited first phase supply and ill give you a sense of what i mean by limited. Focusing on highrisk groups clearly 65 and over. Those in nursing facilities and longterm care facilities throughout the day. Residential care facilities. Those with disabilities. Those that are detained or otherwise incarcerated. Those that are often under served that have become higher risk from an equity lens related to racial minorities in the state of california particularly the Latino Community and never do we forget our Rural Communities in the state that often are neglected in immunization strategies and vaccines. In this case they are front and center in terms of our planning. Bottom line with any appropriate vaccination plan is addressing some logistical challenges that we have come to long recognized through challenges that have been imposed around covid19 transmission from the beginning. Ppe issues associated with testing and contact tracing. No different as it relates to a vaccine plan. Getting under the hood and really looking at where the challenges may lie. Lets start with supplies. Related to the distribution right now t that supply identifd needs including needles, syringes, alcohol, pads, bandages, masks, ppe related to the distribution and application of the vaccine itself. Just put into perspective with h1n1 you didnt necessarily have the same asymptomatic issues that you have as it relates to covid19. As a consequence many may be asymptomatic and need to protect those distributing these vaccines with the appropriate masks and face coverings, with the appropriate ppe, as another layer of challenge is challenges. Storage is related to pfizer and madonna both talking about x number of millions available vaccines for the United States in total. By the way our internal documents to give you a perspective full transparency. By no means i dont want people to run with this number. For planning purposes we will provide an estimate just an estimatean estimate to put in perspective the highend estimate for planning purposes for vaccination a and b. The cumulative total number of vaccinations for the nation for planning purposes on the high end through the end of the calendar year was 45 million. Note each vaccination needs to be used rather each distribution of vaccination has to occur in a 21 day period. You have to have two shots not one. From a logistics perspective from a storage perspective, a requirement for notification. Bringing people back after the first immunization shop you can take that number and cut it in half and take a percentage of any given state including california. You get a sense for a state like ours. 1 million2 Million People topped we have roughly that in our Healthcare Delivery system in california. They would be prioritized. If i havent lost you i want to remind you that when we talk about vaccinations dont anticipate or expect you go down to the local pharmacy any time in this calendar year and likely get a vaccination. We hope thats the case. Based on all evidence that we have been provided and the expertise we have been able to glean in advance or self in terms of the protocols we have advanced with the cdc and dod as five jurisdictions doing the micro planning. It is simply unrealistic to expect these limited doses will be for a limited number of people. We dont anticipate mass availability until, 2021. The question for all of us is in the First Quarter to answer my question yes, it depends on who you talk to. Those that are more optimistic, those that are more realistic. Those that are a little more pessimistic are looking at q3 2021. They will likely have access and availability with these protocols and vaccination plans we are putting out a vaccine. I just want to put a sober perspective on these issues and challenges. The transparency we have internally as is our want to make you aware of what we are aware of so we get a sense of what we are up against in relating to challenges of storage. Let me show you why. You can see our requirements. These vaccinations require ultracold storage below 70 degrees celsius. It requires dry ice you can imagine the transport media and the swabs issued related to testing. I dont think dry eyes will be a commodity of concerned thats top of our agenda. Cold storage for other vaccines. We are looking at two at the moment for planning purposes. Each require different storage, each require different distribution strategies. These are two examples of ultracold storage. 20 degrees below celsius that ultimately require a unique challenge in terms of how you get them into urban centers, highly distribute them with ultracold storage considerations in a rural area. In other parts of the state under served. All of these things we work through with our respected teams. Logistic teams , and team we assembled that are looking at the efficacy and safety of the announcement we made today with 11 individuals of the relates to getting these vaccines out to people in a way people know they are safe and are not concerned about their health. As it relates to Data Management another big challenge the good news is from an immunization of vaccine perspective we have an existing system. I am not nacve about existing systems in the state that cannot handle the kind of volumes covid19 has highlighted abundantly in the state. The good news is we do have a Data Management system called care. Ill remind you the immunizations we are doing are substantial in the state. Just the flu again its 19 million vaccinations and pediatric are part of this existing structure. I can assure you for those that may have a question about other systems where we can report similar confidence. We have a little more with care. We also have a team of people proactively as part of our work group on logistics where they look at the efficacy of the it system itself did obviously its Data Management, foundational notifications to get the second shot. Privacy considerations. Notifications between federal government and state. Privacy considerations always in play. Notifications from the state to local Health Officers and local jurisdictions. If we include broadly and expand our points of access for the distribution of these vaccines to pharmacies as an example or blood banks as an example, other facilities federal state or nonprofitngove obviously the expansion of our registry becomes paramount and make sure thats done with all of your Health Privacy concerns being addressed. It relates to the broader issue, trust. Community education and engagement. This vaccine plan will move at the speed of trust. You have to have confidence in the efficacy of the vaccine. Competence we are not rushing to judgment in terms of its distribution s distribution and access. Make sure we are a third set of eyes or second set of eyes here this is what the work group is responsible for. This is what our Health Care Team is responsible for as well. Part of the outreach is warranting that trust by making sure we are transparent, and consistently engaged in a culturally competent way. Making sure you have trusted messengers. Making sure we have appropriate psas and other educational material out there so people not only know where they can get the vaccine, when they are probably available, or whether or not they can line up. The prioritization of distributions, high risk, senior populations. All of that is part of the parcel of Community Education and engagement outreach thats also part of our vaccination plan. I want to remind everybody vaccines will not end this epidemic overnight. The bottom line is even if millions and millions of americans millions of californians get the vaccination and the second shot over a 21 day period based on earlier vaccines we are aware will be made available. There will be many different strategies presenting themselves over the next number of months. This is the first few we are working for planning purposes. Its not going to end the pandemic overnight. Its essential we maintain our vigilance and be reminded that most impactful nonpharmaceutical intervention remains as it relates to the issue of mitigating the transmission of covid19 continues to be wearing a mask , physically distancing, avoiding mixing with people that are outside of your households, maintaining vigilance as a maintains to our stayathome orders as we move here to tear into these reopening strategies, and areas, and industries to do so by being accountable all of us as consumers not just as Business Leaders as well as those here to protect and educate our kids and we are stringent in our reopening strategies we maintain our sanitation which again it is flu seizing season after all. Wash your hands. Another thing that is critical is the issue of testing. On monday to give you a preview next monday we will be announcing this remarkable effort. I am incredibly proud of this effort we announced a few months back a partnership with [ inaudible ] to develop a facility here in the state of california from scratch to significantly increase our Testing Capacity here in the state of california. A time where you are seeing testing pulled back we are celebrating our effort. We announced last week a quarantine strategy. Contact tracing work is being done. Testing big parts of the isolation and containment of this disease. Next monday, we will update you on all that progress. Im very enthusiastic about that update because of what it means to you, me, and others in terms of making more point of availability at a lower cost. More Testing Available across the state. That will help in advance to reopen. Treatment we are not walking away from treatment. We are abundant with the bio innovation. No one does a better than we do. We have incredible partnerships with work that is being done. From federally funded Research Institutions not just independent private institutions. Therapeutics dominantly therapeutics coming in out of the state. We continue to have a task force. I look forward to updating you on that shortly. Ive been hesitant to overpromise in the spate. State. We have been cautious. I think it would be good to highlight some of those available therapeutics being tested in advance trials. Uniquely in this proportion in the state of california. All of these approaches. Reporter you been watching an update from the governor. Our coverage continues right now streaming at kpix. Com. The governor is saying the state is keeping a close eye on Vaccine Planning efforts. They set up a Scientific Review Panel with the top Health Experts that will independently review any vaccine trials to guarantee safety, and transparency.
