A live look outside on this wednesday morning. And this is the view from our mark hopkins cam. Now we are tracking storms for later this week. But we do have to start with overseas because were keeping a close eye on a developing story in taiwan. A huge 7. 4 earthquake struck off the east coast of the country overnight. Shocking video shows just how violent the shaking was. It is confirmed nine people have died and at least 930 more are injured. The quake was felt throughout the island, causing dozens of buildings to collapse. Now this chaotic situation continues through the morning and people are trapped under failed structures and debris. And this is what it looks like outside one of those buildings. The entire first floor has collapsed leaving the rest of the structure leaning towards the street. And keep in mind, this was the strongest earthquake to hit the country in nearly three decades. Yeah, were really starting to get a look at the devastation. This is a warehouse that was reduced to rubble as a result of the quake. We also need to remember there were dozens of aftershocks in the hours after that original quake that likely even caused more damage in the area. Inside homes, walls shook and items toppled from shelves and tables on to the ground during that initial shake. Video you are watching is from a home just a few miles away from the quakes epicenter. [ speaking in a global language ] one woman was anchoring a lye show in taiwan when the quake struck. You can see it shaking as she was talking and even though things were crashing all around her studio, all things considered, she managed to speak relatively calmly throughout the entirety of the quake as it was happening. We can get even better look at how chaotic things were from inside that stations newsroom. You can see those ceiling lights just shaking violently back and forth. This morning, we know that more than 800 people are hurt and fire crews have been working tirelessly to rescue people trapped from the fallen buildings and tunnels there. Yeah, experts expect more aftershocks to hit the mountainous island over the next few days. So far, weve seen more than 70 and some of those reaching higher than a six magnitude. Now all the shaking even triggered this landslide here which people saw from a moving train. One Fire Department says landslides completely blocked off a major highway. And this was the moment a lake started shaking. The quake had people on high alert for tsunamis, several small waves hit parts of southern japan. And the philippines advised people in several coastal areas to move inland or evacuate to higher ground. But warnings were eventually lifted or downgraded to advisories. Cal oes says theres no threat of a tsunami here on the west coast. This morning lets bring in our meteorologist jessica burch. Jess, you know the area well. You know earthquakes well. Can you give us some more details on the specifics to have quake. Absolutely, lets talk more about it and start off with the timing of it too. This earthquake happened in the Early Morning hours on wednesday and many people were heading to work and school and a lot of the footage and video you are going to see coming out of taiwan is actually in the larger Populated Areas like taipei. One thing to mention about this too. Defite the fact that you are seeing footage all along the areas, the epicenter got the strongest shakes of 7. 4 magnitude earthquake hit that area and something thats similar from taiwan all the way over to here up for us in the bay area. Is liquefaction zones and just along the epicenter of the earthquake that happened yesterday in the Early Morning hours in taiwan lasted there was that strong earthquake that happened at that epicenter just along the liquefaction zone. Now it was about 20 miles deep and yet its still got that strong of a shake. Here in the bay area, we have seen earthquakes shake us anywhere from ten miles underneath the earths surface. Lets talk more about the location of it too. One thing to note about taiwan is most of the population is actually just along the west coast. Only about 4 of the population lives on the east coast of taiwan and where the earthquake happened, lots of issues have happened and weve talked about a lot of the deaths happening just within that county alone. And to add to that, really popular area just near there is actually a National Park. So many reports are coming out of that National Park right now showing that rock rocks falling from higher elevated areas were the reasons why people were trapped in the gorge and of course people have passed away too. Back to the bay area real quick. I want to start off with whats happening for us here in the next couple of days. Lots of changes in the forecast as we head into the next couple of days starting off with a cold front moving its way in. Right now were in the 50s throughout the bay area and as we extend in the next couple of days a huge cold front is moving its way in from the gulf of alaska and thats going to give us a series of showers but its also going to be giving us plenty of cooler air and gusty conditions too. So sweeping in if the north. Now our forecast is going to look a lot different within the next couple of days and were going to have more on the earthquake right now im going to send it over to you, nicole. Thank you. Last night we also spoke to usgs about the differences between the quake and the kinds of quakes that we might experience here in the bay area. This 7. 4 when you look at it from a global point of view, will have been less damaging than a similar earthquake would be the same magnitude in the bay area. This earthquake was deep and the earthquakes the faults in the bay area are unfortunately shallow. And sliding faults right along the, you know, the east bay and on the san andreas. These are earthquakes that have a high potential for damage. California is home to many taiwanese americans with family back on the island. Lori perez talked to people down in Southern California who frantically checked in with their relatives. Reporter the epicenter of the massive earthquake may be thousands of miles away. But it has shaken taiwanese american locals here in the San Gabriel Valley with family and friends still there. Were in shock. You know. And just because the scare of the earthquake is tremendous. And the i came from taiwan. So we understand that the taiwan is seeing the earthquake zone. But personally, i never experienced earthquake in taiwan during my lifetime there. This in this scale. Reporter we video called pierre stalls brother asking him about the moment it happened who still lives in taiwan. Its shaking and my house and the building is kind of new. So its a its kind of solid but its swinging and like crazy. Reporter sally chang a taiwanese reporter working here in the u. S. Shared the videos her family there took showing damage for blocks and structures crumbling and buildings leaning so far over it seems they will soon fall. She says she was on the phone with her mom when it hit. My mom was so scared and my mom was even crying and then i told her to hide under the table. My sister actually live right over there and she was like talking to me just now and they was saying that even the highway over there crushed. And she was so shocked and her kid was in shock too. Surprisingly, we also felt a small quake of our own in the north bay last night. A magnitude 3. 2 quake was centered near santa rosa. Striking around 8 25 p. M. People have only reported feeling light shaking around the bay. And no injuries or damages were reported. We did however see some reaction online. Bengi posted i was listening to an earth moving live recording of Bruce Springsteens Chase Center Show when the house started shaking. I thought, this is bigger than the boss. Good morning lauren. Pulling on or heart strings right to get in our wallets. Rightspoke with one dog foster who is sounding the alarm about scammers after she became their target. Ive got every time of dog toy. Any dog could enjoy. I have got clothes for my chilly dogs and i have treats. Reporter rachel has been fostering dogs for years. But her Worst Nightmare became a reality when her latest foster pup sid slipped out of his harness and bolted. I was beside myself. Because this is San Francisco. We have cars and coyotes. Reporter she quickly posted to social media and Community Groups asking for help finding sid. But thats when she became a target for scammers. Preying on her fear and desperation to find sid. Some of the scam texts wereover. The grammar and the spelling would be strange and they wouldnt make logical sense. Some of the texts were shockingly convincing and really resembled texts i got from real people in the neighborhood wholynn we wanted to help me find sid. Reporter shed been warned about this possibility but had to chase every lead to find sid. I so desperately wanted sid to come back. I was very close to believing some of the scam texts. Reporter in Text Messages shared with cbs news, one scammer claimed to be associated with animal care and control and said they had found sid. But the groups executive director virginia donahue says similar spoofs have happened before. In every case that weve heard of, the scammers have done some variation of pay us. Pay us to get your dog back. That is not how any shelter in the bay area looks. Works. If your dog is microchipped we will call you and say hey, the microchip goes back to you. We have your dog. And we will invite you to come in and come pick up your dog. Reporter and ann with the San Francisco spca says in this case, a picture of the animal may be the key to detecting a fake. Sometimes they will send you the photo that was in your notice. Or they will slightly alter the image to make it look a little bit different and send you that back. Both of those are obviously red flags. Reporter for sid and rachel they have a happy ending after a neighbor sent a photo of sid hiding under a car in nearby neighborhood. Knowing how scared i was, i was not thinking straight. And knowing that those scammers were relying on me to be frantic and confused, i felt really angry that someone would want to take advantage of a person in that situation. Reporter reunited and ready for his next chapter with his forever family. Now experts say never share personal or Financial Information and no Reunification Group asked for payment until after the dog has been safely reconnected with its owner. And experts also recommend microchipping your dog to make sure its detectable by local shelters and if you can go one step further, some recommend training your dog off leash and getting a tracking device like an air tag so you always have one eye on your furry family member. Its so scary and i mean its like a child for a lot of people. And so that microchip while it may be expensive at the time so useful in situations like this. Exactly. All about the peace of mind. Scary what people do sometimes. Millions of people across the United States are bracing for another day of rough weather. Keeping an eye out for possible tornadoes and flooding and winter storms. Jessica burch joining us now again. Can you give us a look at some of the conditions that people have dealt with so far and what is coming up . Oh, absolutely. Its been such an active week for us here in the states. Check this video out out of rock dale county in georgia. This happened to a home in the path of a very powerful twister. You can see the wind ripped up the tree and knocked it on top of the roof there. And over into west virginia, we go, a destructive storm passed through charleston toppling trees there. You can see just how strong those winds are in the video. The National Weather service actually said that the radar indicated a tornado just in that area. And weve been talking about these crazy storms all week and different parts of the excuse me, in different parts of the country but back here in the bay, were about to get our fair share of a little bit of a storm too. Nothing to that extreme by the way. But it is worth noting that we have some active weather right around the corner as a cold front moves its way in from the north. Now that means that were going to see a lot cooler weather by tomorrow. And i mean yesterday we were talking about 70s and tomorrow were talking about daytime highs in the upper 40s near wine country. Were also going to be seeing plenty of rain and some gusty conditions too. So rain chances start to increase as we head into our thursday forecast. Notice how it quickly topples off though once we head into the forecast heading into early next week. Theres some big changes back and forth as we head into early next week. Well break that down in just a second. Today its going to be a lot cloudier compared to the last couple of days. Keep that in mind for any Outdoor Activities and it shouldnt impact you but once we head into the forecast tomorrow that cold front moves its way in and those Early Morning hours. The circulation just offshore will continue to bring in more showers for us here locally in the bay. Snowstorms expected up in the sierra lasting all throughout our thursday and friday forecast. And then that system quickly moves to the south leaving us with drier conditions into this weekends forecast. So lots of changes around the corner for us here in the bay area. Like i said, we cant compare ourselves to other parts in the states but we do have some active weather as we head into our forecast tomorrow. So its worth noting that grab the umbrella and keep the jacket handy and gosh its going to be chilly for us tomorrow in many areas of the bay. Like i mentioned areas like napa are going to drop down to the upper 40s for our daytime highs tomorrow. Right now were in the low 60s for our daytime highs today. A similar trend off in the east bay. More 60s in areas like antioch and concord and daytime highs today are topping off in theupper 60s mother san jose and los gatos. The clouds kind of blanketing us this morning. Lets take a quick look at the next seven days. In the forecast tomorrow we really checked that off the box right . I mean we have that cold front giving us that cool, dense air from the north and obviously all the rainy skies but look at next week. A powerful earthquake struck overnight causing several buildings to collapse and killing at least nine people. The worst is far from over as dozens of people remain trapped in buildings and tunnels that were damaged in the violent shake. Now this morning, jarred hill joins us with more. Jarred, whats the latest out of taiwan this morning . Reporter so jessica, the images out of this earthquake are incredible. They are intense as you mentioned at last reporting, nine people dead following the worst earthquake in taiwan in 25 years. [ sirens ] in taiwan, huge buildings left leaning after a massive 7. 4 magnitude earthquake struck near the city of hualien early wednesday morning. Multiple people had to be rescued from chancing structures following the strongest earthquake to impact the island in nearly 25 years. [ speaking in a global language ] this woman said it felt so terrifying because its been so long. Reporter the epicenter of the earthquake which sparked landslides, destroyed buildings and knocked out power hit just off the eastern coast of taiwan. Prompting japan at one point to issue a tsunami warning for parts of that country as well. Students and residents in the japanese city of okinawa sent seeking higher ground. While the quake may have been thousands of miles away from the u. S. , its hitting home for taiwanese americans. Were in shock, you know. And just because the scare of the earthquake is tremendous. My mom was to scared. My mom was even crying and then i told her to hide under the table. Reporter no stranger to smaller tremors, taiwanese authorities said theyd only expected a relatively mild magnitude 4 quake. Not 7 plus. So authorities didnt send out alerts. Now the earthquake and aftershocks caused 24 landslides and damaged 35 roads, bridges and tunnels for comparison though, a one of those in 1999 left 2400 people dead and 100,000 people injured and were still waiting to see the final outcomes from this one now. Now lets take a quick look at whats going on here and i mean just talking about this earthquake on the east coast of taiwan and a city named hualien. Thats where that epicenter happened for that magnitude 7. 4 antith earthquake and the Early Morning hours of their wednesday. Now there were numerous aftershocks felt all throughout that region. And including the capital city of taipei actually just about 80 miles to the north of hualien. Most of the footage today coming out of taiwan is actually from the heavier Populated Areas like taipei which is worth noting only about 4 of the population that actually lives just along the east coast where the 7. 4 magnitude earthquake happened. One similarity that that region though has compared to what we have here in the bay area is that they live along a liquefaction zone. And just along the east coast of taiwan lies the stretch of that zone that were talking about. And the city of hualien lays directly on top of it. The depth of the earthquake was actually 21 miles under the earths surface. Back toth bay area real fast as we take a quick look at whats going on for the forecast throughout the day today and tomorrow. We have some really big changes right around the corner. Lets start off with temperatures though sitting in the 40s and 50s throughout the bay area this morning. Were off to cool start and only going to get cooler in here on out. I mean we have the huge cold front thats starting to build in as we head into the forecast tomorrow. Thats going to bring in temperatures down into the upper 40s near wine country. Low 50s throughout most of the rest of our inland areas and along the coast too. So real fast i just want to show you that compared to what were dealing with today. Today is one of the last warm days we have this week at least for the next few days. Upper 50s near San Francisco and low 60s in oakland and upper 60s in the east bay and going to be a lot cloudier for us in the afternoon hours today. Compared to yesterday afternoon. Two vallejo teens have been arrested in connection to a safeway parking lot shooting in napa county. Happened around 4 30 in the afternoon yesterday. In american canyon. Three people were injured and have not been released from the hospital yet. No other bystanders or officers were hurt. The two suspects are being charged with attempted murder and other felonies. Both being held without bail. Were now getting a first underwater look at the damage done to the Francis Scott key bridge in baltimore. Up to 90 of it sunk to the bottom of the shipping channel and a storm is making it more challenging for crews and their work to get all that steel and concrete out of the way. But there are still some signs of progress. Ships are now passing through two temporary channels. A third is planned but none will be able to handle large cargo ships.
