Im live in San Francisco Sarah Stinson kron 4 news, thanks. A lot sarah. Its 9. 11 right now and more than a take a look at the weather soon nice day ahead daria good one to step outside enjoy the 70s that we have in San Francisco open in san jose. Mind you 9. 14 right now and lets take a peek at the weather all these live shots of very nice. Yes, all sunshine. All across the bay area even towards the coast, San Francisco, beautiful and bright right now also looking at that sunshine down in the south bay just a few clouds in the sky up there. More so clear the knot and looking out from berkeley probably my favorite view right now. No cloud cover whatsoever all the way up to the Golden Gate Bridge so going to be stepping outside enjoying the school but brisk morning. In addition to the clear skies we have a very steady wind which is going to continue through the day today cold front passed through yesterday that resulted in our windiest conditions of the week even though today will continue to see some winds its not going to be as widy as yesterday you can be thankful for that probably going to notice the sound of the wind as youre sitting outside a little bit less than you did for your monday skies remain clear not just today but on into wednesday thursday and the rest of the week beyond that point and id recommend enjoying today Sunshine North and you will wednesday and thursdays as temperatures are about to skyrocket wind speeds definitely breezy us that the coast rit now, but look at how we do see increased wind speeds for inland areas into the afternoon youll notice that over your mountain passes as well as your brain or your bridges on into the afternoon and your drive home from work. Todays daytime highs, 60s 70s for the coast, the Golden Gate Park 65 degrees. Get the jacket on a Golden Gate Park because it will be solidly breezy out there all day long. Now for areas further away from the pacific youve got solid 70s and little less jack and where the id say you could get away with the tshirt in san jose with 75 for the high today. Also 70s for the east bay, 75 in livermore just like in san jose low 80s for conquered breaking the trend of the rest of the east bay, oakland and berkeley in the low 70s waller warmest spots will be up in Solano County fairfield and vacaville 83, our cool spots point rays in Stinson Beach at 64 degrees. Each now tomorrow 10 degrees warmer for many in london p daria. Thanks john its 9 16 and in national news, the u. S. Supreme court is refusing to take on the sanctuary state law suit. You may recall the Trump Administration filed the suit against california. Joe khaleel has the latest from d c. The Supreme Court in effect has allowed california to remain a sanctuary state sanctuary states are safe states by a 7 to 2 margin the high court decided not to hear the trump admini challenge to californias sanctuary law congressman eric swalwellsays it was the right move i dont want to see local police raiding our communities to find undocumented individuals. The law bars local Law Enforcement from sharing information or helping immigration agents catch undocumented immigrants for deportation this really an issue i believe a states rights but the Trump Administration argued the law interferes with enforcement its very very much harder for ice to do its job chris high of one of the attorneys representing the Trump Administration argued that the law itself is unconstitutional california is law requires state and local Law Enforcement whether they like it or not to withhold information from the federal government but the high court didnt see it that way and 3 of the courts conservative justices Gorsuch Kavanaugh and roberts all sided with the liberal justices in not taking up this case to challenge californias congressman adam schiff says the Trump Administrations lawsuit was a political play stock yourself. Face the Administration Says it will continue its efforts to challenge sanctuary laws in california and elsewhere in washington, im joe khaleel. San francisco voters could decide this ovember whether to allow 1617 year olds to vote in local elections. The citys Rule Committee approved this proposed measure and if the full board of supervisors approves it. The measure will go on the november ballot. And San Francisco mayor london breed visited some Small Businesses a fours dan kerman has more from know a ballot. And nancy lane kids and baby and no valid the animals toys and pillows are ready for customers, its really exciting that todays the first day where customers can come in especially the little ones because my store was really designed for the kids to come in and play and all the great toy San Francisco mayor london breed was one of the first to visit the 24th street business to spotlight San Franciscos move into the next phase of reopening we want to encourage people to go out and support our Small Businesses whether its snowing bally. Whether the bayview. Whether its the haightashbury community. And what im talking about down the street it just for fun, the mayor and other customers were greeted with Hand Sanitizer the list of requirements that stores must now follow to let customers inside. We provide gloves if youre going to get a lot of things. Weve invested in a uva light sticks to sanitize as well as using sanitizers miss. Weve got seas guards. Which we made and theyre even dots on the floor, so you know to stay 6 feet apart from one another im perfectly fine as long as everybody follows the rules and guidelines we stay healthy. In recent weeks, the citys unified message on reopening has been muddled as the mayor has made it clear she in the county health nt se when it comes to the speed of y job is to push. To get as much as i can for the people of San Francisco. The county Health Officer dom good to focus on keeping us safe and thats what hes trying to do and i want to keep us safe. But i also want to. The mayor says covid19 cases are up slightly. But hospitalizations are down thats why shes pushed for the city to get a variance from the state to speed up the reopening timeline even more for businesses still closed like cars and hair salons. Nothing is more important than protecting public health. But we also need to make sure that we provide an opportunity for businesses to open so for now it seems as if San Franciscos slow and steady approach towards reopening. Well bspeeding up. What that means for covid19 cases, well just have to wait and see. In San Francisco. Dan kerman kron 4 news. I mean a warning key in washington, the house and the senate are bolook at least reform bills but their timeline lets go live to President Trump is he speaking ahead of signing that executive order on Police Reform tolerated we can not do that. The looters have no cause. That theyre fighting for. Just troubles. Every day Police Officers make great sacrifices to keep our community secure and safe. In 2018 or Police Arrested nearly 12,000 people for murder. 25,000 people for rape. And nearly 1. 5 million. For assault. Very dangerous criminals. In many cases local Law Enforcement is under funded. Understaffed and under support. 47 ofll murders in chicago and 68 of all murders in baltimore went without arrests last year. Americans want law and order they demand longer. They may not say it. They may not be talking about it, but thats what they want. Some of them dont even know thats what they want. But thats what they want. And they understand that when you remove the police. You hurt those who have the least the most. Nobody needs a strong. Trustworthy police force more than those who live a ditrnobody is more opposed to the small number of bad Police Officers and you have them very tiny i use the word tiny a very small percentage. But you have them. But nobody wants to get rid of them more than the overwhelming number of really good and great police offices. Some of them are standing with me and with me in the audience today and i appreciate you being here. Whats needed now is not more stoking of fear and division. We need to bring Law Enforcement and communities closer together not to drive them apart. Under the executive order am signing today we will prioritize federal grants from the department of justice. Do Police Department said seek independent. Credentialing certify that they meet high standards and in fact in certain cases the highest standard. Thats where they do the best on the use of force and deescalation training. For example, many believe that proper training might have. Prevented the tragic deaths of antwon rose and both of them, hes young. As part of this new credentialing process cho calls will be banned. Except it officers life is at risk. And i will say weve dealt with all of the various departments and everybody said. Its time. We have to do it. Additionally were looking at new advanced and powerful less lethal weapons to help prevent deadly. Interactions, new devices are being all the were looking at the best of them. And cost is no object. No object. Under this executive order departments will also need a share. Of information about credible abuses. So that offers is with significant issues do not simply moved from one police to pop into the next. Thats a problem. And the heads of. Why Police Department said whatever you can do about that please let us know. Were letting you now were doing a lot about it in addition my order will direct. Federal funding to support offices in dealing with Homeless Individuals and those who have Mental Illness and Substance Abuse problems. We will provide more resources for coresponders such as social workers who can help officers manage these complex encounters. And this is what they studied and worked on all their lives. They understand how to do it were going to get the best of them put an hour. Police departments and working with our police. We will have reform. Without undermining our many great and extremely talented Law Enforcement officers. President obama and Vice President biden never even tried to fix this during their 8 year period. The reason they didnt rise because they had no idea how to do it. And it is a complex situation. Beyond the steps were taking today, im committed to working with congress on additional measures. Congress has started already. And theyll be having bills coming out of the senate and possibly out of the house. And hopefully theyll all get together and theyll come up with. A solution that goes even beyond what were signing today, but this is a big big step step that hasnt been taken before. But in order to make Real Progress on public safety. We have to break old patterns of failure. Many of the same politicians now presenting themselves as the solution. Well the same ones who have failed for decades or schools, jobs, justice and crime. Unfortunately the same politicians running the cities and states. Where help is most needed. Its an attitude. And its not working. Todays action is a big part of the solution to restoring renewing in rebuilding our communities. For the last 3 and a half years my administration has been focused when creating opportunity fighting for equal justice and truly delivering results nobody has ever delivered results. Like we have the love it, nobodys come close. We work with them, great people. We work with fantastic people to get it done. We enacted landmark criminal Justice Reform something that nobody else could get done. They tried and they couldnt even come close so we got it done and we got it done. Powerfully and people appreciated it. But its something that with all the work and all the talk for so many years criminal Justice Reform nobody else could get done. We secured permanent and record funding for hbcu stats. Historically black colleges and universities. Numbers that they never thought were possible. And longterm financing because they would come back to the white house after my 3rd year, i said play here again great people about 42 people. The heads of. Colleges and universities, great people. They do such an incredible job and i see them after the 3rd year is that why youre doing this. We need money said dont we said it so you have like a 10 year program a 5 year program. No sir for years and years weve had to come back. Every single year. I said well the only bad thing about what im going to do is im going to give you a longterm financing and im going up the amount. But i wont get to see you anymore so thats the bad part. But you can focus on education now instead of worrying about. Dealing with us in washington. So we did that. For the. Historically black colleges and universities, im very proud of it theyre incredible. Theyre incredible people got to know a lot of the heads of those colleges they do an unbelievable job. And dont get the kind of notoriety that they should have we expanded affordable options for Better Health care. We created opportunity zones with senator tim scott. Brought it to me. We know we can get past him right. But we got it passed and i think its probably one of the great things that weve done. And this administration. 10s of thousands of jobs billions and ions of dollars being brought into areas and neighborhoods that would never ever. B. Taken care of monetary early areas that didnt have 0. 10 put them into years and decades. Pe thriving in the jobs. Come back. We achieved the lowest black hispanic and asian unemployment rates in american history. And we will do it again. Well do it again. Were fighting for School Choice. Which really is the civil rights. All time in this country frankly School Choice is the civil rights statement of the year of the decad probably beyond because all children have to have access to quality education. A child zip code in america should never determine their future and thats what was happening. So were very very strong on School Choice and i hope everybody remembers that its happening its already happened but its happening we have tremendous opposition from people that know they shouldnt be opposing it. School choice. All children deserve equal opportunity because. We are all made equal by god. So true. A great jobs market and thriving economy is probably the best thing that we can do to help. The black hispanic asian communities. We saw that just recently prior to the virus. That came in from china. Just a few months ago, what a horrible thing it was all over the world 188 countries w. And i just want to say weve done incredibly well were doing. Well things are happening that nobody can even believe our country is opening up. And its opening up. Rapidly we had the best unemployment and. Employment we had best unemployment and employment numbers think of that. In the history of our country were up to almost a 160 Million People working there was never anything even close. And thats for almost every group including black, hispanic asian women young people. Old people. Young people without a high school diploma. Every group. Everybody was thrilled everybody had. Just about high paying jobs. Our country was never in a better position and we were planning on massive growth that was happening it was already there. Including big salary increases which are already taking place. For the last 2 and a half years big big increases record increases nobodys seen anything like it. And then we got hit by the virus. Along with the rest of the world and now im building it up again here we go again. But im building it up again and its moving fast. And it will be even better than before. We also learned, well be better than before jobs are rapidly coming back. And retail sales that we Just Announced 2 hours ago. Just a little while ago they were up a staggering 17. 7 . The rejection was anywhere from 6 to 8 . Were up 17. 7 . What does that mean the stock market went through the roof. These good numbers they drove it up to a level that. Were almost at the same level hard to believe were getting very close to the level we were before the. Pandemic and before. All of the things that youve seen happen happened. Its a great thing because ultimately its about jobs. Its about. Government can never do anything like a great job for a person where they look forward to getting up in the morning and going to work and getting a much bigger check than they could ever get otherwise. Today and over the last 60 days weve had one of the biggest stock market increases. In the history of the stock markets. 2 weeks ago. The 50 day increase was the single biggest. Unless my formulas tampered with. We will soon be in a stronger position than we were before. The plague came in from china. When the numbers reached the point that i know they will there will again be. A great unity and a great spirit in our country. People have that job back that they might have lost. Theyll be making even more money than they did before. We have some great people working with the prident for quite a while he residing in a number of topics talking about a lot of things before he gets to that Police Reform executive order going into detail about what that will mean and signing that. Well continue to monitor us live from lets go back out live to washington dc where President Trump. Just now signed. The Police Reform an executive order and there you see him showing off according to the white house to create a database to track Police Officers with multiple instances of misconduct and use federal grants. To encourage departments to meet certain higher certification standards on the use of force and now at 9. 43, we also have something happening today here in the bay area where pg and e is set to plead guilty. To the devastating fires that killed so many people in butte county and the town of paradise kron fours will tran is live at the pga headquarters. Well. This is a rare day daria because critics have said for years that pg and e they dont admit to anything in met an hour from now they will head to court in butte county, this is their headquarters in San Francisco, but they will be in butte county butte county to plead guilty to 84 counts of Involuntary Manslaughter and one count of starting a fire in 2018 because other faulty equipment that it was like a 100 yearold piece of equipment that fell to the ground because that dry brush to go up in flames that raced through that area and just devastated towns like paradise 84 counts of Involuntary Manslaughter and thats why we have 84 counts by the time its over they will pay 4 million worth of fines for that but thats lesser of their problems because they still were on the hook for about 13 and a half billion dollars worth a liability and last year i was here when the company filed for bankruptcy and many critics are saying that was just a move that they were trying to do not to pay for the liability they came under fire from so many people across the country. I can tell you that the company is trying to come out of bankruptcy in the next couple of weeks or so to see if they can qualify for state program that should there be another fire caused by pg and e that they will be covered by the state, but this is a rare day of victory. For critics of pg and in case youre wondering even though they are pleading guilty to Involuntary Manslaughter no executive will go to jail. Back to you all right, thanks a lot. Well, 9. 45 and coming up next on stage a path to impress Kyle Shanahan one last time and coach got the size to stay with the 49 ers will tell for how lo well many people have such a misunderstanding as to how a reverse mortgage works. Access your equity. Stay in your home. Have peace of mind. And the buzz we havent seen baseball stopped in its tracks since the 1989 earthquake or the 94 strike, but it appears the entire covid season could be lost and theyll be pitched another return to play deal. But the players refused to swing at anything that involves a pay cut. The commish says if the players are done talking the entire season could be done. Its just as disaster for our absolutely no question about it. It shouldnt be and its important that we find a way to get past it and get the game back on the field for the benefit of our fans. Its hard for the fans to sympathize with players who dont want to take a pay cut for a shorter season when so many people have lost their jobs completely or worse yet. Lost a loved one to covid the nba is also having trouble getting players to buy into their plan some players dont want to take part in the bubble playoffs over Health Concerns and isolation. Others think their energy would be better spent focusing on the black lives Matter Movement, then playing basketball. But the women are ago the wnba players just agreed to a 22 game regular season starting in late july all the games, including the playoffs will be in florida and with florida texas and more than a dozen other states seeing a rise in coronavirus some athletes are bound to get it theyre not of you. Cowboys star Ezekiel Elliott recently tested positive for covid and so and other dallas and Houston Texans players. Just wait for camp to star all the safety protocols in the world cannot completely eliminate the risk of infection and some of the rules will be impossible to follow have you ever seen a 6 foot huddle the fickle fortyniners have decided to stay married this time. The niners have a renewed their vows with a head coach in 20 years until now, Kyle Shanahan just agreed to stay wed to San Francisco for another 6 years. We dont know the dollars but the deal puts him among the nfls top 5 highest paid coaches shaniya is their 9th head coach in 18 years, no drama since he joined if were soap opera when after he signed the contract shaniya would peel off a mask and it will be. John harbaugh wyatt. And a cow be tied up in the basement. Now maybe i should ite for the bold and the beautiful. Theyre going to start filming again this week first tv show to restart since hollywood lockdown the actors are only allowed to take off their masks. When theyre actually shooting a scene. James i would just write covid right into the plot have everybody where best all the time. When you think i want to sing i suspect is going to be plenty of across the room. Eyebrow acting and shocked and appalled what about you suspect a lot of like mask plots like let just write it into the movie the show you know me and they probably want these things to be timeless so you can watch them on rerun any time right now.
