Lets continue in the east bay Surveillance Video here shows a person being attacked outside of a business in oakland. Watch the left side of your screen. Youll see 2 men approached the victim on Piedmont Avenue and then across the street, you had 2 other people show up to come to his aid. Look, they start smashing the thieves cars with batons, shattering some of the windows. The robbers obviously drove off. And there you see the victim on the left picking up from the ground, something that the thieves tried to steal from him. Yeah. Those pretty intense to see it all play out. But thats just another example of some of the crime in oakland. The Business Owners have been trying to get stopped of. Those guys came running from across the street when they saw and they had been times in there and do something which yeah, yeah. All right. Well, San Franciscos board of supervisors president aaron peskin has introduced a resolution asking for the end of virtual comments at meetings. And this comes as these meetings have seen an influx of racist comments being phoned. In fact, during the meeting tuesday, there were at least 5 incidents where callers used racial slurs aimed towards black people. Time now is 708. And today President Biden continues his visit of the bay area today. Hes going to be attending several Campaign Events in San Francisco. And kron fours will tran is standing by at the hotel where the president is located at the fairmont. Good morning. Well, before i tell you his specifics, let me talk about traffic. A lot of people waking up this morning and they are running into a detour because they need to keep the president safe. So if you come here up, california, this is as far as you can go as you can clearly see, Police Officers are here on this site and on the other side because they want to make sure that he is safe and sound inside the fairmont hotel. This is at stockton. So youll have to make a left and go around this location inside President Biden. Hes been there in the overnight hours after arriving in the bay area yesterday afternoon. And let me show you video of hes been here quite often the last time he was in the bay area just 3 months ago. This time hes going to do the same thing as he did last time mix nations business with his own business. Yesterday he went to after 10. He did a private fundraiser and we understand the cost to go in. There was anywhere between 600 and 100,000. Why . Because he wants to be reelected in 2024. So he is fundraising today. Hes going to do a couple of more fundraisers, but he will mix in the nations business, meaning hes going to meet with president s council of advisors on science and technology. Talk about policy and from there, he will remain in San Francisco. Not sure if its going to be at the fairmont or some other location. So keep in mind, there could be some street closures as he continues fundraising. He is in for the fight of his at least his political life right now because there have been recent polls where he is and dead heat with President Trump or former President Trump or in another poll. He is dramatically behind trump. So right now he is doing all that he can to put money into his coffers so he can head towards 2024. After hes done with this james and area, he will head to Moffett Field at 6. 35. Where he will take off to phoenix. But in the meantime, if you dont care about well, its going to impact you anyway because of the traffic situation. A lot of people running into a rude awakening like whats going on. Its only the president. I will see only jokingly because this is the powerful man. People are forced to make a left turn guys. Back to all right. Thanks well like it. The power went out in my neighborhood or you could see was think it was big. Think it right. I was like its so but yeah, we are looking at a nice bright morning. Now the power is back on in my neighborhood. And so is the sunshine. Its back out as well. You can see downtown San Francisco bay bridge right here, both looking great, little bit breezy up there. The cameras got somewhat of a wobble. Now we are seeing some showers still up around eureka on up into oregon and washington. But none of that activity anywhere close to here. So the bay areas dry start on into a dry afternoon today. No cloud cover. We do have a secondary low area that is sitting right to our north doesnt really impact us. A 3rd low drops in this weekend, though, in the storm track here is quite interesting. Yesterday was forecasting that low dropping just east of the Sierra Nevada resulting in some showers for the sierra come friday and saturday. You may remember be talking about that. But latest forecast models are showing the potential this low dropping a little bit further westward. And if that does happen, that means the bay area could see yet another chance of sprinkles towards friday night into early saturday. So something well be watching really closely as we move towards the weekend. If this does happen, the bay area still not going to see a lot. Its just going to be a few 107 inch very similar to what we saw last night or the yesterday morning, a reading around half an inch of rainfall possible while sacramento a quarter of an inch as we move towards the weekend. Nice to be seeing this. A little bit of rainfall at the start of the season. Does a number on fires this time of year. And that is so great to see 60s and 70s for your daytime highs in sf as well as at the coastline. Well, 70s 80s elsewhere. It is going to be a warm day today. Feels like typical september weather for the bay, which is oftentimes quite dry and a little on the warm side. San jose at 78 degrees. Freeman through hayward at 76. While some low 80s in the tri valley as well as up through concord, oakland, san leandro at 76 as well. Well, our warm spot today being vacaville at eightyfour degrees tomorrow. Almost identical to today. Sunshine, warmth, inland, comfortable by the bay shore friday. We start our next cool down with that low pressure dropping in. Could see some sprinkles friday night into saturday morning. And then drying and clearing back out after that rain. All right, john, thank you for that. Tracking in accident along southbound 8. 80. North of 23rd avenue there in oakland. So you can see things are slowing down a bit 5. 80, looing much better. You might want to take that instead this morning. About 3 shoppers are more cautious. Spending especially big ticket items. Retailers tended to raise membership fees every 5 to 6 years. And the last time they did it with 2017. So there were some thinking we make it an increase this time around, but not yet well. Ups will hire more than 100,000 workers for the holiday season. Its in need of seasonal delivery drivers. Drivers with a commercial drivers license and package handlers. Home prices climb for a 6th straight month to a new high in july. National home prices risen about 5 since january. And now to the latest from washington on where Congress Stands this morning with a looming Government Shutdown. Yeah, theyre split over a plan to prevent it. So lets get the latest now. The senate advanced a temporary measure that would keep the government running. But, you know, we just dont know if its going to last, you say it would be the odds in the house are tough. Yeah. Are we have our dc correspondent jessi tenure with a closer look. Senators are urging house members to really follow their lead here so that millions of federal employees can continue to work. And the Central Government services can continue to run. The shows we can Work Together late tuesday night, the senate advanced a temporary measure to avoid a Government Shutdown with the help of democrats and republicans. We all knew together that a Government Shutdown will be devastating. Devastating. But this country, Government Shutdown juror bad the bipartisan plan would maintain funding at current levels and include more money for ukraine and u. S. Disaster relief. Senate democratic leader Chuck Schumer says the house should take notes, bipartisanship can triumph over extreme. The senate plans to send the measure to the house later this week in the house will take up ours. But speaker Kevin Mccarthy opposes it. He wants to vote on a house gop proposal that would cut federal spending and focus on security at the southern border. Keep government open in securing the border. I dont know anyone as opposed its a win for hard right republicans but has little chance of passing still. Mccarthy made it clear he will not entertain a different strategy until after the house votes on it. Friday asked me that. Now that small group of hardright republicans is also trying to debate and vote on each of the 12 bills necessary to keep these Government Departments funded. But that process in and of itself could take months in washington. Im jessi tenure. Thank you, jesse. Well, fleet week is up in the air this year, obviously with this looming threat of a Government Shutdown that would also shut down the annual event here in the bay area. So weve got local effects to all this. So far. Weve received this statement from the sf fleet week association, which reads, quote, San Francisco fleet week is standing by to take guidance from the navy and our other military partners. Currently our staff is continuing planning as usual for the greatest fleet week ever. Well make adjustments as needed as we receive guidance again. Fleet week is set for next week. 10 years ago we had a similar shut down the sideline fleet week here in the city, congress was unable to get a budget together and that left the navy no choice but to cancel the air show as well as tours on the ships and other big attractions for tourists. We spoke with the Navy Spokesperson about this. And heres what they had to say. If there is appropriations come. October we will not. Be able to participate any Community Relations events, which includes fleet week. Were remaining optimistic. We have ships that will be leaving soon to to arrive in San Francisco for fleet week. So theyll be in the area. We are hoping for a swift decision on a funding bill so that that. We can get up there. The sailors and marines could have a great time that everybody can come down the piers and see our ships. So well have to wait and see in the fleet week involves about 1000 sailors and marines as well as members of the coast guard, too. Besides being a big disappointment to fans, it would also be a big disappointment to the businesses in San Francisco. This is a lot of money that comes in fact, according to the sf organization, more than a Million People coming to San Francisco over the course of the week generating about 10 Million Dollars in revenue. And all this boils down to the negotiations back east as to what were going to deal with here on the west coast. Im also disappointed because i wanted to go up you with the blue angels. But now i know im not most relieved. Okay. 72 is the time right now. And coming up on the kron 4 morning news, a new plan could impact those who get of money with a federal assistance program7. 25 and mill students are going to be eligible for free meals at school. Say there is a free lunch. This is because of the Biden Administration change in rules. The federal government is going to pay now for breakfast and lunch at schools where 25 of families qualify for benefits like snap before this. The short theres threshold was 40 so much more families had to qualify to get this. But now 25 and everybody is going to get the free meals and this change makes about 5 million new students across 3,000 School Districts eligible for free meals. Well, the 2 unions who represent San Francisco unified teachers and its staff will soon be voting on whether to go on strike. We have video of some of them picketing outside the School District headquarters just last week. The vote will come as contract. Negotiations remain stalled between the unions and the district. Teachers have been pretty vocal about their frustrations, which they say include low pay larger and larger classroom sizes and the ongoing payroll issues that have now been plaguing them for about 2 years. If the strike is authorized, it could a affect 50,000 students across the 132 schools in the city. Well take a break here at 7. 26. But still ahead on the kron 4 morning news. We do have showers to our north, but those will not be moving our direction up towards eureka and especially into washington, oregon. No to San Francisco rest of the bay area sitting nice, quiet and calm. And thats the way we stay today. Current temperatures are kind of chilly redwood city as well as petaluma in sonoma. Sandra fell bridge still light at 11 minutes. Golden gate bridge just under 30. Thats 37 to the tolls. And along 8. 80, southbound north of 23rd avenue in oakland do have an accident. One of the things we have heard. From prior treatment of the man reports and hearings is the Department Public health insist that were basically meeting our treatment on demand obligations and then we typically have a fight or at least on our guns on a fight thats too strong. An argument where where who are on on the ground trying to provide trying to get folks into treatment folks who are engaged criminal justice system. Folks are trying to access treatment for folks. The dual diagnoses folks are trying to access treatment for people who are monolingual and a language other than english all say that were not actually meeting our treatment obligation. This is a concept. In a way to try to help people. I will not participate in anything that will make peoples lives worse. One of the reasons as supervisor mandelman stated. We have to believe that we can do better to deliver services or wont work. Theres no point to it. And week at the department of Public Health to do better, they are not delivering on treatment on demand. This whole no wrong doors policy is somewhat of a joke.
