Its not going to happen until the march election, but that measure seeks to improve Public Safety kron. 4 Charles Clifford joins us now live from San Francisco with details here. So whats on this ballot measure . Charles . Well, here in San Francisco, a Public Safety is a big issue. Today. The mayor said the city will ask voters for some help in dealing with the problem. Good morning, everyone. On tuesday, San Francisco mayor london breed announced that voters will be asked to weigh in on a new plan to change how the citys Police Department and the Police Commission operate. The ballot measure is called safer San Francisco. And if approved, it would do 3 things. First. It would allow the Police Department to use new technology, including installing surveillance cameras and using drones. We can be living in the dark ages when technology, San Francisco is that ai capital of the world. We have technology tools. And we need to use second, it would make changes to the Police Department that the mayor says would allow officers to focus on dealing with crime. It also eliminates requirements were unnecessary paperwork. So do we dont keep sending officers back to their deaths when they can be out on the streets. 3rd, the measure would make changes to how the citys Police Commission operates. From my perspective, many of them which have the majority are doing things to im that keep san franciscans safe. The mayor says that these changes are needed to improve Public Safety. So now were going to the voters and say voters of San Francisco. This is whats happening. These are the basic tools we need to improve Public Safety in San Francisco. The city is hoping to put the measure before voters in march of next year. It would only need a simple majority to pass. All right, back live. Now, critics have already pointed out that the mayor appoints 4 out of 7 Police Commissioner. She also controls the Police Department. So why is she asking voters to make changes to things that she already controls . Certainly theres going to be a lot of discussion about this ballot measure in the months and weeks ahead. And happening today, oakland mayor sheng thao will be giving her first state of the city address but a local organizations are rallying against her, calling her leadership into question. Kron fours. Oakland, theyre asking mayor thao for transparency and also a plan when it comes to Public Safety, which are similar things to what the Oakland Police union tells me. Its also looking for the rally began at 11, 30 this morning in the Frank Ogawa Plaza with the group claiming that mayor sheng thao is 2 weeks late on delivering her first address, an organizer seneca. Scott says its a violation of the oaklands charter. With this message for the mayors becoming adult. This is not high school. You a moose us city. We demand you show up to every day and do the job. Stop lying to the people. Stop mocking paving stop key issues that are said to be addressed at the rally will be accountability. Crime, Small Business last Public Safety, murder rates, spending and policing things that the mayor could already be planning to discuss later today, the group says another thing high on their list is the firing of former Police Leronne Armstrong in the delay in his replacement. The Oakland Police Union President had this to say on his expectations of when the topic comes up today at the address this point, i dont even know what to expect. Just looks like chaos over there and city hall between the Police Commission. And the mayors office. I have no expectation coming fruition. On the police chief search anytime soon. Oakland police say the city has had over 100 homicides for the 4th Consecutive Year and is now sitting at 103 with still 2 months of the year left mayor sheng thao is set to announce a state of the city address at 2 oclock this afternoon at city hall in the newsroom. Oakland city Councilmember Dan kalb and the Police Department hosted this meeting. Cupp says over the last few years, crime in the city has become more violent. He says the City Councils working to improve the 911 system add security cameras around the city. And ed, more help to help solve violent crimes. But many Business Owners say theyre still struggling to see positive outcomes and say some residents are focusing and some residents are saying the focus is on the wrong people. People who want to come to oakland anymore. Our clientele has gone down drastically almost by 75 . It was garbage. They concentrated more on businesses. They concentrate on resident. But 63 oakland, 70s and san jose livermore, you can see happen. Bay still just about 63 degrees out there. Were going to see a little offshore wind in the next 24 hours. And you can kind of see that just a touch. Their fairfield. We start to see that wind rolling off shore and a little bit right now in San Francisco as well. Course, that does bring a little fire danger to us. So its something to be mindful about. But it is just going to be very light offshore wind that will help us warm up right now helping us to start to get a little bit cleared out. And pretty soon were going to see a big change in our weather is weve got High Pressure offshore. That is going to zoom in. And when it does, temperatures are set to soar, particularly around the bay and out at the coast. So these are the highs are looking out for today. And that is to say a little bit above average. If youre in spots like antioch or our conquered. Even santa rosa for 86 degrees. Some 70s kind of those mid to upper 70s around a good portion of the bay. Still pretty cool out of the coast. Neighbors called 911 reporting screaming and gunshots coming from a home on care. Strike the Sunnyvale Department of Public Safety says when officers arrived, they found 2 women shot in the car outside the home. Tragically, one of victims did not survive. The other victim was transported by ambulance to a local area hospital for treatment. Police say the woman is expected to recover. She was able to tell officers the name of the man who shot them and what kind of car he drove off shortly after police tried to pull over the suspected shooter, but he fled leading to a pursuit, but it ended after they lost sight of him. Less than an hour later, Santa Clara County sheriffs deputies found the man in his car of Stevens Canyon road in cupertino. They followed him for a short while and then lost sight of him. But i did find the suspect again, his vehicle was parked. The suspect was located in the vehicle deceased what appeared to be a selfinflicted gunshot wound. Police did not get much information about the man but said that he and the victim knew each other. Police also added the man was in his late 50s, lived in sunnyvale for many years and that police had contact with him before he was known to neighbors as well was living at his parents house. He . You heard me correctly inland 90s in the coast is going to be warming up to the tune of some upper 70s likely that heat, as i mentioned, is going to wednesday into thursday and theyre going to cool it down almost instantly as we start to head towards the weekend. Now, the reason for this is High Pressure right now sitting offshore, but it will be on the move by the time we get into tomorrow. Thats were going to see those temperatures start to pump up continue that thursday. But then by friday, here comes this march of low pressure systems ready to knock that High Pressure out of the way and change everything. So lets talk about todays highs for San Francisco looking at 70 degrees. You can see about 78 in hayward head inland to spots like livermore. 85 degrees there about 85 and a bottle as so thats a little bit above average, particularly inland. But then lets talk about tomorrow. Were going to go into those low to midnineties as we head inland, looking out for some mid 70s in San Francisco and you can see Half Moon Bay about 75 degrees tomorrow. That coast is going to heat up. But as we get into thursday, were going to kick it even higher. So these are the thursday highs are looking out for. And you can see in San Francisco, that means were going into those mid even potentially upper 80s and into at the coast. As i mentioned, also going to be seeing those temperatures go up into the upper 70 so very warm on thursday. Also as we get into tonight, we do have outlook for some dangerous us are happening. A threat of sneaker waves from late tonight until tomorrow night. So definitely be careful. Or if you can avoid the coast in the next 24 hours, you can see the cool down. This Pilot Program will last 5 years in san jose. San francisco and oakland, but some groups around the bay area have mixed feelings about them. Kron fours Tiffany Justice reports this will save lives without a doubt. 3 bay area cities will be putting in place. Speak cameras as part of a new Pilot Program. San francisco, oakland, san jose, the 3 bay area cities are part of 6 california cities including la glendale and long beach. The city of San Francisco has committed to have the program up and running by 2025 and will have 33 cameras in total. They can only be on streets that are in school zones or or our streets that have shown very high crash rates walk San Francisco who is in favor of the speed cameras say they understand the privacy concerns but believe this bill was tailored to address those concerns. The bill was crafted so carefully because of those privacy concerns. And its, you know, these cameras, they only take a picture if you are going more than 11 miles above the speed limit. Its only a photo of the license plate. That is not in the polices. And its in the transportation departments hands. And then theres a very limited amount of time they came hold on to that data. But not all groups are for this move. The nonprofit called oakland privacy has concerns about privacy inequity. And to privacy advocates. Were always concerned when cities pickup sort of a new tranche of peoples personal information that theyre keeping certainly here in oakland. We know all about the government being. Happ oakland, mayor sheng thao releasing this statement saying Assembly Bill 6. 45 will allow oakland to utilize cameras to enforce speed limits while ensuring the privacy and safety of our residents. These cameras, along with our increased focus on street design and lowering speed limits will help save lives. San jose is also committing to installing several cameras around the city. Mayor matt mahan has been in support of the bill. Were very mindful of the privacy and equity concerns that some Community Members have. We want to go out. Now to some developing news over 1000 parents and caregivers are set to deliver their petition. To fix the district staffing crisis for the district. Educators. Talking about whats happening in San Francisco. The petition is supported by parents from over 80 schools in the San Francisco unified School District. It highlights what they say are poor working conditions for educators and staff. It also points out the lack of support and Academic Resources for students. The district is currently negotiating with several unions over worker contracts in the north bay. The sausalito teachers, Union Members are taking another step towards a strike. The union entered the factfinding step in the bargaining process. Its the last step before they can authorize to call a strike. And its coming after the Sausalito District Teachers Association voted unanimously to authorize a strike last month. The group says the School District failed to negotiate a fair contract since talks started in january. The Union President says teachers have been working without a contract for the past 2 years. And the district is not offering enough. Union members are asking for a 4 increase for the 2022. 23 school year and a 12 increase for this school year. The superintendent for the district went on the record offering a 4 increase. Ford executive chairman bill ford is calling for the uaw to end the auto workers strike. Ford says that continuing the strike would not only hurt ford, but the future of the automobile industry. He is now calling on his company and the uaw, which includes members. Hes known for decades to come together to find a meaningful deal and end this strike. It should be ford and the uaw versus toyota. Honda, tesla and all the Chinese Companies that want to enter our home market. Toyota, honda, tesla in the others are loving this strike because they know the longer it goes on the better it is for them. Union has said fords general wage offers up to 23 over 4 years and it reinstated the cost of living raises, but still its not high enough last week, almost 9,000 workers walked out of the job at a kentucky plant. And of course, were starting to heat up right now in the Desert Southwest and in spots in california as well. And in fact, if you take a look here, we zoom into Southern California can see a heat advisories already been put in place for Southern California for thursday. Now we dont have any of that right now, but it would not surprise me if we do see a little bit of that for our forecast as we get into the heat on wednesday, thursday, just give you an idea of how warm its going to be. But if we look at berkeley as an example today, looking out for about 75 degrees by wednesday. 85 by thursday, 89. And then you can see what happens as we go into friday and weend. Over san jose and even the Golden Gate Bridge start to get some of that sky. Breaking through temperatures, though, obvious little cooler at the coast about 58 degrees. And you can see 60 in San Francisco right now are some of that marine layer has been hanging out and conquer rory up to 79. So weve got sunshine there. No doubt about it. Santa rosa had a lot of fog this morning. A 77 right now. So starting get sunshine in there, too. Were getting a little breezy out of Half Moon Bay, about 18 miles per hour. Notice some of these arrows kind of giving you that north northeasterly flow. Thats a little bit of offshore wind that were going to see over the next 24 hours. That will be developing. So the highs today. Pretty nice, right . If youre inland a little bit warm. So certainly a santa rosa nevado looking out for mid 80s. Same story to go. The inner east bay morgan hill looking at about 84 some nice 70s around the bay about 70 degrees in San Francisco. But whats going to happen as we get into tomorrow, that High Pressure is rocketing in. And when that happens, we warm up and we warm up quickly. And as i mentioned, that heat will peak on thursday before we see these temperatures knocked down. So tomorrow, these are the highs we are looking out for. So some low almost mid 90s inland. You see some upper 80s around the bay, 80 degrees in San Francisco and even some 70s out in spots like Half Moon Bay out of the coast of this really has the potential to drive those temperatures both around the bay and at the coast. Thats where we could over perform if we do so. Just a heads up to everyone because i know a lot of folks do not have air conditioning. Im one of them are right there with you with my fan, everybody. So wednesday and thursday, were going to be looking out for some of that heat. Now the good news is this kind of calms down rather quickly. By friday. Were looking out for another day like today, right . So pretty nice with some mid 80s inland by saturday, were bringing in some clouds, marine layer and were going to really roll back down and by sunday, believe it or not, we even have a slight chance of it is a slight chance of a little bit of a shower rolling through. But either way it is going to get a lot cooler by the time we head towards the weekend. So again, it is going to be today. Pretty nice day wednesday and thursday.
