The search for a missing 8 yearold girl in santa cruz has ended in tragedy. Police found what they believe is the body of madison of Madyson Middleton in a dumpster near her home. Janine de la vega is live near santa cruz and a 15yearold boy is under arrest. Reporter yes, he is. And police still have a lot of questions that they still need to have answered. Thats why they have the fbi and the department of justice assisting them with their investigation. You can see they still have the tannery arts complex sealed off with crime tape while they gather some evidence. I also want to show you a memorial for maddy middleton. People have left flowers, a stuffed animal for the little girl. Police have worked overnight processing the crime scene. A coroners van left an hour ago with the body. The coroner will be determining the cause of death and making a positive identification on the body. But the police chief is confident it is maddy middleton. A detective found the body at around 8 00 last night, according to the police chief, he doesnt believe that dumpster was searched before. Police have arrested a 15year old boy and are interviewing him. Theyve not revealed if the teen knew maddy or what evidence they have that that prompted his arrest. The chief spoke about the discovery of the body. Its horrible. Its awful. As i said when i first announced when we found her, its heartbreaking. The last time i stood in front of a fraup like this and group like this and spoke was when my two officers were killed. It feels just like it did that night. Its terrible. Reporter the last known image of what happeneddy was caught on surveillance cameras showing her riding on her scooter at 5 00 sunday night. The team spent the last day and a half looking for her while volunteers handed out fliers. They hall have to deal with the heartbreaking news. They are shocked not only to hear about maddy but neighbors are shocked about the teenaged suspect. They say he lived on the third floor with his mother and they describe him as a nice, well liked boy. They are eager to hear more about the investigation and why this little girl was killed. Mandatory evacuation orders cover several communities. 1700 acres are burned. Its only 25 contained out there. Firefighters hope to fully contain it by saturday. Four firefighters have been hurt. The man accused of a deadly shooting on interstate 880 in san leandro over the weekend has turned himself in. The suspects name has not been released. Hes accused of shooting 37 yearold miguel rosales. He was found in his car near the Marina Boulevard exit early saturday morning. Investigators say the victim and suspect knew each other and were in the car together when the shooting happened. The suspect is due in court this week. A pittsburg man has been arrested on suspicion of kidnapping a scar salesman during a test car salesman during a test drive. It started in concord at a car dealership on market street. Police say the man told the salesman he wanted to show his family the car before buying it. So they drove to the home in pittsburg. Police say when they left, the man started to drive erratically and told the salesman it was a robbery and he couldnt believe the car. The salesman jumped out of the car and called police. The man crashed during the police chase and was arrested. Police say the man was easy to identify because he left his drivers license with the dealership before the test drive. Meantime, iphone thefts theyve gone down here in the bay area. Ever since antitheft technology was introduced and the wall street says thefts fell 38 in San Francisco. 11 in oakland. In the year since apple introduced that kill switch technology. However, in seattle, iphone thefts have jumped 32 . The wall street journal says some of the stolen phones are still being sold online even though they are basically not useable. Kill switch technology is now required on all phones sold in california. Thousands of People Living in oakland will be paying more just to park in front of their own homes starting this month. Residential parking permits are for neighborhoods such as rockridge where there are homes, businesses and transit in one area. People who have permits can park for as long as they need to. Other drivers are limited to two to four hours. For the last six years, permits cost 36 a year. Now they are going up to 82 for the first year and renewals will be 59 t. Fortunately, Contra Costa County firefighters were able to contain that fire to 37 acres before it could damage any homes. Also another fire up in santa rosa. It did damage a home. It broke out in a lot full of dry brush. It was sparked by a couple of power lines that came together in the area and one home was unfortunately gutted by fire. So the fire danger a real concern when you have the hot,y conditions like we are expecting today and tomorrow. A good day, you guys, to sort of kick your feet up. You try to stay cool out there. Reporter doing my best. One person was arrested for arson after a fastmoving fire in sacramento county. The flames are threatening several homes north of sacramento. The fire is fully contained now but the crews are still watching for flareups. That fire burned 430 acres, one home, six cars, and a tractor. The people who lived nearby, they were surprised by how fast the flames came at them. We saw the fire coming toward our direction and we thought the fire trucks were going to contain it because it was like this wall of fire coming at us. It was so quick. We thought, we have time. We got water. It just went nuts. The fire crews kept the flames away from horses and cattle out in the fields. Some of the ranchers moved their animals to an evacuation center. Investigators havent told us the name of the suspected arsonist but say he may be charged with several counts of deliberately setting fires. The man accused of killing kate steinle is due in court today. He pleaded not guilty to killing steinle on july 1st. The Court Appearance today is to set a date for a preliminary hearing. Her killing sparked a National Debate about illegal immigration. Lopez sanchez had been deported five times before he was arrested for murder. 7 37. Santa cruz police say they found the body of a missing 8 yearold girl inside a trash bin. Madyson middleton went missing on sunday janine de la vega has more. Reporter there are still a lot of questions that need to be answered in this case. Police want to know why anyone who want to harm this little girl, why did it take so long to discover the body here . They had k9s out here but they neverrer picked up never picked up her scent. They are gathering evidence to piece together the case. Police have worked overnight processing the crime scene which is focused around a dumpster in a garage at the housing complex. A coroners van left a couple of hours ago with the body. The coroner will be determining the cause of death and making a positive identification. But the police chief is confident that the body found here is maddy middleton. A detective found the body around 8 00. He doesnt believe the dumpster was searched before. Police have is arrested a 15 yearold boy and are interviewing him. Police have not revealed if he knew maddy or what evidence they have that promptedhy arrest. Investigators obtained a search warrant for the apartment that he lives on. We understand th they are focused on searching that apartment. Neighbors say he lives there on the third floor with his mother and they are shocked that police say hes responsible. From what ive seen. Hes like a normal kid. He hangs out with normal kids and plays with his yoyo all day long. He doesnt strike any chords as being a baby killer. Reporter the last known image of maddy was caught on cameras inside the complex showing her riding on a white scooter at 5 00 sunday night. Search search and rescue teams spent the last few days looking for her. Volunteers handed out fliers. Now they have to deal with the heartbreaking news. They are trying to come to grips that maddy is gone. Neighbors and other Community Members have left flowers and candles and bloops at the housing complex to remember her. What do they have to say . Well, for a lot of young people who live in east oakland. For them and even for us and working with them to try to reduce recidivism and reduce incarceration rates is working with them to try to figure out what is the best survival method when you have interactions. What are the things you need to do to minimize your risk. What do you tell them . Well, a lot of times, its things like, you know, just comply with the officer, do what they say. If there are things that you feel like that happened that werent legal or things that you felt like werent fair. You should always ask for the officers badge number. Get the vehicle number. These are things you should write down and we help them fire file the proper paperwork to file complaints and get it to the review bird. The thing we try review board. The thing we try to do rear dues the chances that something could happen to them. Whether its incarceration or an issue like this that just goes out of control and, you know, somebody winds up dead. Weve seen that happen over and over. Were seeing it more. Its not a new thing thats happening. Its a new thing thats all over social media because people have the power to show these things. Dashcam video is coming out. A lot of the young people. Theres frustration, too. When they watch some of these videos, they see people doing the things they are taught to do and it doesnt end up well, it ends up with someone being shot off choked to death. It impact the way they move in the world and impacts the way they feel about themselves and im and we just do the best we can to help them move through those things. We know this is our reality and what we have to deal with. Until we find a way to change it, this the way we have to move. You see things like where black lives matter and people are starting to make this a national conversation. When someone i remember, the hashtag cops lives matter, there was so much uproar from the community about that hashtag and a lot of people were talking about the fact that black lives matter. Ive seen the hashtag all lives matter, white lives matter, cops lives matter. Its not to the detriment of one group if someone is trying to hold up another. Police officers will say they face immeasurable threat every day, especially on a traffic stop which was what was involved in the Sandra Bland Police and i think its they need to treat each incident separately. Its a struggle both side are trying to work through. Definitely. At the end of the day, everyone is a human being. The difference is one side of the argument, they have a badge and a gun. Its not only that the incidents happen. They happen so often and they dont feel like justice is served. Its not consistent enough that you see officers being indicted let alone charged where even in the eric garner case where they said it was a murder and chokeholds were not allowed in new york for 20 years and he was killed with a chokehold and the man was screaming he couldnt breathe, when you see things like that, it reinforces the things youve been taught, the experiences youve had growing up. By the time we see young people, theyve had so many interactions with Police Officers already, it might be during the back seat of a Police Officer when they are 1, 2, 4, 7, 10 and they are seeing these similar type of interactions with family members and with people with the community. Its hard. You are right. Police have a job to do. And its just the way it comes off when you see a police raid in your apartment complex at the age of 6. Sure. Violence, you know, when you when you see these types of things. Its not a pleasing picture. It only reinforces something thats been going on. A lot of people who didnt know what was going on, for many, this is the same old story. Ive had experiences growing up that were similar. Not with every single Police Officer. We call Police Officers well call the police. Just the idea of being harassed, there is a level of Human Dignity that has too exist and so that has to exit and a lot of times they say you should have complied. You should have listened. You dont know how many times its happened to that person. Officers know. For example, in in case, she was upset because she in this case, she was upset because she felt she was being pulled over for nothing. She said she was sick but thats not gonna stop you from getting a ticket. You in the past several years, it really does seem on out there. What you are doing and giving the teens the tools and the awareness to work through it and hopefully make positive changes. We also work with the Police Department in a way. We do dane trainings with them because its important that if there are we also do training with the Police Department because its important to if its situations where a lot of them its their first time here, well do trainings. We know that if we do things like that, it might help reduce the fear. The truth is they are supposed to be trained and deal with situations like this. I guarantee you, thats not the first then person pulled over thats not the first person pulled over. So for situations like this that we keep seeing, we know that officers are trained, they have a gun and they are trying to deescalate situations like this rather than what we see in this video where he was baiting her. Whats your problem . Why are you mad . And then reresponds and responds and to me thats where the problem is. When officers do things like that to people who are constantly at the brunt of Police Brutality or harassment, it could easily escalate that way. You are saying there is a burden on the Police Officer. Before we wrap up, i have to say the Texas Department of Public Safety did say that the officer, that he did act outside of department policy.
