A red flag warning across northern california, a a pair of big wildfires are being battled east of sacramento, and crews are dealing with 100 degree temperatures and strong winds. New numbers from cal fire tonight show the ponderosa fire is now 30 contained, up from 10 earlier today, and the fire has burned 10 homes and 3500 acres. Fire crews are also getting ground on this fire, tonight is 40 contained, that is up from 10 earlier today. 280 acres have burned since yesterday. The fire destroyed several structures, structures, but no homes. An Evacuation Center has opened to help dozens of families who have been forced to leave. This heat is the real deal. I know that i have work to do. They were searching flooded homes and helping some who were stranded for days. Others were getting their first look at the destruction. We were afraid of floating away and being drowned. Federal officials are closely monitoring air quality after fires and storm related blasts at an area chemical plant. Highly volatile chemicals have burned, sending up smoke and prompting evacuations. And military teams are still carrying out emergency rescues. We lost everything. We lost everything. It really depends upon where you go. And there were multiple reservoirs, the army corps had to control releases to make sure the levy did not burst. They did release some of that water, and that has contributed to severe flooding in the neighborhood behind me and just across the street, these homes here, dry and safe, though zones are completely submerged. Trump may visit houston on saturday. The white house says thatplans are still tentative. And the president has pledged 1 million to go to the flood relief efforts. I am so horrified that our government is even considering breaking this promise. The administration is protecting recipient of this program as much as possible. We have to continue to do research to see if there are legal steps we can take. Recipients say that they are apprehensive as they grapple with uncertainty of the future. I call it psychological terrorism, young people dont know where they are in the balance and we are standing in solidarity with them and with the families, to find out what the outcome is. I dont want to go back to the shadows and the life i had before. I have been a good citizen and i have never been in any trouble. I went to college and i did everything that was asked of me. Allegations of misconduct at a bay area jail lands deputies behind bars, what they are accused of doing, and why some say they are not the only ones. Pitting inmates against one another, it is not surprising to us. Stay with us, we will be right back. New details about the arrests of four of their own deputies, three current deck three current deputies and a former deputy, after allegations of misconduct. The charges involve even directing inmates to pelt other inmates with urine and feces. We spoke to the sheriff about how this all came to life. Gassing, usually inmates targeting guards by throwing bodily waste that them. But rookie guards actually orchestrated this. It is shocking. It has upset the entire agency. It is is a terrible event. By phone, the share of talked on what he said were irresponsible criminal actions by his own jail guard. It cannot be understood. We are embarrassed, we are shocked, we are ashamed. And we have taken harsh action. The deputies allegedly the deputies are involved in multiple incidents. Stevens arcos is the only one to resign so far. They were alleged to have planned some of these attacks. And inmate told a deputy that he had been cast in his maximum security cell. They left a port unlocked. The inmate would have access to another individual cell. Putting inmates against one another is not surprising to us. Community activists hope that it will signal accountability in the ranks, and there have been recurring problems, deaths, and settlements paid for inmates who were injured by staff while in custody. They are not being fed adequately, they are not getting healthcare, they are not Getting Mental Health care, there is no culture of care or healing, it is harm and punishment. That is not surprising at all, in fact there are horror stories, that is one of the simpler ones. She was not shocked, but saddened as she wiped she was saddened as she arrived to visit her husband. Loved ones, yes, they have done something criminal, but they are still people. The sheriff does not know why the accused guards would do this, but he has put jail staff on notice, care, custody and control of inmates is about trust. They broke that trust with inmates and with the public, they broke trust with me, and there is no place in our agency for actions like this, none whatsoever. To the sheriff tells me he has brought a commander out of retirement, to review all camera footage from the jail. And he has added more cameras to the facility. These incidents happened late last year and they were not captured on video. One of these deputies has already resigned, what could happen what could happen to these deputies . To the other three deputies have been on administrative leave during the time of the investigation, for men they self surrender today, they are already out of custody, and they will go through the criminal justice process through the assault. The share of sheriff plans to terminate the three, who are still currently on the force. What sentenced today face . More than more than a soft, because it is assault under the color of the law, meaning you have used and abused authority as an officer, officer, there would be enhancement on top of assaults. Now information on a deadly shooting. Robert french was responding to a car theft investigation at a Sacramento Motel when he was shot with an Assault Rifle yesterday. He died on the way to hospitals. And he died on the way to the hospital. Bob french was a 21 year veteran, described as larger than life, a mentor and a friend. I told them this morning, a lot of them were his coworkers, filling in today, and they said do it like he did it. Use your courage. Give it everything that you have today. His death comes 10 years to the day that his parents died, in a small plane crash. Funeral arrangements have yet to be announced. And the man suspected of killing deputy is from castro valley. He was shot and wounded before he was taken into custody. Our reporter dug into his background. And this is not the first running he has had with the law. A man accused of gunning down a sheriff deputy is Thomas Daniel fromcastro valley, seen here in a photo from his instagram page. He opened fire with a high powered rifle, rifle, he allegedly wounded investigators and killed a sheriff deputy. According to court records, he has a a long rap sheet with convictions for assault, auto theft and grand theft. He has a history of evading, evading, resisting and assaulting police officers. In 2005, he was accused of attacking a police officer. And that officer was shot by a different suspect and killed. And a mother said that she was at a loss to explain what had happened. A neighbor also was surprised. We call him tommy here. And tommy was always alone, he was not part of the group that played in the streets or anything like that. I cannot believe that the rage is so much a part a part of him, his parents are very caring and loving people. Priscilla was arrested for auto theft. She and a second woman fled from officers before the deputy was killed. The second woman later was released. Little cloud has a pending federal case for having a gun, they credit card, and identity theft. San Francisco Police are using a new strategy to reduce car breakins, on average there are more than 40 every day in San Francisco. A special task force had has been held, but the burglaries have actually increased in the year. And tara has more on what the Department Plans to do right now. You see the shattered windows of cars broken into every day in San Francisco, it has become an epidemic. 32,000 cars have been reported burglarize. Our discussions were what can we do . What can we do to change the course of this . A task force dedicated to car breakins and other property crimes has made 400 arrests, and despite those solid numbers, the incident incidence of car breakins have gone up by 20 . If we can close out a case, how about it never happens . Stop folks from having easy targets. That is why they came up with a new strategy, dissolving a successful task force and shrinking the narcotics unit, instead taking 100 officers and putting them back on the streets. We had less than 100 full time officers assigned to our 10 district stations. That number will almost double after this plan is put in place. To the number of the number will quadruple. It does not mean that we will not have plane clothes operations in every district. Some have expressed frustration that thieves are continually being released from jail just to fend over and over again. We have issues that go beyond what we can control. And we can make arrests all day, but we cannot control anything beyond that. We can control where we put the cops. They say that it has already proven effective and they have been averaging 44 car breakins every month. And a a new campaign, smart park, there will be signs posted all over, warning people not to leave valuables in the car. Ktvu, fox news. Temperatures are really heating up. It is dangerous for humans, and we know tomorrow is going to be hot. We know saturday is going to be nearly as hot. Multiple days of heat, please prepare accordingly. If you can carpool, not a bad plan. If you can take a day off, and make sure your pets have water, that water, that is not a bad plan. Tomorrow, tomorrow, 104 degrees in san jose. And you know what that it is 104 degrees here, on the sidewalk it is probably 125 degrees, down there for your pets and kids.
