They had no comment. See so theres nothing theres nothing illegal about this insurance payout. That is why you pay for insurance. What would the two men charged like to see her do with that money . The attorneys for the men say there was a history of problems at that property. And that the police knew about it. The fire knew about it. She knew about it. Her kids knew about it. There are claims they did nothing about it. So they believe those people inside that building should be getting something for her negligence. [ music ] now to developing news in emeryville where a deadly officerinvolved shooting shut down one of the bay areas busiest freeways during the 9 00 hour of the morning commute. As you can imagine, it caused a huge traffic backup. This is what it looked like earlier today. But westbound lanes of interstate 80 finally reopened an hour ago. After being closed for eight hours, traffic is open but slow going in the area. Authorities say this all began when Police Spotted a man wanted for homicide driving a black suv and tried to pull him over in richmond and a chase began. The suv stopped on a spike strip on the freeway near emeryville. Thats where the standoff happened and shots rang out. Ktvus rob roth reports from the scene with the latest. Reporter thats right, julie. Were near the powell street exit. I never thought i would be saying this is a sight for sore eyes to see traffic here but compared for the last eight hours when the road was empty, its an improvement. So things are getting back to normal. This happened after a car chase and shootout that began in richmond this morning. Emeryville police are now investigating the shootout involving richmond, Fairfield Police and man suspected of homicide. It happened after a pursuit on i80 eastbound just past the powell street exit shortly before nine a. M. Cell phone video captures the scene. Fairfield and Richmond Police officers tried to negotiate with the driver of this dark chevy suburban. They say he was holding a gun. One witness saw what happened. They told the guy to get out the car and he wouldnt get out. It was at least about 20 minutes. Reporter police say they fired nonlethal weapons but they say the suspect didnt surrender. One witness thought she heard some 50 gunshots. [ gunfire ] [ screaming and cursing ] they shot one shot and he stuck his hands out and then this time he got out and he pointed the gun and shot and then the police shot him dead. He eventually exited the vehicle and start shooting at officers. Officers returned fire, struck the suspect and he was taken to a local hospital where he died. Reporter Emeryville Police say it will be looking at who fired first. That stuff will come out eventually. But to say who fired first would not be appropriate for to us comment on that because we dont know. Reporter Authorities Say earlier this morning, Fairfield Police learned the man was in richmond and asked police to pick him up. They say the man then fled in his car. The california Highway Patrol laid down spike strips and stopped the car leading to the standoff and shootout. 80 was closed in both directions to collect evidence making a difficult commute a disaster in both directions. I was there for two hours. It was crazy. We got out the cars, it was that crazy. It wasnt moving at all, like, and, like, at all, there was, like, everybody was outside their cars. Everybody was mad. Reporter one of the reasons i80 was shut down for so long, many of the crime scene investigators who had to come here were stuck in traffic. Julie . Rob, what about a lot of the people who were stuck in the backup . Was there detours for some of them to get off the highway or were they stuck there for eight hours waiting for the road to open . Reporter well, the chp found ways for people to turn around and get off and maybe find surface streets or other alternative ways or go back home. Some people i imagine had to wait it out because they had no other choice. Its back to normal again. Its a long day that affected a lot of people. Rob, thank you. Now to highway 24 where the chp is investigating a deadly crash involving a pedestrian. The Highway Patrol says it responded to calls about 11 a. M. About a body on the highway near Pleasant Hill road in lafayette. Witnesses say a woman was jogging along the highway in the eastbound direction and ran into traffic in the right lane and thats when she was hit by a van. The driver of the van stayed at the scene and is cooperating with investigators. The victims name hasnt been released yet. The Alameda County bomb squad was called out today after what appeared to be a pipe bomb was found at a reCycling Center. Workers at the Alameda County salvage and Cycling Center in san leandro spotted the object in a dumpster. The bomb squad says its team removed and disabled it this morning. Investigators are now trying to determine if it was real or fake. Theres no word yet on where the device came from or how it ended up in the dumpster. New information about a hitandrun in richmond that left a 3yearold child hospitalized in Critical Condition and we now have an image of the smart car that police say the suspect drove off in after the accident. Reporter an employee at a nearby business says the mother was frantic and crying. She helped translate for that spanishspeaking mother when First Responders arrived. A hitandrun crash in richmond sends a 3yearold boy to the hospital around 11 30 wednesday morning on the 27block of macdonald avenue. Its tragic whenever anyone gets hit by a vehicle and most of the time its an accident and i just wish that people would remember that and just remain on scene. It just makes things more problematic when they dont. Reporter Richmond Police say the boys mother was trying to get the 3yearold into their van parked on the curb of macdonald avenue. The child escaped her and ran around the van and ran into traffic. A red smart car traveling westbound on macdonald struck the child. Police say witnesses reported seeing the smart car stop momentarily and then keep driving. There were people in the area. We had a couple that were good enough to stop and provide some statements to the police and we are hoping that theres others that may see the vehicle and please give us a call so we can follow up on it. Reporter surveillance images captured the red smart car described as a 2008 to 2012 model. It likely has front end damage to the right side of the car. As soon as we get an update on the 3yearold, well bring it to you. But he is in Critical Condition at last check in the hospital. Water is so tough to find, people are saving rainwater just to feed their children hundreds of others waited for hours with buckets ready to fill after finding a water pump. Some of our grandparentss homes have been completely flooded out. My aunt is actually trying excuse me to head out to puerto rico next week to bring my grandmother back to philadelphia and we have an uncle who is a firefighter and his son who lives in san juan hasnt been able to get a hold of him and he just heard that he is alive and he is out there helping. New pictures coming out of Southern California tonight where a wildfire continues to burn out of control. Cell phone video shows the intensity of the flames on the county line between orange and riverside counties. The canyon fire has burned more than 2,000 acres since it broke out monday afternoon along side the 91 freeway between anaheim and corona. The flames quickly spread damaging several structures including a home and a big rig. More than 1500 firefighters are battling the flames and at last check, the fire is only about 20 contained. We are talking about it feeling warmer today than yesterday. But in fact, it was in santa rosa it was cooler. Napa it was cooler by a few degrees, San Francisco and hayward but it was warmer in Half Moon Bay and livermore and san jose a degree warmer so kind of right down the middle, huh . Just like yesterday. These are todays highs. Tomorrow will be cooler with onshore winds. Fog tomorrow afternoon. That changes everything around. So, you know, when fog comes back the onshore flow comes back the red flag warning goes away. Spare the air day goes away and temperatures begin to come down. This is the mechanism out here and, um, you know, when you look at that, you go, well, hey, its starting to look more like we might be getting some rain soon. This is the jet stream very, very far south for this time of year. Um, and so thats a good sign. So its going to its not going to bring rain but go through and continue to trend temperatures down. Not cold. But onshore flow, a little bit of fog, um, and temperatures instead of above average, at average or maybe a little below average as we go into the bay area weekend. We have surrendered our Competitive Edge to other countries but were not surrendering anymore. Reporter the president traveling to indiana laying out the framework of a new tax work put together by congress and the white house. Under our framework well dramatically cut the business tax rate so that American Companies and American Workers can beat our foreign competitors and start winning again. Reporter republicans say their plan lowers rates for individuals and families, doublings the standard deduction, essentially doubling the amount of personal income that is tax free and eliminates loopholes. The gop says it also repeals what they call the death tax and alternative minimum tax and changes the tax rates for Small Businesses and corporations. President trump insists wealthy americans would not benefit under his tax plan. The only thing he is firm on is cutting the Corporate Tax rate to 20 and passing savings on to the middle class. But democrats remain unconvinced saying the plan would mean hundreds of billions in tax breaks to the wealthiest people and most profitable corporations. Democratic senator Chuck Schumer calls the plan wealth fare saying it would add five to seven trillion dollars to the deficit and ultimately put programs on the chopping block. Cut taxes for the rich, blow up the deficit, decimate medicare and social security. Reporter and as i mentioned, President Trump revealing this tax proposal in indiana. There he played up his Vice President mike pences track record. Of course he was the governor in indiana and saying that he signed into law some of the deepest tax cuts in the states history. Will it help the middle class and make businesses more executive . Chuck schumer doesnt agree. If republicans want tax reform this year, they cant stand pat. You have to do something big. You havent seen massive tax reform since 1986. This is a heavy lift. You have six people who designed a plan. You have 535 people until congress who are preferences and lobbyists and people who want to hold on to their individual deductions. This is moving forward the future of the republican party, as well. So to break it down, what does it mean for working families, for individuals . What are some of the deductions . What are some of the specifics of the plan . Reporter right. So one of the specifics of the plan is to simplify the rates to create three tax rates for individuals. This would be a massive tax cut for the wealthy. But on the other hand it would create if you will a more even Playing Field in terms of what people see. However, theres state and local taxes which they pay to the state of california or to the city and county of San Francisco. Those would go out the window. Californians pay over 112 billion in those taxes that they itemize and take out. That deduction goes away. Everybody has a deduction that they want to hold on to. Whats going to happen to those . Thats where the rubber hits the road. If you look at mortgage Interest Deduction that is the avenue or the elevator into the middle class for so many people. Think of the home industry in california and how important it is. The construction industry. Rebuilding texas and florida as examples. Do you pitch that out the window in the name of tax reform just so you can have something . Whats more likely to happen is some version of tax cuts and less likely to see tax reform by the time we get to december or january. So do you think as you said you think it might pass just tax cuts or could republicans pass this completely on their own . Not yet. They are running out of time. They have until september 30th. You have this deal that the president cut with democrats into december 15th. What happened in alabama yesterday in terms of that senate race could affect the dynamics for the number of vote that you need moving forward. You also have healthcare sitting out there. So the gop has always been a party about populous tax reform and moving forward and cutting rates and this will be a real test of whats happening within the establishment and a party thats at war with itself with someone in the white house who is really kind of playing the fence here on how to move forward within his own party as well. What do you see happening with the taxes on the wealthy . They are expected to be eliminated. The estate tax and one called the individual alternative minimum tax, whats that one . So the alternative minimum tax is something donald trump his self paid. This is a minimum tax if you hit a certain income level the amt has lagged behind, it hits more people over and over again. It hasnt always hit the wealthy people at the same level. If it goes away it would be essentially be a tax boon an estate tax change to wealthy people. Its hard to be a populist while talking about tax cuts. That will be a challenge. Will this simplify the tax code . Reporter we might be astonished that it makes things simpler at some level but also Everyone Wants to hold on to the deductions. Those individual deductions, state and local taxes paid or the mortgage Interest Deduction that youre talking about some of these types of things, those will be held closely and how do you say no to charities and what happens to charitable deductions . Those are the ones that would if this plan were to pass as is today would balloon the deficit and that could be something down the road that would be a problem. I wanted a final thought what do you see this how impacting the deficit . Yeah. This would be a huge, huge blow to the deficit or it would blow the deficit up in a huge way. This is something that could become very important for midterms in 2018, we are about 400 days away. As we move forward to the 2018 midterms. Thats something to watch. Will tax reform come through or tax cuts and will donald trump pull something off here as the 45th president of the United States . Thank you, professor. Those failures came at a time when the district was already under scrutiny by the department of educations office for civil rights for lapse this is title ix reporting. Last thursday, an examination by an outside law firm of the districts handling of an october 2016 Sexual Assault on in a High School Bathroom found the district did not comport with key aspects of title ix, state law, board policies and administrative regulations. More changes need to happen. I think that cultural changes need to happen. And i think that District Needs to rethink its entire approach to legal compliance.
