People in sonoma and napa county will be paying close attention to the burn areas in particular trying to prevent toxic fire debris from getting into the water and the wine country. Thats right. I know they have plans to prevent the problems out there. Reporter yeah, good morning dave and pam. With that rain in the forecast, the rush is on to protect the Sonoma County water shed. That means putting up barriers to prevent these toxins from washing into the water ways. Now, no one is quite sure how much toxins are in that ash, and for that reason, everywhere you look in the burn areas, youll find barriers placed around storm drains. Those barriers and dams are called waddles and theyre made of straw and other materials that will keep the ash and toxins from washing into the drain. Now, authorities will also be looking for mercury and leads and asbestos. They spoke to United States about how those bare us about how those barriers work and what theyll be doing this weekend. That will block debris flow into our storm trains and creeks. Were also adding compost rolls to further restrict that potential. Were planning to do Water Quality sampling to determine what is running off into our creeks and water ways. Reporter the bottom line is they want to get a system in place to protect public property and also public safety. The sewer pipes will also be capped to prevent toxins and ash from getting into the sewers and causing damage to the sewer treatment plans. Theyre also talking about putting sensors in place so authorities can issue warnings for landslides and also flash floods. Here at the administration building, theyll be holding a special meeting at 2 00 this ramp for fire victims afternoon for fire victims to talk about debris removal. Were told that victims have until november 13th to sign up for relief so any fire victim will want to be at this building here for the meeting to get all the information they need and all the questions answered in terms of debris removal clean up. All right, rob, thank you. Time is now 6 32. Officials at Yosemite National park closed two roads ahead of this weekends storms. Officials say the Weekend Storms could dump up to 2 feet of snow in the Higher Elevations. Steves been talking about that. Both of those roads will be closed at least until monday and officials will go back out and reassess how theyre doing. Were talking a lot about this rain because certainly its going to, as rob was mentioning theres not going do be a lot. Thats good. Were not looking at 2 or 3 inches of rain. Next thursday, maybe Something Like that. What we have today will not be that much. Were looking at a tenth of an inch to maybe a quarter to a third of an inch. This is the european forecast but the gsf is pretty close as well. This is more of a snow event. Some of the rain near santa cruz [inaudible] that has been pushing off through the Santa Cruz Mountains. It looks like thats about done but theres two bands merging. So theres been some light rain. Theres really not much yet although on the north coast, i know Crescent City has had three quarters of an inch. Already a couple of light bands but it is picking up a little bit to the areas to the north. Thats a sign of things to come. 50s on the temps to near 60 for some. At last check, it was rain at truckee or drizzle at blue canyon. From the south bay up to the east bay, we will focus our energy on this system which will continue to drop south throughout the day. 60s on the temps. All right, better or worse, the same or what . We do have traffic that is a little slow approaching the Golden Gate Bridge but im going to show you a shot of the Golden Gate Bridge and you can see traffic is moving well. This is one of my favorite shots of the bridge. Just north of the Robin Williams tunnel and im going to pit it on the map so you can see it. There is a crash southbound 101. Oops, that is the wrong thing. Southbound 101 at spencer there was a crash and its going to slow traffic down as you drive down to the Golden Gate Bridge. You saw for yourself, the bridge traffic is okay. Were looking at highway 24 westbound. You can see traffic through lafayette is slowing down. I think the wet weather is not enough to cause a lot of crashes but there have been some. Its taking about a half hour to drive from the bridge to the maze. A couple of days ago at this time, it was about an hour and 20 minutes so weve improved but its going to be a slow jam here. This is a look at the bay bridge toll plaza. That is backed up for a 20 minute delay. Its still slow but were getting a slight break. Lets go back to pam. Thank you, sal. The santa clara Water District and the city council are holding a special meeting to talk about the coyote creek river flooding. In february , coyote creek overran its banks after that record rainy season. Several neighborhoods were flooded. This morning, officials plan to rollout a new joint Emergency Action plan and also give an update on the coyote creek management work and recovery. Part of the plan includes a wall going up along the banks of coyote creek to guard against a repeat of what happened last winter. There may be a big decision later today on whether to give stun guns to San FranciscoPolice Officers. The new police chief favors them but critics worry the weapons could lead to aexcessive force. Alex is in San Francisco where the Police Commission will now vote on this issue. Reporter yeah, theyre expected to vote later tonight. Of course there has been in the past Strong Community opposition to tasers here in San Francisco. Now this debate is heating up once again. The Police Commission will be meeting later tonight here at city hall on the second floor, a Public Meeting that will happen this evening and that commission is expected to take a vote on whether to arm officers with tasers. Since being sworn in at the beginning of this year. Police chief william scott, has puckered a plan to put pushed a plan to put stun guns in the hands of officers to give them another less lethal form of protection. However, previous attempts have fallen flat because of opposition. Critics worry that stun guns will be used disproportionately on people of color, the homeless, and mentally ill. Reporter after cellphone video captured a homeless man attacking a San Francisco officer near ocean beach earlier with this year, the police union here in the city ramped up its efforts to get tasers. The Police OfficersAssociation Says the officer in this case would have used a stun gun to take the man into custody. Instead, he fought with that man until back up arrived. The department of justice has recommended the Police Commission explore the use of tasers. That recommendation, one of many made after a thorough review of the San FranciscoPolice Department. The meeting gets under way at 5 00 tonight here at city hall, and before that meeting begins, protesters who oppose the use of tasers by bliss will be staging a police will be staging a demonstration here outside of city hall. Thank you, alex. Yeah. The San FranciscoPolice Department says theres been a big drop in incidents involving use of force. The new report shows the numbers are down 32 compared to this time last year. It also shows a 45 drop in assaults on officers. This could be due to the crisis intervention training that the officers are getting that helps officers learn how to deescalate potentially dangerous situations the number of People Killed nationwide in gun violence in the United States has gone up for the second straight year. The rate was 12 deaths per hundred thousand people last year, thats up from 11 in 2015. About twothirds of gun deaths are suicides which have been on the rise for about ten years. Many cities like chicago, the number of homicides involving guns have been so high, theyve affected the national statistics. The fbi says there were nearly 11,000 gun related homicides last year. Thats up from 9600 in 2015. Massachusetts lawmakers approved a ban on bump stocks. These are the things that allow guns to fire faster. If signed by the governor, massachusetts would be the first state to ban bump stocks. Investigators say the man who opened fire on that Music Festival and killed 58 people, wounded hundreds of others, uses bump stocks during that shooting the first wrongful death lawsuit linked to the north bay wildfires was filed against pg e. It was filed by the brother of a disabled woman died when her assisted Living Center burned down. 47 year old Tamara Thomas was paralyzed and could not evacuate. Her brother, in his lawsuit, blames pg e for the fire saying the company did not properly maintain its power lines. Pg e gave its first estimates for the cost of restoring power after the fires and they say customers may help pay for it. 360,000 customers lost power during the wildfires. Pg e says it will probably cost between 160 and 200 million to restore the power. The Company Plans to recover the cost from the customers but did not give an estimate on possible rate hikes.
