That the explosion took place on a subway platform. Now, we have referred repeatedly that the bomber was injured but getting conflicting reports about how many other people may have been injured. There are a number of subway and transit lines running through that area, which is, as you can tell, a potential soft target. Now, police say there are major changes and disruptions to most of the subway and bus lines. Passengers have been evacuated as a precaution. Investigators and a Large Police Presence still in place on alert for the possibility of further incidents. We are continuing to monitor social media as well as our affiliate there in new york city trying to get the very latest on this explosion. Again, that explosion happening at around 7 30 new york time at Port Authority. This would have been during the height of the morning commute with the potential for lots of injuries in that area. Salinas 80, monterey was 75, Half Moon Bay hit 70 and san jose hit 70. Those were all records on sunday. There are a few high clouds coming in from the west and from the Southern California area but they are just that, just high clouds and thats it. 20s, 30s, 40s to 50s. I mean, lakeport at 29 to 57 and Half Moon Bay and around the bay if you get that offshore breeze, el cerrito 54, there are a lot of upper 40s, 50s but some locations are holding into the 50s and i dont think it will take long, even though the days are short. When you get that northeast or easterly breeze, the coast is definitely warmer than the inland locations except for a few high clouds, maybe patchy fog and a few clouds coming in from Southern California, we are looking high and dry here. Mild to warm, 60s to near 70 on the temps. 6 02 and anything on your screens right away . Looking around here, steve. I dont see anything thats terrible but i do see some slow traffic out there and we are going to start off with the east shore freeway. Give you a time for 80 westbound as you drive from the carquinez bridge to the macarthur maze, 26 minutes. Seems to be getting slower by the minute as you drive to the bay bridge toll plaza, you will see traffic is backed up to the maze and the metering lights are on. This is a look at interstate 880 in oakland and traffic moving along relatively as well. As we see the traffic in the east bay is pretty slow as we look all over the east bay, you can see traffic is slow on highway 4 and 680 very normal. Whats not normal is highway 37 heading west from vallejo. We had some railroad arms that were stuck down for a while. Thats been taken care of. However, highway 37 is very, very slow, it hasnt recovered. Probably going to take a while. So if thats your commute, you should give yourself plenty of extra time. Again, everyone is getting through but now theres a big backup there. 6 04. Lets go back to the desk. Thank you, sal. The news about the Southern California fires is mixed. The fire that started last monday in Ventura County has now moved into Santa Barbara county. It has burned 359 square miles, containment has actually dropped as the flames have spread. High winds pushed the fire into new areas, more than 90,000 people have been forced to evacuate their homes across the two counties. Some fire crews who had been working in los angeles and san diego counties are now being sent into ventura and Santa Barbara counties. Thats because the fires in the other two are actually now more contained, about 75 . Evacuees say they never imagined this could happen. Im scared to death. We packed up our whole car and we got evacuated this morning. Fire officials expected to be out of red flag fire conditions by last thursday. Now they are hoping the high winds will stop by later this week and they also say with no rain in the immediate forecast, there will the area will remain vulnerable to more fires. Time 6 05. Even here in the bay area we are affected by the Southern California wildfires. The smoke from those fires obviously a Health Concern in the southland but also drifting up here to the bay area. Local air quality officials declared the fourth straight spare the air day because of that haze out there. That means no wood burning unless its your only way to stay warm. Youre also being asked to drive as little as possible. Dont use aerosol sprays or paint. The bad air quality is expected to hang around for at least through today but a change in the winds is forecast for tomorrow. That may help clear out our skies at least somewhat. Bully bullet holes were found in the door and trunk of the car. No descriptions of the suspect car. If you have any information you are asked to call the chp in oakland. Oakland police are offering a 10,000 reward to find the driver of a hitandrun crash that killed a 60yearold woman. That happened just before 2 30 yesterday morning on 14th street near frank ogawa plaza. Police say the driver fled in the dark fourdoor sedan. The woman died at the hospital. Her name has not been released. A lot of people dont realize, you know, if it was an accident, its an accident and they just need to follow up, be responsible. You know, i know initially i have witnessed a hitandrun before in san mateo and it was horrible. Right now police do not have a description of the driver. As i was saying for the past several weeks this is where people who have been impacted by the north bay wildfires here in napa county had come in person to seek assistance and register for help from fema, also the Small Business administration has had personnel here for the last several weeks as well. But today the doors of this center will be closing and here in napa county and also Sonoma County today is the registration deadline in order to register with the federal government in case you would like help or you may need help or a loan in the future. Today is the last day people can register with fema. People can receive grants from fema or loans from the Small Business administration to help rebuild their homes if they suffered Property Damage, property loss, and they can be eligible, even if they dont have a Small Business. But officials with the center say theres a variety of options available for people who are eligible for different types of assistance after the wildfires and even if people dont think they need loans or grants right now, Officials Say they should register anyway just in case because once todays deadline passes, it will be too late to get any federal help in the future. The fema Assistance Centers in Sonoma County also have the deadline today to register, although its not clear whether those centers are going to be closing today or not. Here in napa this center where you can actually walk in and register is closing its doors after todays deadline, but people can dont have to come here in person necessarily to register. Now that the site near Laney College is no longer available. At least two Oakland City Council members told ktvu they want the as to reconsider a new stadium right where they are at the coliseum. Council members noel gallo and Rebecca Kaplan say the coliseum is the best location with freeway and mass transit access, plus it already has Environmental Planning clearance. Last week the Peralta Community colleges District Board of trustees broke off talks with the as on the land that the district owns near Laney College. We tried to contact the as to get more information from them. We havent received a response yet on whether they may reconsider the coliseum site. The councilwoman kaplan said, quote, i believe we should work on options for the as at the coliseum site. The coliseum site already has a b. A. R. T. Station with large capacity and the pedestrian walkway could be improved both to make it larger and to make it more attractive and welcoming. Sal is watching our commute. How is it looking . Its slow, dave. We told you about those railroad arms that were stuck down for a while and that really ruined the 37 commute. We are going to start there, looking at a map of highway 37. Things are getting a little better in the last hour. The traffic has been backed up all the way out to here where the problem was. The problem has been cleared out. However, you still see a lot of traffic leaving 37 or leaving vallejo heading west on 37, its slower than it normally is. Contra costa county also slow traffic here on highway 4, going over the hill. Its a poorly drawn arrow. Instead of just looking at it on our map, we can show it to you on the camera, you can see its slow in bay point coming over the hill at concord. Bay bridge, backed up for at least 10 to 15 minute delay before you make it onto the span and if youre driving to Oakland Airport traffic looks good in both directions. No significant delays getting to any of the three major bay area airports at this time. Lets bring steve in with todays forecast. The forecast is pretty much a broken record. Its what we had almost for the last couple of weeks and it continues this week and thats high and dry. Temperatures, the warmest will be probably the usual suspects here in this kind of a pattern, salinas yesterday 80, record high. San jose 70, Half Moon Bay 70. Apple bay sitting at 64 right now. And monterey at 75, tied a record going back to 1958, except for higher clouds and there are some over us today. The warmest temps will be along the coast, upper 60s, 70s, maybe even mid70s because there are 20s and 30s and the days are short, the inland temps are hard for us to warm up past mainly the mid60s. Weak system right there, thats just stretching itself out and wont be much except high clouds. There are some 20s, a lot of 30s, 40s, 50s to 61, thats one observation in Half Moon Bay. I have seen another, Half Moon Bay airport at 64 degrees and so is moss beach. 30s, 40s, depending on your location or even below freezing. Walnut creek at 30, danville 32, dublin, pleasanton in there, pinole 56. The easterly breeze coming in there. Napa has a northerly breeze due east at fairfield, out of the Oakland Hills and back over towards the coast which means the coast will warm up quick today. 30 up in ukiah, 12 in truckee, 53 in monterey. You can see where all of the warmer temps are going to lie. We will be right near the waters edge and except for the higher clouds in Southern California coming up here in most of the west, it is a dry pattern. Any sign of rain . Not this week. Again, im hanging my hat on the 21st. We will see. There are still hints that might come through. We hope its not one and done which he have seen before. 60s on the temps here, low to mid. And then upper as you head towards peninsula, san mateo coast, santa cruz coastline and also the santa clara valley, those are the warmest temps. 76 in santa cruz, except for cold mornings and dry days, theres really no change for us. A houston woman says she was humiliated after being kicked off a Spirit Airlines flight with her son and her parents. It happened friday morning after may reviewy, who is ruey who is a pianist aboard a flight. She started breastfeeding her son when she boarded the plane. She told her to stop. She asked for a few minutes so her son wouldnt wake up but when he started to cry, the crew asked her and her family to get off the plane. I said, as soon as the plane doors are closed, i promise you, i will put him in his seat. He was making a loud noise but thats not criminal. Spirit airlines released a statement saying in part to protect the safety of our guests and crew, faa regulations and Airline Policies require all passengers to stay seated and buckled during takeoff and landing. She says she was refunded her money but that she will not be flying spirit again. Time 6 22. A new report shows a rise in the number of violent and drunken airline passengers. The International Air transport association said flight crews had to intervene because of more than 9800 passengers for bad behavior ranging from verbal abuse to life threatening situations. Thats one incident for everyone 1400 flights in the past year. And the number of potentially violent incidents rose to 169 with the crews forcibly restraining a passenger. Thats twice as many as last year. This report says alcohol was involved in one third of all the cases where the flight crews had to step in. Starting today, ac transit is testing a new bus to improve the right on transspace service. Starting today through december 29th, ac transit will run this prototype bus designed to make getting on faster and easier. Ac transit will ask riders for feedback before making future plans. The lefty odoul drawbridge on third street being closed for the next no and a half due to repair. The drawbridge rises allowing boats to pass. The span will be up during repairs so boats can pass but pedestrians and cars will have to take the Fourth Street bridge instead. American shoppers are expected to spend less on christmas this year. Law enforcement Officials Say a man had a pipe bomb strapped to him when it exploded in a new york city subway. There were early reports the two people were injured. We are still waiting to hear confirmation on that. Its just a short time ago, though, the new York City Fire department tweeted that a total of four people were injured and that the injuries are nonlife threatening, though. Police are saying that there is a suspect now in custody. Yeah. Obviously the subway system, bus lines in the times square area have been changed. There are disruptions. Theres a lot going on. And we are expecting a News Conference to begin at any moment. Begin, we are live in new york following everything. We will bring you updates on whats happening throughout the morning on mornings on 2. Yeah, we will go to that press conference as soon as that happens. They are going to let us know. A few high clouds coming in from Southern California wrapping down, theres a low down there and then the high, combination of the transport and the airflow brings a few in. And theres a weak system thats going to brush by and drag across some high, midlevel clouds but really thats it. Most of the country is dealing with cold temperatures, but the warmth is in the west where you might expect at least in southwest Southern California where they get the higher clouds, 59 l. A. , 58 palm springs but they have still an easterly breeze thats not as strong but its still offshore, so that has not changed. Just the wind speeds have come down a little bit and they get an additional high cloud deck but no rain associated with it. 20s, 30s, 40s, 50s and 60s. 61 Half Moon Bay, lakeport at 28. A lot of 30s inland but huge difference some of the higher elevations, Los Altos Hills 50, in town 34 degrees, theres moss beach at 64, pacifica at 59, san mateo at 39, thats because of the easterly or northeasterly breeze. Mostly sunny. 60s to 70s on the temps. Average temps are about 57 to and i and we are above on all of those, sal so got it. And i may be cut off because we are watching for the new york mayor and the governor to speak so lets get through this quickly. On the east shore freeway, westbound 80, starting there. Moderately heavy heading out two the macarthur maze, 33 minute drive with no major issues. Bay bridge, another 20 minutes here and you could see traffic is going to be busy as you drive through but its not unusual. This is a look at interstate 880 and you can see traffic is moving along relatively well. No major problems coming through, but it is going to be getting busier by the moment. We also look at the freeways, 880 is slow, obviously. I want to mention that highway 37 continues to be very slow, lets go to the top of the bay here because the earlier problems with railroad arms. Give yourself plenty of extra time as you make that commute. Going to the south bay now where the Silicon Valley commute is looking pretty good so far. Most of the freeways getting up to the west valley are in pretty decent shape. We havent had any major delays on Public Transportation systems. 6 32, back to the desk. The second week of a strike by oakland city workers is beginning today. Yeah. Later today the two sides will sit down with a mediator in the hopes of reaching a deal. Lets check in with alex savage who is now at the oakland Animal Center where employees plan to form a picket line this morning. Reporter we are expecting employees will be picketing here outside of the Animal Shelter later on this morning. You can see all is quiet here for now. But workers are expected to arrive here later on today. In the meantime, there have been very few people here at the shelter caring for the animals as this strike has continued. There have been some volunteers who have come here to help feed the animals after union workers, of course, walked off the job last tuesday. This is just one of the areas where you are seeing the impacts and the effects of this strike. 3000 city workers have been walking the picket lines calling for a Salary Increase and improved working conditions. They want the city to rely less on parttime employees and mandatory overtime. Now, this strike is impacting City Services across the board, libraries, Senior Centers and head start programs are shut down, Parking Enforcement officers and building inspectors are not at work. I have now been priced out of oakland. I am, unfortunately, no longer able to live in the city that i love. We have given back so much during the recession and we gave back so many concessions and we want to be made whole at least, just help us catch up. It is true, our workers made tremendous sacrifices to get us through the recession but the wage increases they have had since then have made up for those sacrifices. Reporter the striking employees are members of seiu local 1021. On friday they rejected a final offer from the city which includes at least a 5 wage hike over the next two years. The mayor says she wants to continue bargaining in good faith with the union but says that the city cannot spend money it does not have. Now, Union Negotiators and representatives for the city are expected to sit down later on today with a state mediator, that is the First Step Towards trying to work out a deal here that hopefully could end this strike here in the city of oakland. Thank you, alex. We will continue to follow that story. New details about last fridays charter bus crash in San Francisco that injured 30 people. The San Francisco chronicle says the passengers were employees of a Mountain View based Educational Company who were on their way to a Holiday Party in palo alto. It happened on southbound highway 101 near the cesar chavez exit. The chp says the bus tumbled on its side and skidded across the busy freeway. Investigators say the driver and all 29 passengers were hurt. Most of them had minor injuries, though, and the chp is investigating whether or not speed was a factor. Time is 6 35 where again we are still keeping an eye on new york city now waiting for a News Conference about this mornings explosion. Meantime, later this morning the preliminary hearing in oaklands ghost ship warehouse fire will resume. The defendants, Derick Almena and max harris are charged with involuntary manslaughter. 36 People Killed in that fire last december. The preliminary hearing started wednesday. It will determine if theres enough evidence to go to trial. So far several former warehouse tenants have testified about safety Code Violations in the building. One woman who lived in the building cried on the witness stand remembering all of the friends she lost in that fire. Meantime, Hillsborough Police have made an arrest in a kidnapping case thats more than 20 years old. Kevin lynn of Southern California was arrested friday. He is 68 years old, is suspected in the 1995 kidnapping and ransom of a 9 yearold girl. She was later found unharmed. Investigators with the state department matched lynns photo with a wanted photo issued by Hillsborough Police back in 1995 after he applied for a passport. Tonight in san jose the Oak Grove School district will hold a public forum to discuss consolidating Elementary Schools. There was a similar meeting on monday for public feedback. The district faces a 12 million shortfall and declining enrollment at some schools. A Committee Identified eight Elementary Schools that could be closed. Last weeks forum focused on five of the schools and the three others, anderson, del robles and minor will be discussed tonight. 6 37. The first news this morning was obviously very frightening and disturbing when you hear about a bomb in the subway station, which is in many ways one of our worst nightmares. The reality turns out better than the initial expectation and fear. You had a number of Law Enforcement agencies that did a fantastic job. The nypd, the bapd, the Port Authority police, the mta police, they were all on it, behind us representative of all the agencies coordinated, the assistant director of the fbi bill sweeny is here. So everyone worked together. There was an explosion. The Police Commissioner will go over the details and it was an effectively low tech device. There were several injuries, we hope minor, and it was handled extraordinarily well. There was a disruption in Train Service and bus service while a sweep was being done. Thats all being restored now, as you will hear from joe lhota. The Subway Service except at 42nd street is being restored. The Port Authority bus terminal has reopened. So buses will be running once again. This is new york. The reality is that we are a target by many who would like to make a statement against democracy, against freedom. We are the statue of liberty in our harbor and that makes us an international target. We understand that. With the internet now, anyone can go on the internet and download garbage and vialness on how to put together an amateur level explosive device, and that is the reality that we live with. The counter reality is that this is new york and we all pitch together and we are savvy people and we keep our eyes open and thats what see something, Say Something is all about, and we have the best Law Enforcement on the globe, and we are all working together extraordinarily well. I want to thank the mayor and the Mayors Office for doing a great job this morning and we will go forward and we will go forward together. All the service will resume. Lets go back to work. Thank god the perpetrator did not achieve his ultimate goals. Thank god our First Responders were there so quickly to address the situation to make sure people were safe. Thank god the only injuries that we know at this time were minor. But i agree 100 with the governors point, the choice of new york is always for a reason because we are a beacon to the world and we actually show that society of many faiths and many backgrounds can work and we show that democracy can work and our enemies want to undermine that, the terrorists want to undermine that so they yearn to attack new york city. Well, new york city is blessed with the finest Law Enforcement and what our First Responders did today was another example the ability to address the situation quickly, contain it and make sure people are safe. Let me just say its very important for my fellow new yorkers to know there are no additional known incidents at this time, there are no additional known activities. We will wait for a fuller investigation, of course, but nypd and the mta police and Port Authority police and fbi, but at this point in time all we know of is one individual who, thank god, was unsuccessful in his aims. There are also no credible and specific threats against new york city at this time. But we will give you more information, of course, as the investigation unfolds. The First Responders responded brilliantly. Now the mission of the nypd is to secure all major transit hubs and major sites in this city. So you will see expanded nypd presence all over the city. New yorkers have come to understand when you see our specialized forces, when you see the long guns and those highly trained officers, thats something that should be reassuring to you. It means nypd is on full alert and out in force and that means youre safe. Finally want to say the governor invoked that phrase, we cant say it enough times, when you see something, Say Something. This is the difference maker. We have seen it time and again. The governor said by people against democracy and freedom, they have the statue of liberty. Its expected. But the mayor just saying that there is no other known activities or credible threats, that it was one individual, that person is in custody and that the good news is, there are just a handful, it sounds like, of injuries and they are described as minor. Yeah and he said it was an amateur level explosive device of one person taken into custody on a subway platform. Now they are investigating it as a terrorist attack but they are securing all the major transit hubs, all the major sites around new york city as a result. The message there, get back to work because they do not want this to send a signal that it is going to disrupt anything, that they have handled it and everybody can feel safe. All right. Thank you.
