If youre on San Francisco freeway, northbound 101 looks good approaching the 80 split. The east bay commute is looking good. Not much slow traffic. This is northbound 280 on the right getting up to the west valley and it is light. 7 02. Lets go back to the desk. San jose police have released Surveillance Video in the hopes of tracking down a man who sexually assaulted a woman at a middle school. Allie rasmus is live outside of that middle school with more on what police are hoping here. Reporter yes. Police hope that someone sees the video and recognizes the man in it. It happened at 6 30 yesterday morning, hours before students were supposed to return to class after the winter break. This is a private middle school in san jose. San jose Police Released this Surveillance Video and they hope it will be helpful in the investigation. The man broke on to the School Campus. You can see him wandering, pacing around the school hallways. Around 6 30, he walked into one of the classrooms where a female employee was working and police say he sexually assaulted her and robbed her. The man then left the area. Police against know who he is police do not know who he is and the victim did not know him. You can see that the suspect is a tall heavy set man wearing baggy clothing. He took off the shirt later in the video. You can also tell from the video that he has a distinct and unusual walk. It is not your typical walk. This guy someone is going to be able to say that is soand so. Thats what were hoping for. This guy needs to be identified and taken off of the streets as soon as possible. This is a really safe area. Im living ive been living here for nine years. And i never hear anything like that. Reporter we have had a chance to talk to a couple of people who live in the area. This is in a pretty residential neighborhood. You heard the man say that it is unusual for Something Like this to happen here. They dont know if the man works or lives nearby but they are planning to increase patrols near the school. We moved to an area where we can actually show you that there is a couple San Jose Police patrol vehicles parked in the parking lot. They have been here since the Early Morning hours. They are stepping up their presence around here in light of what happened yesterday. New this morning, authorities seem to be searching the waters marry the san mateo bridge after finding an abandoned car this morning in the westbound lanes. There was a coast guard helicopter and a boat in the area, possibly looking for signs of the person who left that car. The car has been towed now. Foster city police and fire officials have started clearing that area. For the first time in a while, the bay area is expecting to get rain. In the north bay, burn areas, people received a warning for the possibility of flooding and mudslides as a result. In Sonoma County, crews have been laying down barriers of straw and rock to protect property. Homeowners are being kept updated for those in the burn zone. We notified over 4,000 of the owners of the property through cards that we just mailed out saying stay prepared, stay alert. North bay fire victims being told to watch out for fake bills charging them for fire removal. Sonoma county and the city of santa rosa say they wont send any notices which ultimately call for payments from insurance agencies until the u. S. Army corps of engineers has completed the removal process. Those who receive a bill should not pay it but instead notify authorities. Next week the San Francisco board of supervisors will talk about selecting an interim mayor. London breed has been serving as the acting mayor since the unexpected death of mayor ed lee on december 12th. The board will have to appoint an interim mayor. That person would hold the position until a special election on june 5th. The deadline to file for the mayoral race is tuesday, january 9th. Some supervisors want to see who will run before they pick an interim mayor. Whoever wins the june election will serve out the rest of ed lees term until november 2019. Were looking at a live picture of highway 24 westbound through lafayette. It certainly is quiet but it is not stop and go as it normally would be this time of morning driving to the tunnel. This is a look at the east shore freeway. The 19minute drive time is not ordinary. It is a little lighter a lot lighter than usual. Usually by now we have a 40 minute drive time. This is a pretty good indicator that were doing well. The bay bridge is already lightening up. Look at this. We had a backup in the 6 00 hour. Now it is light. So if youre driving to San Francisco, it should be pretty good. Speaking of San Francisco, northbound 101 traffic is moving well. Even when there are crashes, it is just a little better than normal. Some in the ash bury neighborhood are worried that a new Affordable Housing complex may be an eyesore. It would replace the mcdonalds on haite. One of the projects preliminary plans for a 7story building is too tall. Many buildings in the area are three or four story victorians and the building would not have the same character. Not that there is a specific architecture in the area or anything like that but i think it would stick out. Reality, everyone cant live in San Francisco. Thats part of the it is 49 square miles. That is part of the problem. Some other neighbors say the area needs more housing and that the mcdonalds was a hot bed for crime and they would be happy to get rid of that. The acting mayor london breed says all of the debates are premature because several proposals are being considered, including one for a fivestory building. The homeless living under the bridge at 5th and market were given three days to pack up and go. They were offered a chance to relocate to the tuff sheds through the 880980. Raegan changes. Some did it, some did not. Sanitation crews cleaned the area after they were moved owed. As steve has been reporting, we expect rain to move into the bay area today. We will look how the new threat for communities is affecting those who went through the north bay fires just months ago. Almost three months after the fires, pets are still unaccounted for. And it stays that way getting into San Francisco on the bridge. So youre getting a little bit of a break. You might get the break this week. I dont think it will continue much longer. But you will get that break. There have been no major problems in San Francisco. You can see traffic is moving along relatively well. Reporter with rain in the forecast, Sonoma County crews have been busy trying to put barriers like this in front of areas that may be impacted by floods because of debris flow. Meteorologists are expecting as much as an inch of rain to fall in the area, raising concerns for Sonoma County officials. Remember warning homeowners about the possibility of flooding and mudslides and other damage now that rain is in the forecast. More than 100 volunteers workday and night to bring home cats that escaped the flames almost three months ago. Like this one here. The volunteers stored their supplies in the burn zones where they have set and monitored traps every night. Last night they rushed to put food in watertight bins and change locations because the lot where they were storing supplies is being cleared of debris this morning. The volunteers say all of the hard work is well worth it once a cat is reunited with its owner. It is amazing to be able to bring a cat home to an owner and see the joy and happiness it brings to a family. Thats why we do it. In the coffey park neighborhood, volunteers have captured 70 cats so far. They believe 70 more may be out there. As long as theres a need, they will continue to reunite animals with their owners. The head of the department of Homeland Security will take a tour of the areas hard hit by the north bay wildfires. Nelson toured the areas burned by the thomas fire. She will get an update from leaders about the fire response in the north bay as well as Recovery Efforts. President trump approved a disaster declaration in the fires that killed more than 40 people and destroyed more than 5100 homes. As gasia just said, the president affected a disaster ordinance for those affected by the fires which mean theres is federal Funds Available to state and local governments for work in ventura and Santa Barbara counties. The thomas fire started on december 4th and became a wind driven fire, destroying more than a thousand homes and other buildings. Cal fire says more than 440 square miles have burned. The fire is now 92 contained, expected to be fully contained by january 20th. The cause of the fire is still under investigation. Here at home, Oakland Police are searching for a hit and run driver who hit and killed an 18yearold woman in a crosswalk early new years day within blocks of her home. Her mother is pleading for the driver to surrender. I know it is killing your conscious right now. You wont be able to rest until you come forward. The family of chantelle last saw her at a new years eve get together. Yesterday the family called the Coroners Office and thats when they found out that she had been killed by a hit and run driver in a crosswalk early monday morning at 98th avenue and sunnyside street in east oakland, just about two blocks from her house. That was a real cowardly move, you know. It could have been your mom, your sister, your cousin. Its not right. Right now police are searching for a dark colored sedan. Neighbors are calling on the city to install flashing lights at the crosswalk. Police are also offering a 10,000 reward for information that leads to an arrest. The time is 7 35. Second degree murder charges filed against a man accused of killing a chp officer in Hayward Christmas eve night. Mohammed ali was going 120 Miles Per Hour when the red cadillac slammed into a parked chp patrol car along interstate 880. He admitted that he was drinking, smoking marijuana and had been arguing with his wife before driving and crashing. Chp officer camilleri was killed in the crash. Ali is still in the hospital but is expected to be transferred to jail as soon as today. The San Bernardino Sheriffs Department is mourning the loss of one of its own. Lawrence fals died yesterday after an attack on new years eve when he was off duty. He was bet inby a driver after being involved in a minor traffic collision. He was taken to the hospital but never regained consciousness. The suspect has been taken into custody. The deputy was 70 years old and had been with the department for 36 years. The number of People Killed in dui crashes over the new years eve holiday is up from last year. Thats 38 more than the same time last year. In the bay area, the chp says two people were killed in d. I re duirelated crashes. Statewide, chp officers made 836 arrests for driving under the influence during the maximum enforcement period. Richmond residents filed complaints with the bay area air Quality Management district because the flaring exceeded the limit. The agency will investigate to make sure that chevron eliminates flaring in the future. They say it is a safety measure to burn off excess fuel. The time is 7 37. A computerized system that was supposed to track all of the marijuana being grown and sold is still not up and running. Instead growers and sellers are being asked to document everything manually, using paper invoices or shipping manifests. The state department of agriculture says the system was implemented yet but it is not required because training will be needed before it becomes mandatory later in the year. The sale wants to track sales to stop marijuana from heading into the black market. Community activists in marin county are working to ensure that all Communities Incorporated or not are united under social host laws. Now, ups released a statement saying, were thankful that the ups driver is safe. John gruden is now acknowledging that he is a candidate for the raiders head coaching job. He did so in speaking to the bay area news group. San jose police have released Surveillance Video in the hopes of tracking down a man who sexually assaulted an employee at a school. Allie rasmus has the video of the suspect. Allie. Reporter yes. Harper middle school is where it happened. It is a private school here in san jose. Since the Early Morning hours, theres been a noticeable Police Presence out here. This is the schools parking lot that were showing you. Classes are just getting underway. We have seen cars driving in and parents dropping their kids off this morning. And some of them have stopped to talk to the Police Officers that you see here. San jose police say they are increasing their presence and their patrols in the area because of a Sexual Assault that happened on this campus yesterday morning. Now, the man in this Surveillance Video is the suspect in that assault and the Person Police hope they can identify by releasing the video. They hope that someone will see this and recognize him and contact police. Police say around 6 30 yesterday morning, the man broke into the School Campus and started Walking Around and pacing the hallways. He walked into one of the classrooms where a female employee was working and police say he sexually assaulted her and robbed her. The man then left the area. Police dont know who he is. They dont know if he lives or works around here. They hope the video will be helpful in their investigation because you can clearly see in the video that the suspect is a tall, heavy set man. He is wearing baggy clothing in the beginning of the video. Police estimate he is 59 and in his 20s and he has a very distinctive and unusual walk. Were hoping that someone really pays attention to, like i said, the persons walk. Maybe the physical description. If they recognize the person, we really want to hear from the community. It is scary to see that someone just barged in and assaulted a woman. There are so many people Walking Around on the streets. You dont think that they are an assaulter. And she says that she and other neighbors say it is unusual for Something Like this to happen and it is unnerving for a crime, a random crime like this to happen in a residential area, a relatively safe area. San jose police have increased patrols in the area. Several officers were speaking to some of the parents as they were dropping off their kids at class this morning. No one from Harper School has come out to speak with us. We reached out to them and havent heard back from them. San jose police say if anyone who sees the Surveillance Video recognizes the man in it or thinks they may know something about the crime, they definitely want them to give them a call. Snapchat played a role in the arrest. Cortez was arrested after the girls father spotted him looking through the window in their santa rosa home. Cortez exchanged explicitly snapchat messages with the girl and was charged with charged with aggravated Sexual Assault. He is being held on 1 million bail. For the first time in a while, the bay area is getting rain later today. Up in the north bay burn fires people are getting warnings about floods and mudslides. With the long stretch of dry weather that we had, the clean up of the fire ravaged area has been slow but steady. Now the work will be put on hold during the rainy weather. Frigid temperatures across the country have caused a dozen deaths so far. Parts of georgia and florida are even expecting snow. Certainly a lot of those areas are going to get up to a tenth of an inch of ice. Maybe a little bit more ice. Christien kafton is live up in napa as crews prepare to distribute materials to residents so they can help protect their homes. Reporter yes. We are standing by in napa at the distribution facility. This is at the expo center in napa. They will be distributing this material here. Keep in mind once we had the fires last year, a lot of the brush that held the soil in place is now gone. They will be distributing some of this material here so that as the rain comes, it will not wash away the area thats were impacted by last years fires. Napa county and Sonoma County both bracing for rain today and the dangers it brings. Both counties are working to keep homeowners in the burn zones informed by the forecast. You heard steve talk about it a moment ago. Meteorologists expecting as much as an inch of rain to fall in santa rosa today. Raising a concern for napa and Sonoma County officials. They have notified 4,000 homeowners at the highest risk of flood. There are houses standing in ex to property thats did burn down. And next to lots of properties that did burn down. And in those cases, you do need to be prepared for flash flooding and mud flows and mudslides and debris flowing. Reporter now, for more than a month, crews have been working hard and making progress in some of the most heavily damaged areas, thanks in part to the dry spell we have had. The rain in the forecast is causing concerns for volunteers in the north bay working to reunite pets with their owners. 100 volunteers workday and night to help cats that escaped the flames three months ago. They set and monitor traps every night. Last night they rushed to place bait food and change locations because the lot where they have been storing the supplies is being cleared of debris this morning. Volunteers say the hard work is worth it every time that a cat is reunited with its owner. It is amazing to be able to bring a cat home to the owner and see the joy and happiness it brings to a family. Thats why we do it. In santa arose a, volunteers have caught 07 cats so far and they think another 70 are still out there. As long as there is a need, they will continue to reunite animals with their owners. The department of Homeland Security will look at the hardest hit areas by the thomas fire. Today she will get an update from state, county and local officials about the fire response and Recovery Efforts going on in the north bay. President trump approved a disaster declaration for the fire thats killed dozens of people and destroyed more than 5100 homes. Residents affected by the fires are being told to watch out for fake bills charging them for fire debris removal. The fraudulent bills have been reported to authorities by some Property Owners in Mendocino County that are participating in the statesponsored fire debris removal program. The city says they wont send notice thats ultimately call for payments from insurance agencies until the army corps of engineers have completed the debris removal process. Homeowners that received a bill should not pay it and should notify authorities right away. President trump has declared a major disaster in the areas affected by the thomas fire in southern california. That makes federal funding available to state and local governments and nonprofit organizations for emergency work in ventura and Santa Barbara counties. The wind driven thomas fire started back on december 4th and destroyed more than a thousand homes and other structures. More than 440 square miles have burned. Full containment is expected on january 20th. The cause is still not known. Next week the San Francisco board of supervisors will discuss the process of selecting a interim mayor. London breed has been acting as interim mayor since mayor ed lees death. The person would hold the position until a special next june 5th. The deadline to file is january 9th, next tuesday. The examiner reports some supervisors would like to see who will run before they pick an interim mayor. Whoever wins the june election will get to serve out the remainder of the term until 2019. Some in the ash bury neighborhood are worried that a new Affordable Housing complex could be an eyesore. The Neighborhood Council says one of the projects preliminary plans for a 7story building is too tall. Many of the buildings in the area are three or fourstory victorians. Critics say the building wouldnt have the same character. Not that theres a very specific architecture in the area or anything like that, but i think it would kind of stick out. Reality. Everybody cant live in San Francisco. Thats part of it is 49 square miles. That is part of the problem. Other neighbors say the area needs more housing and that the mcdonalds was a hot bed for crime which theyre glad to be getting rid of. We talked to london breed on the issue but she says the concerns are premature because there are other proposals for the lot. Last week Youtuber Logan paul posted a video that apparently showed a body hanging from a body in a japanese forest known for suicides. His channel has more than 15 million subscribers and critics say youtube did not take the video down soon enough since it was seen more than 6 million times. The company says that the video violated its policies and paula apologized. He wanted to raise awareness about suicide. A new book is exposing a so called boys club in Silicon Valley. Emily chen published a excerpt of the book in vanity fair. According to her, the highest ranking tech executives attend sex parties and take drugs. It details how Silicon Valley male dominated culture affects women in the industry. The book is set to be published in february. Well, iceland is now the first country to legalize equal pay. The countrys new legislation now makes it illegal for companies to pay men more than women. It also requires companies and agencies with more than 25 employees to obtain government certification of their equal pay policies. If Companies Fail to prove they pay everyone equally, they will face a fine. Here in california the fair pay act that went into effect in january of 2016 bans employers from paying men and women who perform similar work different wages unless they can show the pay gap is justified. Oakland police are searching for a hit and run driver who hit and killed an 18yearold woman on new years day within blocks of her home. Her more wants the driver to come forward. The family of rochelle last saw her sunday night at a new years eve get together. She reported her missing when she didnt show up for work the next day. They put up flyers hoping to find her. They called the Coroners Office yesterday and found out that she had been killed by a hit and run driver in a crosswalk in east oakland about two blocks from her home. That was a real coward move. You know. It could have been your mom, your sister, your cousin. It is not right. Police are searching for a dark colored sedan. Neighbors are calling on the city to install flashing lights at that crosswalk. Police are offering a 10,000 reward for information that leads to an arrest. In the north bay, an Armed Robbery outside of a norstrom caused a Shopping Center to go on lockdown. The robber targeted a ups driver just before the store opened to customers around 10 00. Investigators say a man with a semi automatic gun robbed the drive. He is also accused of pistol whipping a mall employee. He got away in a white van. They are hoping that Surveillance Footage will help track him down. Police evacuated the mall out of an abundance of caution. In a statement ups wrote, we are thankful that the driver is safe. First we have to talk about what looks to be an impressive system here that has developed coming out of the gulf. By the way, there was snow in the gulf of mexico yesterday. This is in northern florida off of Southeast Georgia and into south carolina. The key though is it will undergo rapid intensification. And it is going to take on what we call a negative tilt which means what they say meet logically, it will balm out. It will be a really deep, deep system as it goes up the northeast. A lot of cold air on the back of that. There are blizzard warnings go all the way up into new england. The track on this is leaning a little bit more to the west which means morin land, which could mean more snow. This will be a big system tomorrow and going into friday. For us, we have a it system on the way finally. Lets hope so. After the fourth dryest december on record nor San Francisco, we need rain. It looks like it will give us some. The parameters are good. Convective parameters in it. You can see there are some pretty good bands there. They are moving south to north. I would like to see them move more east. It will take time to get here. There have been reports of sprinkles down around monterey but thats it. This afternoon and tonight is the best opportunity. This system is really kind of tracking south to north and not west to east. But state Officials Say not everything is in place. A computerized system that was supposed to track all the marijuana being grown and sold is still not up and running. Instead growers and sellers are being asked to document everything manually using paper invoices or shipping manifests. The state department of food and agriculture says the system was actually implemented yesterday but it is still not required because training will be needed before it becomes mandatory later in the year. The state wants to track sales to prevent marijuana from heading to the black market. Community activists in marin county are working to assure that all Communities Incorporated or not unify the socalled social host laws. According to the laws, people who host parties are responsible for any consequences that might come from a minor consuming alcohol at the party. But some jurisdictions dont specifically list cannabis in their laws, leaving a gaping hole should a marijuana impaired minor be involved in an accident, damage or death. The activists hope to have the laws made uniform by the end of the year. Mike tyson and his Business Partners have Broken Ground on a cannabis town. It is a 40acre resort that will be called tyson ranch. They will use about half of the land to give professional growers a chance to cultivate new plants and research the medical benefits of marijuana.
