A developing story where President Trumps daughterin law was taken to the hospital after opening a letter containing white powder. Its unclear what the white powder was but she was coughing and felt nauseated. The letter was addressed to donald trump jr. President trump unveiled the budget plan for next year. This is as the Trump Administration is being criticized. Reporter President Trump kicking off monday tweeting this will be a big week for the infrastructure after so stupidly spending 7 trillion in the middle east. Its time to start investing in our country. And the reason the infrastructure is crumbling is because the bureaucracy doesnt allow us to move forward. What well do is empower the states lots to use some federal dollars. Reporter 200 billion for infrastructure is being included. The infrastructure plan is bipartisan but democratic congressman Peter Defazio says his party is not on board. They pay taxes and many of them like to raise families. And the last thing they want to be worried about is not being called americans and not being deported. I think everybody is sympathetic to this. The sad thing for all of this is what should be a cut and dried issue for the young people is not the case. What we have in this situation is daca being used as a political football. As an excuse to talk about or to get deals on the other issues that people in the house or senate or the white house want instead. And there have been a couple of Bipartisan Solutions proposed by senators on this issue. There was a proposal that would have created a path to citizenship and given President Trump 2 billion to start a border wall. The president rejected the plan because it didnt do anything to increase restrictions on Legal Immigration and change the lottery. Not only does the senate have to come up with an agreement. The president would have to sign it. So thats a tall order. A lot of competing interests here and supporters of the daca program are not overly optimistic of a solution. But other political observers say at least they are starting a discussion on the issue. Well have to wait and see what happens. We listen in to the Alameda County sheriffs department. Reporter Sergeant Ray Kelly with the Sheriffs Office. Were here on tesla road in incorporated livermore, the eastern side of the county. The most rural part of the county. At 2 00 this morning. A motorist was traveling on the roadway and they saw a young woman crawling along the ground. As the motorist passed the woman, initially they thought the woman may have had a severed arm. That was ultimately not true. It appeared she likely had her arm underneath her body as she was crawling. The victim in this case is 19 years old. Shes a female from tracy, california. The call came in as a 911 call from the motorist and went directly to the california Highway Patrol. The Highway Patrol responded. It would not be uncommon for them to think it was a Motor Vehicle accident. When they found the young woman. She had multiple injuries consistent with being an assault woman. They assessed the injuries, and the Alameda County Fire Department also responded. Because of the lifethreatening injuries, the distance between here and they decided it would be in her best interest to do an Emergency Air flight. The helicopter transported her to eden hospital. She went to eden hospital. Where they tried to save her life. She was pronounced dead at 4 30 this morning. This obviously became now a homicide scene. We have closed the done a soft closure of the road so we can check the scene. We believe she was dumped out of a vehicle and left for dead. And she was able to crawl up to the roadway and then get spotted by the motorist. And she hung onto life for about two more hours but unfortunately was pronounced dead. So at this time, were obviously doing our homework and trying to find out how this terrible tragedy happened to this young woman and who is responsible for it. We have investigators out doing followup. Were not willing to identify her. As a matter of fact, we just notified her family as you can imagine theyll be devastated by this news. And its a young woman and what happened to her here is very disturbing and very concerning to us. And so were going to be doing everything we can to find out exactly what happened and to get justice in this case. Can you talk about you called her an assault victim. We heard she was stabbed multiple times. This is a particularly heinous crime in the fact that she was stabbed multiple times and assaulted very badly. And then obviously, left on the side of tesla road out here for dead we believe. And that she had the strength and the ability to crawl to a location where she could be spotted. So were not sure if the people that did this thought she was dead and she wasnt. Were looking into all that. We definitely believe there was some forethought and malice in regards to this case. And were looking at all the angels to see why someone would want to harm this young lady. We believe she crawled a distance of about 100 yards if not more. And we obviously have evidence to show the distance. We have blood trails. We have an area why we think she was particularly thrown out of the car at that point. And last night this is obviously a rural road and not well traveled. And its busy during the weekdays, during rush hour. A lot of people use the road. On a weekend its very desolate. The weather was extremely cold and the breeze was very chilly. So everything would indicate here that she was left for dead. And that she wasnt dead. And unfortunately, died at the hospital. Do you know how far from the road . I havent been down there but i think its relatively close. About 100 yards or more that she was able to crawl on her stomach. Im not sure where the injuries were. Obviously, she had the injuries she was dealing with, the cold weather, and the rural circumstances. And i would imagine she was fighting for her life and trying to get spotted by a motorist. Were they on their way to work . I dont know what the motorist was doing. This road is rural. So it was at about 2 00 in the morning. I dont know in they were going home or leaving to go somewhere. Its a rare circumstance that someone was out there at that time of night. Its a rural road in the bay area thats only used by mostly Central Valley commuters. What can you tell us about where she was last night . Were backtracking obviously, and doing a victimology to figure out who she was as a person. And where she was and what did her family know. Her phone. Who was she communicating with. That will be Important Information that will lead us in a direction to try to find those responsible. Reporter are you questioning anyone yet . Were not going to disclose what our Investigative Team is doing or where they are. I hope to have an update for you on that.
