Its about a 15 to 20minute delay. Still have a pretty decent commute in oakland. We have slow traffic here and there on the east shore freeway. And in concord. But in general, it seems to be a little lighter as were getting into that summer pattern. For example. We have a little slowing in hayward. But the rest of the drive to fremont looks pretty good. And 580 is moving well. Coming up next time. Well take a look at the south bay commute. 6 02. Lets go back to the desk. 6 02. New this morning, an investigation in san jose, after a round of latenight gunfire. It happened near the area of richmond and scott street in san jose. Ktvus cristina rendon. Youre at the scene now. And youre getting more information. What happened out there . Yeah. Thats all of it is kind of still up in the air. Because theres a lot of unanswered questions. But were at this house here in san jose. You can see a bullet hole in the back bumper of this car. Theres average another bullet hole down the way inside that garage here. And were at the corner of richmond avenue in scott street in san jose. Early this morning, we just spoke to the homeowner who came out of the home and said he was inside sleeping. And he heard somebody say ow. Heard gunfire. And thats when he called police to have them come out here. Now, its unclear whether or not the person who was shot was taken to the hospital. Those are still questions we havent had answered from the Sheriffs Department. This is all unfolding after 10 30 here in the neighborhood of san jose. Its right down the street from San Jose City college. Again, initial wants are that that one person were hit by gunfire. It is unclear if anyone was taken from the hospital. And the neighbor who sits here says he believes the shooter was hit as well. And they took off. And he doesnt believe it was anything serious. He believes he was able to get away. But Santa Clara County sheriffs deputies were out here, searching yards, shrubs. The sidewalks. Trying to look for bullet casings. It appears a lot of bullet casings were scattered across the street. In fact, one of the windshields across the street were from where the house we were at. Has its windshield damaged. Again, weve reached out this morning to the Santa Clara CountySheriffs Office, trying to get more information about exactly what happened. And whatted up to the shooting what led up to the shooting. Upon cars with bullet holes. Windshields broken. And a neighbor who says he was shaken up. He lives here at this home and says his landlords were pretty shaken up as well. But everyone inside was okay. And we asked him about the area. He said over the past few years, he has heard gunfire here. Its not that unusual. But it does have him on edge, rals when you hear gunfire when youre trying to go to bed. Thank you, christina. Were also learn manager about what San Jose Police are calling one of the deadliest crimes in the history of their city. As we reported yesterday here on mornings on 2. A gunman fatally shot four people. Before killing him in South Central san jose. Now, police are investigating the shooting as a domestic dispute. It took all day for police to collect evidence at the home and interview neighbors. Theyre not releasing the names of the people involved. But they say there is no history of Domestic Violence among them. A neighbor who asked not to be identified told us he heard a loud argument. Then gunfire. And then he made sure his family was safe. The wife jumped the fence and ran into my house. And then she locked the door in my kids room, while we were in the master bedroom. And i ran outside. And i closed all the door. And then and i saw him asking looking for his wife. Two other people who had been shot managed to escape but died later at the hospital. And two women and the suspected gunman were found dead inside the home. Police tell us, they spoke to the wife, daughter and niece, who all escaped. Time now, 6 05. New this morning, Oakland City Council in a meeting that lasted past midnight. Passed a budget plan for the next two years. The city council have been debating two competing budget plans. Its called the oakland together budget. According to the east bay times, the council ended up approving a tweet version of the oakland together budget. It prieshtizes affordable housing, homeless services, combatting illegal dumping, street paving and wildfire prevention. That budget calls for more than 3. 2 billion in spending. The city of oakland will debate the issue of facial Recognition Software today. Just one month after San Francisco became the first city in the country to ban city agencies from using the technology. Now, tonight, oaklands Public Safety committee is scheduled to debate a similar ban. Facial Recognition Software helps catch criminals, but opponents say it isnt always accurate. Also today,. Also happening today, the San Francisco board of supervisors will take a final vote on banning the sale of ecigarette. That includes brick and mortar, as well as online sales. The ban could be lifted, pending an fda assessment of the health risk of vaping. The San Francisco startup company, jewel has criticized this. They say it would leave regular cigarettes as the only option for adult smokers. Late last night, the Livermore City Council voted unanimously to ban all flavored Tobacco Products and vaping products like ecigarettes. Supporters say this will prevent young people from smoking and vaping. The city staff says ecigarette usage went up almost 60 between 2017 and 2018. I am 32 years old. So i ask, why must everybody be punished . Why must i suffer due to the negligence of parents . Due to rebellious children . They want to go at least a year without a homicide. The city has begun outreach efforts to mediate more than 20 Community Conflicts into last year. City councilmembers are not expected to take any formal action tonight. A staff report says richmond saw a 73 reduction in shootings between 2018 compared to 2007. Today, San Francisco school board is due to vote on the future of a controversial mural. In a high school. The art work at George Washington high school was created in 1936. And its proaferl because it includes images of white men, stepping over a dead native american. And shows the first president with slaves. But for the most part, its much different. Were also looking at a commute at the bay bridge. There have been no major issues getting across that span. And if youre driving on interstate 880 in oakland, north and south, that traffic is moving well. No problems on highway 4 through concord. 680 is a little slow. So theres slow traffic. But its just a touch lighter than it normally is. Not a lot. 6 33. Lets go back to the desk. An investigation under way in san jose, after latenight gunfire. Several cars were hit by bullets in the area near richmond avenue and scott street in san jose. Shell casings were littered on the street. Santa clara county deputies were there overnight. Christina rendon is there. Shes been out there for a while now. Talking to the sheriffs officials about what happened. We will hear from her in our next half hour with the latest information. A new grand jury report says b. A. R. T. s management has been too slow to respond to problems on the transit system. Ktvus allie rasmus is live, where the reports are continuing to contributing to a drop in ridership. Allie. Well, b. A. R. T. Had peak ridership and every year since then, its seen a decline in the number of people who ride the transit system. Today, now, in 2019. There are 25,000 fewer riders that take these trains during the week, compared to three years ago. The grand jury report says that there are a number of problems that bart needs to address and address more quickly. Including homelessness, cleanliness, fare evasion and security issues. The report starts off by acknowledging that b. A. R. T. And the public are well aware of some of these problems. But conclude that bart management has been slow to address them. We spoke with one former b. A. R. T. Rider. She now drives to lafayette from hercules. She said safety was the reason why. B. A. R. T. Sometimes it is not safe anymore. And especially after 8 00. No, no, no. Now, the Alameda County garage report also found that Violent Crime on b. A. R. T. , including robberies and aggravated assault included more than 115 over the past five years. The report recommend that b. A. R. T. Increase Police Patrol staffing over the next five years, in order to address that problem and improve Customer Satisfaction with the transit system. Train was bound for richmond, when it broke down between the lake merit and 12th street stations. When b. A. R. T. Couldnt fix the problem, after about an hour, they decided to take the unusual step, having all 421 bart passengers walk to the next station. B. A. R. T. Toed that disabled train off the track. That train is part of b. A. R. T. s new fleet of the future, which has had some Software Problems in the past. Is there any buyers remorse on these new trains . Absolutely not. The trains are very popular. Our riders have been telling us how much they like riding in them. Now, it took less than five minutes for those commuters to complete that walk. To the 12th street b. A. R. T. Platform. B. A. R. T. Says everyone made it there safely. A new San Francisco task force will try to fix the problems with muni. Ktvus andre senior shows us who is on that team, trying to identify problems and recommending improvementless. Pretty much every week. Every day, we have been hearing from constituents who are having horrible situations on muni. Developing the road map to make muni more reliable. Why have we, over that entire 20year period, really not been able to deliver the kind of transit that san franciscans expect . Another member of the group, roger marenko, president of the union, representing some 2,000 train and bus operations. They have criticized for not doing enough to safeguard witnesses or are exposed to criminal behavior. It is a start. Its definitely a start. Its nowhere near the finish line. Nowhere near the end. But it is a start. At harrington, former city controller and general manager of the Public Utilities commission will be part of this group. The chief operating officer of mass transit systems will be part of it as well, as well as the former head of transit systems in both atlanta and boston. Happening today, the San Francisco board of supervisors will vote on whether to built a Navigation Center for the homeless, right along the embarcadero. The Port Commission approved it in april. San Francisco Mayor london breed proposed this embarcadero Navigation Center in march. But push back from the neighbors delayed opening it. The pregnancy discrimination trial against French Laundry owner is now in the hands of a jury in napa county. Vanessa scott allen is seeking 1 million in damages. She says that in 2016, she was promised a transfer to the French Laundry in yountville. The suit claims that when management found out, she was told the position was not available. Our time is now 6 39. A homeless man in santa rosa is facing charges of arson, prowling, burglary and drugs. 45yearold miguel tipolla was arrested yesterday. Police say they received calls about a man trying to open doors at an apartment complex. Officials say tapolla set fire to a Cardboard Box on someones porch. They are also investigating whether another person at a different apartment complex may be connected. And a Police Task Force in foster city, seized illegal weapons from a home that included a machine gun with a grenade launcher. 41yearold Joseph Holmes was arrested last week by the contra costa antiviolence task force. Agents say they got a tip at homes that contain glock conversion. He is facing several gun charges. The defendants in the ghost ship warehouse fire case will be back in court today. One of the two defendants was on the witness stand last week. Ghost ships creative director, max harris, downplayed any leadership role at the ware house, saying it was a communal space, where everyone worked together. They survived the bus crash yesterday. Three of them were reported to be in critical condition. They were among 32 passengers from the Carnival Cruise ship ecstasy, who took that bus for a shore excursion. The cause of the crash is still under investigation. Police in Southern California are investigating what caused a 75yearold man to lose control of his pickup truck and crash into four parked cars. Now, this happened in the city of huntington park. Several people watched as the pickup truck hits cars, parked at a strip mall. The truck then crossed the intersection and hit more cars. No one was hurt. And it is possible the man may have medical emergency theyre still investigating. But police do say alcohol was ruled out as a factor in the crash. Time is 6 46.
