Lets talk about this. A federal investigator will spend time at the area where a deadly Helicopter Crash happened. Unfortunately, the Flight Instructor was killed and a student was injured. We are live at the airport with the details about this ongoing investigation. Reporter the wreckage from this deadly Helicopter Crash is still here near one of the runways near the Hayward Executive Airport. In the last 15 minutes, you can see the flashing lights beyond the fence in the distance, that is federal investigators being escorted to the site. I will show you new video from that scene this morning. The ntsb is looking into what went wrong with this deadly Helicopter Crash. It happened at 2 30 pm yesterday afternoon. The helicopter was Flight Training when the crash occurred. Three people were on board. One person in the Flight Instructor were killed and one student seriously injured. The 62yearold was the owner of this helicopter. He was with a student on board the helicopter and they were practicing a hovering maneuver when the chopper unexpectedly crashed to the ground, killing him and a student. Another student was able to walk out of the wreckage and went to the hospital. We do not have an update on that students condition this morning. It is not clear whether the instructor or the student was at the controls of the helicopter at the time of the crash. They were talking to the hayward Traffic Control tower. I am not aware of any problems before the accident occurred. While of this is under investigation by the National Transportation safety board. They will determine a probable cause. They are sending an investigator here. They will come up with some preliminary findings to give some idea of what they found on the scene. Reporter friends and colleagues in this closeknit community describe the instructor as an average traveler, motorcyclist and father of three grown children. Ntsb investigators have just arrived at the wreckage of this Helicopter Crash. We can see three government vehicles that look like they are being escorted by Hayward Executive Airport police to the crash site, where they will work throughout the day. We dont know with ntsb investigators will give us any briefings or updates. We will request to speak with them but we are told by representatives it is up to the investigators whether or not they want to update us. When we do get more information on the work being done and in this investigation coming up in our later newscasts and online. Happening today, the Oakland City Council will vote on a potential ban of facial Recognition Technology by government agencies. Police departments say facial Recognition Software helps to catch criminals. Critics say the technology has led to misidentification and abuse, often involving people of color. In San Francisco, city agencies were banned and oakland may do the same. The city council will also consider changing the tax breaks on large cannabis businesses. Those businesses operating in oakland are pushing for change to lower the man maximum tax break. In may, the city Council Voted to lower the tax on small cannabis businesses from 10 to less than 1 . If approved, the change in texas would take place next year. The house of representatives are set to vote today to formally condemn President Trump for what many are calling racially charged twitter attacks. The president is not backing away from his comments. They are placing portable generators in various sites. The water agency says the emergency equipment is necessary. 29 emergency backup generators are being placed in nine east bay cities. The generators will be in place from august to november. County investigators and other person was hit and killed by a smart train. It happened just after 4 pm yesterday afternoon in the rail crossing at golf club drive. They caused disruptions in the area while investigators processed the scene. The pedestrian is a fifth person to die on the smart train tracks in the last three weeks. Two of those debts were ruled suicides. Police are investigating a possible hate crime where racial slur allegedly caused a fight involving five people in the tenderloin. Pg e found 2511 incidences of broken or damaged equipment, 855 pieces of decayed or rotten equipment, 36 incidents of corrosion and 109 incidents of leaking. These are just some of the many problems found. Others include damage to poles from woodpeckers, incorrectly installed conductors and severely deteriorated structures. Pg e put the repairs in two different categories, those that need immediate action and those that require action within three months. Here in san mateo county, 71 are fix. The man who admitted to killing a young couple on a beach 15 years ago will spend the rest of his life in prison. A judge sentenced the 40year old to three life terms without parole after hearing emotional statements from the victims families yesterday. He is accused of killing engaged camp counselors on a beach in 2004. The parents were in the courtroom for the sentencing. Her mother brought her daughters unused wedding dress. It is just as empty. At last check, there were about 75 carpal violation citations officers have been raging or have written this morning. This enforcement started around 6 30 am. Those officers got up bright and early along highway 4 along the stretch between brentwood and concord. Theyre looking for people violating the hov lane and do not have at least two people inside. They get the excuses all the time that people were just going to work or using the carpool lane to pass but those excuses dont mean anything to these officers. Take a look at the video we shot in the last hour. We did a ride along with one of the chp officers. They saw a driver in the carpool lane by herself. When she saw the officer, she moved over to another lane to get out of the hov lane. He pulled her over anyway. When he did that, she told him and she told us she saw a report this morning on the news and knew about the enforcement and yet was still driving in that hov lane because she wanted to get to work on time. She says she feels bad and knew she should not have done that. They will be cracking down in full force in the coming months. Just last week, there was a photo released of a dummy in the passenger seat of a car. Look at that. That driver told officers he had been getting away with that dummy for almost 2 years in the carpool lane. That driver was cited. These are very serious violations. Even though the carpool line may not put a driver at risk, they say every action behind the wheel impacts everyone around two. Next up are the speeders. Starting at 10 am they will look for people going well above the speed limit. They say people go in excess of 100 mph and they are not sure why. San francisco is moving forward with plans to provide overnight parking for People Living out of cars and rvs. City officials have proposed a lot be located near the freeway in san jose near the balboa park station and not far from Balboa High School. The lot has room for about two dozen vehicles. People would be allowed to stay there around 90 days. They would have access to showers, bathrooms and services to help them find housing options. This would be part of a one year pilot program, which would be replicated in other parts of the city, such as homeless advocates say there are more than 300 rvs on the streets of San Francisco. The community will have a chance to weigh in at Balboa High School this weekend. By gramps are being added to older parked cars to hold bicycles in place. The treasury secretary, steve mnuchin, told reporters facebook has work to do before libra could be trusted and said it could be used for money laundering, Human Trafficking and financing terrorism. A democratic senator asked if facebook employees would invest their own money in libra . Senator, libra is not meant to compete with bank accounts. We will, for instance, not pay interest.
