And on the peninsula, traffic is light. South bay commute is all right. 7 02. Lets go back to the desk. Three people who are injured by gunfire at the gilroy garlic festival are now at home. Two people being treated there have been released. Santa clara valley medical center, says a person being treated for the shooting is also backed up. They are also treating two shooting victims. One is in fair condition. The other has idea that no information be released. We expect to get more information on the shooting and the aftermath from gilroy this morning. The agencies are holding a News Conference at 11 00 a. M. Of course, well be there to bring you what investigators say theyve learned. There were vigils held in el paso and dayton to honor the victims in those shootings. The communities are more than 1,000 miles apart, but share a similar pain, trauma and grief. This morning, the governor of ohio has been sharing his proposals on how to prevent Mass Shootings. Sara zendehnam is live to explain what the governor is planning. Good morning, sara. Governor mike dewine went through a long list of multiple acts and items he hopes to put in effect. From stronger punishments to more Money Toward Mental Health services. The governor covered a lot in his News Conference. The governor said issue a law for safety protection orders. If someone with Mental Health challenges and violent tendencies is a risk to themselves and others and has access to guns, an order can be issued to get that gun taken away from that person and get them the help they need. Also introduce a law for background checks before the sale of firearms. Ask for increased penalties for adults who give guns to minors, for committing crimes with a firearm and for illegally possessing a firearm. Governor dewine wants more access to Psychiatric Services and have Early Intervention and more Mental Health professionals in school. He said he heard the cries for help at a vigil sunday and listened. Some in the crowd were angry. In fact, im sure everybody was angry. Thing for instance, i can tell you, fran and i were angry and are angry and they should be angry. I understand that anger. Its impossible to make sense out of what is senseless. Some chanted do something. And they were absolutely right. Meanwhile in el paso, Police Say Alleged gunman patrick crucias is cooperating with police. But they want to hear from people who talked to him, leading up to the shooting. The 21yearold is accused of shooting and killing 22 people inside a crowded walmart saturday. Police say he drove 10 hours to el paso and stopped at walmart because he was hungry. He faces state and federal charges, including domestic terrorism. If convicted, he could be sentenced to death. President trump is expected to visit both el paso and dayton tomorrow. Although president ial candidate beto orourke is among those saying the president has no place here. People in the bay area are also holding vigils to honor victims of the recent shootings. On the peninsula, dozens gathered at san bruno city park. The candle light vigil was being held where Buddhist Monks led the prayer. Issued travel warnings. Citizens might consider trips to the United States. This morning, al napa police are investigating a crash that killed a passenger in a car, following a police chase. Police received a call just after 7 30 last night. About a car parked with the driver passed out. When medics took out, the driver took off. A sheriffs deputy put a spike trip. But the drivers swerved to avoid the strip. Also in napa county, a pedestrian was killed after being struck by a car in the town of rutherford. It happened around 9 00 last night on highway 29, about 15 miles north of the city of napa. Chp shut down the highway between rutherford road. As officers investigated the crash. That lane has since reopened. Now to the ghost ship warehouse trial in oakland. The nine women and three men on the jury are deciding whether derek almena and max harris are guilty. One person for each person who died in that fire in oakland. A 22yearold man believed to be the womans grandson managed to escape by jumping out of a firstfloor window. Fire crews are investigating what started the fire. A lawsuit against the boy scouts of america says hundreds of former scouts have come forward with new reports of sexual abuse. Attorneys say the organization is not adequately investigated its volunteers and the depth of the sexual abuse scandal. Happening today. Pg e is holding a drill in the east bay to prepare for any potential planned Power Outages. The shutoff drill will reportedly take place in orinda. The service wont be interrupted there. Ktvus Cristina Rendon is live to explain what can people expect to see there this morning. In less from now. You should start to see pg e crews here in orinda. And possibly helicopters later this afternoon, as the skies clear out. We want to mention that this is all part of a drill to help restore services as quick he as possible. Inhepg e attempts to shut off power because of a wildfire risk. Service will not be interrupted. Service is going to stay on if you live in the orinda area. This is all about services. We want to mention pg e. They have been warning customers for months now about possible Power Outages and extreme fire conditions. And they say that if there is a planned outage, crews are going to have to inspect the lines. Theyre going to do that using helicopters and trucks to repair any damage to the pipes on the ground before they can restore power. We believe that is the kind of drill taking place today. Again, no interruption in service. And if they ever were to shut off power, they would make that determination with information they received from their wildfire safety operation center. And that is gassed with wildfire detection capabilities. And receives data from the ground, air and space. And we now have two brand new satellites. East and west, that are able to detect fires, about five minutes apart. This school does also incorporate fire detections from fuller. Aqua and tara satellites. Pg e also says they have sensors that can detect wind direction. Wind speeds and the humidity levels on a realtime basis. All of that helping them to forecast the utility for potential fire risk. And again, they would only shut off power to communities in the event of a red flag warning and if conditions include low humidities, strong winds, and dry fuel on the ground. So today is about crews restoring power, if they ever had to shut it off. Its going to start at 8 15. Going to last until 2 00 in the afternoon. And again, your service will not be interrupted. But theyre still trying to figure out what other people tell them that may have led up to the shooting. They have read a web post saying the attack was close to the hispanic invasion in texas. The shooter is face charges. About an hour ago, the governor of ohio laid out plans that he said will prevent more Mass Shootings. They include background checks for gun sales. Harsher penalties. And more money for Mental Health programs. Investigators are still looking for that shooting. A man opened fire in the Entertainment District early sunday morning. Monte carlos bumper got stuck under the back of the suv. The driver was not hurt. Treated for minor injuries. An employee at a florida mcdonalds has been fired after reportedly refusing to serve paramedics. Two paramedics were refused service by employees who refused to serve officers or anyone, quote with a badge. They issue a statement saying in part, we, like you, were upset and disappointed and took immediate action. The employee has been terminated. The paramedics thanked mcdonalds for taking the appropriate action following the incident. Neighborhood park isnt safe for children. They say willow park is overrun by drug users and drug dealers. Neighbors have taken it upon themselves to regularly clean the park. Doesnt take long for them to fill up with trash again. They are working to find a solution. People who live in the area say they are frustrated. Its overwhelmed with drugs. With people sleeping in the park. Drug selling. Its very dirty and unsanitary. And its downright scary for my children. We have to really begin to enforce. We have some with the adopted budget . New resources to enforce that the parks have to be open and safe for everyone. Councilwoman mcilane says they will have to reach out along with outreach workers. The United States department of agriculture has agreed to stop killing california beavers. The lawsuit accused the departments Controversial Wildlife Services Program of violating the endangered species act. They have shot and killed hundreds of beaters in habitats across the United States. And guests will need to take a parking ticket out of the machine as they come onto the zoo property. There was a crash earlier on the way to downtown. And that slowed traffic. But now, things are maze. Metering lights are on. Normal commute. 680 is getting a little better. It takes a while for all of this traffic to unwind. Likewise, with 880 heading south. That general direction getting down to the south bay has been slow. And in the south bay, we have a normalish looking commute into the west valley. Look at the sunshine. Northbound 280 on the right there. A little sun sunny weather there. And some of the reasons include financial coaches, or simply that theyre not having fun. The study found that the average child plays sports for just three years before quitting. According to the parents surveyed for this, coaches are the main reason why kids experienced extra stress and pressure. Which caused them to quit playing sports altogether. Many coaches make naerror of that error of saying, this is what you arent doing well, rather than saying, hey, this is what you do well, seetsz lets see more of parents spend year on traveling to sport events. And thats 50 more than the equipment theyre spending on their kids. San jose is looking to help special education students. They are implementing ride into special education. It gives a chance to get special education credentials at san jose for free, that would normally cost about 20,000. We pay all of the testing fees and provide mentorship and support. The School District says there are seven people currently enrolled in the special Education Teacher program. They stay the number is expected to double by next year. Service shouldnt be interrupted. Ktvus Cristina Rendon is planning what people can expect there. The drill is getting under way in orinda there. There will be crews as well as helicopters in the air, working on the drill. On how to best restore power, if pg e had to preemptively shut off service during a wildfire threat. Pg e possibly shutting off power. And if there ever is a planned outage. Crews will expect to find trucks and employees on the ground, to repair damage. We believe thats the kind of training we believe will be happening with todays drill. Again, no interruption in service. But a Practice Service on how to quickly respond and restore if the power was ever shut off. They make that determination based on information they received from the wildfire safety center. That is stacked with wildfire capability centers. Those include the wind direction, the wind speeds, the humidity levels on a realtime basis. The 490 weather stations that weve installed. And were also leveraging some of the publicly available water stations. And that information is used to help forecast the utility potential for fire risk. Satellites that can detect fires about every five minutes apart. And again, they would only shut off power in communities where there may be a red flag warning and conditions that include low humidity, strong winds and dry fuel on the ground. Its going to tap into another one in the south. Beginning to sweep in tomorrow slowly. Thats going to usher in significant cooling trends. Today, though, its the cooling trend with the fog. Already 60s for some. And the humidity factor is noticeably higher, due to all the cloud cover, low and high. But most of that cloud cover should start to clear the area the next few hours. Some rain possible the next few hours, from the monsoon rotating around the big four corners high. Some of that could sneak into the sierras as well. For us, mix of high clouds and low. That low will start to make a big impact as we head towards thursday and friday. Possibility there will be drizzle here. But late friday into saturday. Could be light rain. Mendocino county north.
