Certainly, we cant tolerate violence, but in this case, it looks to me so far that the issues are being addressed. Reporter the surveillance cameras captured the incident sunday evening at the womans home. Austin vincent was arrested after the attack. Wednesday the judge ordered his release despite a recommends that he remain in custody. He is now getting Mental Healthcare treatment, living in a facility. And seems to be responding well to treatment. The judge ruled that he should wear an ankle monitoring device to make sure that he stays away from the location. The defense objected to that. The court laid out the basis for deciding to release mr. Vincent to receive treatment. No one was aware of the fact that hes getting treatment. And hes getting treatment and doing well. I think a Treatment Program is going to be much more appropriate. But when the person exhibits violent tendencies. That raises a concern for us. Reporter as for the accused. Vincent was not in court today. The judge decided that his attorney could represent him. Be fitted with an ankle monitor before his next Court Hearing and he does not have to be present for that hearing either. After two days of record setting heat. Pg e revealed to us that two internal errors led to outages that cut power to 61,000 people in marin county. The affected cities, novato. San rafael. Sausalito. The outage was restored by 1 30 this morning. Crews failed to take pro active measures. The state of california filed a federal lawsuit hoping to derail the Trump Administrations latest rule regarding immigrants. The attorney general hoffier be, the attorney general calls the rule unlawful. I can boil it down to four words. What it took President Trump and the Trump Administration 837 pages to say. Heads up on highway 24, caltrans is shutting down two eastbound lanes of the freeway for the next six weekends for a project. Bart is replacing nearly a mile of track and six switches. A bus will shuttle riders between orinda and walnut creek bart. And the partial closure will accommodate a large crane making the track repairs. Bart and caltrans speaking about the project. Other cities that have experienced mass shootings, including sandy hook and columbine have established permanent memorial sites. Some people in el paso have ideas of what should be done. Tonight a large crowd of supporters is expected at a Prayer Service for a woman who was one of the victims after an online post made headlines. The Obama Administration states it protects lgbtq persons , and the Trump Administration contends that it does not. The bloomberg wants the equal Employment Opportunity commission to back them up in their stance. A bill to governor newsome that requires, the chosen names and genders of past graduates. Its intended to help protect the privacy of transgender graduates or those who identify as no gender. The Oakland Police department is under fire by civil rights attorneys monitoring the progress on years of reform. Some of those attorneys say the Police Department is slidings backwards. Reporter in april, attorney jim shannon believed the Oakland Police department was close to complying with federal mandates resulting from the case where four officers were accused of lying and brutalizing citizens. I think were closer than we have been. The tone has changessed. The fact that the monitor has found them out of compliance or in partial compliance with so many tasks. Reporter this week he and the civil rights attorney who sued in the case released a joint filing in federal court saying that the Oakland Police department is backsliding away from complete compliance. Opd now has to work to regain compliance with four more reforms, speeding up internal Affairs Investigations and more accurately reporting use of force like when an officer pulls out a gun.
