Tom, where did the pursuit first start . Reporter it is such an odd case. Initially it started way out in the east bay. Lets take a look at the video that we shot. Before noon on westbound 580, a dublin district chp officer got a bolo to look out for a silver chevy impala being driven erratically. The pursuit went from the dublin district right through the san leandro district and into the oakland district to just past where 580 intersects with highway 24. The driver, in attempting to get away, got wedged between a transit shuttlebus and the median barrier. The chp then blocked him in and the driver ran into the chp car and the bus trying to get away. The chp officer, one of them was discharged a weapon but no one was struck and apparently no one injured. The officers overcame the resisting driver and transported the person to jail. Chp says that person was under the influence of drugs. 580 west was closed for several hours and reopened between 2 30 and 3 30 for the rush hour. That is the good news if you look behind me, you can see the five videos open. What is interesting about this, truly, is for hours and hours, the chp said nothing. Normally there on the scene, as was a Public Affairs officer from the chp at the time all of this was going on. My guess is that it has something to do with the discharge of a weapon, that they dont want to discuss or are still investigating but the situation is now over. It was a very long chase, very erratic driving and fortunately, in the end, nobody was hurt. That is the good news and all of this. And good news for drivers that finally come hollow fire av that is 580 has reopened. Not to San Francisco were an Office Building was evacuated after a fire broke out in the basement. The fire was reported at nine a man that is 9 am between six and seven on Market Street. Heavy smoke was billowing into several force. The 6 Story Building was evacuated as crews handled what turned out to be a very tricky fire because it was in an electrical vault. They could not use water to put it out. We currently have a full first alarm assignment with additional Truck Companies that specialized in co2 units and along with members with pdd to help turn off the electricity which is a batteryback as long as electrical components and extinguish the fire. In the end, fortunately, nobody was hurt. Market street was shut down between fifth and eighth street for a couple of hours until crews were able to put out the fire. Lets head outside now for a look at the warm, muddy conditions. Meteorologist, mark tamayo is here. Mark, you said you are looking at the chance, maybe, a small chance, of thunderstorms . Reporter that is right, the pattern is a southerly flow and it is humid and muggy last week and the same thing as we head toward tonight and wednesday morning. As has been mentioned, a slight chance of thunderstorms and a good chance they will be focused in the north bay because we have moisture moving in from the south, humid air and instability that will meet over the bay area. This is the circulation we are watching in this pacific, that little curly cue moving up from the south. It will eventually take this way north of the bay area, along the track better chance of picking up those thunderstorms. The brighter colors me represent the moisture in the air. The brighter it is, the more moisture showing up and that is moving from the south. You can feel the humid conditions sitting up later tonight into tomorrow and that is the main reason why. Not a lot of Lightning Strikes with the area of low pressure offshore. It is something we would be watching. Tropical clouds moving from the south. This was once linked to a Tropical Storm that has weakened into an area of low pressure. High clouds and humid conditions setting up for tonight and it is wednesday. Upper level instability behind or below that, we have a layer of dry air so any rain that does fall will not reach the ground. That is what we have for the concern with a slight chance of dry thunderstorms and the main concern would be that a new fire could start with any rainfall that develops but it could lead to a new fire start. No red flag warnings but still some concern later on tonight and wednesday morning. That will also eventually cool us off of we will talk about the cold on in the forecast coming up. A former highranking google executive is being released from federal custody at this hour. The engineer is accused of stealing trade secrets from google then abruptly quitting and going to work for uber. Reporter good afternoon to you and Anthony Leavitt oski is posting a bail package worth 2 million that will allow him to leave the Federal Building behind me. Prosecutors argued he is a flight risk because he has dual citizenship in france and the u. S. The French Council said the 33yearold has shown by his actions, he tried to a surrender to authorities last friday only to be told to come back and do it today. Those Actions Prove he wants his day in court. The evidence in this case is going to show conclusively that anthony did not steal anything. Reporter the economist vehicle engineer worked for google in the team that developed self driving cars and resigned in 2015. This morning, the u. S. Attorney for the Northern District of california said that he stole technology, downloading 14,000 files and put the company quit the company, 4 years later, formed his own company and that company was ultimately purchased by uber. Shortly thereafter, he was charged with stealing those files in an attempt to profit himself and help in four in his profiting the technology. All of us are free to move from job to job of what we cannot do is stuff our pockets on the way out the door. Not a single one of the supposedly secret files ever went to uber or to any other company or person. The government has a deadlocked and we are confident that the proof and the evidence at trial will prove him innocent. Reporter if convicted, each count carries a maximum of 10 years in prison and a 250,000 fine. I mentioned the bail package earlier in this report, putting together 2 million. He is putting up 300,000 himself in cash. Then he has his father and stepmother putting up their home that is valued at 1. 4 million and then a family friend is putting up his home, another 400,000. So cumulatively, that is 2 million as part of the bail package that allows him to get out of jail today or out of the Federal Building today, out of federal custody. He will be back your september 11 at 11 am as they continue digging into his financing. Prosecutors are concerned he may be trying to hide or shelter money in an attempt to protect himself. Rideshare drivers rallied on both sides of the bay today, pushing for better working conditions. In oakland, this afternoon, they are gathering at Taylor MemorialMethodist Church for a roundtable discussion about possibly forming a union. A whole caravan of uber and lyft drivers is taking part in the state white protests. They drove north to los angeles yesterday and will be heading to sacramento tomorrow and news today, about 200 of those drivers protested outside ubers headquarters on Market Street in San Francisco and blocked the street for short time. They are rallying in support of a bill that would classify drivers as employees and give them basic protections such as minimum wage, Health Insurance and paid sick days. We are doing something that they did many years back in the 60s and brought everybody up to sacramento. We are doing the same thing now. With this caravan, a lot of cars from where we live, trying to demonstrate to the whole world that we are fighting for something that is fair. In and lyft says they will work with drivers to improve quality and security for independent contractors. San jose Police Officer is recovering this afternoon after he was attacked during a traffic stop. It happened late last night when the officer stopped a suspicious car near alma avenue and almost boulevard. The person inside the car than bit the officers armpit a scuffle ensued and the driver drove away. He ended up dragging the officer about 30 feet. The officer was treated and released from the hospital. Police have the car but not the driver in question. San francisco prosecutors will drop some charges against the man who was seen on video attacking a woman right outside of her condo doors. 25yearold Austin Vincent was charged with battery, attempted robbery and false imprisonment for the attack on august 11. Then, other alleged victims came forward, accusing him of pulling a knife on them. This as they were getting into a rideshare in the city in february but vincent public defender says he has proof that vincent was in Southern California at the time. Since the 1980s, the station played everything from the beatles and classic rock to alternative rock in the 90s to contemporary indie rock bands over the last 10 to 15 years. At one point, it had hundreds of thousands of bay area radio fans register with the station as a fog heads. Stewart worked at fog for 10 years. Kfog to play a wide variety of music and introduce new artists and we could do that because listeners will let us do that. We can go from locals to indie rock to whatever and it all just worked. What a great fog here, dense fog pushing into the bay. The left portion of your screen, you see two layers and you have fog and higher clouds moving from the south. That is the focal point with the forecast tonight and tomorrow morning. The subtropical moisture is moving in associate with a Tropical Storm that has dissipated but will high clouds and it will fill muggy around here in the bay area once again today and into wednesday. Right now we have the fog hanging out near the coastline and scattered high clouds that you can see through some portions of the east bay and patches of high clouds in the north as well. It is still hot inland. Right now we have 90s out toward concord and fairfield, san jose, 85, oakland, 73 and santa rosa, still 79. A live camera look toward downtown San Francisco, the fog sneaking back into the picture. That is the one constant in the forecast over the past few days, the coastal fog pushing locally back into the bay but the one change we are watching, the high cloud cover moving in from the south. As far as overnight lows, 50s and 60s and you can see the fog pattern tomorrow morning, still in the picture. The fog in the coast and portions of the bay. Clouds will clear back to near the coastline but again, it will fill muggy around here in the wednesday forecast. Everybody cools off a few degrees. Instead of mid to upper 90s inland, we are thinking lower 90s tomorrow afternoon. You can see the breakdown here with temperatures for tomorrow in the coastal spots, bayside locations and inland art thinking lower 90s but this will be what we are watching later tonight into tomorrow morning. Tropical clouds setting up that could bring in the slight chance of a few thunderstorms especially in the north bay. Only a slight chance in we will talk more about the change headed our way with a full forecast in a few minutes. Governor newsome is traveling across the state to highlight the new program that provides two for years of Community College. Today the governor is visiting colleges in sacramento and down in Southern California. He is highlighting that for the first time ever, the state will provide two free years of Community College to any first time fulltime california student. It is not just a platform. It is not just a promotion for political purpose. It is actually happening. And it is achievable and if california can do it, every other state in the nation can do it. It is estimated that 33,000 students may be eligible for this free tuition program. There are fewer tollbooths on bay area bridges being cheated. The bay areas total authority is getting back millions of dollars that in the past would have been lost revenue. Reporter at bay area toll plazas, more money is rolling in as vehicles role by. It has been dramatic. Reporter no longer is it legal for vehicles to have paper dealer plates or placards on newly purchased cars which allows drivers to go unidentified by cameras and avoid paying tolls. A year ago, we were losing roughly 1 million a month in total revenue. That is at the toll bridges. That has been reduced to about 250,000. John woodland and spokesman for the metropolitan Transportation Commission which oversees all bay area toll bridges except the golden gate. He says since the temporary dmv license Plate Program took effect this year they have seen a dramatic 79 drop in dealer placard crossings from the 2018 Monthly Average of 190,000 vehicles per month to 40,000 vehicles in may. Each toll cart crossing cost anywhere from 4 to 7, adding up to a lot of money. If we maintain the current pace, it will increase toll bridge revenue collections by approximately 8 million. Reporter ktvu first reported on the dealer plate loophole in 2013 and found the state was losing nearly 11 million per year in uncollected tolls. Raymond vanegas, Sales Manager at the oakland kiosk says so far they have had no problems with the new temporary plate system. At first, obviously the new system, still learning that but other than that it has been smooth. Reporter california registered 1. 3 million temporary plates for newly purchased vehicles from january through may but goodwin says there have been some problems including plates printed with inconsistent lettering, cameras not being able to rid the state name, california, a lack of teeth on the bottom allowing the temporary plate to slip off and the Expiration Date being too small for cameras or Law Enforcement to read easily. They will be not held in stations like we have seen. They will be held in a Family Recreation Center that was built for families. Child psychologist, pediatricians, educational programs. Democrats are pushing back against the new measures which state they are aimed at deporting the most vulnerable migrants. A number of legal challenges have been filed at the state level. Democratic lawmakers say they will push for new legislation to protect migrant families and children, even those who cross the border illegally. Puerto rico is bracing for another possible hurricane as Tropical Storm dorian gets stronger. People are making lastminute preparations, stocking up on food and water before the storm hits. A new course at uc berkeley is aiming to teach College Students some practical skills they can apply in the real world. The socalled adulting classes will help students learn how to file taxes, invest money and put together a resume among other things. The course was created by two current cal students who wanted to address what they saw as a blind spot in Higher Education. Joining us not to talk more about this course are the creators of the class, belisle and jenny joe, both students at uc berkeley. Thank you for joining us today. Lets start with you, bell. What did you feel like was missing from your Higher Education experience that prompted you to come up with these adulting classes . Oh, we felt that the system doesnt require classes for students to learn how to live in this real world and function as adults. We feel that college mostly teaches us how to become academically successful and how to prepare for our careers but we often Enter College feeling unprepared ourselves to live independently and just, many of the life skills that we need to learn such as managing our stress, budgeting, living a Healthy Lifestyle are not taught in school. They are definitely necessary as we enter adulthood. All right, so jenny, how is it that you come up with the curriculum for this course. How do you decide what life skills are going to be taught . Oh, yeah, so, from personal experience, we felt that there are a lot of skills that we needed to learn and they range from like goalsetting to managing time, Healthy Habits and budgeting money, maintaining a Healthy Lifestyle through nutrition and fitness, also how to pay our taxes and the importance of selflove and managing stress. And i heard both of you say taxes. And from what i understand, that is one of the biggest concerns that a lot of College Students have is how to properly file their taxes. With that being said, who do you bring in . What sort of experts come in to help, lets say, teach students at uc berkeley about filing taxes . I actually have my mom coming as our guest speaker because she is a former accountant and she files my taxes, my families taxes every year so i was like, there is no one better than to ask my mom to come in. So jenny, let me ask you. You both came up with the idea for the course but how is it that two current students at uc berkeley can come up with a class and actually have it be offered to other students . How does that work . Well, about a year ago, we were discussing that we wanted to see the detail and wanted it to be a subject that was very unique and not already taught in the classroom. So we landed on a subject of adulting because we felt that a lot of essential life skills that we needed to learn but it wasnt inside of the classroom. Especially for both of us, we would find ourselves lost as we tried to deal with responsibilities and simultaneously still have this course that would be helpful for students and also for ourselves. Bell, let me ask you. On a personal level for you, how much anxiety do you have about becoming an adult . I mean, i feel like i feel like in general, that a lot of us dont really know what it means to be an adult and a lot of us are outofstate and far from home and we had to learn how to be independent ourselves so there is deftly a lot of anxiety and we have to know how to deal with maintaining grades, having a good gpa at the same time being able to take care of ourselves and it is a lot of added stress so i feel like this is needed so we can decline that stress. Being an adult, lots of added stress. I think that about sums it up right there. We have to leave the conversation there. Really nice talking with both of you. Lets bring in meteorologist, mark tamayo to talk about current conditions. We see the fog there in seven cisco. Persistent fog in cloud cover near the coast and around the bay. We have a few high clouds sinking into the picture from the south. A typical summertime seen here with fog clinging to the coast and inland, temperatures on the warm to very hot side. Damages in the mid to upper 90s. Tonight to one just one wednesday morning, there is about a 15 chance for drive thunderstorms favoring the north bay so only a slight chance and probably will not happen but it bears watching because it only takes 1 Lightning Strike to starting a fire and that is the main concern across Northern California. This is the feature we are walk watching on the satellite, subtropical clouds moving in from the south. Heres a closer look at the fog hugging the coastline and high clouds moving from the south, sweeping across the bay right now and portions of the east bay and northbay. Current numbers, hot inland, 97 in fairfield, 90s in livermore pickling belief tomorrow, san jose, 85 right now, San Francisco checking in in the upper 60s. A live camera above San Francisco where you can see the dense fog patch working its way back into the picture. Overnight lows tomorrow morning on the mild side in the 50s to 60s. Lots of 60s to start out wednesday morning. Heres the setup. You can see tropical clouds moving in from the south. Very low pressure out here toward the west. Low pressure will eventually track into Northern California so the bulk of the thunderstorm chances will be to the north of the bay area. At least for us, we will pick up scattered high clouds and we will see humidity around here tonight and tomorrow. As far as the shower or thunderstorm threat, it is only a slight chance of happening. Upper level instability could kickoff some thunderstorms that we have a dry layer below this and so any rainfall that develops will likely be dry before it reaches the ground we have a slight chance of a thunderstorm and elevated fire danger tonight and into wednesday morning. Also, this will cool us off a bit as we head into your wednesday. Here is the forecast model. You will see typically in the wintertime, we show you the green to show you the rainfall.
