Check this out, cal fires history of fires in the last quarter of the year, seven of californias worst fires occurred in the last quarter. 14 of the 20 deadliest fires also came in the last quarter, and 17 of the most destructive wildfires also came in the last quarter. So, whether the last shutdown was poorly handled, the risk is all too real. We learned a lot from the last Public Safety power shut off and we are committed to making improvements. One of the things we are doing is showing up our Contact Centers and website, making them stronger so they can handle the larger volume of inquiries. Reporter pg e says local communication will be better coordinated as will contact with customers who have medical issues. This time after the weather passes, pg e is trying to find and obtain all kinds of new infrared goggles and scopes to conduct inspections at the knights. Normally during a Public Safety shut off, we would have to wait until daybreak to have our crews do the inspections. Having it at night could potentially speed up the restoration time. Reporter that specialized kind of equipment is readily available from local and state fire and Police Officials as well as the California National guard, which has plenty. I think this is also an indication of how strong pg e is by its lack of communication during the power outage a week ago and they are trying to do everything they can to talk about this upfront and before it happens and during. In Southern California, crews have spent the day battling a fastgrowing wildfire in rugged terrain. The flames workout this morning about 4 30 and quickly started climbing the hill toward the neighborhood of two point some people sped away in their cars, others ran from the flames. Some people started spraying their homes with garden hoses. The evacuation orders have been issued. Firefighters are attacking these flames from the air in the ground. So far, no structures have burned. The cause of this fire in Southern California is under investigation. California is under a fire watch right now. What we can expect here in our area. We have a fire weather watch in effect in the next few hours. We will see will be a red flag warning and some of these high elevations as we go on to the next couple of days. Mainly about 1000 feet up in the hills, right . That is where we get the winds, that is where the red flag warning is in effect. I mentioned this last night, here is the jetstream. There is the ridge. See this area here, the troughing area, that its cooler weather. Remember we had the whole pattern over us last week. That is when temperatures were mild, not below average, but the fire danger was way down. Now, we got his ridge of High Pressure over the top of us. It is the classic, stander, fall weather pattern completely to be expected. Even though all of this stuff is going on with pg e, we see this often during the year, especially this time of year. Four, five, or six times, this is not based on the model appear to be an extreme event. If you see a red flag warning, that is not out of the normal. That is very normal. Putting into perspective, with all of this news, it makes you thinkno, this is a different set of protocols going into effect because of the pg e situation. This red flag warning looks like it will show up wednesday into thursday morning and be in the hills. It should not, based on what i am saying, be an extreme one. When we come back, we will put it together a little more. I wanted to chime in and let you know we should be okay on this. Just within the last six minutes or so, the deadline has passed for victims of recent wildfires to file a claim to seek composition for the losses. All day long, fire victims have been coming here to this pg e claim center to get their claims in under the wire. The city full of wildfire victims were coming in and out of this pg e claim center in santa rosa monday to beat the 5 00 p. M. Deadline. The losses are homes, businesses, injuries, and even emotional distress. My wife and i escaped with nothing but our dog, our son, and a couple of bags full of clothes. Her neck he is rebuilding his home in coffey park. He also filed a claim and says his family is still healing. There is pain and suffering. My child had nightmares. Pg e believes the chapter 11 process will support the orderly, fair, and expeditious resolution of the claims, including the wildfire claims. The claim form is three pages long and does not mandate victims, with a monetary damage amount that could be determined later. It is a claim, and i feel that pg e is responsible. Reporter at about 10 30 sunday night, a group of teenagers grabbed a laptop from a customer sitting in the cafes patio. The robbers took off in a bmw. Witnesses told police one of them was armed with a handgun and extended magazine. The weekend before that, there was not and grabs of the same cafe. This is cell phone video showing Good Samaritans trying to stop a laptop thief outside the cafe last year only to be attacked by an accomplice. A laptop snatching here and there, some guy got punched in the face, now some one got robbed at gunpoint. The Santa Clara County board of supervisors is set to approve new Affordable Housing developments in san jose tomorrow. Can county Center Supervisors announced today that one of the Affordable Housing projects will be built on a vacant lot on alder avenue and the other on mesa drive. The first project will consist of 130 units, of which 64 will be set aside as permanent Supportive Housing or formally homeless households. It will include 45 apartments for people who are homeless. Lets listen in. As the system drops, it is going to produce sentimental winds across the south half of california on thursday into friday. As far as forecasted wind speeds, we are expecting us of about 35 to 45 Miles Per Hour in the Sierra Nevada generally north of calaveras county. Then, we could see similar gusts in the kind of northern bay area, gusts of 35, 40 in general over elevated terrain. And kind of over on the southwest basin slopes where the down windstorms tend to materialize is where we are affecting. In the lower elevations like your napa county counties, sonoma counties, over some of the higher terrain though, like mount diablo, mount st. Helena, the big bend area, portions of our Service Territory, we could see gus 55 or in excess of 55. The National Weather service is actually forecasting some gusts of 60 Miles Per Hour. We do continue to closely coordinate with our Agency Partners starting friday, we started coordinating with me National Service office on this National Storm event. Every day since then, weve been participating on an interagency call led by northern operations. Essentially, the feds, especially. All Meteorology School entities are aligned. This is a high risk rather event. Some are the forecasted from the federal forecasting agencies. To my right, the northern operations predicted Services Forecast and they are showing a high risk for wind, for vast portions of Northern California, encapsulated by 1. 4 million of our pg e customers. This time period is still expected to be wednesday into thursday, the same time. We are looking at or dry and gusty winds. The National Weather service has just posted a fire weather watch today for similar areas across Northern Californiacalcu geographic footprint of a fire weather watch, there is about 1. 2 million pg e customers in that footprint. So, we will continue to monitor the Weather Forecast as they arrive. We are getting global, also highresolution weather models multiple times per day and we will continue to monitor that. We are still about 48 hours out on the start of the event. There is a chance for things to evolve a little bit as Weather Forecasts are quite dynamic in nature. So, with that, i will leave it there. A brief Operational Update regarding the planning of this potential Public Safety power shut off later this week, i will also address the improvements with hopes since our previous safety shut off about two weeks ago. First, a reminder of why we do this. A reminder of why we and the other california utilities, actually, now many utilities across the west, initiate public power shut off at all. There is a simple answer, it is safety. The sole intent is to prevent a catastrophic wildfire caused by a spark from a electrical equipment. In high winds, electronic equipment is more susceptible to damage, including that from trees, branches, and other flying objects. Damage of this nature and causes sparks. With high wind and dry conditions, and plenty of dead, dying grass and trees, our communities are at much higher risk for rapid fire spread. So, that is what we want to avoid. We are serious about that. Remember, damage during high winds is possible, even though our equipment in high fire areas meets or exceeds standards. We inspected all of that equipment earlier this year. We fixed all highpriority issues. The issue in california is that more and more of our service area is considered by the state to be at high fire risk. In fact, three times more of our service area is at high risk of fire than was the case seven years ago. About up 15 in 2012, more than 15 today. That service area is roughly 5000 square miles. That is a big area. We are dealing with a new reality here. During power shut off, our one tool we have to keep the Community Safe and combat the risk. It is not a tool we like to use. It runs against the grain of why most of us ever got in this business. We do understand it creates hardship, it comes with its own potential safety issues for others. Again, we have seen catastrophic wildfire recently in california, Southern California the last week. There was another one this morning, i think. We are just determined to not let that happen here. So, lets move to how we are preparing for this weeks wind event. Given the forecast, we are looking at potentially turning off power to approximately 200,000 customers in parts of 16 counties. The counties are largely located in the sierra foothills, and the north bay, parts of Mendocino County are potentially included, as well as parts of san mateo county. So, we began proactively contacting potentially impacted customers this afternoon, 48 hours ahead of the event, by phone, email, and text. This means if you do not receive a notification from pg e, you are not currently in the area we anticipate turning off the power. Other than parts of san mateo county, and some of napa and sonoma counties in the north bay, we do not expect shut off in the remainder of the bay area. In terms of what is next, as scott said, we will continue to monitor the forecasted wind event and update our customers and communities accordingly. Over the next day or so, we will determine if an exactly where we will turn off the power, depending on how the weather conditions change. Once the wind subsides, we will give our army field personnel the all clear, which means they can begin inspecting powerlines and other equipment in the impacted areas. We repair any damage from the wind we find and return the power back on. That is not just as easy as turning on a switch and turning the power on. We will make every effort to restore power within 24 to 48 hours from the time the weather has passed. So, for our customers planning purposes, we should just prepare for outages that could last up to 48 hours. It could possibly be longer, depending on the extent of the storm, and what conditions the damage happens, i think preparing for 48 hours is a good choice. Let me wrap up with how we are doing things differently with previous events, based on our lessons first, to prepare for a higher volume for our website, all visitors to pg e. Com will be to redirected to a temporary site with all the critical information on ps ps. This includes an address lookup tool to confirm whether your address is a part of the potential shut off, as well as the outage map and downloadable maps for city and county leaders. As i said, if you are one of the approximately 200,000 customers potentially affected, we have an will continue to notify you directly. Other improvements, our call centers will be focused on emergency and ps ps calls only. Currently have 380 agents available and wait times are about two seconds. For the Community Resource centers we will open during ps ps to provide device charging, restrooms, heating, and air conditioner, we are working to acquire sites that are assessable to all customers. We are working closely with county and city governments to determine the best locations of those centers and we will post the locations if we move forward with a safety shut off. Finally, we are also working to strengthen coordination with government agencies, in particular counties, cities, and tribal governments. We have established a single point of contact for each county. We have a dedicated Agency Helpline monitored 24 seven for special requests from counties and tribes. We are offering each county a remote or onsite mapping specialist to provide more real time information and technical support. All of this is done with customers and Community Safety in front of mind. Now, we dont want to turn off the power, but if we have to do so, we want to help people stay safe during the shut off. We want to keep them informed, and we want to turn the power back on as quickly as we can, and as safely as we can. These are our commitments to our customers and the public. He said if you dont receive a message, your power will likely mike not be affected. He said also too, for those whose power could be shut down, they are expecting possibly before to 48 hours is the timetable he is giving before the power could be restored, that is depending on the weather. They have beeped up their website as well. One of the last things we heard is that people are going to this website and it was going down quite regularly. Now, they have redirected, if you go to the website, you will be redirected to another website and get the information. Plug directly into that website and find out if your address will be affected by the power safety should one come to fruition on when they or thursday. He said also on the temporary website he will be directed to you will find an outage map and they are in the process of finding Community Resource centers, places for pg e customers to go in the event that the power is shut off where you could charge cell phones, laptops, other devices. Theyre working on finding those Community Resource centers in the event the power goes out. A really busy week. Lets go to chief meteorologist, bill mart can expect. Definitely heating up. It is not going to be a huge way. We will not see heat advisorys. We will see some wins that will get blowing as the gentleman at pg e said, up to 50 Miles Per Hour, high elevations of the north bay. Up over 3000 feet, you could see winds of 55 Miles Per Hour. Which is again, not an unusual occurrence for the bay area this time of year. What is unusual is the way that pg e is approaching it. The red flag warning will probably go up as we get into wednesday night and thursday morning. That is when the winds will be the strongest. I suggest that many of you want really even notice the wind. Especially on its level in places like oakland and hayward. It is often the case in these patterns that the upper elevations really are all the places that notice it because of the pummeling of the canyons of the southwest facing canyons. There is the wins already starting to clock around a little bit. We are already sort of getting into this warmer pattern. We know temperatures warm up today over five and 10 degrees.
