In san jose is high school is evacuated due to a suspicious package found on campus. Oak Grove High School went on lockdown before noon. After 90 minutes the school on blossom hill road was evacuated. Students and staff were taken to waite park which is a few blocks away as a precaution. Students were later released to go home. Fortunately no one was hurt. Tonight san jose bomb squad crews are still on scene trying to figure out what is in the package. Now to the latest on the pg e preemptive power shut down. A few hours ago pg e revised the number 216. In the bay area that means 57,000 customers in the north bay will lose power tomorrow because of extreme fire danger. The majority of those are in sonoma county. We are getting ready for an update about pg e about tomorrows plant outages. This is the meteorologist talking right now at the podium at pg e headquarters in San Francisco. We will get to that in a moment. First to andre in santa rosa where folks are getting ready for power shut off. Reporter lives are about to turn upside down. They know these power shut off have to happen but it does not make the process easier. Sonoma county Emergency Management center powered up and ready to go with the familiar scene in a familiar time when the danger of wildfires seem to never end in power shut off are normal. s looks like we are headed into our six power shut off of the season. Reporter as pg e plans to shut power, 40,000 customers will be affected but the number is considerably higher when you factor in that each customer represents three people on average. The number is closer to around 117,000. When you get west of laguna, the eastern part of the county would be affected by the outages. We will issue warnings in two reporter power shut off are coming right before the thanksgiving holiday which has some thinking about plans for next week. Have family down in the bay area. We would probably go down and spend the time down there with them. Reporter the Fourth Street deli will be closed thanksgiving day but the owner likely will not be able to avoid power shut off at his home which only adds to his frustration with pg e. I have a gas barbecue. That is no big deal. I have done a turkey on the barbecue before. Reporter for others it affects their livelihood just as previous shutoffs have. The last time i missed a lot of work. Reporter governmental departments and organizations like caltrans are in high gear preparations. We are preparing to stop all lane closure work for the areas affected during the hours of a psp event. To construction work reporter the director of Emergency Management tells me he is concerned about the fatigue the power shut off for having on residents around the county. This has happened six times before but he is urging everyone in the area to keep their plans in place in preparation for what will happen later this week. On j senior in santa rosa thank you. Lets go to the News Conference from pg e that is getting underway. This is the meteorologist. Next we are expecting to hear from the president and ceo. Why are we still in fire season and why are we so concerned with fire this late in the season . It is almost december. Well, it has been one of the driest starts to the water year in the past 100 years. If you look at precipitation totals for cities across northern and central california, some have observed no reciprocation at this time. As an example a climate station in napa which is called the Napa State Hospital fire station has not recorded any measurable precipitation since september 15. The last tim in 1905 in perspective. Another example on average from october to november in the northern sierra there is a station index called the northern sierra aid station index from the California Data Exchange center. And on average at this time of year we have usually received five inches of rain in the northern sierra. At this point in time we have received 3 10 of an inch of rain. Essentially nothing. The lack of rain is keeping the threat of fire very real this late in the season in many areas. And the fuel, essentially setting new records according to the Predictive ServicesInteragency Group that i mentioned earlier and the dry, windy weather that we are expecting to unfold tomorrow into early thursday morning is expected to drive these values further into record territory. Like i said we will continue to monitor this event 24 7 as we go through it. And with that i would now like to turn it over to the cnl of pg e. Thank you. Good evening everyone. I am the president and ceo of pg e. That means i have a responsibility for operations. One of the things i want to talk about his the complexity of this weather that we are seeing that scott seemed to make so simple. Not as intense as some of the events we had in october, winds i you as you saw not at the peak level in the last events, but also relative humidity higher than it has been. All of those factors allow us to have a tighter scope on the impact and our incident command will talk to details there. What i want to make sure is that everybody who is listening to this took one thing away from scotts presentation is a very broad red flag warning area. Just like people on the east coast that think about the cone of uncertainty when it comes to hurricanes and other events that should be your cone of uncertainty. If you are within one of these areas that is designated as a red flag warning, please as we always say be prepared. That means that there is a likelihood in if the environment is right for fire. Your safety is dependent on your preparedness. That means have a plan for evacuation. Have your to go bags ready and please, please stay alert. Now what we do is looking at our scope in these areas is look to eliminate one potential source of ignition which are the lines that we have energized and the ability of debris to fly into those. When we make the tuff decision to deenergize it is for that reason of eliminating a source of ignition and protecting Public Safety and avoiding catastrophic fire. But i want you all to know it is not the only source of ignition so please, be alert and have a plan. That is what these briefings are about to spread situational awareness. Now one of the things that we have done is we spent a lot of time continuing to improve the way we do ps ps. We focus on communication making sure that our website is robust and phone centers can answer calls. That we were communicating what we know when we know it in a way that people can be prepared. Lets be clear, we cant do ps ps to a point that will make anybody happy. We are not happy when we do it. We will talk about scope and scale of the fact of the matter is if one customer loses power because we do a preemptive power shut off, that is too much for us. We all know it is not sustainable and it is not where we want to be. At this moment in time it is the situation we are faced with and as i said before in earlier meetings like this we wont roll the dice on Public Safety. We are committed and i want everybody to know that we are committed to making improvements so that the frequency, scale and scope of ps ps events Going Forward are significantly and dramatically changed. And we will work very hard over the period between this and the next fire season to assure you that it wont be about the way we execute, it is about how broad those executions are that we will make a ps ps the last quiver, the last arrow in our quiver, the last response and we will do a lot of things to minimize. We have talked about this before. One is the complete installation of weather systems which will give us more granule data so we can be more focused on those areas that have highest risk. It is our ability to add more automated switches in our system so we can sectional lies. It is the ability to bring more generation to the system so we can make sure that we can protect populations and keep the energy on when we have to take other service out. We are going to do that and we can talk about that but it is our commitment and we are making that commitment very publicly that next year we will not be in this situation. We will be able to protect the public in ways that arent as terribly disruptive as they are today. We know it, we get it, we dont want to do it and we will do everything we can to minimize those impacts and we can talk more about that. So that is the plan Going Forward. It doesnt give anybody relief right now and for that we apologize but we are where we are. We have one thing in mind and that is to protect you from any type of catastrophic fire that can be started by our equipment because of conditions of wind, relative humidity, fuel source and fire spread. We have protocols about that. As challenging as this is and is much as we dont want to do this, we will take the tuff decision because we believe it is the right decision at this point in time. With that im going to turn it over to our Incident Commander who will go into details of the upcoming ps ps. When he concludes we will be happy to take your questions. We will hand this over to mark. Thank you. But afternoon everyone. I am the Incident Commander for this event. The november 20 Public Safety power shut off event and im here to provide an operational update. To begin in reference to the slide that scott showed with the red flag warnings that is covering the northern portion of our Service Territory and our tax over the last couple of days was to split our system into smaller geographic zones so we can monitor weather conditions and make some decisions as it relates to adjusting times where we would be potentially deenergize and customers as well as perhaps dropping some of these areas out of scope if weather conditions have improved. So, at the beginning of the Emergency Operations center activation we were at 10 geographic zones. We have been able to monitor meteorological conditions and drop out a few areas. We are down to six zones now. I want to cover where those zones exist as it relates to counties and about how many customers they impact as well as when we and dissipate d energization to begin in an effort to be transparent. So, i want to talk about the northbay. The northbay specifically counties, lake mendocino, napa, solano, sonoma, and yolo counties. Right now we have about 41,000 customers that are potentially at risk of a Public Safety power shut off. We believe that there will be dangerous winds at approximately 10 am. In order to generalize our system before the winds are current we need to begin a little earlier so we are going to begin our sequence anywhere between 7 am and 8 am. The next area i want to talk about. You have been listening to the latest trust conference from pg e talking about tomorrows possible safety power shut off. We were listening to andy vesey. He was talking about the weather not as severe or intense as originally thought tomorrow so that is allowing them to limit the scope of those outages. Originally they were saying 25 counties affected and they dropped that number down to 16 counties. Most of the customers going to be affected in sonoma county. Just listening here he was talking about six referencing six zones talking about the northbay, a number of counties there impacted by tomorrows safety power shut off and they said about 41,000 pg e customers are potentially at risk for losing electricity. Power shut off could begin around 7 am tomorrow morning. We heard the ceo, andy vesey saying essentially that pg e cant make anyone happy by doing all of this but they are doing it as a preemptive move to potentially stop any wildfires from happening. Obviously they say having one customer lose their power is too many and they are hoping by the next fire season that they wont have to have such massive Power Outages as we have seen this season. We will keep monitoring that press conference. If we get new information we will bring it to you. Today marked the third day of public hearings in the impeachment inquiry. Four members sat in on the phone call with the president of ukraine. Gray glee monitored todays hearings. I did not know of any linkage between the hold on Security Assistance and ukraine pursuing investigations. Reporter kurt volker testified he was left out of major moments that led to the impeachment inquiry. In the afternoon session of todays hearing he said he wasnt on the infamous july 25 call and thought allegations raised by rudy giuliani, that joe biden acted inappropriately in ukraine were conspiracy theories. In hindsight i understand that others saw the idea of investigating burisma as equivalent to investigating former Vice President biden. I saw them as different. It is improper for the president of the United States to demand a Foreign Government investigate a u. S. Citizen and political opponent. I found the july 25 phone call unusual because in contrast to other president ial calls i had observed it involved discussion of what appeared to be a domestic political matter. Your boss, your former boss, your colleagues had concerns about your judgment and your colleagues felt there were times when he leaked information. We are tracking a storm that will produce snowfall in sierra, rain in Southern California but nothing for us. Visiting our fire danger. We have snow to our east and increasing fire danger here. We are in the middle of peak of fire season and a red flag fire warning to talk about. This in place in the northbay and east bay hills. It is windy out there but it is mainly out of the west right now. Winds will switch indirection and impact the hills here. This begins 4 am wednesday until 7 am thursday. We could have winds going to 40 miles an hour. The ridges above 50 miles an hour. Winds around 2030 miles an hour. Heres the forecast model. Keep an eye on the bright colors. They indicate stronger wind speeds. Brighter colors moving in. This is wednesday morning at 8 am. Winds might back off a little bit and then they could pick up again by this time wednesday and into early thursday morning. Finally by thursday improving conditions but it is still critically dry and these red flag fire warnings and offshore wind events are being taken seriously. Bart police say a man was fatally stabbed on board a train in hayward. Around 1 pm they received a call about two men fighting on a train. By the time the train reached the south hayward station, one man had been stabbed. The victims identity has not been released. Police have a suspect in custody. The stabbing was not a random attack. Officials in Santa Clara County have now identified the fiveyearold boy who was hit and killed by an amtrak train as he walked along the tracks. Leonardo shiyangaomani was pronounced dead at the scene. To Law Enforcement agencies are trying to determine how and why he got onto the track unsupervised. Jesse gary has more. Reporter Santa Clara Police investigators say the collision happened late saturday afternoon near lafayette street and the 101 underpass and the freeway runs below the tracks. A lot of us have kids and this is something that really has a pit in our stomach. Reporter the captain said around 4 20 pm his department started receiving calls about a small boy unsupervised near the tracks. Then a 911 call saying a northbound and pack amtrak train hit the child. First responders arrived and found trikafta injured. He was pronounced dead at the scene. The collision appears to be an accident. Whether there is negligence involved on how the child got out there is the subject of our investigation. It dont make no sense why a child is out here running around alone. Reporter tuesday Area Neighbors voiced the question of how could a fiveyearold boy wonder around on active train tracks in an industrial area. Investigators and residents say although there are incidences of adults being hit by train they cant remember a young child being hit. I have never seen no children out here by themselves. You rarely see any teenagers. It is pretty much a Business District around here. Reporter investigators say Amtrak Police are investigating details of the collision while they continue looking into how the fiveyearold got on the tracks without supervision. The Santa Clara CountySheriffs Department is investigating after workers at a bta facility complained about racist graffiti. Employees working at vta in san jose sent us these pictures showing swastikas written on a refrigerator and clipboards. They claim racially insensitive graffiti was found last month in various locations. The employees want to remain anonymous. They found the vandalism in the Field Operations building. They filed complaints with management and the graffiti was cleaned up. Vta responded saying officials took a security incident report and installed a camera where the graffiti was found. The Sheriffs Department is asking anyone with information to contact them. Authorities in stockton have arrested 50 gang members, weapons and drugs. The arrest was announced today following a threemonth investigation. The operation targeted members of the mauritania street gang. They were wanted for attempted murder he, and on weapons and narcotics charges. I saw every day what they were doing. They were intent on committing harm. Intent on killing people, purchasing illegal weapons, selling and transporting guns, trafficking people. A student shot and killed two classmates and injured several others before shooting himself. Still no motive for the shooting. The ban on gun shows will continue seven months after it was first approved. Cal palace voted to ask band that band. Lawmakers in sacramento are considering a bill that would permanently ban gun shows at the state owned venue in daly city. Cal palace has hosted some of the largest gun shows for the past 30 years. There are many people medical equipment that have not signed up with pg e so it underestimates the total number. San francisco kicked off a unique program to get popular shopping areas cleaned up. It is called love our city holiday ecoblitz.
