Meantime, the citys Public Utilities Commission Says it is working on a number of long term projects to try to mitigate problems in those flood prone areas. The heavy rain also made for dangerous driving conditions along highway 17. The heavy rain and wet roads forced most drivers to slow down. We did see water pooling on the freeway, as well as side street. The chp says there were at least 10 collisions on highway 17 today. A bank in downtown oakland was robbed this morning. The unarmed suspect who was wearing a gas mask has not been caught. It happened about 11 15 this morning at the beneficial state thing. A teller was reportedly sprayed in the face with an unknown substance. They declined medical attention. Investigators say the driver of the dodge was going north in the southbound lane just after 3 00 a. M. The car crashed head on into an suv. The driver of the dodge was pronounced dead at the scene. His female passenger was injured and taken to San Francisco general. See it he says both are between 25 and 35 years old. The man driving the suv was also hurt. Authorities have not yet released the name of the man who was killed. The chp says they are looking into whether drugs or alcohol were factors. The southbound lanes were closed for hours. San Jose City Council unanimously approved the agreement that will allow construction of 700 luxury Housing Units at the side of the Winchester Senior Mobile Home Park. Or than 100 tenants at the park have been fighting the Development Since 2013. Under this new deal, one developer will build new apartments on site. For the residents, who will pay their current rent. This is a great win for the entire community. Im very grateful for the persistence, of those residents, who were committed, to protecting their community. And working with the neighbors together. Her tracks were covered with snow. We knew if we were going to find her alive, we would have to do it very quickly. Reporter this woman had been missing since last sunday. We knew that the temperatures were dipping into the teens. We knew that this was a race against the clock. Reporter time wasnt slowing down. Another snowstorm was on the horizon, and First Responders were working furiously to find the missing 68yearold with a medical condition, who may have been confused. We knew she was going to be cold, tired, hungry, and we knew we were definitely up against the clock. It back from the air, it was nearly impossible. Snow covered mountains and trees made spotting the suv a major challenge. It really is a needle in a haystack. The vehicle had a lot of snow on top. On top of that, it was a silver car. It doesnt have any contrast against snow. Just before noon, search and rescue members got the page. Crews in the helicopter had spotted the vehicle near butte meadows. Thats when we got excited. This is hopefully her. Reporter crews from the helicopter hiked in, as they used a brandnew snow cat to get to the vehicle. James was sitting inside, alive. Crews are working to figure out how she survived. They loaded her onto the snow cat, and rushed her to the Medical Center in chico. She was in good spirits. Very excited to see us, and we were just as excited to see her. Bill martin is here now. That is incredible. In that area, thats right behind paradise. We used to ride dirt bikes up in that area. There are fire roads. People will drive up there. You end up very high. They end up on fire roads and get lost all the time. I think thats what happened. For those, its like finding a needle in a haystack. It is super, really wooded up in those areas. The rain out there now is dying down. Scattered showers continue in the bay area. Even to the tune of maybe a thunder shower or some lightning that we have seen in parts of the bay area. Lets take you on a little tour of the current radar. In this area here, that is the cell we watched about 10 minutes ago. It is producing lightning and thunder. More towards the Oakland Airport. That cell has really died down in the last 15 minutes.
