Are refocusing our energies and sense of purpose and a sense of optimism and faith we will get through times challenging, times like today, difficult moments that all of us are working through to reconcile the world we are living in and to reconcile the need to pay our rent and mortgage and to understand whether or not we can educate our kids at home with all the other burdens and challenges we face in the household and where we are going as a state and as a nation. The old adage we are nothing but a mirror of our consistent thoughts. Whatever we tend to focus on we find more of it if youre like me you are focused on the nightly news, 24 7 cycle seven days a week, a lot of anxiety is running through those broadcasts. A lot of fear that is induced focusing on what this nation and the world is doing to meet this pandemic had on. That stress is manifest and that stress is real and all of us work through that stress differently. No one can moralize how some deal with it versus others. Some are coping quite well and others are struggling understandably. Struggling because they lost their job and do not have a paycheck, struggling because their kids are not at school. Struggling in ways where theyre having a hard time sleeping and where they are little bit shorter and more irritable and they are prone to doing things that are not healthy. They may be drinking more than they should. I do not just mean adult beverages, high sugar drinks even. They may not be taking time to breathe, they may not even be taking time to reflect on their own health and the need to exercise and hydrate and to focus on reaching out and embracing someone else or calling for help, calling a friend and saying can i just talk . I recognized, i think we all recognize, the nature of this moment and i want people to know that staying at home doesnt mean you are alone. As a state we are here to do what we can to support you and to be there at a time of need. I have tasked the Surgeon General the state of california, doctor harrisburg to put together strategy and a protocol to help support you and to support caregivers that need peer to peer support and a little psychological first aid themselves to get through the day and continue to thrive and not just drive in terms of workload as they take care of people throughout the state of california and i have asked her to consider not only the physical health needs of californians in the context of addressing the issues of this virus but the brain health and Mental Health needs. After all the brain is part of the body and there is nothing to be ashamed of by recognizing your own limitations in terms of the stress and angst that you may feel. In fact there is probably no one stronger and he or she recognizes those stress points. We are putting out guidelines, where putting out guidance not only to our health plans of the state of california, both on the private side and the public side within our medical system that we are putting a playbook together for you, a checklist. For adults and caregivers but also a checklist for our children because everything i said is translating very differently at our children our children are not able to communicate words like this like boy i am completely stressed out, not a young child, may be a teenager not a young child and they manifest stress differently. They have a tummy ache or they may not be sleeping as well or they may be particularly irritable from jumping back and forth. I explained my daughter a few weeks ago as she threw her bed over because she was so upset when i told her it was likely she was not going back to school to see her friends this school year. Everything manifests it differently and our children are the most vulnerable because they are not able to communicate as effectively has many of the adults and caregivers. We have a playbook for them as well. A checklist for children as well. We have resources. We have on our covid19. Ca. Gov website 16 hotlines including text chat hotlines were people can address their particular needs as it relates to domestic violence, intimate partner battering, we are seeing it increase in times of stress. And the need to get help. You can call that hotline. And elder abuse, we obviously have to take care of our seniors. We have a hotline for that. We have a hotline for child abuse and teenagers who feel deep emotional stress that are feeling in crisis. We have a teen crisis hotline. All of these things are available in many many languages, up to 170 languages in some instances. Lgbtq and their unique challenges, just across the spectrum support, Substance Abuse, alcohol abuse, all of those hotlines and all of those resource sites are available on covid19. Ca. Gov to help support you during these times of need. There is also concerned, and i will ask the doctor to come up in a second, around secondary health effects. We talk about physical health as it relates to making sure we stay home and we practice physical distancing and we continue to do what we must in terms of personal hygiene and washing our hands and the like. But it is also true that stress hormones create the kind of anxiety that induces other secondary effects. It impacts your Blood Pressure, it impacts your heart, and can increase the likelihood of a stroke. It can impact your diabetes. It can certainly impact your sense of wellbeing and depression and the like. And so the secondary Health Impacts are a big part of what we are also looking to respond to. And that is the purpose of the guidance where putting out today and the incredible work hours Surgeon General has been doing to integrate the behavioral and Mental Health side of the world and the Substance Abuse side. She has been working for many, many weeks to put together the guidance that we are putting out today and to meet these challenges head on and to be there and extend a hand for you at this time of great stress and need. And so i should not belabor this and that may ask her to come on up. Surgeon general we are proud as a state of californians of her own Surgeon General, that her expertise has been, and continues to be, Trauma Informed Care. A world expert in this space and she is bringing that expertise to help address this moment so all of us can work through that fear and anxiety as we all are capable of doing with resiliency and the capacity to adapt to the moment as long as we have the support to get through this moment. The actions were all taking to slow the spread of coronavirus, physical distancing, handwashing, Wearing Masks and proper disinfecting are critically necessary and remain the top priority. But while we keep our physical distance, our social support to maintain emotional and Spiritual Connection are more important than ever for our physical and Mental Health. The Health Impacts of coronavirus go beyond infection and covid 19 disease. It is important to recognize that stress related to the pandemic many are feeling right now compounded by the economic distress due to lost wages, employment and Financial Assets plus School Closures and sustained physical distancing can trigger the biological stress response which also has an impact on our health and wellbeing. During times of heightened stress our bodies make more stress hormones including adrenaline and cortisol and these can affect our health, our behaviors and emotions. Overactivity of the stress response can be associated with a variety of symptoms, some of which are familiar and others are less wellknown but familiar symptoms include changes in sleep patterns or appetite, mood changes like anxiety, depression, or anger an increased risk of Substance Use or dependence, and family violence. However Health Conditions like headaches, abdominal pain and digestive difficulties, increased Blood Pressure or blood sugar, asthma exacerbation and increased risk of infection are also associated with an overactive stress response. It is important to know these changes are not just in your head. To begin to identify how stress shows up for you, physically, emotionally and behaviorally. Individuals that have a history of trauma or adversity may also be a greater risk. The good news is there are simple ways, simple things that you can do every day, at home to protect your, and your families, health. States can have safe, stable and nurturing relationships that can help protect our brains and our bodies from the harmful of facts of stress and adversity nutrition, regular exercise, mindfulness like meditation, good sleep hygiene, and staying connected to social support and getting Mental Health care will help to decrease stress hormones and improve our health. We have brought together evidencebased guidance in the Surgeon Generals playbook on stress relief during covid 19 and an additional playbook for caregivers and kids that offers practical tools and tips that you can add to your daily routine. Hospitalizations in the state of california and icu beds, again those are the numbers i look at first thing every morning, the hospitalization numbers went up to 2611 yesterday, about a 4. 1 increase on the previous day. I see his went up to 1108 which was a 2. 1 increase over the course of the last 24 hours. 2. 1 , we want to see that number go down and not up but these are not the doubledigit increases we are seeing in hospitalization rates or icu rates we saw a week or so ago. That is not to suggest by any stretch of the imagination that we will continue to see these declines, it is only to reinforce the importance of maintaining physical distancing and continuing our stayathome policy that has helped bend the curve in the state of california. That curve continues to rise just not at the slope that originally was projected without the kind of interventions these nonpharmaceutical interventions, like physical distancing have provided for us. Lets continue in that spirit to meet this moment and continue to do more to practice the physical distancing and social distancing that are required. And that is why i want to impress upon people that are modeling shows we are not at the peak in a week or two, that we are seeing a slow and steady increase but it is moderate. And briefly on the ventilators, i could not be more proud of the good work my fellow governors are doing all across this country. They are certainly in those states dealing with a curve that puts deep pressure on their Healthcare Delivery system and we are proud as a state, because of the great work that all of you have done in slowing down the rate of growth, that we are able to ride by those resources and confidently know that those supports will be reciprocated by those governors and by those states unquestionably. And so again the spirit of this moment and the spirit of people stepping up to the challenge. Nadine burkeharris has said take care of yourself, eat healthy and if you can get outside on a walk or a hike do that, exercise and also get sleep. All of that means youre trying to reduce the stress we are experiencing every day here.
