Place. This is a new statewide action, effective today, every county in the state of california impacted by a requirement now to modify indoor operations. Newsom said every county must now stop indoor operations at restaurants, wineries, and tasting rooms, movie theaters, zoos and museums, card rooms, and all bars. In addition, 30 counties on the states watch list must now shut down hip services, nail salons, and barbershops, malls, as well as offices for noncritical secretaries. Contra costa, napa, and solano counties are currently on that list, with Alameda County likely to be added soon. As Governor Newsom announced the slowdown in reopenings, santa clara which is not on the state watch list is moving forward with their reopening plans, including opening hair salons and gyms. Right now santa clara is not on that governors list, but the county tells me in two days, those personal care salons, like nail and hair salons that just opened today, theyre going to have to close again twos from now per the governor. This comes just after today a lot of those services have been waiting for months to open reopened their doors. At state of grace tattoo in san jose, this is what it sounded like to be back in business. You cant see it, but this tattoo artist is smiling behind his face mask and plastic shield. We have to social distance from each other, six feet, you know, weve got to wear masks and make sure everything is sanitized. Reporter starting monday, tattoo parlors, nail salons, hair salon and gyms were allowed to reopen in Santa Clara County for the first time in four months. A lot of our clients are afraid to come back. Ive had several clients book and cancel their appointments saying theyre just not quite ready. If youre going to the grocery store, you might as welcome here. Reporter at this gem in downtown san jose, one member calls it an incredible experience to be able to work out here, even if it means wearing a mask and restrictive cardio. Obviously there are only so many home workouts you can do before youre, like, i actually want to push a bar bell. I feel blessed. Ive been waiting for this day for four to five months. I do think it is going to be quite busy within the next couple of week, and its just rescheduling four months worth of clients. And unfortunately for them, theyre going to have to reschedule again. I just got off the phone with Santa Clara Health officials who say two days from now, on july 15th in Santa Clara County, fitness centers, personal cares like salons, along with shopping malls, are going to have to close per the governors guidance. Asked one of those salon owners what said it would be heartbreaking and back and forth for those Business Owners now having to shut down once again. Thank you maureen for that update. We want to go now to Alameda County where there is trust separation confusion over what is and what is not allowed. Is county Business Owners, though, are hoping to get approval for Outdoor Dining. Heather, Alameda County, there was confusion on whether or not it was on the watch list, and i just spoke with the Health Officer in the last 30 minutes. He said the county is on the e was some confusion today with Governor Newsom. And there is also confusion about what can actually happen in Alameda County, and that is because the county does not have variance or special permission, but it does plan to apply soon. Restaurants are reeling from a friday night announcement by the Health Department in Alameda County shuttering Outdoor Dining. We went so down on sales, it was horrible. We got a lot of calling from people asking if we were open or doing Outdoor Dining. Reporter Alameda County said it needs a variance for Outdoor Dining to continue, but cities like oakland, hayward, dublin, and livermore pushed back on the short notice. Those cities now seeking more clarification. We had confusion overorder, guidance . The city manager made a decision not to enforce something that she wasnt clear about. Reporter Alameda County is the only bay area county that did not apply for a variance from the state in may. Without it, Outdoor Dining isnt allowed, and places like fairyland and the oakland zoo cant reopen. Well, Alameda County has tried to to be a little more conservative in terms of protecting the health of our residents. Reporter they didnt feel it was reasonable to ask for a variance with cases rising in the last several weeks. On sunday, Alameda County was placed on the states watch list, but the board of supervisors is set to address in the possibility of applying for a variance on wednesday. I do believe if we applied for a variance in may that we would have received it and this technicality would never have arisen. Im grateful that they are considering it tomorrow. Reporter the county said it wants cities to follow the guidelines, because future funding for covid is tied to compliance with orders. If a variance in permitted, then Outdoor Dining can continue. Danville is under differing regulations in an adjoining county. Livermore is different, but what can we do . So cities that are is seeking more clarification on this guidance are waiting for the confusion to be cleared up. And the mayor of dublin tells me theyre open to receiving more information, and if they have miss interpreted it, they will make the corrections and enforce what needs to be enforced when it comes to Outdoor Dining, and there is confusion whether or not ali was on the states watch list. We confirm it is on the favorites watch list, but its hears only been put on there since sunday, and if it stays on for three consecutive days, then on wednesday, it would be subject to state regulations in terms of roll backs. Fauci said the u. S. Is seeing a spike in cases because it never fully shut down. In good news, he said he is cautiously optimistic there will be at least one vaccine by the end of the year. Lauren blanchard, fox news. And dr. Fauci today took part in a virtual fireside chat hosted by stanford university. He had blunt warnings about the spread of the coronavirus and said in the absence of a safe and effective vaccine, the best way to slow the virus is to keep people wait separated. And he attributed the current surge in cases to the United States not doing a complete shutdown. We started to come down, and then we plateaued at a level that was really quite high, about 20,000 infections a day. Then as we started to reopen, were seeing the surges that were seen today as we speak, in california, your own state. In arizona, in texas, in florida, and several other states. Dr. Fauci says we dont need a prolonged shut down period, but that states should draw back and shut down, and then ghali reopen under the phases already set by the health experts. Joining us now to talk more about what is going on with coronavirus across the country is dr. Singh, former chief medical officer with they are department of health and human services. Doctor, always a pleasure to have you on. Do you agree with dr. Fauci that a full nationwide shutdown needs to happen at this stage of things . Well, good afternoon, heather. Great to be with you again. You know, what dr. Fauci is really referring to is we need to respond on a county by county or city by city basis, based on the number of cases, hospitalizations, and ultimately mortalities. So its really looking at the data and patterns and trends that come from that. So california is obviously rolling back some of the reopenings. We mentioned it earlier in the show. Do you think those are good steps to be taken right now, to or do you think that the state should go even further . Well, look, right now, this is the big step, and for some businesses, obviously they feel like its a step backwards, but this is also the governor and the California Department of health responding to the increasing cases that have been seen, certainly amongst those between 20 and 30 years old, then l. A. County, and its a confluence of really factors that play into this. One big thing is that we are testing bigtime now, 100,000 plus cases a day, which is huge, in terms of the number of tests, compared to april, but also weve had the peaceful protests. Weve had people out there. Theres also a sense when youre reopening that we expected that the slowing down of the viral transmission that we did early on, during the shelter and lockdown is now slowly being reversed somebody so the expectation is between those increased testing, and more people coming in contact with each other, perhaps even getting lax with the precautions that are so important, including physical distancing, and the reopening that we would be seeing some of these cases, and this is really to preempt it. Yeah. I want to talk just about the overall challenge here, because we heard dr. Fauci today when he was speaking with the officials there at stanford. He said that this has been one of the most challenging of diseases that he has worked on, even more so than hiv, and that it is unprecedented. Talk about, you know, the problems, the challenge posed by covid19, and how they are different from other diseases that weve seen in the past. Well, look, it was great to have one of the most respected and world renounced Public Health leaders, who i had the pleasure of meeting once, come to the Stanford School of med skin and to hear him talk about this in the context of his great experience in hiv, and of the great work that werent on for that in the 80s. One of the things i would point out is that it is only six monthsing into the covid19 virus that we have really begun to understand it. Sometimes its time itself that will give us better answers. One of the things that dr. Fauci said at the end of the virtual town hall was that it will be interesting to see just how much immunity we get, even from the natural infection from covid19, and how long that immunity is, how durable it is, but also how much will a vaccine provide us immunity. Will it be short term . Will it require boosters . And the other thing that he really pointed out, too, was the manifestations of the disease. We know that it has showcased itself and some people can be asymptomatic, very mild, but others having acute respiratory distress issues, and some people even clotting and causing other problems and certainly in some kids, very rarely, seeing these dacalike diseases. So kawasakilike diseases. So we have a lot to learn, but we have learned a lot has proba lot to observe compared 1980s. Yeah, obviously, you know, i think youre right with what youre saying there. So much that weve learned in the short amount of time, and still a lot more to learn as well. Doctor, thank you so much. Appreciate it. Always great to be here. Thank you. A body found today at a Southern California lake has been identified as former glee actress naya rivera. Searchers made the discovery this morning in lake piru. They said they are confident that the body is that of the 33 yearold. It has been taken down to the Ventura County coroners office, where it will be identified from dental records. They said there is no indication of foul play or suicide. Rivera went missing five days ago. She was on the lake in a rented pontoon boat with her fouryear old son who was found alone and asleep on that drifting boat. Protesters led a car caravan protest today, demanding that Contra Costa County leaders defund the sheriffs department. They drove to the office of a county supervisor in concord. They drove cars with signs and flags attached. Organizers say the money and a approved increase in funding for the Sheriffs Office would be better spent helping the community. We want to see that the sheriff get defunded, you know, and whatever money that gets do funded out of the sheriffs budget goes towards housing programs. Goes to memphis and Mental Health programs and other diversion programs to keep people out of this mass incarceration machine. Organizers say they targeted karen michoffs office because they said she received donations from Law Enforcement organizations and supports an expansion of the county jail. She has not publicly commented on the protests. A federal civil rights lawsuit was filed today against three chp officers who shot and killed an oakland man last month. Civil rights Attorney John Burris filed the suit today on behalf of the family of,ic delgado and his girlfriend, brianna columbo. She was pregnant at the time and was also shot, but survived. Burris has said her unborn child died as a result of the shooting. The chp said officers shot delgado after he rammed a patrol car on june 6th during a traffic stop. Burris said delgado was shot at least 40 times with high powered rifles. The number of shots fired, with enough, in my view to kill a millish somewhat of terrorists, it was a massacre. The young people were sitting ducks as they sat in the car. It was a complete overkill for the type of case that was involved, which essentially, as far as we know, was a stolen car. Delgados family wants the chp to release the names of the officers and video of the shooting. Covid19 takes the lives of two more inmates at san quentin prison. We were just speaking late last week here, and you told us this would be coming here, and sure enough the e big announcement today. Step back a little us some perspective. How big a victory is this, and how important is this for the native american groups in this country who have spent decades pushing for the team name to be changed . Thanks for having me back, alex. Its really quite something. The entire 21 years of the current owners tenure, dan snyder, the name issue has been brought up. It comes to the fore, and recedes, and comes to the foreagain and recedes. And in the past two weeks, it gained traction that was not going to relent. So on the one hand, this is a change that has been decades in the making, yet it happened very, very swiftly. And i just want to make a fine point. Today the announcement, the team said they would be retiring the name and logo when they finish their review. So the review theyre having is still ongoing, and, name, altho be retired. Did notice that. Yes, isnt that interesting . I think a lot of people took note of that. The press release came out today, and they said this was the end of the team name, except it had the old team name and logo on there. Yes, yes. So to sort of fill in the blanks, theyre separating this into two announcements. Today was the announcement we are going to retire the name and logo. They did not come with the new name and logo today, and our reports has found that thats because the name they want is tied up in a trademark issue, so they have a bit of a legal problem. Im unclear if they are pursuing the trademark issue for one name, or ifthree flames most commonly, but its still unclear what is their first, second choice. But that could be you know, that could be two weeks away, a couple of weeks away. It could even be the start of the season. There is pressure to get the name, colors, logo, uniforms in place, certainly for the start of the season, and ideally for the start of training camp. Thats probably a push. And i know there are certainly some calls, especially from members of the native American Community, who want the new team name to pay tribute to native americans in this country, and im curious it would be we get the sense if that is going to happen here, as the team is rebranded . You know, i think if they went that route, it would really be a perilous ground, because i think as many native americans who might say we would like to be honored properly, you might find a similar number who really want step away from this name. And so opinion is mixed. I think the less controversial way to go is for the owner to choose a name that does make a clean break, and there are some interesting ones being thrown about. You know, red wolves, because you would keep that r and the red, you could keep the same color scheme. Theres a very poignant historical one, the red tails is being discussed, and that was the name of the tus a go air men, the africanamerican pilots who were so, you know, heroic and pivotal in world war questions of r. Dont think anyone would get behind a half step. Yeah. All right. Yeah, certainly a lot for them to consider here in this process, and as you very well point out here, theyre only part way through the process here. This was just the first step. Well, two more inmates have now died at san quentin prison from covid19. Officials say they both died at a hospital on saturday. So far nine inmates have died from the virus there, the prison, which, of course, is located in marin county. San quentin house about 3300 prisoners. Right now 1,469 inmates still at the prison are infected. But a total of 1900 have been infected since the outbreak began. Thats about 44 of the entire inmate population at san quentin. The outbreak started about a month ago, after 100 inmates from a prison in San Bernardino county were transferred to san quentin. Well, we are just two days away now from this years extended tax deadline. Coming up this wednesday, july 15th is the new deadline, after the usual april 15th day was pushed back due to fallout from the coronavirus. Experts, though, say the irs is still dealing with a backlog. There were delays processing returns filed in the mail during the pandemic, but the department of treasure and i have the irs say the tax filing and payment deadline of july 15th will not be postponed again. Roger stone would have reported to prison this week, but President Trump, of course, commuted his sentence. Coming up next, how the decision has lawmakers divided. Stone was supposed to report to prison tomorrow, for a 40month sentence for a series of fell this including lying to congress, obstruction and witness tampering. Some republicans are blasting the come mutation, including mitt romney, who called it unprecedented historic corruption. It shouldnt matter whether youre democrat or republican. This should be offensive to you if you care about the rule of law. Robert mueller defended his prosecution of stone in an op ed, saying stone remains a convicted fellen and rightly so. Yesterday it was said that mueller would be testifying before congress about stone and the russia investigation. Were joined by brian. Thank you so much for being here, our political analyst. Senior advisors had warned the president that this would be politically selfdestructive. Do you think it will end up being that, politically several destructive . I dont know, heather, whether thats the end result of it. If anybody is surprised that President Trump would pardon not pardon, commute the sentence of an ally and there is a difference here between pardoning and the commuting of a sentence, the conviction of roger stone will stand, because he did not receive a full president ial pardon. What he received was a commuting of the sentence, which mean his doesnt go to jail starting tomorrow, or pay a fine, or have to suffer a supervised release program at the end of his prison term. Right. And as Robert Mueller was quick to point out, he remains a convicted felon, as you mentioned, the difference between a pardonnen and a commute. What about the ethical questions here . Well, i always look at things through a historical perspective, and pardons and commuting of sentences goes way back. We saw many of them during the obama administration, during bush, during carter, during clinton. Clinton gave a full president ial pardonton his own brother who had been convicted of a cocaine related situation. Gerald ford one of the most famous allout pardons of a person in history with the pardon of richard nixon. So this is a tool that all president s have used, and some of them are very controversial. But it is the part of the power that is granted by the United States constitution. Right. But, brian, talk about the timing of all of this. You know, here we are in the midst of this pandemic. We are leading up to the election. What do you think about this decision and how it might play . Would you think it could potentially hurt the president , and help joe biden . Possibly. And the idea that he would issue this commuting of the sentence this close to an election is a very risky thing. Again, commenting on history. Bill clinton commuted or pardoned a third of the people he would end up commuting or pardoning on his last day in office. So this by trump in a sense just says, hey, i dont really care what people think, i think roger stone was not guilty, and its all part of this russia probe, and for that reason, im going to take this action. But, heather, to your point, it could hurt. Yeah. Yeah. All right. Well, as we mentioned, the fallout continues there in washington. I really appreciate the insight, brian, always a pleasure.
