Lets start with a look at visibility. Today were not seeing a lot of fog. There has been some around oakland but we are looking king picture, you can see we have the locales at the bay bridge. It has been compressed a little bit and not quite as heavy as we have had the past few days. San francisco is sitting at 58. 61 in oakland. 59 in san jose. Heres a look at stormtracker to. You can see the coastal fog and some in the bay. There is some moisture by modesto. Here are the highs today. Some 90s in lent and warming up about 67 at the kos. 93 in lamb. It will stay warm through the weekend. I will have more details coming up but for now ill send it back to you guys. The United States will reach 5 million coronavirus cases later today. Here in california, we have almost 550,000 people who have tested positive. So more than 10,000 bay area is at 60,000 confirmed cases and that includes 904 deaths. In san quentin, they are reporting another inmate death. It confirmed the inmate died thursday at an outside hospital. It is the 24th coronavirus related death. Sky fox flew over san quentin and you can see the tents set up outside to test patients. We are told right now, there are about 177 inmates infected with the virus currently in custody. A glitch that caused a backlog in reporting of coronavirus testing has now been fixed. That is according to the state as health and Human Services secretary. As many as 300,000 records may have been backlog and the governor is calling for an internal investigation. This all began on july 25th when a server outage created a delay in records being entered in the system. That was the beginning of several missteps. As a result, we instituted technical changes that allowed the records to go into the system more quickly. These technical changes were supposed to be temporary. However, they were not later disabled causing further delays in reporting of our data and recruiting and sex of backlog. Simultaneously, we discovered that we were not receiving data from one of our largest he says server upgrades have been made and a secondary system has been put in place to help validate the data. San mateo countys chief Health Officer is speaking out against california coronavirus watchlist. Reporter Health Officer scott marlow says california coronavirus watchlist is being applied the wrong way and it is doing more harm than good. Last week, San Mateo County was forced to shut down businesses after landing on the watchlist for three consecutive days. He said the states metrics are set up in a hard and fast way and do not show what is actually going on in San Mateo County. Counties can end up on the list of hospitalizations in positive cases exceed a certain threshold and says hospitalizations are stable or decreasing but as of friday the county is still on the state list. He said coronavirus will spread and there is no way to stop it but said the spread is not happening at businesses that were forced to shut down but rather in other areas. Structural failures and the economy and people with low income jobs, front and workers without adequate workplace protection such as sick leave and healthcare and wage replacement for folks to take off work. Its happening because people are ignoring it. Re the unty monitoring this july 31st make sure the data was correct. The department of health said earlier this week there were technical issues and delays with the reporting system leading to cases being underreported. This weekend teachers are voting on a plan for Distance Learning. The tentative deal between the union and the School District calls for at least two hours of live, online interaction between students and educators per day. Educators will include teachers, counselors, social workers, nurses and librarians. Depending on the edge of the student, they will have at least one hour of work they must complete on their own. Educators and parents have been wondering what it will be like and how we will make sure that we have Distance Learning that is better than it was in the spring. We did the best we could in the spring. It was an emergency but now we have something in place that we can plan. Parent should not worry about their child staying glued to the screen listening to a lecture, lessons could begin with the class together but students could then go off, come back or break into smaller groups and interact with their classmates. Teachers will receive a 400 stipend for expenses such as making sure the Internet Speed assassin up and the agreement will go through next january but does not discuss when schools can physically reopen. The owner of a car lot in east oakland is expressing his frustration with the Police Response to a prompt targeting his business. Surveillance video shows a man vandalizing five cars on international boulevard early thursday morning. The owner says he called 911 and immediately after he first discovered the damaged cars but did not hear back from Oakland Police until he received a Voicemail Message at 4 26 the next morning. With some of the Violent Crime we get daily, it takes officers away from responding to those property crimes. Oakland police say they respond to as many as 3000 calls a day making it difficult to respond quickly to every property crime in the city. San Francisco Police are hoping to locate the victim of a violent assault now that they have identified the suspect. This happen in the Haight Ashbury neighborhood around 11 00 am on july 2nd. The video shows the victim where you can see that he was pushed and punched while he was on the ground. Police say the victim got up and left. Anyone who recognizes him is asked to call san Francisco Police. Police in san mateo are asking for the publics help to find a Sexual Assault suspect. The attack happened in the area of ninth and el camino real. Police are asking businesses to review their Security Cameras footage to see if the suspect was spotted. He was wearing a red sweatshirt at the time of the attack. Police believe he is homeless and may have visited businesses in san mateo. Lets check in and get a full forecast now. In Monterey County, the Fire Department has closed down four roads because of illegal camping and tires being set. The low pressure in the center is being flanked by two other systems which will increase in strength. It will squeeze that low pressure out and start to dominate our weather and help us warm up. As we look across the next five days, notice that on sunday we will continue to warm up but then we pull back on monday as a High Pressure relents and move into seasonable temperatures as we get into tuesday and into wednesday. Just a little but of a heat snap as we head through the weekend this weekend. We will start to get back to our average temperature, even a little below average, in the middle of next week. Guidance says there will be no indoor electric or dining at schools in counties that have spent three consecutive days on the monitoring list. The guidelines contain no mandatory covid19 testing. With students and staff there, they will be required to wear face coverings in all indoor public spaces. They also clear the way for school to begin football training. They are also encouraging schools to reduce the number of residents and people in the dorms. The new school year for the unified School District begins monday morning. The district and its Teachers Union have still not reached an agreement on a final Distance Learning plan for the fall semester. This weekend, they are still locked in negotiations over a number of Critical Issues involving how to conduct online classes. The talks are taking place at 25,000 Home Computers are going out to students all across oakland. This is a computer that you get to keep. If you are a kindergarten, fifth grader, seventh grader, high school, you can keep this computer for the rest of your time in school. Most schools will remain at home and interact with teachers for a single hour online until an agreement on the Distance Learning is eventually reached. This school year will be the last for the leader of one of san joses largest School Districts. He announced yesterday he is stepping down as the superintendent of the east Side Union High School District. San mateo county Health Officer is speaking out against the california coronavirus watchlist. Firefighters in oakland are trying to figure out what sparked a house fire that destroyed one home and badly destroyed another. Crews responding to a report of a fence on fire just before 6 00 last night, near sycamore and Martin Luther king jr. Way, the fire was started outside spread to 2 homes, and one person had to be rescued from one of the houses and taken to the hospital. The home where the fire started is a total loss. The second home suffered major damage to the roof. Chp is investigating a motorcycle collision involving one of its own officers. It happened yesterday afternoon at interstate 880 south on Marina Boulevard in san leandro. The officer was taken to the hospital and is expected to recover. San Francisco City Officials Say they are stepping up room checks now and other measures after a meth lab was discovered in a hotel room that was meant to protect people during the pandemic. Last week, officers arrested two people who were allegedly making methamphetamine in a room at the Civic Center Motor Inn. The city says it is telling housing operators that wellness checks should include a look inside the room. They are revising the policy to clarify the distribution of manufacturing of certain Illegal Drugs is grounds for removal. A grand jury in Santa Clara County has indicted four people including a captain from the Sheriffs Department for bribery and conspiracy. Vallejo is also planning to us for a gag order for the attorneys representing the family. There is a new twist in the case involving the death of San Francisco public defender jeff adachi. The city in retaliation for refusing to change his autopsy report. Jeff adachi died last year from an apparent heart attack after taking cocaine and alcohol. In the lawsuit, he is accusing his boss, naomi kelly, of oregon to alter and edit report findings but the lawsuit does not give specifics. We will have a little bit more heat and we will talk about how long it will last when we come back in a bit. The United States will reach 5 million coronavirus cases later today. Here in california we have 550,000 people who have tested positive for the virus. So far, more than 10,000 had died. The bay area is at 60,000 confirmed cases and that includes you can see the tent set up that the facility in order to help test patients. We are told right now, there are about 177 inmates who are infected with the virus currently in custody. A glitch that caused a backlog in reporting of coronavirus test data has been fixed. Thats according to the state health and human secretary. He says as many as 300 thousand records may have been backlog. Governor newsom is calling for an internal investigation. This incident began on july 20 eighth when a server outage created a delay in record entry in the tracking system. That was the beginning of several missteps. As a result, we had some technical changes that allow the records to flow into the system more quickly. These technical changes were supposed to be temporary. However, they were not later disabled causing further delays in our reporting of data and creating a backlog. Simultaneously, we discovered that we were not receiving data from one of our largest commercial labs for a period of five days. The doctor says upgrades have been made and a secondary system has put in place to validate reports. San mateo countys chief Health Officer is now speaking out against californias watchlist. He says the Monitoring System is flawed and San Mateo County shouldve never been placed on that list. Ktvus Sara Zendehnam joins us live with details. Reporter we spoke to scott morrow and he says the numbers in San Mateo County are stable so the forced closure of businesses is misdirected. Last weekend, San Mateo County had to shut down or modify businesses like gyms and places of worship, nail and hair salons and malls after landing on the watch list for three consecutive days. Morrow says the metrics are set up in a hard and fast way and do not show what is actually going on in San Mateo County. He says hospitalizations are stable or decreasing but as of friday the county is still on the watch list. Counties can end up on the like hospitalizations, case rates, and Positivity Rates exceeded certain threshold. He says the watchlist may work for other counties at at the state level but says in San Mateo County the virus is not spreading because of these recently shut down businesses. People with low income jobs, without adequate workplace protection, such as sick leave and healthcare and wage replacement, or they have to take off work. Its happening because people are just ignoring it. Reporter the state froze the monitoring list on july 31st to make sure the data was correct. The department of Public Health said earlier this week they were having technical issues and delays with the reporting system leading to cases being underreported. San francisco Public School teachers are voting on a plan for Distance Learning. Tentative deal between their union and School Districts call for at least two hours of life online interaction between both students and educators per day. Educators will include teachers, counselors, social workers, nurses and the librarians. Depending on the edge of the student, they will have at least one hour of work they must complete on their own time. Educators and parents have been wondering what it will be like. How are we going to make sure that we have Distance Learning that is better than it was in the spring. We did the best we could in the spring. Now we have something in place where we can plan. The union says parents should not worry about their child staying glued to the screen for hours listening to a teacher lecture. Lessons can begin with the hope that together but students could go off, come back or break into smaller groups and interact with classmates. Teachers will receive a 400 stipend for expenses such as making sure their Internet Speed is fast enough. The agreement will go through next january but does not discuss what schools can physically reopen again. The owner of a used car lot in east oakland is expressing his frustration with the Police Response to a crime at his business. Surveillance video shows a man vandalizing five cars at mission bay auto sales. This was early thursday morning. The owner says he called 911 later that day and that was after he discovered the damaged car. He did not hear back from the police until he received a Voicemail Message at 4 26 the next morning. With some of the violent primary get daily, it takes our officers away from responding to those property crimes. Oakland police say they respond to as many as 3000 calls a day. Police in san mateo are asking for the publics help to find a Sexual Assault suspect who they say attacked a woman in her 60s. That happened on wednesday. Firefighters in oakland are trying to figure out what sparked a house fire that destroyed one home and badly destroyed another. Crews were responding to a report of a fence on fire just before 6 00 last night. The fire was started outside and quickly spread to 2 homes. One person was rescued from one of the houses and had to go to the hospital. The home where the fire started was a total loss. The second home suffered some major damage to the roof. All right, thanks, kyla. The United States will reach 5 million coronavirus cases later today. Here in california, almost 550,000 people have tested positive for the virus. So far, more than 10,000 have died. This morning, the bay area is at 60,000 confirmed cases and that includes 904 deaths. San quentin is reporting another inmate death from the coronavirus. The present confirmed that that inmate died thursday at an coro related death. Sky flocks flew over san quentin and can see the tents set out there outside of the facility in order to help tests patients. We are told right now there are 177 inmates who are infected with the virus and there are currently others in custody and san quentin. A glitch that caused a backlog in reporting the coronavirus testing has not been fixed according to the States Health and Human Services secretary. Dr. Margaret galli says, as many as 300,000 records may have been backlogged. Governor newsom is calling for an internal investigation. The incident began on july 25th, when a server outage created a delay in record entering in the states tracking system. And that was the beginning of several missteps. As a result, we have seen technical changes that allowed records flow to the system more quickly. These technical changes were supposed to be temporary. However, they were not and later disabled, causing for the delay in reporting of lab data and creating an extensive backlog. Simultaneously, we discovered that we were not receiving data from one of our largest commercial labs for a period of five days. Dr. Galli says, server upgrades have now been made and a secondary system has been put in place to validate lab report data. Time now, 9 04. Scott morrow says, the states current Monitoring System is flawed and San Mateo County should have never been put on the list heard ktvus Sara Zendehnam joins us live with more on that. Sara . Reporter good morning, frank heard we did speak to us but scott morrow when he says, he does not support San Mateo County being a californias coronavirus watchlist. His criticisms go a step further, he says, the system is flawed heard morrow says, theres a huge data quality and consistency issue and the state metrics are set up in a hard and fast way and dont show what is actually going on in San Mateo County. Last weekend, the county had to shut down or modify businesses like gyms, places of worship, nail and hair salons and malls after landing on the watchlist for three consecutive days. He says, hospitalizations are stable or decreasing it as of friday, the county is still on the states list. Counties can end up on the list if things like hospitalizations, case rates and Positivity Rates exceed a certain threshold. Morrow says, he has spoken to state leaders about his concerns about the list so he didnt get anywhere with that. He says, the list may make sense if seen from a state level but says, in San Mateo County, the virus is now spreading because it is recently such shutdown businesses. The fundamental is detrimental to his actions for what is actually going on when they need it. Regardless of if it is consistent or not, are they right . I know the cause and so these actions are doing nothing but causing harm. Reporter the state froze the county monitoring list on july 31st to make sure the data was correct for the California Department of Public Health said earlier this week, there were technical issues and delays with the states warning system, leaving cases being underreported. They say, it will forgive 50 of rents from april through july. Attendance would have to agree to pay back the other half of the rent over the next 12 months. In november, voters in three bay area counties will vote to approve a tax measure that could help to save caltrain. Last time donald trump won the state by 10,000 votes, 2077 African Americans mobilized in detroit a lot, forget the rest of the africanamerican state. That pattern happened in pennsylvania, wisconsin and other places like that. What happens with her bringing to the table as she becomes the lightning rod of defining the president , define the protesters and she has a lot like a prosecutors background. That should hurt her with some more progressive backgrounds like anyone with a prosecutors background would but like all have been saying, witmer are some of the gavin newsom, someone young and dynamic, a young democrat would really balance the ticket. There is nothing else young on either of the tickets. And so she or gavin newsom could be dynamic but then as he has been sort of force to deal with the demographic dynamics of picking a woman, you know, and a woman of color, this kind of puts biden in a situation, if he picks witmer or warren, going to be a lot of hurt feelings for a long time that he will have to mend in order to move forward with more mobilization before he can get a behind his candidacy. We have heard so much from, harris, rice and rob sennett of bass. Who would be the leader in that group . Reporter the poll shows Kamala Harris, not were great, 45 50 but maybe more like 30 in terms of morality. Warren has the lead, Kamala Harris has the advantage that Amy Klobuchar sort of boxed biden in, saying, he should pick an africanamerican woman. Biden box himself and by not clarifying that he had four africanamerican women candidates out of 12 people altogether. It almost seems like he has to pick an africanamerican woman in a small list of women but it was a group of one third of the ones were listed as african american. Someone might be like duckworth. The democrats have so many choices here, they are all brilliant, bright women sharp and Elizabeth Warren is a true progressive and bass and true progressive, bernietype aoc type progressives. For that reason, bass probably has a lead because she has big steak, policy walk, great records of law and order in terms of reform. She is everything you could possibly want. She doesnt have a lot of political baggage, the worst thing she has said is the mccaskill. My, there were some words you use that could easily be dismissed compared to all of the things that donald trump has said. And then there is a lot of baggage with her. That is the biggest thing you can find it she said something about castro when he died. There is not a lot of baggage. Duckworth, military background, Foreign Policy expert, you know, disabled. Fdr ran this country from a wheelchair and was considered the greatest president in american history. She has great readability, a lot of short, smart cases of policy strengths. She has got the benghazi baggage but she has got a lot of positives that she brings back, the obama foreignpolicy team, you know, she doesnt have a lot of connections to the africanamerican community. She and Camilla Harris both have this cultural problem with the black community that we dont have time to talk about. Keisha bottoms, if mayors can be Vice President s, if mayors can be president s, i would say she has a great chance to be on the ticket but again, shes coming from a city and that is hard for me Political Science respect in terms of a trajectory or fast track to the presidency. She has to be like pete buttigieg, a mayor problem. We dont have mayors to become president unless big they become congressmen or congresswomen first and then they become senators. That, a municipal level issue with bottoms. Demings, all the positive a big state, florida, progressive, unsung issues. Police officer with the ive pro history that tells you shes an africanamerican and proud democrat. Again, the slate of people, democrats have to choose from are amazing. The negative is there has not been a successful woman be vp candidate yet, jean ferraro and sara palin both did not work out. The positive is that since 2018, women are the key to winning anything electorally. They are almost undefeated in the democratic column when running against men. So biden would want to have a woman because the electoral incentive is in that direction. James, i would love to sit in one of your classes. I think you just covered a to z in about four minutes.
