So if you think back to when Kamala Harris entered the democratic race for the president ial nomination, she had a fantastic roleout the first 24 hours, an Excellent First debate against joe biden and then her campaign kind of unraveled, if you will. The initial rollout the last 24 hours by the campaign has been stellar and strong. There is the fundraising component. And the traditional role of the Vice President to to be the attack dog, go on the offensive. Kamala harris provide a new opening in terms of fund raising, but getting out and widening the race, if you will, and thats part of the reason that she is now the nominee or the candidate to join joe biden here on the ticket. Yeah, we heard plenty of compliments. Harris had plenty of nice things to say about biden, and he praised harris record, put they also blasted the Trump Administration and outlined their campaign themes. Talk about the goal of todays appearance and whether they delivered. Traditionally, the rollout is about pageantry, its a showcase, but you saw key campaign themes. Kamala harris talked about being a mother and how important that is. Joe biden talked about parents. Both talked about kids in school. So talking about, if you will, the privilege of being a parent, those difficulties, and kids going back to school, gave us some idea theyre going to target suburban voters, female voters that live in the emerging suburbs. That will provide some interesting components to this campaign, and thats where the follow through beyond the rollout will become critical. Theyve had a great 24 hours. The question is what comes next. The way you do that is laying out a positive vision for america. Thats what theyre going to try to build on. Yeah, you could really sense today that it was all about relatability, trying to get into those folks who are parents right now, and as you mentioned, struggling on many fronts. David, it is now fullon campaign mode. What is the strategy for this democratic ticket . I know you spoke about what they may be going after here, but especially as they try to pull voters away from President Trump and Vice President pence . Right, so youre going to see closer scrutiny of Kamala Harriss record both as District Attorney and attorney general. That will happen. But in addition, what the Biden Campaign has to deal with is past the Convention Next week, what do they do about kind of keeping joe biden in the basement, or the degree to which they send him out . Do they let Kamala Harris do senate and i do zoo they send her out to widen the map, go to places like arizona and nevada to build out the map. They hope to wide then coalition. Thats why the Kamala Harris introduction today and the announcement yesterday is so critical. It resets the democratic party, and thats going to be their challenge. There were early bumps in the road with things like logging there and other technological based issues. Part of the things that both teachers and parents and students are going to have to learn in nice learning curve. It was exciting. I think a lot of times you can tend to feel isolated as a parent. Reporter isolation better describes the scene at the School District sites. The first full school year in the age of covid, while the 28,000 students do Distance Learning. Generally the instruction is live, just with the teacher sometimes saying to the students well release you to do work on your own. Ill be available for questions. Returning to a shared space, you know, shared rest room and shared common areas i think makes a lot of people nervous right now. The Teachers Union and district haggled for six weeks before settling on a memorandum of understanding. It provides teachers with the option of working from home or their school site. Between 100 and 200 teachers are working from home. I dont think this is anybodys choice for how we would open school, but it is the safe way to do it. Reporter experts said students can still learn and excel and tackle new skills that will serve them for a lifetime. Learning things like online etiquette, learn time management, learn executive functioning skills. They get the opportunity now to develop those functioning skills a at much faster rate. Some parents say troubles ahead, Distance Learning is a viable aalternative to in person teaching for the entire school year. . I think they are learning a lot through this crisis and this adaptation were having to make, and to me thats more important and more valuable than just health or safety. After the first six weeks of Distance Learning, they will take a look at the health data and then revisit the issue or the thought of bringing students on campus for in person learning. Thats after the first six weeks. Logging on, im told you want to use the portal and not try to log on to individual sites, and also lunch schedules. Theyre not staggered. Google is rolling out an earthquake Warning System on Android Phones, starting here in california. This is the beginning of a broader plan to use smartphones to detect quakes. Were joined by the director of the berkeley seismology will be a Richard Allen. Richard, good to have you on here today. Lets start with what is happening here in california. The early Warning System is now going to be standard for all Android Users. How big a difference do you think that makes . This is great news. Weve been working toward having earthquake Early Warning in the state for many years at this point. We studied generating warnings about two years ago. And then the my shake app was released, and about a Million People downloaded it. But as of yesterday, anyone with an Android Phone in california will now get the alert on their phone. Its natively built into the operating system, which is a great step forward. What sort of inslow comes along with these warnings and how much of a heads up are users getting . The amount of warning time you can typically expect is a few seconds to a few tenth obvious seconds. One of the real innovations that google has included into the Android System is two levels of alerts. So if youre in the region where you are going to feel strong shake you can get a take action alert, a full screen takeover of your phone, so you know to drop, cover, and hold on. And if youre in the sort of outlying regions where youre going to feel light shakes, you get a gentler notification. It wont wake you up, but it makes you aware that youre going to feel shaking. So the next phase in this broader plan for google is to be able to use the data from peoples android offense around the world, to be able to collect information about earthquakes, and then issue warnings, using that information. Android phones have act elrheometers built into them that can sense quakes. How is this going to work . This is also building on efforts weve add that the berkeley lab with my shake. It is the same type of sensors. Its low quality, but thats made up for by the fact that you have act sense to thousands of phones that could detect an earthquake potentially. So again by using the scale that android can bring to this problem of been able to use information from many, many offense across the affected region, brings a really powerful capability. So when youre phone starts to shake, it realizes its earthquake shake, and it sends a signal and a very crude location to google service, and the service then can locate the information, locate the earthquake and start to provide information. Right now, the information will be available through search, but the goal in the long run is to use that to actually delivery alerts. So you can do that wherever there are people, which is wherever there are smartphones. What will be the limitation, though, of using data from Android Phones to try to issue earthquake warnings . I would imagine you cant give the same kind of warnings to someone who is near the epicenter of the quake. Well, thats a challenge for any type of seismic network. The concept is you use the information to provide alerts to people who are further away from the epicenter. Thats true of any Warning System. So the challenge is how quickly can we realize its an earthquake and how quickly can we recognize the size and magnitude, so you know how far out to warn people. So this is still something under development. There is still progress to be made. Were pretty confident that we can do something that is useful. Thats why were moving ahead with early Warning Systemmation round the world. Thats why android is moving ahead with their Warning System, but there are still many details to figure out in order to see just how effective this can be in different parts of the world. All right. For parents watching this, how often should they be encouraging their children to have some play time . Is it something they should could being, you know, every day if possible . Oh, definitely. You want to be making sure that the kids are having some fun and getting a break from academics on the screen every day. And we found that if you start the day with play, and you end the day with play, it really gives the kids a sense that they deserve to play, and that their day can be fun both at the beginning and at the end. So we encourage parents to try that out, to try starting the day with a game spending the day with a game. Yeah, thats a great, great tip. Anything else that you can offer to parents at home, who might try to recreate recess and might be struggling where it those ideas . Sure. One of the things that we have found really works is when you engage older siblings, and let those kids teach the younger kid this game. There is Something Special about that bond between a younger and older child that can really reach different kinds of relationships between those siblings, especially if theyre playing a game. Another tip is to use the end of the day as a chance to invite your kids to reflect on the day. So we have a game called the 3 as, which are share an aha from the day, appreciation from the day, and an apology from the day and there is something about end are your day with a little bit of reflection that really recognizes that we have a lot going on through the day, and that its worth spending some time together talking about it. And welcome back, everybody. Lets talk weather, shall we . I have a feeling were all going to be talking about the weather as we head towards our weekend, because temperatures are set to soar. But lets start off with a look at the big picture, and the reason were going to see a big warmup is the High Pressure building over the desert southwest. Remember, we have the tropical system, now Tropical Storm elida, bucket been downgraded. There is a chance for it to kick off a few thunderstorms around the central coast. I dont think any of that will make it to the bay. Concerns, of course, when you have thunderstorms, you can get lightning, and we are in our fire season, but that is not the concern right now, as we have a marine layer that is hanging out in the sunset district there. You can see its not rolling in with any great force this afternoon. Well see less fog as we go to the overnight tonight. Current temperatures right now, beautiful as we take a live look at in oakland, where its 73 and clearly sunny. San francisco is 67. 96 in livermore, and 81 in san jose. So were going to see partly cloudy skies tonight. Marine layer compresses, and we have temperatures in the 50s and 60s out there. Tomorrow a little clearing a little quicker, and that is going to help allow us to warm up. Concord 99 tomorrow. 79 in oakland. And then we head towards the weekend. And look at the amount of red over the entire state here, just about, right . Because were under an excessive heat watch. Notice, it is not the north bay, and also not the peninsula or the areas right around the waterny bay. However, you move just a little bit inland in that east bay, solano county, thats where youre going to see this. It kicks in 12 00 p. M. Friday through 6 00 p. M. Sunday, where there will be triple digit heat, and it goes right through the weekend, and were seeing pretty warm as we even get into sunday, monday, tuesday. It looks like well come off of the triple digits, but this is an example of what for instance temperatures look like. Walnut creek is 02, and livermore also 102. So it will somebody pretty dangerous heat out there. That is just to say you want to be making your plans now to make sure youre staying inside if youre going to be one of the areas affected, looking out for people who may be sensitive to the heat like children or elderly. Want to watch out for any cars out and about over the weekend, very careful, because heat can be a big concern. You dont want to leave kids or pets inside of a car for any time. Have you noticed extra charges text onto your bill at restaurants and hair salons . It could be a covid19 surcharge that businesses are using to cover the cost of the pandemic. Heres more on that story from heather sullivan. Reporter if you go to many restaurants you may see a few extra dollars on your bill. Some dentist offices are charging 20 30. They are covid19 surcharges to cover the cost of extra cleaning and ppe or to make up for lost revenue. Ups and fedex said they will charge companies who ship high volumes of packages like amazon and target a few extra dollars from november to january as they expect more people to shop online. Whether those fees will be passed on to you we do not know yet . A Consumer Survey showed 34 of respondents thought that it was not fair to charge a covid19 surcharge. 47 believe its fair, and some cases at 20 said yes all the time. They found 30 of respondents said paying a restaurant surcharge would leave servers the smaller tens. And thats a blow for some of those hardheaded workers. So how much of a covid19 surcharge are you willing to pay . The average was 7 for surcharge. 30 of respondents were not told about a surcharge until after they made a purchase or reservation.
