Sure, and without predicting too much, julie, the way we want to look at this, this idea of the red mirage versus the blue mirage, meaning so Many Democrats went out and voted early. They mailed in their votes. They went to polling places early. So they could make their votes count. Many republicans, base on some of the president s rhetoric were expected to go to the polls today. As soon as states count their votes, depending on what they count first, if they count mail in ballots first, it will look like joe biden is leading. But i have to caution people to have patience, because as more numbers cop out, like day of votes, those will like liver more republican. Like you said. The goal was turn out, turn out, and turnout, and President Trump his campaign in florida is saying they got record turnout in florida. Now theres no way to know that yet, but certainly we are seeing historic turnout in many areas across the country right now. North carolina and georgia, those results could fall early tonight. Can joe biden lose any of those states and still find a bath to victory . What is key in florida, is if President Trump wins florida, we are in for a dog fight. I think some of the states that democrats are certainly focusing on are those states they condition the blue wall until 2016, until President Trump broke through them. Thats michigan, wisconsin, and pennsylvania. Those are states that it could take days to count the number of absentee ballots they have received, but those are three states in President Trump is to recreate his win in 2016, that me needs to win, but the democrats certainly would like to turn those states for joe biden. Reporter well, the turnout has been slow and steady, and the reason for that is as of last night 57 of all of martins voters, 75 , had already voted. This is traditional one of the highest voting counties in the entire state of california. Here in marin, it turns out that about 60 of the registered voters call themselves democrats. 27 of the registered vote irs call themselves nonpartisan, and the 13 , just 13 , call themselves republicans. So no question about how this is going to go. But it has been a very big turnout historically. In fact, here is what the registrar had to say about that. The numbers of registered voter ins and the numberst ballots coming back, theyre break records. Well see watt the actual turnout is, but its going to be high, i would say one of our highest. Election officials in Santa Clara County say so far more than 650,000 early ballots have been cast. Thats an historic high with tense of thousands of more people votes in person today. This is probably one of the best elections ive experienced in my 25 years working in this department. Election Officials Say the usual 60 voter turnout in Santa Clara County is sure to be broken this year. Many businesses are board up around the bay area, bracing for the possibility of civil unrest due to the outcome of the election. In downtown walnut creek, stores and restaurants are taking precautions, and the Police Department says it is on high alert. There have not been any yesterday be threats of violence in walnut creek or any other bay area city, but many businesses are worried that no matter who wins this election, there will be civil unrest. There are lots of questions surrounding when well know who our next president is. When californias secretary of state expects all of the ballots to be counted in california. Related issues and what we can expect as the counting begins. Brooks . Well, frank with some of those polls closed, the alleys has begun in some key states. States like florida, georgia, and North Carolina, theyre actually allowed to count the mailin ballots or absentee ballots head of election day, so we can expect to see more ballots counted early there, which means well get the ruts a little faster. Now four polling locations in North Carolina stayed open a little later today, and thats because there were some issues surrounding printers and also some poll workers just arrived late, but the state still has to wait until all of the polls are closed before the in person counting can actually begin. Now michigan and pennsylvania have expanded vote by mail this year, indicating it took take more time before votes are all tab late inspected fact those two states along with wisconsin, all of those states, both candidates really need tonight. They arent allowed to start counting mailin ballots until election day or after the polls close today. In fact, they are allowed to start counting those after the polls close, but prior to today, more than 102 Million People voted early. Some states count ballots as they come in. Others count todays votes first, and then the mailin ballots later. All of this means we may not have a definitive winner in the coming hours. You know, its been such an intense political environment that were all living in. Everybody is anxious to get final results as soon as possible. Election tonight is not results night. In california, we know that on Election Night we have a pretty good sense of how most contests are going to shake out, but for close contests, and for final numbers, it can take a few days, maybe even a couple of weeks to finish processing ballots, counting the votes, even auditing the results, before cities final results. So if that happens, not just in da a, but a lot of battleground states for the president ial contest, its not the time to panic. Its time to be patient, trust the process. Its a very transparent one. Election officials would rather get it right than get it fast. And Elections Officials in several swing states have said they intent to count the majority of ballots tonight. Those states include florida, georgia, North Carolina, ohio, and texas. And one thing to keep in mind, each and every state has its own rules regarding mailin voting. So in california, for example, as long as you get your ballot in today, have it post marked today, it can show up at the county Registrars Office as late as november 20th, and it will still be counted, frank. If you have anxiety over this election, you are not alone. Many people are saying this political season has them stressed out. Rob roth talked with a psychology professor who joins now live. Rob . Julie, there is actually Scientific Data that shows this election is causing great amounts of anxiety and that feeling is not likely to go away anytime soon. We elect a president every four years, but this time it feels different, way different. Just ask this voter who dropped off her ballot in alameda tuesday morning. Tensions are high even without the election, so, yeah, theres definitely high anxiety. Reporter election anxiety. Its a real condition says Santa Clara University psychology professor dr. Thomas plant. People are very stressed out, anxious, you know, upset, discombobulated. Whatever word you want to use, and i think theres no question that whether you lean left or right, republican, or democrat, theres just a lot of stress out there associated with this election. The American Psychological association released a study recently that found that 68 of those surveyed consider the election a significant source of stress. Compare that to four years ago when it was just 52 . Of course the election that year did not take place during a pandemic. The survey also showed temperatures were more stressed out than republicans by 9 points. This woman runs a Religious School in oakland where the teachers do not bring up the election to the students. But i dont know for which children, particularly the younger ones, the anxiety has to do with the election, and i dont want to create anxiety around that, if they are blissful friday oblivious. Reporter but those waiting for the election to be over will quite possibly have to wait longer as final tallies could drag on for days if not weeks, extending that anxiety that much longer. That kind of chronic stress is really hard for people. Without knowing, having parameters, and it becomes a day after day thing, thats really sufficient tough for people. Reporter the experts advise talking to family or friends, or get involved in a Healthy Activity to take your mind off of it for a while. To try to take that deep breath, and remind yourself that the sun will come up tomorrow. Theres that old saying that this, too, shall pass, it just may take longer than anyone may want. Julie . President trump, the projected winner in oklahoma, mississippi, alabama, tennessee, kentucky, west virginia, and South Carolina. We want to see if we can take a look at a map, so you can see what the numbers are in florida. Maybe here you go. And that is your Electoral College map so far. Again, 270 Electoral College votes to win. Joe biden a slim lead very early on, 8876, based on the votes that have been counted so far, and the states that have been called. This is a state that democrats would very much like to turn their way. Based upon the young people voting in that state. Just 27 reporting. Joe biden up 51 to 48 . I have to says, strange to see a democrat leading in that state. Now to call of states that we are watching closely. Georgia, just 8 reporting. President trump up 56 , to joe bidens 43 . And now lets go to florida. Florida very good at counting their mailin ballots. 79 reporting. It is still extremely close. President trump leading joe biden 51 to 48 . As we look at florida, one of the areas that we were looking closely at is Miamidade County. That was an area that Hillary Clinton did very well in. It looks like President Trump gained some ground. His raw totals gaining about 100,000 votes, and that is large cuban community. There was a lot of outreach to the latinx and black community by both campaigns, but in your President Trump and his campaign, youre very happy to see what you did in Miamidade County. If it continues to be close in florida, we could have to wait for final results over the next coming days like many other states. What do you think about the ground game between the two candidates and these two candidates leading up to election day. Trump had a very aggressive ground game. Do you think thats making the difference in places like that Miamidade County in florida . Sure, and both candidates in both campaigns had very different approaches on how to campaign during the coronavirus. Very early we saw republicans on the ground, knocking at doors, with their masks on, very traditional way of campaigning. Conversely, democrats just starting to do that in the last weeks of the campaign. They were doing a lot virtually, they were doing a lot while on the phone, having these type of events that weve become accustomed to during a pandemic. But so far it looks like President Trump and his campaign are seeing the dividends of those results in Miamidade County, but, again, it is still too close to call in florida. Well look to the a. P. And fox news to do that, julie. And we are closely watching the black and latino voters. They were crucial for President Trump. What are you seeing there . I think theyre crucial to both campaigns. There was some concern from democrats late in the race that Kamala Harris and joe biden werent doing enough to reach out to the black and latinx communities, so again, as we look at Miamidade County, it looks like President Trump is doing well with the cuban and latinx communities. So those are very important demographics, and these are not mono liths. These are not groups you can determine all will go one way or the other. They are very nuanced in how they vote. We will see how different demographics and different states vote for either candidate. All right. Were going to keep watching the numbers. They are starting to roll in. Long time diop gop senator Lindsey Graham is fighting for his political life against democrat Jamie Harrison in South Carolina. Harrison raised 57 million during the final full quarter of the campaign. Thats the largest amount every raised in a senate race. Graham has represented South Carolina in the senate since 2003, and tonight he is leading harrison by about 4 , but the returns very early. Polls have also closed in kentucky, where fox news says that Senate Majority leader Mitch Mcconnell has won re election. He is shown with a doubledigit lead over former marine Fighter Pilot amy mcgraph. Many voters in the bay area were up early to cast their ballot in person. We found a line outside a voting tent in a parking lot at legislation farm in walnut creek. We spoke with one voter who said there could have been more coordination information and given about polling locations that have been moved. A lot of confusions on where to vote. Some people get confused. Its pretty complicated to find out where were supposed to vote. There are fewer polling places in most bay area counties, and some of the locations have changed because of early voting, and safety plea cautions related to covid 19. Now to contra costa county, where debra is live for us in martinez this evening with a look at the voting there. Debra . Well, frank, this Elections Department is buzzing as they are across the bay area. Staff in this room is scanning the ballots that have come in by mail or drop box. They have already been checked to make sure the signature is a match to the Voter Registration card. Three out of four contra costa voters were already signed up for absentee voting before this election, and of course the pandemic, the need for social distance, trove that even higher. The county has hit a record 704,000 registered voters out of a population of 1. 1 million. The first step for arriving plots is the machine that sorts then at high speed, takes a picture, spits out any that dont have signatures on the envelope. So far all smooth with the clock ticking till the polls close in two and a half hours. Theres been a huge turnout. Weve had lines, but because people are spread apart, due to social distancing, the lines are moving fast, and then weve had some spots that historically are some of our busiest that are very quiet. One of those is rothmore, and its quiet. Theyve have all voted early. Reporter 153 polls places across the county. The registrars hear traffic is steady, but no long lines. Of course 65 of the registered voters in this county, they got the job done well before today. Now five minutes past 8 00, that first initial count of several hundred thousand ballots will provide our first glimpse of the first returns of the night. Frank . Debra, thank you. Lets start with prop 22 that calls for uber and lyft among others to be classified as independent contractors. They have spent a ton of money on this proposition. Frank, if you watch tv, you have seen the commercial advertisements for prop 22. The issue, of course, is whether uber and lyft drivers and deliver drivers of other types will be exempt, and be independent contractors, versus falling under a broader set of employment tenants that the other side would like to see. So 22 is going to be very interesting tonight, as we see the results, but hearing a lot of people within the uber lyft communities and others, and a lot of money in there, suggesting that people out to remain as independent contractors. Lets see what happens. Lets talk about prop 15 now. That would change commercial property taxes. It would tack properties based on current market value, rather than the purchase price, and it would increase property taxes on commercial properties for funding to go to local governments and schools. Thats another controversial proposition. There are 12 propositions, by the way, on the state ballot, as we know, but 15 is very interesting, because it is one that would take any commercial property over a current market value of 3 million, and tax it to benefit schools, as you suggested, frank, well, obviously thats run into a lot of opposition by commercial property owners, who want to see the valuations stay as they have been and the taxation stay as it has been. The cause good in many peoples minds. It goes to local government, it goes to schools. But theres a lot of pushback on prop 15. And lets talk about proposition 16. That would repeal a constitutional provision that made it earn lawful for californias state and local governments to discriminate against or grant preferential treatment to people based on race, ethnicity, national origin, or sex. Well this one is also, as many of these are, controversial, has people on both sides of the issue. In this case, in prop 16, the local entities, the state could make provisions for race, sex, color, ethnicity, national origin, and this is in the areas of public education, public employment, and public contracting. So big change there. Currently that under the constitution is not allowed, but under this proposition, the state constitution, would be amended to that constitutional provision would be amended to allow state which local governments to make a decision based on those things. Brian, what is your thought on propositions . Often times what happens is we have so many of them on the ballot, and once the vote is in, they then end up in court, and the litigation goes on for years. Ive said for a long time, frank, that i think propositions, state propositions, are the result, frankly, of the California Legislature not being able to address these core issues. They are very controversial, and nothing stops a group like a social interests from going south and nature signatures and putting these propositions on the ballot, but i think it requires a state law, constitutional amendment, whatever is required, to make these propositions, before they qualify, go through the legislature, so that the legislature can weigh in on the basics of these propositions, to see whether they are moved forward to the people, or at the very least, the legislature should be required to vote on these things yea or nay before giving it to the people. Its problem at tick you have all of these brought forward cycle after cycle after cycle. Right now fox has joe biden with 91 electoral votes. Donald trump with 73. Lets talk about the national election. One of the key states is florida, and so far, according to fox, with 88 of the vote reporting, donald trump leads joe biden by about 2 Percentage Points. How crucial is florida . If President Trump loses florida, can he still win the election . He can, but its a very narrow window or needle he would have to thread, because we dont know what is going to happen in ohio and pennsylvania. But i would say at this hour of the night, he needs to have florida, and 2 Percentage Points in florida is very typical of those races that have occurred cycle after cycle in florida, and we may not know tonight who wins florida. It may take a couple of days, maybe longer, frank, but florida is correct until my view to the success of donald trump. And just one other quick question here, obviously control of the senate sat stake. Right now republicans control the senate. At the end of the day, do you think that democrats will retain or regain, rather, control of the senate . They could very likely pick up a couple of seats. That changes the math entirely. You know, it could be like much of the country, frank, a split senate, like we seem to have a split electorate but it does look like Mitch Mcconnell is going on to victory. Lindsey graham is holding off his challenger, but very hear. Thats the whole thing here, is at this hour, we dont know what we dont know, and its a lot. An investigation is underway by San Francisco police, the fire department, muni, and cal osha. It appear muni bus drove over the hose yesterday, which knocked the firefighter, matthew vann, into the air, causing him to land on his head.
