District about whats ahead for kids returning to the classroom and more self driving taxis are coming to the streets of San Francisco, even as residents and city leaders are split on the decision. My from jack london square. This is morning time to the nine to today is friday, august 11th. Were looking live from maui right now where the sun is coming up. Just past this shot is a devastating scene on the Hawaiian Island. Welcome to the nine. Officials in hawaii have now confirmed the deaths of at least 55 people from the fire on the western side of maui. Yeah, crews start searching through burned out buildings and that could lead to a rise in the death tolls. Most of the deaths are in lahaina. The wildfires there destroyed more than 1000 buildings and more than 1000 people are still reported missing, though the Maui County Police chief says that that number could be much smaller. He went on to say they truly dont know how many people are unaccounted for because its so difficult to get a hold of people and to check family, family and friends to check on their loved ones because the Communication System on the island is down. Hawaiis governor says this is the worst Natural Disaster in the states history. It is going to take many years to rebuild lahaina. When you see the full the full extent of the destruction of lahaina, it will shock you. It does appear like a bomb and fire went off. If i may add. And all of those buildings virtually are going to have to be rebuilt. It will be a new lahaina. Some of the people who survived the fire say hawaiis Emergency Warning System did not alert them as fire raced towards their homes. Officials confirmed that Emergency Management records show no sign that warning sirens ever went off. A woman who owns a shop on front street in lahaina that burned to the ground says the destruction is just devastating. Line is such a special place and not just for the people that live there, but for so many people that. Sorry, im holding it together, but im on the edge for the community and for all of the islands and for so many visitors that come see us every year. Its the historic significance and id just be the memories there. State Officials Say it will take billions of dollars to rebuild lahaina. More help is on the way to maui. Thats right. Strike teams and volunteer groups from the bay area will play a role in helping survivors of the wildfires burning in lahaina. Ctvs james torres is live from san jose Bonita International airport. And james, you just talked to a volunteer who was heading to hawaii this morning. Tell us about it. Yeah, andre, alyssa, good morning to you this morning. That volunteer has been with red cross for about 18 years. He says hes responded to a number of different disasters wildfires, hurricanes, earthquakes, you name it. He says this one shouldnt be much different than what hes seen in the past, despite hearing lots of what hes seen in the News Coverage and what some of the images and photos that weve all been exposed to coming out of lahaina. And he says what his goal is there is to support all the evacuees, support all the survivors, and also be somewhat of a liaison between those folks and some of the resources that will be offered there. Now, lets talk about some of the mission of the red cross in general. About 13 relief workers left for the Hawaiian Island yesterday. More leaving this morning and this weekend. We spoke to the ceo of the red st. She says that she owned a house along front street thats now destroyed and this volunteer that i spoke to this morning also said that hes been on this flight several times in his lifetime and just like responding to pretty much any other Natural Disaster, i asked him if he felt nervous today. Heres what he had to say. But ive been trained and ive read up on the on the web on whats going on. I watched your newscast. Thank god that i could see all of that and get prepared. And then ive been doing this for a while. So well give it a go. And ive got a lot of people to help me both locally and in the local government. People are trained to deal with disasters so its not just me. Im a part of a whole team. Additionally, governor gavin newsom signed off on sending an urban search and rescue strike team to maui. Part of that team also includes a firefighter from oakland. Each of those members have extensive experience handling wildfires and the aftermath, Officials Say in maui, there is another search and rescue team thats there from nevada already with boots on will plan to play a variety of different roles. You heard from the gentleman earlier talking about his service as a government liaison. Other folks will be there just to hand out supplies, collect supplies, run some of these donation shelters, something that tom tanner, who we spoke to earlier, says that hes served many of those roles in a number of different of these Natural Disasters. And, of course, he says hes been having to prepare himself to see what exactly he will see when he gets there. Again you heard from the governor a little earlier this morning talking about it looks like a bomb went off. Mr. Tanner tells me that the red cross puts these people through some trainings to kind of expect some of that impact and that shock, as well as trainings to deal with some of the emotions of the folks that you talked to there who are dealing with homes lost, family members lost, a whole variety of things that come with a Natural Disaster. He says he expects to be on the island anywhere between 2 to 3 weeks or a lot this morning. From the san jose manette airport. Im james torres, ktvu fox two news help on the way for those people there. James thank you so much. For more insight on the response to the disaster in hawaii right now were joined by former fema coordinator mark duvall. Mark, thank you so much for joining us. Mark we know femas going to be heavily involved here and that started after the Emergency Declaration from the president. Actually a little bit before that. Yeah, because theyve got a Permanent Office already in oahu. So as soon as they knew there were problems, they started sending staff over to maui to be able to coordinate as well as putting staff in what they call the crater, which is Emergency Operations center in hawaii on oahu. All right. So lets go to the number of fatalities now jumping overnight here. Were learning its gone up from 36 to 55. And were also learning it happened in the three mile stretch. What does that tell you as someone who worked with fema before, what are you thinking in your mind as you were part of fema on the ground there right now . Well, you think about a three mile stretch in a 2000 acre fire creating such devastation. And as we start to go through more searching area, youre going to find, unfortunately, more fatality. So now were starting to approach that. This could possibly be one of the worst fires, if not the worst in our countrys history. So pray that does not happen. Yeah well, lets jump to this real quick, because there are some comparisons between this fire something people that died in that one. Yeah what you this has been noted right now. Thereintee fires start burning in in a forested area and then they roll down into a very populated area, which is what exactly what happened here in a three mile stretch, we devastate, you know, thousands of buildings. Number of fatalities, destroyed, infrastructure, and all took place in a relatively short time, same as the paradise fire. So we know it doesnt take long. 80 mile an hour winds pushing those flames, devastation. This will be something that that will be studying. Emergency officials will be studying this. And as well as Something Else that happened on the island, were getting a report from the Associated Press that the sirens didnt go off. Right. But we know electricity was affected because the fire moved so, so quickly, so fast. Now, Officials Say they did send out Emergency Alerts on the phones that you normally get. Now, thats the new way of sending things out. But we also had an issue with Cell Phone Service as well. This is something, you know, as youre looking at this as an emergency official, this is something youre going to have to consider Going Forward now, right . No question. And thats the challenge to any emergency official or any disaster. Electricity is probably number one priority. Restoring that so you can recover and rebuild. But in this case, the sirens that youre talking about did not operate, it sounds like, because of downed electricity, there were notifications sent out in the Emergency Alert system, which does allow peoplet its me to be able to send those messages to cell phones. Personally. We have better response than the sirens work. They came from the Civil Defense days, not as effective as effective. Right. But but now what do you what do you do now when you have the cell service thats thats disrupted, thats going to be something to be considered Going Forward now, no question like yeah, like in maui as well, because they dont have any backup on the mainland. Weve got backup grids to be able to energize, but we still face the same situation. Theres no solution necessarily. They can bring out whats known as cals cellular on wheels, which brings power to those areas. And they can get that in relatively, which were seeing happening right now deploy those. So people are able to communicate not only by phone, but by texting as well. Something that fema does when these situations are the ones that bring out these portable equipment to help people communicate, not so much. They coordinate with the telephone. At t verizon, there are Emergency Response units within those companies. The federal government, fema can mandate with them and mandates that, yeah, okay. So thats thats one of the roles that they could be playing there right now. Absolutely. It is going on. All right. Sose support civilians, authorities. And, you know, this is very rare. What is it and why is it not used as much . Well, its access in the department of defense, army, navy, air force and those resources and to move that is pretty bureau matic and its hard to do its typically used in like probably the last time katrina is where it was mostly used. But because there are so many uniformed personnel in hawaii due to the bases being there and they were close distance and being able to get them from, if you will, oahu over to maui. And those resources. Otherwise, a lot of the resources would have to come from the mainland. So theyre putting them into service. And ive got family that work on the tarmac and they were telling me yesterday, sending pictures about how many military aircraft were flying in and out of the airport. Yeah wow. Wow. So youve got people there on the ground giving you information about whats happening there. Yeah, a lot of people looking to get some more information. Thank you for your insight to give us kind of a picture of whats happening there on the ground right now, because a lot of people are worried still cant get in touch with family on still cant touch a thousand people still missing. More with the Berkeley Unified School district. Thanks for being here this morning. Thank you for having me. When you were last here a year ago, you were just about to start your first year as a superintendent for usd. Now you have a year under your belt. Youre starting your second year. What are the things youve done or changed in the last year that you felt were the most impactful for the district . Yes, we had an amazing year last year. I would say that really thinking about our partnerships was a critical focus of ours last year, thinking about how do we focus first when partnering with our families and focusing on partnering with the cities and our Community Based organizations, partnering with our students to really understand who we are as the usd, whats working, whats not working, and then use that to create a plan to do better. So started off the year with listening and learning and found out about all the issues with parents and students and students and Community Partners and just folks who dont even have students in the district anymore. Just to really, again, figure out how well are we doing in Movement Towards our mission and our accomplishment, our four es equity excellence, enrichment and engagement, and then use that information to create a plan. What was the number one thing they wanted you to change when you talk to them . The number one thing, of course, is to focus on student achievement. And then the second one was to think about student wellness, wellbeing and sense of connection and those are all been a part of our plan. Last year, and were going to continue those efforts going into this year. We did a lot to focus on the classroom, focus on instruction, making sure our educators had what they needed, to make sure they able to reach our students and all of their diversity, and that we created a really a data informed system to figure out where our students are and how what we need to do to move them to the next level to realize all of their brilliance. How does that data system work . I mean, do you take like record the test every week or theres a number of different ways you can use data to figure out how kids are doing, but how did you do that in berkeley . First and foremost, we definitely see and saw data as information. It helps us tell a story. When we talked about our data, we werent just talking about achievement or assessment data. And the more traditional form were talking about talking to our students and understanding who they are and what their interests are and how they learn and whats working for them, whats not working for them. So we also had more qualitative data as well. But we have a new system called edge climate where our educators are able to input data achievement data on the various interim assessments, attendance data, social, emotional or behavioral data so that we can, on a regular basis, look at our students and where they are figuring out what they need and come up with plans and so data monitoring or progress monitoring is what we call it which helps us to be morert of responsive and helpsng scores, because they did go up for black and latino studentspast year. The percentage of students in that group that were identified as being as high risk for not reading at grade level dropped almost in half. How did you do that . So were still waiting for those final results, but we have definitely seen from our interim assessments for sure the a positive trajectory. And what i think was the was the key. If you will, was that we really focused on our teacher collaboration, professional development and coaching, and really started to streamline and get on the same page around what good quality instruction looks like, what is good quality reading instruction, because theres a big debate among parents whether it should be very phonics based or a balance of sight reading and phonics where does berkeley stand in that . So berkeley stands on implementing research based, science based instruction, the science of reading, science, of reading definitely brings in years and years of research and understanding around how reading develops, and that includes the foundational skills like phonemic awareness, that includes being able to comprehend, that includes writing. And so were trying to create a comprehensive literacy experience for our students. And because of that, we focused a lot on professional development. Our students, our teachers are kindergarten through eighth grade and engaged in common planning and common pd. This whole year was the first time last year where they were able to collaborate not just within their sites but across sites. They had a shared book study and were going to continue that focus on literacy going into this school year so everyone can collaborate and share what works, what didnt. This is what i hate, i think you should do in third grade. In. Yes, yes. This class. Yes, yes. And again, root that in what . Science and research tells us. Works for reading acquisition and development and have that informed by our regular progress monitoring, looking at data, looking ahead to this school year, how was the budget . Oh our budget is healthy and stable. We went through a very robust budgeting season last spring and what i would say that i love about berkeley is really is a community which means that when we were making those budget decisions, we were engaging various stakeholders to make sure again that our budget allocations are responsive to the needs of our community and that we were thinking from different perspectives and purview. So anticipate any cuts. I know a lot of districts have funding that is going to be expiring in the next year or so. Is that the case or do you think you wont have to make any big cuts . We dont know that just yet, but we do know is that we have amazing and tremendous support from our community. So we have a local measure called berkeley schools excellence program, which funds a lot of the unique and Amazing Things that happen in our district, our small class sizes, our instruments, our library, our fully staffed, etcetera. And so in partnership, again with our community, were able to do great things for our students. And we were excited that this budgeting season were able to continue to have that focus and continue to provide those programs. Really quickly before we have to go. Earlier this year, you convened a task force to study the issue of reparations for black students in asd. Whats the status of that . That task force is still meeting and thinking and coming, coming up with a lot of different ideas of what it might look like if we try to respond to some of the some of the atrocities that have happened to folks in the past. Organizers say theyve sold 225,000 tickets and this year, fans can expect larger cocktail areas and more menu items. San francisco Officials Say the festival is expected to generate 70 million for the city. This festival is employing 5000 human beings. And at a time when all eyes are on our economy and our economic recovery, this festival is critical to San Franciscos ability to thrive. Featured artists scheduled to perform include rapper Kendrick Lamar and the foo fighters. Were also learning that drag icon trixie mattel has canceled her outside lands performance. Mattel posting the news on instagram, citing unforeseen circumstances. Sfgate reports. Bob, the drag queen is now slated to fill in, and there could be some issues for people on the peninsula trying to get to the festival. Caltrain is suspending its service between millbrae and San Francisco this weekend and next weekend due to a construction project. But the agency says they will be offering a bus bridge during the suspension on 924. Lets get over to Steve Paulson for a look at the forecast and a little bit of changes under way. Its definitely more humid. That is true. Thatll be with us all the way probably into early next week. And not only the combination of the tropical clouds. Now, there are some sun breaks, but you can see the cloud cover coming over from the Sacramento Valley off the motherlode and a huge fog bank, although it is beginning to erode to the south. But its locked in for many thats up and down the coast. The tropical clouds did produce a little bit of activity, shower activity associated with that low which tapped into it. The majority of it stayed south, but right through milpitas, fremont, san jose had some brief activity right there. That line went right by sunnyvale, cupertino and speaking of cupertino, sunnyvale, that tropical cloud deck makes for a muggy feel. And you can see even some activity went through the santa cruz mountains, santa clara valley. But look at the temps here. Santa clara is almost 70. Campbell is 68. San jose 67, cupertino, 71. So you had this cloud cover in here, some of that cloud cover and that tropical san jose now 70. So it is much warmer by ten degrees. San jose over central santa rosa because they have more in the way of fog. San jose has more in the way of those tropical clouds. Most of the activity is kind of cleared out. Theyll be bands moving through off and on into the weekend. I think sunday night, monday i would prepare for monday. Forecast models are are giving us a cloudy, muggy day, maybe more shower activity, a little bit of drizzle, a big fog bank in place, mostly sunny to partly cloudy. Again that fog may last longer than some hope or wish, but its in place and a few showers to the south are possible. Also over. The Sierra Nevada is going to pick up and that moisture looks like getting caught around that low will take a beeline right towards us. Late sunday into monday for what looks to be a cloudy, mostly cloudy day. Big fog bank, again, a mix of fog, sun clouds, kind of a muggy feel, tropical, humid, feel 60s, 70s, 80s on the temps, inland temps should warm up a little bit on the weekend. At least 55 people are confirmed dead in more than 1000 homes and businesses were destroyed in the Historic Town of lahaina. Reporter jake alexis is in maui, where he shows us the heartbreaking images of the destruction there. Dozens are dead and an entire town is wiped out here in maui in. Firefighters say the flames are still spreading in some areas. Its hawaiis deadliest Natural Disaster in 60 years. Fire crews are still struggling to contain at least four wildfires burning across maui. The flames completely destroying the town of lahaina, killing more than four dozen people. And the death toll is expected to rise. Survivors say when the wildfires hit, thousands of people rushed to evacuate on a single lane highway for about an hour. It was just chaos. Complete confusion, and nobody really knew what to do. Hawaii officials are now pushing back on criticism that there wasnt enough warning given. Critics say lives could have been saved if the states Emergency Warning System was activated sooner. But mauis mayor claims residents ignored orders to shelter in place. People were asked to stay there, but people still tried to get out. They didnt want to stay there. They werent listening. Now the focus is turning to rescue and recovery. President biden has declared a major disaster and more than 100 National Guard members have been activated. Part of a larger push to get maui back on its feet as soon as possible. Theres been such a outpouring of support, and youve been able to see it across the islands, whether its the schools or even at the state legislature. Police here are urging residents to stay away from lahaina, saying the damage is still being assessed and the area isnt safe in maui jake. Alexis fox news. Some airlines are adding flights to get people off the island of maui. Many flights to maui have been canceled because of this emergency. This is a live look at San Francisco international airport. Its one of the airports managing cancellations or rerouted flights from the island. United airlines canceled all passenger flights to kyle louis airport instead, its sending empty plates to the island so it can be used to bring passengers back to the mainland. A few people who landed sfo after evacuating are still in shock. Devastation sadness. Yesterday i cried all day. Its just its really bad. It was crazy. And then we made to the airport and 30 plus hours later we finally got home. Have you got the Evacuation Order . So in the five minutes we put everything in our bags and leave and then we saw the smoke. The airport in maui was packed with people yesterday trying to leave the island. Hawaii state officials are discouraging all nonessential travel to the island right now. Many airlines are allowing people who had plans to travel to the island this week to reschedule without paying extra fees. Right now, cell service and other communication is still wiped out near lahaina and Officials Say the outages could last days, if not weeks. This is making it difficult for people trying to find loved ones. Theyre one woman in maui has put together a spreadsheet to help with this. It lists the status of people in the lahaina area. Com get ready to see more driverless taxis on the streets of San Francisco after six hours of public comment, the California PublicUtilities Commission voted to expand driverless Taxi Services in the city. Ktvu dave detailing is live for us now to talk about the changes this will bring to city streets. Dave good morning, sal. For one thing, companies, waymo and cruise will now be allowed to charge for those autonomous rides. We can also expect to see an unlimited amount of those avs on the streets of San Francisco. Now yesterdays meeting included six hours of public comment. Many people argued that Companies Like waymo and cruise are not ready to expand the service, adding they cause traffic problems and get in the way of first responders. But others said Driverless Cars are safer than cars with humans behind the wheel, with permits being granted for the two companies, we can expect to see more of these vehicles out on the road, no longer constrained to certain hours of the day. While some begged the commission to put a brake on the driverless program, supporters said the vehicles improve peoples lives. Im tired of watching my family be put in danger and we have a solution to the danger that human drivers cause, which nobody is really addressing. And i think selfdriving cars are infinitely better than human drivers right now. The greater problem is that the cars dont recognize unusual situation. An like a lot of people said today , theyre still learning and a lot of people weighing in. San Francisco Mayor london breed responded to the vote saying in part, Autonomous Vehicles are a key part of the future of transportation, not just in San Francisco, but in the world as a city that leads on innovation. We are committed to integrating avs and improving how they can work safely and effectively in our city. There remain challenges. We need to work to resolve, especially when avs interfere with our first responders. Now, while it appears that the city has given driverless taxis a go and has the city support, the president of the San Francisco board of supervisors says he will likely ask for a rehearing. Talk about breaking barriers to Higher Education here for the second year in a row, Laney College in oakland is offering free tuition. This fall with more than 130 different programs and more than 600 classes. Theres probably something for everyone, right . So joining us now is Laney College president rudy best. Thank you so much for joining us today, rudy. A pleasure to be here. So, rudy, when you hear free tuition, you always think that theres got to be a catch to all of this. So what is it here . Is there a catch . There is no free classes at Laney College. There is no catch all. We ask our students to do is apply for financial aid, which is the federal fafsa form. And with that, regardless of the outcome for our resident students, refugee students and undocumented students, we will cover tuition and fees along with books that will issue a laptop. We provide meals on campus four days a week in addition to that free parking. And if students are taking an equivalent of two classes, they get a free ac transit pass. Is this being funded by the federal government . Money from from the pandemic . Is that how this is happening . So weve kind of triaged and brought together a variety of funds in addition to that and which is sunsetting. Now, there are there are also statewide block grants that were using in addition to that, along the way, with the 140,000 lunches to active students that weve served to date, we had some cooperation from the Alameda County food bank as well. So were really triaging why do this, though . I mean, schools, you know, they make money off of the tuition. So what . Why are you offering this . And is this unlimited to any student that just really wants to go to school . Honestly two barriers out there for a lot of students, they think, well, college is expensive. Yeah theres no way i can apply for aid and even if i did, i wouldnt qualify. Thats really not true to a great extent. And then along with that, you know, a lot of students, they pay their tuition. They think im good. But you know what . You have to go to the bookstore and you have to get other things. Oh, yeah. So were taking care a lot of a lot of those associated costs of education just to support students. Yeah. Free bus passes as well to go with it. So theres a way for you to get to i mean, you guys pretty much have the bases covered. You just dont have a place to live. But if you have a place to live, you can pretty much go to school for free. So the programs and well get to the programs and what they are just a moment. But are they transferable to a four year school, though . Because thats important for some people. Many of our programs, including a lot in the Career Education area, are transferable. And then with our Career Education programs, we pretty much have the gamut when it comes to the Building Trades construction. On top of that, we have like welding and all that you can you can do carpentry, welding, construction management, architecture. We have all those things all the way up to management. Okay . We also have an incredible culinary program, including a bistro on campus thats open to the public. We have a cosmetology program, just a variety of things that were students can actually work while theyre attending and advance in their jobs. And these fall under the 130 programs for the free tuition. Thats correct. Everythings included. Okay nothings exempt. You mentioned this as a second year. I wonder with the most popular programs were that you saw in the first year people signing up for well , you know what . Business is something thats very popular and certainly a lot of students are looking at in the areas of accounting, entrepreneurship. Yes. Management a lot of those things. And the response has been incredible, actually, with in our communities compared to the year before. We had a an 18 increase in tuition, the number of students that applied. And in our communities, we had 33 more African American students attend and 22 programs linked to this program. Yes. And 22 more latinx students. Its been great. After seeing the course would violate state law earlier this month. Well, in the years after the start of the covid 19 pandemic, most students went back to class, but not all of them. A stanford study showed the rate of students absentees in 2018 2019 was about 14. Then in 2021, 22, school year, the rate jumped to 28. And that means there were more than 1 Million Students absent from inperson classes. Thats the highest in the country. Some of the bay areas largest districts experienced those high rates of absenteeism. Oakland had one of the highest rates of absentees at 47 for the 2021 22 school year. Thats an increase of about 13. Other large School Districts saw similar increases to as for the highest overall in the bay area, vallejo topped at 57, 29 increase.
