The Maui Police Department released the names of two of those people they identified and notified relatives of 74 year old robert dykeman and 79 year old buddy jan. Both were residents of lahaina county. Officials say three more victims have been identified, but their families have not been notified. And search teams on maui are making some progress as they continue to look for victims from the wildfires, the pace of Recovery Efforts has improved now that there are 23 search dogs on the job, they have covered at least 32 of the burn zone. They hope to have 85 covered before the weekend. That is especially important now because of a change in the weather. The Tropical Storm is brewing out there and that brings gale force winds, trade winds. Now, if the storm comes close to the island of maui, it could fan hot spots and reignite flames. It would also disturb the areas where they are searching for victims. Theyre having to just methodically go through almost sifting just through all the rubble to make sure they find everyone they know. And topping our news this morning, san jose firefighters responded to a fire at an eight unit apartment complex on brace avenue near lincoln avenue at about 3 00 this morning. That fire started in an upstairs apart where one person lives there. There is extensive damage to that apartment. The red cross is now assisting that person who lives there with emergency housing. Firefighters were able to contain the fire to the one apartment, but the cause is still being investigated. All right. Our time is 531. Happening now, elise, eagle dumping is a big problem for east bay mud near some of its reservoir. And later this morning, where crews will start removing several cars from the water. Will the area where this is all taking place is near east bay muds, upper san leandro reservoir. The agency says that theres some abandoned cars and some illegally dumped trash in the watershed area. And that, of course, can affect our Drinking Water supply. So later this morning, east bay mud work crews, east Bay Regional Park District and Contra Costa County officials are going to be cleaning up some of that mess, including hoisting about three abandoned vehicles from that watershed. East bay mud says this is the second cleanup theyve had to do in the past two months. Last month, they pulled eight abandoned vehicles out of the watershed and cleaned up more than eight tons of trash from about a dozen Illegal Dumping sites near that reservoir. There is more work plan for this morning. So represented from east bay mud are going to be meeting us a little later this morning to show us the work theyre doing. Theyre going to give us a look at that difficult work to clean up those abandoned vehicles and that trash. So we will have much more on this story in the later hours of mornings on two. Unified has about 50,000 students, different schools will hold special events welcoming back students and their families. Superintendent matt wayne will greet returning students at one school, while two of the Teachers Union president s will visit another. In San Francisco, like many other School Districts, is dealing with a Teacher Shortage this year. Today is also the first day of school in free mont. And they celebrated the day before with a colorful back to school giveaway. Elementary School Students received a free flower in vase that theyll give to their teachers on the first day of school, the day long drive thru event was held in the parking lot of washington hospital, which is one of the main sponsors. Organize their say, more than 1200 families showed up to get the flowers as well as free school supplies. And this is a 24th year for the welcome teacher day. The final days of Summer Vacation are a time of transition and that can be tough for families. Time now. 535 San Jose City leaders seem to have averted a controversy strike by members of two of its biggest unions. Now, for months, the unions have asked the city for new contracts and threatened to go on strike if their demands were not met and just before City Councils open session began yesterday, the members agreed to a new deal. I am very optimistic that our group will also vote to ratify the contract agreement. I think it is a huge win for both of our unions. Now, the agreed upon terms include a 15 pay raise over the next three years, eight weeks of paid family leave and more money for public services. However, mayor matt mehan says he agrees with the family. Leave provision, but says the pay raise will stretch the city to its limit. And i havent heard anyone who supports this deal identify whose taxes are willing to raise and whose services theyre willing to cut. The agreement still has to be approved by the city. Then it will go to the Union Members for a ratification vote. Then the city council has a vote on it, which may happen next month. California lawmakers are formally backing the governors call for a constitutional amendment to curb gun violence. Governor newsom first proposed the addition of a 28th amendment to the Us Constitution back in june. The amendment would do four things raise the age to purchase a gun to 21, mandate universal background checks require fire, a waiting period for gun purchases and ban civilian purchases of assault weapons. Spare me that. The solution is hardening doors and not addressing the issue, which is these weapons of war, these weapons of mass destruction. And so i want to be in a world where at least we have a chance of doing that. And i want to live in a state where we can do that. If state lawmakers passed the resolution out of california, they will need 33 other states to do the same for a convention to formally discuss it. To date, no state has successfully amended the constitution. Our time is 537. Its been two years now since the taliban in afghanistan reclaimed power. Islamist fighters celebrated in the streets of kabul, holding up guns and raising flags as they did when the taliban returned to power two years ago. For many afghan women, though, its a reminder of the freedoms they have lost since the taliban came back, including access to higher education. The Biden Administration and western allies say theyre trying to get the taliban to reverse their policies. People lined up to tell the Sonoma County board of supervisors that the countys Animal Services department is understaffed and mismanaged. The owner of an oakland restaurant is angry and frustrated after thieves broke into his business last weekend. It happened at 22nd and broadway. Therein lies the key because the continues to funnel in moisture for the mountains and it is been lit up over tahoe. Also northeast california, thousands of lightning strikes recorded in the last couple of days here. We dont want that, obviously, because that starts the fires. But we have actually Something Else that could play into our weather early next week. You can see the activity up in Northern California dies down during the morning, but picks up again in the afternoon on that low to the west of us. Might send in some cloud cover on friday morning. Ill just give that a little heads up west, southwest 22 at travis. Thats stronger than yesterday. I think it was only 9 or 10 at this time yesterday. So well see if it holds. Theres that and it is running a little cooler compared to 24 hours ago. Slightly more of a breeze, slightly bigger fog bank as well. So 1 to 3 degrees cooler on most locations. We are just, you can see, to the west and then to these theres plenty there. But so far today looks mostly sunny and nice to warm to hot. One more day. Youre going to hear about this nonstop for the next 4 or 5 days. This is in west 90 has not even developed yet. Everything, though, says its going to become hurricane hillary moved northward because of that low off the coast and the high which is going to build into the middle of the country. This will be a big dome of High Pressure for that. Watch how the low then the now again, this hasnt happened yet, but every forecast model is indicating that its going to move up the coast. Then where the moisture goes will be a huge driver on what develops. Some forecast models take it right over us. Others take it over the sierra. Some take it over Southern California and then into arizona and nevada. So it remains to be seen where it ends up. If it ends up over us, were going to get some heavy duty rain. This would be monday, tuesday, if it goes over the sierra, theyre going to get even more rain. So we got five days to get the details straight now. And believe me, theyll change every 6 or 12 hours for the next five days. Today though, mostly sunny, warm to hot inland, although as hot as yesterday, still 90s are hot, but 6070s closer to the coast and bay cooler for all tomorrow. A lot of cloud cover on friday. It is back to school for tens of thousands of students in San Francisco this morning. Like many School Districts, the question is, are there enough teachers for all the students ktvu. A lot of those students who will be coming back to these classrooms probably still asleep right now at 6 a. M, the school here at Mission Education center does not start until 840 this morning. So a couple of hours still before students will likely get here. But to answer that question, are there enough teachers for the students here in the San Francisco unified School District . The answer this morning is no. Its a problem that schools all across the country are facing now. San francisco families seeing it in their own backyard. Weve heard from a parent at of a child at Abraham Lincoln high school who said he got an email from the schools principal. He sent that email over to us. It states that they have not been able to hire teachers for spanish, english classes, math, biology and physics. Now, we did talk to the San Francisco unified School District superintendent about this issue just last week. He did tell us that they are actively still trying to recruit staff. Then we asked him what is the selling point . Because, of course, as we just mentioned, lots of other School Districts facing the same problem. Well, heres what he had to say to that question. And but San Francisco is a great place to work. We have a lot of innovative programs. Youre in the middle of the city. The city can become your classroom and thats not something that other places can offer. And then we also have great benefits and great professional growth opportunities. Now as of this morning, there are 605 teacher jobs open in the San Francisco unified School District. Those openings range from anything from a korean teacher to biology teacher to pe teacher. Now, the question this morning that im sure many parents are asking is whats being done in the meantime to fill all those gaps . Well, according to that email and the superintendent last week, they are continuing to recruit actively. And in the meantime, administrators will fill in where needed. Substitute teachers will also be able to help out at various schools. Now, here at the Mission Education center, there will be a celebration for the start of the school year. This year, students will be greeted and given goodie bags when they get to school. This morning. All right, bailey, thank you. Time now 604. A four Year Old Girl has died. Her father was seriously hurt in the Mission District after they were hit by a car in a busy intersection. Andres senior is here now. A little girls parents were pushing her in a stroller when all three of them were hit in this accident. Yeah, pretty crazy case here. Set to the crash. Happened shortly after 5 00 last night at fourth and king streets. This is near the caltrain station. This is about a block from oracle park here. There are two right turn lanes at that intersection, if you know it, a silver suv was in the second turn. Lane when it struck that family. The vehicle and the driver that was involved in this incident remained on scene. The driver is cooperating with our investigation. The any impairment due to drugs or alcohol does not to be does not appear to be a factor. Now, the area was especially busy because of that time of day and because there was a giant game in oracle last night. There were also several Traffic Control officers in the area. They were able to evaluate the family first. The mother was not seriously hurt physically, but the little girl and her father were taken to a hospital with life threatening injuries due to the injuries. The four year old female succumb to her injuries and was declared deceased at the hospital. Traffic control officers who work at that intersection say drivers are usually interested in getting out of town, so theyre usually watching the traffic light, not looking in the crosswalk. Officials are not releasing any information about the driver, including whether any charges will be filed in this case pam. Thank you, andre. Organizers of the recall campaign against Alameda CountyDistrict Attorney pamela price say they have filed the paperwork to officially start the process to remove her from office. Now, that means organizers can soon begin collecting signatures to try to get a recall on the ballot. The recall organizers say after the county gives them the green light, they will have 160 days to gather 98,000 signatures to put the issue on the ballot for a vote. Oakland chinatown leader carl chan is helping lead the recall effort, which is being called safe, stands for save alameda for everyone. Were here to save people in the future, not to become victimized if we dont do something now. And im sure that, you know, so many people will be impacted directly and many innocent people will be hurt. Now, pamela price is eight months into her term. She ran on a progressive platform and has drawn anger for tossing out enhancements and special circumstances in violent cases. New this morning, one person was displaced after an Early Morning fire in san jose. It happened at about 3 00 this morning at an eight unit apartment complex on brace avenue near lincoln avenue. Firefighter say the fire started in an upstairs apartment and caused significant damage. The red cross is now assisting that person who lives there with emergency housing and firefighters were able to contain the fire to that one apartment. But the cause is still under investigation. O time now 607 in the past few days, more than a dozen wildfires have started across Northern California, mainly because of lightning. And now one fire near the oregon border has exploded to more than 2700 acres. Its called the head fire in siskiyou county. Its the largest of at least 15 fires that started in the Klamath National forest in just a couple of hours. It jumped in size yesterday. That fire is already forced evacuations and some of the mountain communities west of yreka and today marks three years since lightning started the ccu, lightning complex fire in the santa cruz mountains. Cal fire says that fire started the morning of august 16th, 2020. It later grew to more than 86,000 acres. It was one of several large lightning caused fires that summer in the bay area. And some people in the mountains are still trying to rebuild and recover from that fire. The firefighters who work for the Us Forest Service and other federal agencies are about to get a huge pay cut in 2021. They were given a raise averaging 20,000 a year. Thats about half their salary. But the increase was temporary and expires at the end of the month. There is a proposal in congress to make the race permanent, but it does face some opposition and that has some members of congress very concerned. A budget is a commitment to your values. We hope that House Republicans value federal wildland firefighters. Now, the federal Firefighters Union estimates 5000 firefighters will quit if that pay raise is not made permanent. Thats half the federal wildland firefighters. That would require state regional and local fire crews to step in when there is a fire on federal land. Business owners from alamo to san ramon say theyve had almost 20 Power Outages already this year. Yesterday in danville, the power went out twice, once in the early afternoon, then again in the evening. And they say there was no warning for service. Businesses like restaurants and dentists. The Maui Police Department released the names of two of those people. They identify, died and notified relatives of 74 year old robert dykeman and 79 year old buddy jan. Both were residents of lahaina county. Officials say three more victims have been identified, but their families have not been notified. Time now. 614 search teams on maui are making progress as they continue to look for victims from the wildfires. The pace of the Recovery Efforts has improved. Now that there are 20 search dogs on the job. Now, theyve covered at least 32 of the burn zone and hope to complete 85 before the weekend, which is really important because of a change in the weather. Right now, we do have some slowing on interstate 80 and also on kiddos road. But i still s pretty decent chance of getting out there early and beating the crowd. If youre going to the bay bridge. Theres already a crowd here, though. Its about a ten minute delay. It looks a little worse than it is. Its moving rather quickly. And once you get onto the bridge, its a couple of crowded spots on the way to San Francisco. San mateo bridge also looks pretty good. No problems on the dumbarton bridge as we look at the peninsula 101 and 280 are both doing very well. 619 heres a man whos doing very well. Its mr. Steve. Clean living, clean living. Thats right, steve. Yes i read your book. Thank you. Yes we this little low, which was off of it, formed about a week ago. I went down to Southern California. Its been tapping into tropical monsoon moisture and has now lifted north again. Its not going anywhere for probably a while and it may even play a bigger role. But look at the development around that low to the west. See watching. I think that plays into our weather thursday, friday, thursday night, friday, not today, though, and the monsoon moisture, the flow around that continues to just be funneled. Southern california, the high desert and then right into the sierra nevada, tahoe, truckee, and then also up in the northeast, california and northern Sacramento Valley. Theres going to be a lot of activity if youre going up to the mountains, big thunderstorms possible most of this week and maybe even bigger rains now. We have thousands of lightning strikes in the last couple of days. Thats not good. Thats not good. What could be so critical . Fire concerns next five days. Next week could be just rain. Why . Because the remains of a hurricane look like theyre on their way. Five days to sort out the details and a lot can change and will change. But for today, for us, a little bit stronger. Delta breeze not roaring, but its a little stronger compared to yesterday. And were running a little cooler here. More 50s and 60s than weve seen for a couple of days, thats for sure. Itll be sunny to mostly sunny today, but not in the mountains. Cloudy 40 already there. Same for manito truckee, 55, reno 64, and susanville. But that moisture will paint them with a lot of thunderstorm activity. Were caught in between to the west and also some of that moisture to the east. The key is going to be what is called now in west 90. It will eventually looks to be forecast models take that and just go crazy with it and develop it into hurricane hillary, category 2 or 3. And then its going to go up along the baja coast from there, it might tap in and watch that low. See, the low is still there right off the basin. Watch it. Okay. So theres going to be a lot of fog now. Watches the remains start to lift north. Look what it does takes that moisture and sends it right into Southern California, Central California and us. It just depends on what forecast model you believe. That big dome, a hyper this is a big area of High Pressure. Its going to be hot, hot, hot. But the flow around those two are going to funnel into moisture where it ends up is a good question. The european forecast model is bullish as heck for us. Thats a lot of rain for august. The gfs for right now has two plus inch amounts for tahoe and truckee. So others theres another forecast model which takes it more towards las vegas. So a lot will change here. But just a heads up for early next week. Bigger fog bank, not huge, but bigger cool to mild lows, mostly sunny, a little bit of a breeze, warm to hot inland after today, that will drop 6070s by the water 80s and 90s inland tomorrow looks like a 10 degrees drop in a lot of the temps could get some cloud cover from that low to the west on friday the weekend should be okay then monday and tuesday well have to see what that moisture from the remains of the hurricane end up. There could be a few high clouds, but the majority of the active weather is eased. And now west of us, probably late thursday, friday, itll start to make a move closer to us. So this is the dumbarton bridge we havent seen a lot of slowing on the nimitz freeway. Just yet. Some slowing on valencia this road and on 6 to 80 and the south bay commutes to that still looks good. That tends to get going a little later on 631. Lets get back to the headlines. Thank you, sal. Illegal dumping is becoming a big problem near reservoirs in the east bay. Theyre about to start work this morning to remove several cars from the water. Ali ramos joins us live with the details of the project. I think that surprising to a lot of people that there are cars in the water, ali. Yeah, cars and all kinds of trash. Actually. They recovered about, what was it, eight tons of trash last month, eastbound monday. Were outside the upper san leandro reservoir, which is pretty picturesque out here this morning. You can even see some bunnies out here in the road. Its beautiful out here. But one thing you cant see in this picture is some of the trash and the abandoned cars that are in the watershed. This reservoir is part of the Drinking Water supply for east bay mud customers. So to tell us about the work that theyre going to be doing today to clean some of this up, we have Nancy Rodriguez with spokesperson with east bay mud. What exactly are crews going to be doing today . Today were working on two hot spots of Illegal Dumping. One of them is a big trash site. So well be cleaning a lot of that trash today. And the other one is a site where there are three abandoned vehicles. So well be removing those vehicles from the watershed to protect our environment and the water supply. Are the crews who we hired to do this really dangerous work have to basically repel down the watershed and then somehow attach the cars and will be pulling them up and towing them out of here. We are using ratepayer dollars to clean up this trash and thats not what these ratepayer dollars were supposed to be used for. So we are hoping that we can get people to be more vigilant about spotting illegal illegal dumps and reporting them to local non emergency Law Enforcement and also about being really careful about if you are having trash hauled off from your home or your construction site to make sure that it is being hauled by a hauler who is going to take it to a dump, illegal dump site, that it goes to the right place. Because like it or not, its the money that they already work. I come here fairly regularly on business and it doesnt feel safe and its getting less safe. So when we have the choice, well meet across the bay. Oakland police want anyone who has information about these thieves or the cars they were driving to contact them. Alarming new data about deaths from fentanyl overdose in San Francisco. According to the citys medical Examiners Office , 62 people died from fentanyl overdoses just last month. Thats more deaths than almost any other month since the city began releasing the overdose data three years ago. So far this year, there have been 473 overdose related deaths. We are doing all that we can on multiple fronts to address the situation and to save lives. Unfortunately the fentanyl epidemic is nationwide wide. Fentanyl has taken over our drug supply and San Francisco, like other other cities across the nation, is experiencing experiencing the scourge. Health officials are pushing to make medical options to treat opioid addiction, including methadone. More available. They say they watched a dog viciously attack and kill a horse and it took Animal Services officers an hour to respond. This is the worst thing i have ever seen. Animal advocates lined up to testify and tell the Sonoma County board of supervisors, the countys Animal Services department is understaffed and its mismanage. The dog, the horse on the property belong to one person and he had been warned numerous, numerous times that something bad was going to happen. And if it did, he would be held responsible. Horse advocates say the Animal Services department has positions and funding for ten animal control officers, but only has three officers right now on staff. And one of the forecast models takes it right over us. Another one takes it over tahoe, truckee, another one takes it more towards las vegas. So well see where the track takes it. But theres some remarkable lot of them are taking it near us. And if thats the case, were going to see some heavy duty rain early next week. If its over tahoe, theyll get two plus inches of rain.
