Hunkering down as Law Enforcement swept the campus. Now, when shots rang out, broke out at Skyline High School in the oakland hills, the campus immediately went into lockdown as students ran for cover and hid in classrooms. Oakland police chp officers and Alameda County sheriffs deputies all responded to the school at about 1130 tuesday morning. Authorities confirmed that shots were fired, but nobody was hurt. Jose matesmuchin, the 17 year old senior, says she took refuge in the closet of a french classroom. She has a brother who is a freshman. She quickly called him to make sure he was safe. The janitor had opened the closet for him. The custodian, mr. Lee, i think he was doing kind of what he was trying to do. And hes i mean, only meeting him a couple times. I think hes just an all around, amazing person and has led some parents to demand metal detectors at skyline high. But as it stands now, there are no metal detectors at any oakland city school. Well, now Oakland Police had no updates today on the investigation. They have said or they have not said whether the two they arrested were students. Theres also still no word on any motive or what led up to the shooting. Yeah, really, obviously, some frightening moments there, henry. We know that these are chaotic situations and now that parents have had some time to process what happened yesterday, what are they saying about the schools response and how officials handled the shooting yesterday . Well, the assistant principal did come to the front gate to give parents updates throughout the morning. Now, many of those parents were appreciative and relieved that their kids were okay, but there was some confusion as to how many people were involved in the shooting. Ultimately, Oakland Police did detain four people and arrested two of them. Now, coming up at five, we will hear from the ptsa president who happens to be the parent of those siblings. Westbound interstate 780 in benicia is shut down this afternoon and thats due to an overturned tanker truck. This all happened around 930 this morning after a crash between the tanker and a car at east second street. The chp says the driver of the tanker truck had minor injuries emerged. Crews have been on scene all day and that includes the Solano County hazmat team. No word yet on when that highway is going to reopen. Okay. Now, can we talk about some big news for the 49ers . And finally, finally, the wait is over, everyone. The 40 Niners Nick Bosa is expected to be back in uniform for the teams Season Opener this weekend against the Pittsburgh Steelers head coach kyle shanahan. Earlier today announcing that bosa and the niners have agreed to a mega contract extension. It is reportedly a record five year, 170 million contract, which will make bosa the highest paid defensive player in nfl history. It also includes 122 million guaranteed. The allpro pass rusher and defensive player of the year had been a holdout this preseason. Coach shanahan says bosa will be at the teams practice facility today. Well, we are entering peak wildfire season throughout the state and prevention, preparedness is top of mind throughout september, which is National Preparedness month. People and communities are encouraged to take stock of their game plan if and when disaster strikes in california, the risks of wildfires is increasing data from berkeleys Breakthrough Institute showing the real impact of Climate Change, the risk of explosive wildfires is up by an average of 25 across the state. Lets bring in trina sheets. She is executive director for the National Emergency management association. Trina, nice to have you on the show today. You work with everyone from local officials to the federal government, those in the private sector and the Academic Community to really improve Disaster Preparedness and response. What are some of the things that you are hearing in regards to the biggest challenge as well . Were seeing an increase in the number of disasters that are happening nationwide and along with more severe damage, we know that no state or community is immune from disasters. And particularly, you know, in california, the wildfire, there is no wildfire season anymore for. Right. The threat is very year real year round. So its important that we all do what we can to be better prepared in advance when we see these massive fires. We dont just see them here. We see them obviously in maui and across the country. Do you feel like the message is out about how this is changing . We still hear from a lot of people who say, man, this did not happen at this time of year before. And so getting the mindset changed into being prepared and doing enough and really doing your part is that working well, you can never message enough. And thats why its so important. During National Preparedness month that we take advantage of this opportunity to remind people of what they can do in advance to prepare for not only wildfires, but whatever threat might face their community. Okay, so, trina, lets talk about what youre Encouraging Community members to do, because there is a long list and for the most part, theyre Pretty Simple steps that people can take. So we have a list that we can put up on the screen right now. One of them that is really, i think, probably the most important and the first thing that you should do is to make sure that you open the lines of communication. An i mean, it seems as though every municipality now has an alert system that you can sign up for. Thats right. And thats the very first thing that citizens should do is sign up to receive these text alerts and these communication lines that will tell you exactly what is happening in your community. So thats very important to do, right . Right off the bat. Yeah. And then after that, you say create a plan. I feel like a lot of people dont really think about a disaster until theyre in the midst of it. Right. But you say its really important now to create that plan. It is make a plan in advance and then practice. Use it with your family, practice it with the household members that you have. So everybody is very comfortable with it. When crisis is facing you. You know, we have a lot of areas around here as well that are, you know, covered and surrounded by topography that makes it dangerous. So in terms of preparation, it is that kit. It is the plan to get out, but its what we can do kind of proactively as well, i think, to make sure that we are are making barriers and finding ways to protect our homes and our loved ones in. Exactly. Its being proactive to help you and your family be more resilient, like protecting your home, as you mentioned. Make sure you clear away leaves and debris that may be next to your home. It could catch fire and know where that outdoor water source is that could reach your property, should fire approach your home, protect your Important Documents like insurance policies and your identity location. Yeah. So we kind of worked our way down this really important list. I want to leave it up for a moment, because for people at home, this is really whats important. This is what you should be doing now, again, just a few simple things. Signing up for those alerts, creating that plan and thinking about fire resistance, building an emergency kit as trina was just mentioning. Also making sure that you have those Important Documents, passports, all of that kind of stuff, financial information, often in a place that, you know, and that is readily accessible. Well, Alameda County is now suing an east bay company, accusing it of illegally selling flavored vapes to children and synthetic cannabis products. District attorney pamela price announced the suit today in livermore, where Apollo Future Technology is based. That suit alleges that the company uses its livermore warehouse to sell banned flavored Tobacco Products to people under the age of 21 day. Price says apollo also sold products through its website without verifying the purchasers age as required by state law. They illegally ship the flavored products through the United States Postal Service without complying with californias delivery requirements and they manufactured and sold thousands of synthetic cannabis products and packaging that falsely claim the products were legal. Natural Industrial Hemp products containing less than 0. 3. Thc well, on friday, a court issued a restraining order preventing apollo from selling its products. The company has not yet commented on that lawsuit. An invasive fruitfly is causing problems in the south bay. California is now the first state in the nation to make that designation. In a News Conference was held today in sacramento in advance of the vote. San francisco Assembly Member matt haney says it is important to recognize the long history of the transgender community. And he says the first record of trans people in california dates back to 1775. I want to say that if you are first hearing about californias transgender history, its not your fault. Its not your fault that we were never taught about gender nonconforming people growing up. Its the fault of historians and politicians, ones who came before us, who chose to erase the lives of trans people from our history rather than being faced with a narrative that didnt agree with their bigotry. We can disagree with a lot of issues on a lot of issues in california, but we cannot disagree on the existence of trans people. San francisco was the first city in the nation to designate august as transgender history month. And todays vote on this resolution made california the first state in the country to do the same. Now we go to Santa Clara County this afternoon where officials are instituting a partial quarantine for parts of the county. This after an invasive fruit fly was found in parts of four cities. Our jesse gary is live now at a Farmers Market there in saratoga with more. Jesse heather, agriculture officials were out at this Farmers Market earlier this afternoon. They were letting vendors know about the discovery of oriental fruit flies in the area. This insect definitely came in on contraband type of illegal fruit. Either somebody brought it in intentionally to sell it or unintentionally because they wanted something from their from their home country. Agriculture commissioner joe deveny says nine oriental fruit flies have been detected in the county. The invasive insects can infest fruits in the yards of homeowners upwards of 230 different fruits and vegetables are at risk. So is the countys 310 million a year. Agriculture industry. So officials have instituted a 112 mile quarantine area in the county covering all of santa clara city and parts of cupertino, milpitas, san jose and sunnyvale. Were trying to basically lock down that area. So no fruits or vegetables will leave, which might spread the fly trap after being put on trees within the quarantine area that will kill the male of the species and prevent reproduction with females, which can lay 10 to 100 eggs per piece of fruit. The quarantine will stay in effect until may of next year. Heather. So, jesse, what about for homeowners . What do officials suggest that they do here . Well, they dont want homeowners to take the fruit that they grow in their yards and then share it with people outside of the quarantine area. So we ran into an elderly gentleman who had multiple types of trees in his yard, and he says he likes to trade them with his friends in other parts of the county. They dont want that anymore to eat it at home and take excess and throw it away. Dont put it in the bio or the whats the compost, but put it in the actual regular trash double bag it to make sure that the tainted fruit possibly does not spread. And then we do have the clouds pushing inland in towards the tri valley towards fairfield, towards napa. Its the summer dull drums, but you got to embrace it because instead of the heat, we have temperatures slightly below average for the most part. Concerning new figures out of San Mateo County, all five homicide cases. So far this year were the result of Domestic Violence. Were going to hear from the family of one of those victims co ng of Domestic Violence. It certainly is a disturbing trend that were seeing the most recent case happen just this past weekend. And the victims family says they want to put a spotlight on what theyre seeing here, calling it disturbing. Ktvus amber lee has the story. She would drop everything to help somebody out. Unique williams describes her mother, grace marie kelly of daly city as outgoing and loving. She worked as a supervisor at a Mortgage Company to support her family. Now there is disbelief that she was shot and killed. She appears to be a victim of Domestic Violence. Very shocking to know that, like i didnt really get to say goodbye and like, ill never see her again. On saturday morning, around 7 00, Police Responded to a 911 call and found kelly dead in the garage of her home. Investigators say she was shot at least twice by her boyfriend, Aubrey Charles avery. Family members who were home at the time say the suspect and the victim had argued and went downstairs to the garage. All of a sudden, my grandma and my dad heard 2 or 3 gunshots. Three gunshots. And so my grandma went downstairs and my grandma found her daughter murdered. Police say they tracked the suspect down about a half mile from the home and that he tried to run away. They arrested him and say they recovered the gun he used. The San Mateo County District Attorneys Office says six hours earlier the victim had called 911, reporting that the suspect had threatened her with a gun. But when police arrived, she and the suspect denied there was a gun. There was no evidence of any Domestic Violence between them. She didnt appear injured. She wasnt bleeding. So there was no basis for the police to make an arrest. The das office says its common that victims deny there is a problem. So far this year, San Mateo County has a total of five homicides. All have been female victims of Domestic Violence. That is really alarming for us. Its different for us and no answer to whats behind this disturbing trend. Kellys daughter says her mother was scheduled to visit her in las vegas on the day she was killed. We had our differences sometimes, or even if, you know, mother or daughter bickering like i always loved her and i loved her to the very end. So the suspect is being held with no bail. He faces 50 years to life in prison in redwood city. Amber lee, ktvu fox two news. All right. If you or someone you know is a victim of Domestic Violence, there is help available. This 24 hour hotline offers help in more than 200 languages with the city of pleasanton is moving forward with plans to install new surveillance cameras across the city. Last night, the city Council Voted unanimously to approve installing the cameras if their application for a 3 million state grant is approved. The goal to help prevent theft while the city council supported the move, several Council Members say they are worried about privacy. But police said cameras would not be used to look for crimes, only to respond to reports of something happening. Theres no intent right now or even in the future that i can foresee where we would be combing through the amount of data that we would be collecting through this to look for potential crime. We would be relying on on people to notify us of something that occurred and then we would that would trigger the search. Well, the cameras do not include facial recognition technology. And the city says the cameras will follow guidance suggested from the aclu to where any data will be automatically purged after 30 days. The city is still waiting to hear back if it will get the state grant to pay for the cameras as well. A federal Appeals Court has ruled not to modify an injunction in a high profile lawsuit in San Francisco , go about enforcing the law on homeless camps. Now, in december , a judge temporarily banned the city from clearing out homeless camps. If there was no other place for the unhoused to go, City Attorney david chiu said that he wanted to modify that order so that it would not apply to people who are voluntarily homeless. Those who refuse to accept shelter. But the ninth Circuit Court denied the citys motion to modify the court says it will address all other issues raised in due course. Well, whether its an earthquake or a wildfire, the best way to minimize risk is to prepare. Still ahead, were going to talk to a Risk Management expert out on the best ways to get ready for a disaster. And were really trying to drive home that point this afternoon. Also, some new information in the charges. Former President Trump is facing there in georgia. Coming up, how long the trial is expected to take and the long list of people to be called to take the stand theyve never seen before in the bay area. We know the wildfire season is no longer a season and we have seen the devastating impact to person and property. Mauis recovery from its wildfire will take months and years and has forever changed the island and specifically the town of lahaina, which so many have known and loved. In florida, the cleanup and rebuilding is still underway. Itll take a long time there, too. After hurricane idalia and right now, the death toll is at 14 from flooding and storms in greece, turkey and bulgaria. Lets bring into the conversation hal kempfer Risk Management expert, to talk more about what we can do. Thanks so much for joining us. You know, we used to call some of these disasters, these once in a lifetime events, once in a 500 year event. And we say, you know, this is terrible, but its not going to happen again. We really have to change the way were looking at these things because it seems like we keep saying that, bardeen, we really do. You know, you often hear the term they say act of god or a black swan, meaning it was something that was completely unexpected. Well, weve have to get to the point where were expecting things that were relatively unexpected. Now, these things happen before, but they havent been happening with the frequency and intensity that were seeing now. Certainly Climate Change is playing a huge role, but the other part of this is building. You know, theres a lot more human activity, a lot more commercial residential building in places where simply they they they werent there before. They were farmlands or open open lands. And when you get close to that wildland interface, when you get close to various Different Things where nature has shown its fury in the past, people are at risk. And so were seeing that too. Yeah, theres big impact there. And this discussion, i think micromax levels, right . Were talking about people keeping a go bag, extra water, but were also talking about big pictures. Resources supply chain ensures. I mean, its really hard for people to get an insurance policy because those Insurance Companies are saying, hey, this is probably going to happen again. How do we plan as a society for that . Well, as individuals, families, small businesses, i would be remiss if i didnt say go to ready. Gov. Thats femas website. It has checklists. It has all sorts of things, steps that you can go through to get ready on a larger area, though, what were looking at is continuity of operations, planning, how do we keep operating, whether its a profit, non profit, government. But when something happens and thats where you get into some very detailed planning, the first step, though, is to get into a valid comparative Risk Assessment. Thats where you look at a variety of things with a variety of experts in the room , a lot of knowledge and understanding, looking at the history, our vulnerability fauci the maximum effect of something , and then of course, looking at the probability that will occur. And thats not the same everywhere. And its not the same for every company. Its not the same for every government, every body has their unique characteristics, and its going through that deliberative assessment process that gets everyone pointed in the right people doing that, though when you talk about governments, when you talk about companies and weve looked at this and we kind of sometimes we do this hindsight is 2020 and saying, why didnt you do that . But are people doing this comparative Risk Assessment going through that process so that we are better prepared . Not as much as i should have. And thats been an issue, too. When you go around, there are checklists and fema has done some really good things since 9 11, and theres a lot of checklists, a lot of forms. The other thing is i get into its not just did you do the form, its not just the formula version, its how was a qualitative work being done, getting there. And thats where theres a lot of work to be done. The big thing, though, is when you see Something Like a lahaina or a paradise california or what youre seeing with the floods taking place in the mediterranean right now, you know, its that 90 rule, 90 of what you could have done when the event occurs has already passed you by. You cant prepare. You cant train, you cant mitigate, you cant do all those things. That would be decisive once the event occurs, like lahaina, there really is only so much that can be done in response to something. The big part is already over. Can you talk about the term paparazzi preparedness . Oh, paparazzi. Weve been using that a lot. And i got to tell you, were human beings. All right. And obviously , theres a demand for paparazzi because they chase people who are famous or trending or whatever. We talk about paparazzi preparedness for. Thats for organizations. Governments will be chasing kind of whats trending in disasters. Right now. So if theres a lot of fires in the news, hey, we got to do fires. If theres been a recent earthquake, they have to do earthquakes. Thats why we go back to that comparative Risk Assessment where you look across the board, you know, get the headline stuff out of there, start looking hard and in a rigorous fashion to try and get to more objective data. Dont dont go with the most recent movie. If theres a big movie on earthquakes, everybody wants to do earthquakes. We saw the same thing with terrorism after 911. You know, its getting down to the actual risk. The actual threats that we face go down to just kind of logistics and what we know in data and that that definitely defines how we prepare and how we are going to be able to react. All right. These are live pictures from sky fox over a grass fire off of highway 29 in Clayton Creek road. Firefighters are here on the scene of this fire, again in the lower lake area. Last report about three acres, but with a rapid rate of spread. Thats obviously the concern and some evacuations signs are now in place in the immediate area. Well well, the Justice Department announcing today that it will seek an indictment against hunter biden by the end of this month. The special counsel investigating hunter biden says the indictment is related to gun charges. Previously, prosecutors reached a plea deal on a gun charge, but that agreement fell apart. You may remember back in july, the Justice Department is also investigating Hunter Bidens business dealings. Meantime President Biden today announcing a contract agreement for workers at west coast ports. The deal firms up a tentative deal that was reached back in june by 22,000. International longshore and Warehouse Union workers. It includes a 32 pay increase over the span of the contract as well as a one time bonus for working through the early days of the pandemic. Its a good deal for workers. Its a good deal for companies, and its a good deal for the United States of america. This landmark contract covers 29 ports stretching from san diego, california, to bellingham, washington. That play a major role in our nations economy. More comes through those ports than any other means of getting into the United States of america. Its gigantic, gigantic economic impact. The port workers voted 75 in favor of approving this agreement. It expires in 2028. Well, prosecutors in the Georgia Election subversion case involving former President Donald Trump said today the trial would likely take four months. The estimate from a special prosecutor came during a hearing today before Fulton County superior court judge scott mcafee. The state plans to call more than 150 witnesses and the estimated trial length did not include jury selection. And a lawsuit has been filed in colorado to keep former President Donald Trump from running for president again. The six voters behind the suit claim a rarely used clause in the Us Constitution could make him ineligible to run for office next year. The suit cites the 14th amendment, which prohibits candidates from running if they supported an insurrection after taking an oath to uphold the constitution. Many political experts think this is the first step in a case that will most likely end up in the supreme court. In another case, former President Trump suffered a legal setback today. A federal judge ruled that trump is liable for defamatory statements he made about Writer E Jean Carroll in 2019. The statements were made after she went public with claims that he had raped her decades earlier. The judge says the upcoming trial will only deal with the question of how much the former president should pay carroll in monetary damages. In may, a federal jury in a separate but related case, found that trump sexually abused carroll in a new York Department store in the mid 1990s and defamed her last fall. You won the top prize, beating out about 50 other applicants applications from students ages 13 to 18. So tell us all how it feels. Um, its super, super exciting. Im so excited to represent the bay area in this way. Ive lived here my entire life and im just really excited to engage with communities and locations that i previously havent been able to yet. Yeah. Tell me why you wanted to. To be the youth poet laureate for Alameda County. For me, its all about making a change. Im really i really prioritize lies in my poetry, representing young, marginalized groups and groups that like have not had, um, like a voice yet. So i believe in writings power to represent people well and give people empowerment out beyond just my own writing. I really want to focus on giving other people a voice as well. Okay, so i want to talk more about your motivation, your insp i want us all to listen to your entry. Okay so explain a little bit more about this poem and what you want people to take away from it. So this poem is called consecration of the model minority. Its inspired by the ever pervasive model, minority model, minority myth, which wanted to break down from the perspective of someone who is chinese american for anyone who doesnt know, the myth refers to the tokenization of Asian American ones who have been assigned stereotypes which some have deemed positive. And then these stereotypes have been used to place asianamericans as a monolith to compare other marginalized communities against which is really harmful. So i really wanted to explore kind of the dichotomy of the stereotypes that we are assigned now versus the way we have been treated historically in the past. Um, i reference the repeal of the chinese exclusion act there and i sort of wanted to sort of parallel the American Dream with the religious ideals which are really pervasive in our society and sort of see how Asian Americans have been like kind of placed on this on this like ledge of like expected to be perfect, but also like compare it against other minority groups when really it is not a competition and were all fighting for the same thing. Okay. So it seems like you really draw on your own personal experiences here when it comes to your writing. Yeah yeah, for sure. For sure. Okay. I want to talk really quickly as we wrap up this conversation about your new response abilities. You know, serving as an ambassador to inspire civic engagement, social justice, cultural awareness and literary excellence among young people in the county. How do you take on that role and what exactly do you plan to do . Well i definitely feel the responsibility of it. Um, i, i really want to make an impact, especially amongst young people in our community, because i feel like poetry is seen as this highly inaccessible thing when really it is something that every young person should be able to use to express themselves. Rouz so i am planning on, um, contacting schools and visiting classrooms, creating presentations to really inspire and empower young people. And also i want to further use our social media platforms such as instagram to further our outreach to make young people on these apps understand that they have a voice and they have a responsibility to be heard. Yeah, well, i think you are going to be a dynamic ambassador for young people in Alameda County. Again, congratulations and thanks again for coming on the show. The two high schools will then hold a joint practice and will sit down to a team dinner together. I think the cheer will be good for us, for our team, becseow, we its time to get out of oas actually like a little vacation for us out at school and stuff like that. I think its the First Time Ever for the oakland kids. So the opportunity for them to travel and see something outside of oakland, i think its just a great experience for these kids. Hopefully theyll you know, help them see things outside of oakland and have an experience that theyll never forget. Well, on friday, the team will tour the campus of usc before playing dorsey castleman returns to oakland on saturday morning. The trip is being funded through last years ticket revenues.
