The next few days starts today. Itll be warmer for most higher clouds from yesterday. Theyve pushed out the fog coverage is, i think about half, if not more than that from yesterday, 60s, 70s and 80s. All right. Sals here at 7 00 and get crazy busy this time. And we are beginning with the bay bridge. Steve it does not look very good because of a brief crash on the span. You can see that even the carpool lanes are getting a little bit slow, but right now, the crash has been cleared. Still, it is not a great commute. San mateo bridge westbound 92, that span is affected by an earlier crash. They finally cleared it. It was there for a while on westbound 92. As you drive up to 101. Thats again, all the lanes are clear, but the traffic is very slow onto the bridge. 701. Lets get back to the headlines and well begin with a developing story in San Francisco where police are investigating a hit and run. Were told it first involved a pedestrian and a vehicle with a driver behind the wheel. Crews Autonomous Vehicles shared video with us showing the initial collision, knocking the pedestrian into the path of the cruise Autonomous Vehicle, which then ran over the victim. This happened just after 930 last night at fifth. And market crews says the vehicle with a driver then drove away. By the time our ktvu crew got there, that cruise vehicle was the only car still at the scene. Emergency crews arrived just minutes after the collision and when they arrived on scene, they found a female underneath the left rear axle of a stopped Autonomous Vehicle. This is a unique situation because rescuers didnt have a driver or any passengers to ask about the nature to be the woman is being treated now for critical injuries. Now, again, police say the driver who first hit her left the scene. Officers say theyre actively looking for both the driver and the car crews released a statement that says in part, quote, our heartfelt concern and focus is the wellbeing of the person who was injured and we are actively working with police to help identify the responsible driver. New this morning, police in washington, dc say that a congressman from texas was not hurt after becoming the target of armed carjackers last night. Investigators say three robbers approached democrat Henry Cuellar about a mile from the us capitol and stole his car and his luggage. Police are now interviewing witnesses as they continue their search for the carjackers. Its not yet clear if they knew theyd a member of congress. Our time is 703. Well, today, Vice PresidentKamala Harris will swear in the newest us senator for governor. Newsom appointed Laphonza Butler to fill the senate seat formerly held by the late dianne feinstein. Her supporters say shes been a labor organizer and political consultant for years. Ms. Butler will be only the third black woman to serve in the United States senate. Kamala harris was the second. Ms. Butler will also be the first openly lgbt btq senator from california. Could not come at a more important time for our community to have to have that representation, but also to have a real tried and true fighter. Hes picked someone hes politically comfortable with, who he believes matches a lot of the demographic characteristics he was looking for in this appointment. But shes not someone whos ever had to be accountable to voters. Now, ms. Butler issued a statement saying, quote, no one will ever measure up to the legacy of senator dianne feinstein, but i will do my best to honor her legacy and leadership. Now, the swearing in ceremony will take place at noon at the us capitol, noon our time today. The appointment of Laphonza Butler to the us senate has changed the landscape for next years election. Governor newsom earlier said that the person he would appoint would not run for the full senate term next year. Hes now lifted that assertion. Butler has not yet said whether or not she intends to run. Her staff told ktvu in a statement this week. Laphonza is focused on respecting and honoring senator feinsteins legacy and getting ready to serve the people of california in the senate. Politics can wait. Butlers team says shes owned a home in california since 2011 and has since reregistered to vote in this state. Theres been a change to the Funeral Service for the late senator dianne feinstein. The service has been moved now to the front steps of San Francisco city hall so the public can attend. Its set to happen thursday afternoon, 1 00. There will be standing room available in civic center plaza. The service will also be streamed live online. Following the service, the senator will be buried at a private ceremony with family only tomorrow. The senator will lie in state inside the rotunda of city hall. Tours of ships begin tomorrow as military men and women will take part in several events all over San Francisco. Well take you there later this morning. We saw some of those servicemen and women shooting hoops yesterday with kids in San Francisco. That was part of the annual hoops with troops, basketball clinic. They played with middle school aged students, many who say they looked up to the members of the us military. Those participating say interact with the kids. Thats one of the best parts of fleet week. Its something that we could do to help out the community and show the kids that were normal people as well. And they can look up to us representatives of the navy and marine corps say they are excited and relieved that fleet week in San Francisco is happening. Keep in mind the Us Government had to come to an agreement to temporarily fund the government hours before its deadline, and if that didnt happen, that would have prevented all fleet week activities. Absolutely some relief, right . Weve been planning for this for months and months now. And if there was a government shutdown, it would preclude our ability to really participate. So you know, were happy to be here. Weve been planning for it for a while. And i know these sailors have been in marines have been looking forward to it. Heres what you can do. Now, if you want to go up to the bay bridge, maybe, maybe i would do that. But we just had a crash on the bay bridge that just cleared. It was very minor. Well san jose spent 58 million on overtime pay for Police Officers in the last fiscal year. Almost 20 more than it paid in 2021. The average base salary for a Police Officer is 120,000 a year. The san jose spotlight is reporting the average Police Officer earned 38,000 in overtime time. One officer earned 158,000. Thats. 130 of the base pay. Once argent earned more than 201,000 in overtime. A city leaders say overtime is necessary because of a Staffing Shortage of Police Officers. Theyre trying to hire more Police Officers, which would be more cost efficient in the long run. San jose police are investigating what happened after two children died at a home daycare in the almaden neighborhood. Ktvu andre senior live here. And andre the children appear to have drowned in a Swimming Pool at a home on fleetwood drive. Well, police are telling us, garcia, that the three children actually fell into that backyard Swimming Pool yesterday morning. Neighbors say they heard a lot of yelling at the time. Im just yelling very loudly, very loudly. And my wife and we feel i mean, should we pull police . Well, the children were at the happy, happy licensed daycare, the backyard pool is surrounded by a tall metal fence. The pool cover had been pulled back all three children were pulled from the water, taken to the hospital. Two of them were pronounced dead. And the third child expected, were told, to survive of a water safety advocate says people need to be aware of the dangers small children are in when ever they are near swimming or even wading pools. I want the public to know that this happens more than you ever think, and that if that drowning is the number one cause of death in children ages 1 to 4 and the second leading cause of death in children ages 5 to 15. Its still not clear how many children were at the home daycare when the victims went into the water or how many adults may have been supervising them at the time. Theres also no information about how old the children were for now, the daycares website says the owner has a bachelors degree in Child Development. General motors and ford announced theyre laying off about 500 more auto workers at four midwestern plants where workers have not been walking the picket line. Car makers say the uaw strike means that fewer car parts are being made, so theres less work for the Assembly Line workers. The laid off workers will not receive severance pay or be called back until the strike is over. The layoffs affect factories in ohio, indiana and illinois. Last week, the union expanded the strike to more ford and gm plants. Uaw leaders say theyre making progress in talks with stellantis. All right. Our time is 716. Saturday cooler for all on sunday okc thank you time 719 a fast moving grass fire in oakland damaged a home in east oakland and threatened several others nearby. This fire started in a vacant lot, then quickly spread to that house as a fire grew sparked set a nearby house on fire and the flames were shooting out of the roof. Top neighbors quickly started using garden hoses, trying to keep it from spreading. And then firefighters arrived minutes later for fred barcelo was stunned when he realized it was his house that was burning. I look out the window expecting to see blue skies and all this, and all i saw was brown. The weeds were up this high, an and it just engulfed the entire lot and burned the fences down. I just finished the landscaping and, you know, over 60,000 in here. Im back to dealing with the living room in neighbors now wonder if landscapers may have done something to spark this fire. But investigators are still out there searching for the cause of the fire. And fire crews in the north bay will hold a controlled burn today. You should be able to see it from highway 101 marin county fire official says the burn will be near the Big Rock Ridge area west of highway 101 between san rafael and novato. You should be able to see smoke from both cities. This controlled burn is designed to clear away dry brush in the area in an effort to prevent wildfires. Highway 24 is crowded, which it normally is. So is 680 and highway four, its all within the realm of routine slow traffic. 46 minute drive from the carquinas spreads to the macarthur maze. Thats a little heavier than normal. Bay bridge is getting routine. It was a little slow. We had an earlier crash, didnt last that long. And the san mateo bridge is finally beginning to get better after a crash in san mateo. Thats been clear now for about half hour to 45 minutes, 731. Lets get back to the desk. Will cruise the Autonomous Car company says one of its vehicles is not at fault for a crash in San Francisco that sent a woman to the hospital with life threatening injuries. Now, it happened last night near fifth and market streets. Ktvu is ali rasmus explains what we found out overnight about what happened out there and why dash cam video will be a key part of the investigation. Good morning , ali. Well, dave, when dispatchers first got the call about this crash, it was initially reported as a woman pinned under a selfdriving car. And they saw a woman trapped underneath the Autonomous Vehicle at fifth and market. There were no other vehicles around, no other witnesses, and there was no one inside the selfdriving car when this crash happened. But overnight, crews, the company that operates the selfdriving car, says it was able to view that cars dash camera video. The company says that video clearly shows there was another car involved and at fault. Crews shared that video with ktvu for our viewing purposes only, theyre not releasing it publicly, but in it we did see a dark colored sedan driving right next to the cruise car. Both cars appear to have a green light at an intersection as the woman tries to cross the street. In the video, we see the dark colored sedan hit the woman. The impact throws her into the path of the selfdriving car right next to them, and she becomes pinned underneath. Now, the other car involved in this crash was gone by the time firefighters arrived, they found a female underneath the left rear axle of a stopped Autonomous Vehicle. This was a unique situation because rescuers didnt have a driver or any passengers to a about the nature of the injuries or how woman suffered multiple traumatic injuries in this crash. They rushed her to the hospital. We dont have an update on her condition. As of last night, San Francisco police acknowledged they were aware another car may have been involved in this, but they stopped short of calling this a hit and run investigation. Again overnight, representatives from cruise say that they believe their dash camera video from that selfdriving car there shows that that vehicle was not at fault. Weve asked crews to allow us to share part of that video or at least share publicly a screenshot showing the two cars driving next to each other to explain what happened with this crash. But Company Representatives say theyve turned over their video to police and they have to check with their Legal Department before they can show any of it publicly. Time now, 734 Oakland Police are investigating the death of a woman who was visiting the bay area and was killed in a hit and run accident a week ago. It happened on busy seminary avenue near Mills College in vestigators say 72 year old myra lee delaney was on her way to catch a bus to meet a friend at the airport when she was hit and killed by a car and her body was not found until the next day. They in the car hit her. It hit her so hard that it knocked her back, back and down into the this ravine against the fence so it wasnt visible by the road. Now, Oakland Police say the suspect had hit and run. Driver actually turned around to look for the victim moments after the crash but couldnt find her. Its still not clear if that driver will be facing charges. The coast guard and other rescue organizations have called off their search for a swimmer who disappeared while swimming near point reyes on sunday morning. Officials say that the person was swimming with two friends at marin countys wildcat beach. The friends reported the swimmer missing. At least one other person reported seeing a shark nearby. Experts say of all the dangers in the ocean, sharks are not among the top concerns, as fatalities are very rare and injuries also rare. Many more people are injured through bonking their heads on rocks and hitting their surfboard or, you know, swimming and getting tired or hypothermic. Theres all kinds of risks out there. The missing swimmers name has not yet been made public. Our time now. 736 san jose mayor matt mehan wants the city council to declare that the city is in a homeless crisis. As the mayor says, the city should make its actions and policies match the rhetoric of city leaders. Now city reports show there are more than 4000 People Living in rvs on sidewalks and along rivers in san jose and the encampments have been growing since the pandemic started. Mayor mehan says an official crisis declaration would streamline the process of building interim housing, safe parking and sleeping sites and that could mean solutions would be months. Its not years away. This is an emergency. We have to move with all haste to build safe, dignified alternatives to encampments. So as a council, its our obligation version to get barriers out of the way to make sure that we can do things as quickly as possible. All, however, critics say the city isnt taking action. A lot later than it should and compares this to another kind of emergency. Well, check now on state and local gas prices. The average price across the state is slightly more than 6 a gallon. Napa average is higher than that, about 6. 06 a gallon for regular San Francisco drivers are paying just under 6. On average, oakland is at 5. 90 a gallon. San jose is the least expensive gas on average and that is usually the case. Theyre paying 5. 86. There the local prices are up about 0. 28 a gallon from just last week. Thats because several bay area counties started using the less expensive winter blend gas last week. While most of the state had to wait until this week. However not all of the 17 of the states refineries have completely converted their production lines, so there is less winter blend gas available now, and that is boosting prices here. California prices are expected to start dropping again by next week as more refineries complete the switch to that winter blend. Gas gasia tell them to hurry up. Bring down those prices. Im being so careful with my driving. I know environmental financial reasons. I really think twice. I know. Lets check in with sal, see what the drivers on the road right now are dealing with. Hows it look, sal . Well, it is crowded. And you know that driving in slow traffic or even idling just really kills your fuel economy. So you might want to think about that, too. Lets go to 80 westbound. If you are driving, lets say from the carquinez bridge to the maze 47 minutes. Thats kind of long. Bay bridge has been a little slower than usual. Not terrible, but there was a crash earlier and the san mateo bridge is recovering. I think the san mateo bridge might be a lot better and you might want to think about that. This is a look at the peninsula 101 and 280. Look pretty good. Weve been lucky there. And 101 still looks pretty decent. San jose, though, a lot of idling and slow traffic on 280 101. All the way to fremont southbound 680. At 84 there was a crash and now pleasanton commute both on 680 and 84. Very, very slow. 801. Lets get back to the headlines and well begin this 8 00 hour with the developing story in San Francisco. Thats where police are investigating a hit and run that ended with a woman pinned under an Autonomous Vehicle. Were told at first involved a pedestre and a vehicle with a driver behind the wheel cruise Autonomous Vehicles shared video with us showing the initial collision, knocking the pedestrian into the path of the cruise vehicle, which then ran over the victim. It happened shortly after 930 last night at fifth and market crews says the vehicle with a driver then drove away from the scene. By the time our ktvu crews got there, the cruise vehicle was the only car at the scene. Emergency crews arrived minutes after the collision. When they arrived on scene, they found a female underneath the left rear axle of a stopped Autonomous Vehicle. This was a unique situation because rescuers didnt have a driver or any passengers to ask about the nature of the injuries or how the victim became to be. The woman is now being treated for critical injuries. Once again, police say the driver who first hit her left the scene. Officials officers are actively looking for that driver and car that originally hit her. Crews has released a statement that says in part, quote, our heartfelt concern and focus is the wellbeing of the person who was injured. And new this morning, police in washington, dc say a congressman from texas was not hurt after becoming the target of an armed carjacker last night. Investigators say three robbers approached democrat Henry Cuellar about a mile from the us capitol and stole his car and his luggage. Police are now interviewing witnesses as they continue to search for the carjackers. Its not clear if they knew they had a member of congress. Well, today, Vice PresidentKamala Harris will swear in the us newest us senator, Governor Newsom picked Laphonza Butler to fill the senate seat formerly held by dianne feinstein. Supporters point out that she has been a labor organizer and political consultant for years. Butler will be just the third black woman to serve in the us senate. Kamala harris was the second. Butler will also be the first openly lgbtq senator from california could not come at a more important time for our community to have to have that representation, but also to have a real tried and true fighter. Hes picked someone hes politically comfortable with, who he believes matches a lot of the demographic characteristics he was looking for in this appointment. But shes not someone whos ever had to be accountable to voters. Butler issued a statement saying, quote, no one will ever measure up to the legacy of senator dianne feinstein, but i will do my best to honor her legacy and leadership, end quote. What does fleet week mean to you . Fleet week is one of the best times of the year. San jose Police Investigating what happened after two children died at a home daycare in the almaden neighborhood. Authorities say three children fell into the backyard pool yesterday morning. Shes very loudly, very loudly. And my wife and we feel i mean, should we pull police . The children were at the happy, happy licensed daycare, the backyard pool is surrounded by a tall fence. The pool cover had been pulled back. All three children were pulled from the water and taken to the hospital. Two of them were pronounced dead and the third child is expected to survive. A water safety advocate says people need to be aware of the dangers. Small children are in whenever they are near swimming or even wading pools. I want the public to know that this happens more than you ever think, and that if that drowning is the number one cause of death in children ages 1 to 4 and the second leading cause of death in children ages 5 to 15, it is still not clear how many children were at the home daycare when the victims went into the water or how many adults may have been supervising them. Theyre also is no information about how old the children were. The daycares website says the owner has a bachelor degree in Child Development at ktvu contacted the business owner, but so far theres been no response. We are learning more about a crash in San Francisco involving a selfdriving car and another vehicle that sent a pedestrian to the hospital with life threatening injuries happened last night in San Francisco at fifth and market will turn to ktvu. Erasmus youve been following the story overnight and there is a key role that dashcam video plays in trying to figure out what exactly happened here. Good morning, gasia. Yeah, when firefighters first arrived at the scene of this crash, they found a woman pinned underneath the axle of a selfdriving cruise car. This was around 930 last night at fifth and market. There was no one inside that Autonomous Vehicle, no passengers, no witnesses, no other cars at the scene. So initially, it appeared as though the selfdriving car was the only vehicle involved. But overnight, representatives from cruise, the company that operates that Autonomous Car, said they looked at that vehicles dash camera video. And that video revealed something else. The company says the video clearly shows another car involved and they believe at fault for this crash that sent a woman to the hospital with serious injuries. Crews shared that video with ktvu. For our viewing purposes only. Theyre not releasing it publicly. But in it, we did see a dark colored sedan driving right next to the cruise car. Both cars appear to have a green light as a woman tries to cross the street against traffic. In the video, we see that dark colored sedan hit the woman first. The impact throws her into the path of the selfdriving car and she becomes pinned underneath it. The other car involved in this, though, was gone by the time firefighters arrived. They found a female underneath the left rear axle of a stopped Autonomous Vehicle. This was a unique situation because rescuers didnt have a driver or any passengers to ask about the nature of the injuries or how the victim became to be beneath the vehicle. No one to ask. But again, dash camera video does give a different view and some context to what may have happened here. Now, firefighters say the woman suffered multiple traumatic injuries in this collision. They rushed her to the hospital and we dont have an update on her condition this morning. But within the past hour, San Francisco police sent a new statement about their investigation into this. They acknowledge a second vehicle involved but stopped short of calling this a hit and run, saying, quote, we believe another vehicle that was not an Autonomous Vehicle may have been initially involved in the collision, but the vehicle or driver were not present at the scene during our investigation, end quote. Police say they are looking for that car and the driver of that dark colored sedan. Theyre asking anyone who may have Surveillance Video from their home or business in the area at fifth and market or anyone who may have witnessed this crash to come forward and help with the investigation. Now, we asked crews to allow us to share at least part of their dash camera video to more clearly explain how this crash happened. But they said theyve turned that video over to police and they are checking with their Legal Department first before they can share any of it publicly. Oakland Police Investigating the death of a woman who was killed in a hit and run accident. One week ago. It happened on busy seminary avenue near Mills College while the victim was visiting the bay area. Investigators say mara lee delaney was on her way to catch a bus to meet a friend at the airport when a car struck and killed her. They say the 72 year olds body was not found until the following day. The car hit her. It hit her so hard that it knocked her back and down into this ravine against the fence so it wasnt visible by the road. Well, police say the suspected hit and run driver turned around to look for the victim moments after the crash, but could not find her. It is not clear if that driver will face charges. The coast guard and other rescue organizations have called off their search for a swimmer who disappeared while swimming near point rays on sunday morning. Officials say the person was swimming with two friends at marin countys wildcat beach. The friends reported the swimmer missing when other person reported seeing a shark nearby. Experts say of all the dangers in the ocean, sharks are not among the top concerns. Fatalities are very rare and injuries are also rare. Many more people are injured through bonking their heads on rocks and hitting their surfboard board or, you know, swimming and getting tired or hypothermic. Theres all kinds of risks out there. The missing swimmers name has not been made public. San jose mayor matt mehan wants the city council to declare that the city is in a homeless crisis. The mayor says the city needs to make its actions and policies match the rhetoric of city leaders. City reports show there are more than 4000 people who are living in rvs, on sidewalks and along rivers in san jose. And those encampments have been growing since the pandemic started, murmann says. An official crisis declaration could streamline the process of building interim housing safe parking and sleeping sites. And that could mean solutions would be months instead of years away. This is an emergency. We have to move with all haste to build safe, dignified alternatives to encampments. So as a council, its our obligation then to get barriers out of the way to make sure that we can do things as quickly as possible. But critics say the city is taking action much later than it should, comparing it to another type of emergency. Lets check in on gas prices across the state. And here at home, the average price for california gas is slightly more than 6. Napa average is higher than that, averaging 6. 06 a gallon for regular for San Francisco. Drivers are paying just under 6 on average. Oakland is at 5 and 90. San jose is the least expensive gas on average and thats usually the case there around 5. 86. Local prices are up about 0. 28 a gallon from just last week. Thats because several bay area counties started using the less expensive winter blend gas last week. While most of the state had to wait until this week. However, not all of the 17 of the states refineries have completely converted their production lines, so theres less winter blend gas available now. And that is whats boosting prices here. California prices are expected to start dropping again by next week as more refineries complete the switch to that winter blend gas that steve. Gas prices will drop next week by dropping not by a dollar. Its going to be like a penny or two. Theyre going down a nickel. Yeah, exactly. Its not going to be like the rise. All right.
