He and the mayors security officer, a member of the San Jose Police department, then come to blows for several minutes. In an emailed statement, the Mayors Office says mahan, quote, is deeply grateful to his security detail. The actions of the officer tuesday night were heroic. First thing that jumps out, jesse, is the very difficult situation that youre in when youre protecting somebody and you only have one protection officer. University of new haven lecturer Bobby Mcdonald is a retired secret Service Agent who worked joe bidens detail. He says the officer had to make a split second decision, facing multiple variables in an increasingly violent world, weve seen more threats made towards members of congress that normally didnt get threats. People who are hurting out there, whether its financially or from a homeless situation or a Mental Health situation, at least one group is casting a critical eye at the actions of the security officer. In an email to acting police chief paul joseph, the president of the san jose naacp says hes troubled by the rapid escalation of the situation into a physical altercation. It was distressing to witness the lack of attempts at deescalation from the officers involved, the department, via email says. Despite continued deescalation attempts, the unprovoked suspect continued to advance on the officer, eventually striking him. In the kron tv video, several passersby see the struggle and then help the officer detain and arrest pollard. Those who know these streets well say this incident isnt an indication downtown is becoming less safe. That can happen anywhere. Any corner, any store, anywhere, you know. So to be safe, i can tell you it is safe. Pollard is being held at the main Santa Clara County jail on multiple charges, including felony battery of a police officer. The officer was taken to a local hospital and checked for minor injuries in downtown san jose. Jesse gary, ktvu, fox two news authorities on the peninsula are warning residents to be on alert after a Mountain Lion was spotted. The San Mateo County Sheriffs Office says the big cat was seen on the 800 block of lomita avenue in millbrae, near Junipero Serra park. Deputies searched that area but were not able to find it. People who live in the neighborhood are urged to use caution while outside, especially when they are with small children and pets. Oakland fire officials are investigating an Apartment Fire that sent three people to the hospital. This fire started late this morning at a four unit building near 60th street and Martin Luther king junior way, firefighters say the flames originated in a ground floor unit when firefighters arrived, they found three injured construction workers who had been working inside that unit. It does appear that they were using some sort of cleaning agent or some sort of agent within, the apartment, but unsure exactly about how the ignition started or how the fire actually started. Two of the victims suffered minor burns. The third was critically injured. Power was turned off to the building, temporarily displacing the residents and the other units. President biden signed into law a foreign aid package today that includes billions of dollars in assistance to ukraine, israel and taiwan, along with a measure that could lead to a ban on tiktok. So various scuffles taking place all across this very large campus there at Southern California, of course, we will keep an eye on this and update you if this situation continues to get more serious. Ktvu henry lee reports now on a tent city with protesters earlier today from uc berkeley, tents belonging to propalestinian demonstrators have sprung up outside sproul hall at uc berkeley, the home of the free speech movement. Their supporters growing by the day. It is a coalition of over 75 students, staff, faculty and alumni organizations. So alumni have been sort of, you know, flowing through as well. The protest started monday with about a dozen tents. Now theres at least 70 large tents right outside the admin building at cal. Demonstrators have also been a regular presence at nearby sather gate, hoping to call attention to what they call the mass killing of people in gaza. We try to talk to campers and others involved in the protest, but were directed instead to their media rep, matt kovach, a grad student studying history. We have seen massive outpouring of community support, you know, in particularly support for the demands that we are camped out for. Demonstrators want the university to condemn the violence in gaza, support palestinian, arab and muslim students, right to organize and to cut all ties with Weapons Companies that support israel. The university of california, berkeley, has no plans to change its Investment Policies or practices. Uc berkeley spokesman dan mogulof says the administration and Campus Police have been largely hands off so far as there have been no reported problems. We are handling and dealing with this protest in a manner thats completely consistent with uc policy that says we must only turn to Law Enforcement if there is a specific and credible threat to peoples safety. Theres less than three weeks left for the spring semester, so were going to focus all of our efforts on ensuring there is no disruption to the university operations. It happened just after 5 a. M. In the 2100 block of canonazo drive, when a semi truck hit and killed a woman. Police say the driver immediately got out and called for help. Yesterday, another pedestrian was also hit and killed near airbase parkway in fairfield. Both incidents are still under investigation. A two lane road in napa was closed this morning after a tractor trailer overturned. The two vehicle collision happened on monticello road near Wildhorse Valley road, monticello road was closed for a time while crews worked to right the truck. One person was taken to the hospital. That persons condition still has not been released. Tonight were learning new information about a south bay caregiver under arrest, accused of stealing thousands of dollars from an elderly couple, and investigators say they believe there may be more victims. The Santa Clara County Sheriffs Department says 44 year old gerald cirillo used the debit card of a Los Altos Hills couple 15 times and withdrew 10,000. The unauthorized withdrawals were discovered by the couples daughter. Cirillo was identified in atm surveillance photos. Hes been working as a caregiver for four years in Santa Clara County and in surrounding areas. During the arrest of this individual, we did recover several other items in his wallet, bank cards, debit cards, checks, things that did not belong to him. Which leads us to believe there could be more victims out there, and were actively working to reach out to those victims. As ktvu is an rubin explains, organizers say they want it to be closer to where the garlic is grown and make it easier for vendors from the now defunct gilroy garlic festival to participate. But whether youre craving garlic popcorn, garlic sausage or maple brown sugar, garlic ice cream this summer, theres a new destination for all things garlic las banos. The fairgrounds there will play host to the california garlic festival. We felt it was best to be centrally located between the top, producing garlic county. The move comes after two years in stockton, but really the organizers are picking up the torch from the now defunct gilroy garlic festival. Following a mass shooting in 2019. The new organizers, who also run an asparagus festival, knew exactly what to do. There will be monster trucks, camel rides, live entertainment, scholarship, pageants and of course garlic. And we just didnt want it to hurt our agriculture community. So we just picked it up and created our own with the respect to them and also the outreach to the community. Its not going to be as big as the gilroy garlic festival on its first year, but bringing that Economic Opportunity here to merced county, i think it could be something really great. Los banos, which holds a spring festival at their fairgrounds, already wanted a second event. This seemed like the perfect fit. Plus the site is close enough that farmers, vendors and volunteers from gilroy can easily participate. Its kind of a way to tie the two communities together, and i think its, you know, its pay homage to them. Be thankful for what they started. Unfortunately, its not there anymore. That rule will raise the salary threshold for overtime eligibility close to 44,000 a year. The current threshold is around 35,000. The threshold will get another raise in 2025 and then be updated every three years. Labor Officials Say lower paid workers on salary all too often do the same job as hourly workers, but dont get paid extra when they work over 40 hours a week. Also ahead, the issue of president ial immunity went before the Supreme Court today, the wide ranging impact the ruling could have on the president ial election and former President Trumps legal troubles minutes on whether the state of idahos abortion ban can be overruled by federal law. The justice Department Says federal law requires any patient be stabilized at an emergency room, and that abortion care must be allowed in emergencies. That seriously threaten a womans health. Idaho, however, contends its ban already has exceptions for life saving abortion and that state law should take precedence if, er doctors can perform whatever treatment they determine is appropriate, then doctors can ignore not only state abortion laws, but also state regulations on opioid use and informed consent requirements. The case marks the first time the Supreme Court has considered the implications of a state ban since overturning roe v wade nearly two years ago. A decision is expected by the end of june. Governor gavin newsom is supporting a new bill that will allow Arizona Doctors to come to california to provide Abortion Access, ktvu Jana Katsuyama tells us. The push for this new bill comes as arizona prepares to enact an abortion ban in june. California lawmakers answering back with a welcome mat for Arizona Doctors and their patients seeking abortion care. State senator Nancy Skinner is a cosponsor of sb 233. Its a bill introduced wednesday in partnership with Governor Newsom, the california medical board and other organizations. They say the goal is to help arizona women coming to california seeking help. The arizona Supreme Court ruled april 9th in support of an 1864 law banning nearly all abortions except when the mothers life is in jeopardy. This arizona law is the first border state law that will directly impact the state of california. Were trying to get ahead of this law, which goes into effect on june 8th. The califnia bill would allow licensed doctors in Good Standing in arizona to get a temporary clearance to perform abortion procedures on their patients here in california. And our arizona sisters can come to california to get the health care that they need from their own doctors. Weve been staffing up. Some of our Health Centers have been expanding. Cristian garcia with planned parenthood of northern california, says their clinics and call Centers Across 20 counties have been ramping up to accommodate more patients ever since the Supreme Court struck down abortion rights with the dobbs decision. Since the dobbs decision, weve seen a 30 38 increase. Some of those are out of state. Some of those are people in state. Garcia said. Planned parenthood support senator skinners bill and is trying right now to increase services such as telehealth appointments to accommodate more patients. The challenge, he says, is how to continue funding for patients who cannot afford care. Things like uncompensated care, where if somebody cannot afford a procedure or any kind of Reproductive Health care service, they wont be turned down because of that cost. State senator skinner says that they are hoping to get this bill passed before june. It would need a two thirds majority in both houses. The Supreme Court will be at the center of Election Year politics on thursday, as justices hear oral arguments over whether former President Donald Trump should be immune from federal prosecution. Trump is facing charges that he plotted to overturn the results of the 2020 president ial election. The question here is really going to be whether trump has full immunity, whether there is some sort of fact finding test, whether theres an outer perimeter of a president s immunity from criminal prosecution, trump warns the decision could open other president s up to criminal charges, his writing in part on social media, quote, a current president would always be thinking with every move made, whether or not there would be a criminal prosecution after leaving office. But special counsel jack smith says trumps behavior continued after he left office and he should be prosecuted. If smith prevails, the courts decision could determine if trump will face trial before voters head to the ballot box in november, though the start of those proceedings could still take months to get underway. If this court comes up with a more nuanced approach, it would still likely have to send this back. It would seem almost impossible at that point for him to have a trial before the election. Trump is not expected to attend thursdays arguments in washington, as the judge in his manhattan criminal case has mandated he be in the courtroom. Some worry this expedited plan is a result of the tragic accident that took place last month, taking the lives of a family of four. We want safe streets. Of course we do. We . We want pedestrian to be safe. Diana zagorac owns historic shaws candy in west portal. She says this was a fast tracked proposal that needs further reflection for everyones benefit. This is one of the few neighborhoods that is still that has recovered and that is vibrant. After covid, you know, and for them to, like, destroy this neighborhood is insane. Members of the community and Small Businesses we spoke to today are concerned that the mta is moving too fast. Theyd like them to slow down a little bit and take into consideration what new traffic restrictions and any change to Street Parking might do to merchants. Though changes to parking are not part of the current proposal, the candy and ice cream merchant fears any loss of parking on west portal would crush her business right now, if you cant find a parking spot, you can usually loop around and get one. But if you by looping around, you have to make five turns and cut this way and not turn left and this and that, then were just nervous that people are going to give up and say, ill go to the mall instead. Myrna melgar is District Supervisor for west portal. She provided a statement indicating west portal streets are, quote, in dire need of an upgrade and now is the time to act, unquote. She also discussed efforts her office and mta have made to engage the public on whats needed through surveys and promises and updated proposal based on feedback, saying in the coming weeks, an updated proposal will be available that addresses many of the concerns voiced through this public process. Intuitive surgical, based in sunnyvale, created the robot, which helps doctors diagnose lung cancer faster and safer than previous methods. Early detection is key to beating cancer, delaying treatment by just six weeks reduces the survival rate by 13. This robot, along with ct scans, helps doctors perform a procedure that lets them see the lungs of a patient and find signs of cancer. This allows us to one get to the nodules at radiology could not otherwise get to two biopsy nodules from the inside, which which has a much lower risk of lung collapse. Its been less than a week since San Franciscos mayor, london breed, announced the city had signed a deal to bring giant pandas to the city. Welcome pandas to San Francisco. There are still a lot of hurdles to clear before the pandas can come to San Francisco, including fund raising for a new home for the animals now. Mayor london breed has introduced legislation to help pay for a new enclosure at San Franciscos zoo. The new enclosure could cost close to 25 million. The mayor says that money will be raised through private donations, not tax dollars. But before she can reach out to philanthropists, the mayor said she had to introduce legislation that would temporarily lift restrictions on city leaders seeking private funds. The Public Private partnerships of raising private dollars to help with public projects cant happen unless you go through a process like this. The exact design of the enclosure hasnt been decided yet, but chinese officials will work with city leaders on the next steps. The mayor has said shell work to make sure that the pandas have a safe and secure temporary home in San Francisco, and that will cost money. Even when im having conversations and people are saying, oh, i want to help, right . So instantly theres a form that i would have to fill out, but i cant even do that unless i get permission to make the request. Zoo visitors say theyre already looking forward to the pandas arrival. I dont know too much about politics, but i love pandas and it would be nice because the children here, theres a lot of children and something to look forward to coming to San Francisco. We like to come to the zoo all the time. Its always excited to see the new animals and like the baby hippo. And were looking forward to the new pandas coming to. At this point, theres no timeline on when the board of supervisors will decide whether or not to temporarily lift the restrictions on securing private donations to pay for the new panda enclosure. The city hoping those pandas will be here at the San Francisco zoo early next year in San Francisco, christien kafton, ktvu fox two news. A food bank in yolo county is stepping up efforts to get food to the families most in need, many of them farm workers. The food bank says 30 of residents in yolo county are food insecure, making it the most food insecure of all 58 california counties. Sutter health partnered with the food bank to launch a program called cultivo, spanish for crop or cultivate. The program delivers a box of fresh food monthly to families in need. It was one of the most kind of the saddest, one of the saddest realizations that we had just the very people that are providing the food that we eat are 53 of them are experiencing food insecurity. New federal rules announced on wednesday mandate automatic cash refunds for passengers whose flights have been canceled or significantly delayed. We are also changing the refund to clarify that it must be by cash. It must be in cash by default, unless a passenger actively chooses another form of compensation. Air carriers will also be required to clearly disclose junk fees and refund bag fees. If luggage is not delivered within 12 hours of domestic flights before the rule, the department of transportation says passengers had to navigate Airline Websites and fill out extra paperwork to request a refund. The white house estimates the changes will save fliers around 500 million each year in excess airline fees in frequent fliers are especially vulnerable, since they may not know that we are here for them and are often not told about their right to a refund. The announcement comes at a turbulent time for the travel industry. On wednesday, the Justice Department is meeting with families of People Killed in two boeing 737 max crashes as the government decides whether to pursue a criminal case after the crashes, the company had reportedly agreed to strengthen its Compliance Program over three years. But just days before the agreement expired, a door plug flew off an Alaska Airlines plane. Well, boeing today reported a nearly 400 million loss in the First Quarter that is actually less than what analysts predicted.
