Kelsey Scanlon, the director of the county Department of Emergency Management, reported to the Board of Supervisors on Tuesday that the storm and powerful wave action that hit the Central Coast beginning Dec. 27 damaged both public and private property throughout Monterey County, including areas adjacent to the Carmel River and Carmel River Lagoon, as well as the Salinas River and the Salinas River Lagoon.
