Moore's promise of free pre-K must balance cost, resources and quality learning
Maryland's Blueprint Plan promises to expand free pre-K to all children in need in the next 10 years. Passed in 2021 and beginning in 2023, the plan promises to increase education funding by $3.8 billion each year for the next 10 years.
