It does not include further aid to ukraine. Todays vote in the house was overwhelmingly bipartisan. 335 for, 91 against. This outcome, a lastminute development for weeks hardline Republicans Hart railed against a continuing resolution Order Provisions or, nothing at all. But overnight, House SpeakerKevin Mccarthy ran his own way, putting the cr on the floor. Where he was shortly after it passed. What i have wanted the bill that we put on the floor yesterday to secure our border, cut wasteful spending . Yes i did. But i had members of congress who would not vote for. That so if you have members in your conference who dont let you vote for appropriation, bills doesnt want an omnibus, and doesnt want a stopgap measure, so the only measures to shut down and not paratroops . I dont to be a part of team. I want to be a part of a conservative group that wants to get things done. On this very busy saturday, we wait on the senate to debate and to vote. They are waiting to get the consent of all now 99 members to move forward with what we expect after, that is there could be a short debate. Then the senate will vote. There is no doubt that the bill will pass the senate. Theres overwhelming support in the Democratic Party and plenty of support among republicans to keep the government open at existing levels which this will do until November 13th im sorry, november 17th, with disaster aid funding, as you point out, alicia, the one big thing that was stripped out of this bill is aid to ukraine. That is something that speaker Kevin Mccarthy has decided to leave for another day. I asked monaco what the white house is saying about that, but before we do, our audience will be forgiven, sahil, if they have whiplash. This is not where a lot of folks thought this was headed. Walk us through the schiff today from House Republicans to get a vote on the cr that passed. Thats right, alicia. Its been a dramatic turnaround for Speaker Mccarthy who has spent the last few weeks, really, last several months, catering to a small group of hardliners in his conference. Theyve demanded steep spending cuts. Theyve demanded policy addons on things like immigration and Border Security that democrats are not willing to support. And just yesterday, 21 of his hardliners voted down his attempt to move a republican shortterm bill. Mccarthy decided, eight minutes before midnight last night, he filed this bill that he might have to move forward with democratic votes. He announced this morning that that was, in fact, what he was going to do. He made a gamble. He did not notify democrats or gauge their level of support for this bill before he did it. It was entirely possible that this bed couldve collapsed and democrats got voted down. But democrats decided to go a different way. They opted to support this bill to keep the government open. There are a few key moments that stood out here. That was the big reversal from Speaker Mccarthy this morning after republican conference meeting. Many of his members blame the hardliners for blocking the republican bill forcing him to go in this direction. Democrats were initially flummoxed by this. They said mccarthy was calling a vote within minutes on the 71page bill that they hadnt had time to read yet. And when it gets to promises about a 72hour rule and so on and so forth. Hakeem jeffries, the minority leader, went to the house floor, used his socalled magic minute to speak for about 52 minutes giving democrats time to read the bill, ultimately they decided they will support the bill. They got one concession, by the way, that was a provision in the bill that would effectively raise pay for lawmakers. That language was reverted to the Senate Version of it. And the end of the, day the bill is pretty much the same as the Senate Version, minus the ukraine aid. Thats gonna create some rankles among members who do strongly support it. They believe it and hope they can deal with it separately. But thats where things stand right now. The vote passed the house, its expected to pass the senate. The main question is, how soon . Time is dwindling at this moment, alicia. Theyre six hours to go before a Government Shutdown. And by the, way President Biden is expected to sign this bill if it does make it to his desk. Great, mike. I want to hear what you are hearing from the white house and specifically about the absence from aid to ukraine. There was a strategic Radio Silence early in the afternoon because the white house didnt want to get ahead of the process. They wanted to lead democrats figure this out in terms of their support for this short term funding bill. But it was clear that the white house was okay with that because they did want to do everything to avert the pain of a Government Shutdown. And that is something that had been very clear in their messaging strategy. All week long. The potential impacts when it comes to the employees that would be potentially furloughed. When it comes to the air traffic controllers, the Border Patrol agents who do these very intense jobs, and what have to do so without a paycheck if the Government Funding did indeed laps. All these other things that really affect millions of americans. So the house was clear, the president was clear, that this was something they were not going to get into from a negotiating standpoint. That they wanted to point to the deal that they made with Speaker Mccarthy earlier this year during the debt ceiling debacle, and they really were saying all week long, a deal is a deal and he has to stick with that. Im told by white house officials that they view what happened today as a victory in a sense because the spending levels are higher than they would have been with some of these proposals that Speaker Mccarthy put on the floor just yesterday that failed. Theyre saying, essentially, what republicans were going for in terms of these larger cuts to some essential items in the eyes of the white house because that definitely didnt happen and because it looks like its going to pass. Thats something that they view as a positive outcome. Now, something you were just talking about. No new ukraine funding. That is going to be a big issue for this white house and this administration that has of course been arguing for it, we saw president zelenskyy of ukraine personally pitching from here at the white house and on capitol hill when he visited recently. So i am told by white house official, there is an expectation here from the president that Speaker Mccarthy will introduce a separate bill that will address new ukraine funding and they expect that to happen soon and i as than why theyre so confident that that will happen and they said thats because something its because mccarthy has signaled the willingness to do in the past and theyre hoping he will stick to that commitment in the future. That is a big thing to follow over the next 45 days or so and then again, just how this all plays out and whether we see a repeat scenario, the white house im told by many officials feels good about their strategy going into this. They had a little bit of a more hands off approach, they were letting republicans act under this pressure. Again, they feel ultimately that strategy paid off in terms of where we are and how this is looking like. Our Government Shutdown will be avoided, alicia. Government before i let you gl quick, its possible we will hear from the president tonight . We, could his attending mass as he usually does. When he returns the white house, we will get a sense from officials here whether thats it for the day or whether thats a possibility. But we will, see there is a sense here of this is a good outcome bird a sense of where are we going to be, some short 45 days from now and thats a concern, of course. But five days is basically tomorrow. I hope before, monica alba we, thank you for bringing us started. I want to bring in congress men talk to us about how today came together. What is a pretty remarkable turnaround, i think its plan f or plan g for Kevin Mccarthy, and the plan changed three times this morning. But finally, in the end, after weeks and weeks, and months and months, of him doing everything he possibly could to pander to the most extreme members of his caucus, he finally put a bill on the house floor that House Democrats can vote for. You saw the result about 100 or so House Republicans joined an almost unanimous vote of House Democrats in order to vote to keep the government funded to do or continue resolution for the next six or seven weeks and give us the time to ensure that we were able to do the work that the American People sent us here to do. This whole production in the last several weeks and months was entirely unnecessary. We had an agreement that Kevin Mccarthy decided to renege on. That agreement, in june, also passed, by the way, by an overwhelmingly bipartisan vote. Similar to what we heard here today. So i hope that Speaker Mccarthy will learn from this, that if you would just work in a bipartisan fashion, it will get results and to stop pandering to his extreme maga members. Congressman, you talk about getting things done for the American People, the majority of the American People support aid to ukraine after todays vote, what do you see as the future of aid to ukraine . That is the one regret that i had in terms of casting a yes vote, not that i regret the overall voter thes vote was the right one, the responsible one, but i do regret the ukraine funding was not in there. I do believe that over the next six, seven weeks, come one way or the other, a bipartisan majority of the house that supported it will be able to join a bipartisan majority in the senate who supported and ensure that we do not do putins work for him. Fighting hes hoping, i say praying, but i dont think is a very religious individual, but he is very much hoping that the United States congress is dumb enough to essentially assist him and with piroshki terms of our support when it comes to the ukraine effort. We have to make sure the United States continues to stand for Freedom Fighters and ukraine. Its an americas interest to do. So congressman, i dont have to, tell you in 45 days we could find ourselves here again and i wonder if theres a Bigger Picture of how we get out of the cycle of near Government Shutdowns. They use the fact that trump spokesperson stephen john had said that trump had purchased a gun only to retract the statement hours later and compare that to other things that he said including if they come from me, i am coming for them, or some iteration thereof to show that trump is hiding behind his campaign as he puts more, and more inflammatory rhetoric into the public sphere, potentially poisoning this trial. I think its probably a 50 50 proposition. He thinks that all of this will play well in the republican primary. So i suppose when matt gaetz thinks this is good for political future, he will go ahead and file this motion. Hes probably trying to figure out what democrats would do. I would assume that Speaker Mccarthy had a conversation with leader jeffries about this very topic because this could happen as soon as monday of next week. And democrats will really be in control. Democrats will end up deciding whether mccarthy stays in the Senate Speaker seat, or whether the house is thrown back into chaos as a result of the dysfunction within the republican congress. Its a problem for him on a week, by the, way that arguably, alicia, is the worst week the Republican Party has had all year, that symbolic impeachment hearing, donald trump threatening the life of the former chairman of the joint chief of staff. You reported earlier the gag order, and the self inflicted house gop shutdown. The only good news for the republicans is that the champagne is being passed around moscow and the caviar. Because tonight the magic stream delivered. I want to stay on that point, fernand, if you are the white house, if you are congressional democrats, does that now need to become part of the message moving forward . The extent to which this party has embraced putin, the extent to which they have, rather than it ukraine as a majority of americans one have actually stood in the way of that age. Ve act i think there is an important distinction here, alicia, lets be honest, its not the entirety of the Republican Party, but its this extreme maga wing that right now seems to be running the show. And i think President Biden is starting to do, so i think the rest of the Democratic Party needs to follow suit. But yes, Cast This Extreme Magic Wing represented, by the, way by donald trump. Byron desantis. By the lava swami. The three leading can attendance for the nomination. Its that group that is doing putins door to work and allowing this ukraine funding to be held up. If they stick on the, case ive seen poll after polls show americans understand whats going on with the funding. They want to continue, and they want to prevent russia from expanding. Its influence in the region. So i think its an effective strategy. Heres the thing, counselor, the actual Value Statement which is or isnt in the cer, because that youre willing to make to social programs, the aid that is not deliver to ukraine. Theres also this basic frame that we keep returning to have a choice in this upcoming election between chaos and competence. And in that way, yes, at the last minute, Kevin Mccarthy may have seen the writing on the wall. But republicans certainly cannot claim the mantle of confidence after what we have watched for the last 24 plus hours. Alicia, thats one of the big reasons why mccarthy went ahead and took this step. He knows that this is bad politics for House Republicans. He knows that its already going to be difficult for House Republicans to hold on to the majority given all the changes that we are going to see in congressional maps in congressional states. If hes gonna have a chance to keep this majority after the next election, he could not afford a Government Shutdown. He could not afford even greater embarrassment that the one caused by this caucus of 20 to 25 members has already created. So mccarthy is someone who, at the end of the day, is a political animal, hes very much in tune with the pulse of the country. He knows whats good and whats bad for him, politically, and for his party. And hes trying to manage that while also trying to keep his job. Its a very difficult position, some would say its almost an impossible decision. I think we will see whether thats true or not in the next few weeks. For not, speaking to the attuned that americans wanted priorities, i want to ask you about the Impeachment Inquiry into President Biden because was new reporting from political that indicated that some House Republicans are pushing for jim jordan to replace jim comer as head of the inquiry. I wonder what it is that that tells you after what we watched this week. And that has a huge impact on not just these families and these Childcare Providers but our entire economy. This is something that, to me, makes no sense that its such a hard fight. Investing in quality Early Childhood programs are a winwin. We actually save 6 for every 1 we invest in these kinds of programs. For my colleagues who like to talk about fiscal responsibility, it seems to me pretty crazy that they will make these investments that are some of the most fiscally responsible investments we can make. So when you talk about extending Childcare Funding, you had republican colleagues who refused to sign it. What was the hangup about the Childcare Civilization Act . To be honest, i think a lot of it was lost in the chaos of the Republican Party right now. We didnt hear a single republican even talk about it or even be willing to come to the table to address it. Its like they were so focused on their infighting and their chaos and their extreme ideology that they didnt even care about this issue that impacts so Many American families. Issue that impact i think a lot of peopll as though we are caught in this endless cycle, this game of she can where we come very close to a Government Shutdown and in the 11th hour, a deal is reached. How do you avoid this and the cycle . How do you get out from under this so you can actually do the work of legislating, of governing, and delivering on things like childcare which you and i have talked about before . Its something that needs a complete system revamp and reform. There cant be capacity for that if you are constantly racing down the clock just to serve the basic functions of government. Thats right, and the fact of the matter is, every Government Shutdown has happened because of republicans. In fact, in 2018, Republicans Contempt troll the house, the, senate and the white house, and they still had a Government Shutdown. So what we need to do is to not have leaders who will empower these extreme, rightwing, republican ideologues who are willing to throw the American Economy and the American Government hostage just to shove their extreme ideology down the throats of American People. President biden and Kevin Mccarthy made a deal in the spring to avert a Debt Ceiling Breach and to fund the government. Senate democrats, senate republicans, the white house, and House Democrats all continue to abide by that agreement and only Kevin Mccarthy has reneged. So it never had to get this close. We didnt have to have this uncertainty in our system. There has always been a bipartisan agreement that Kevin Mccarthy was just unwilling to put up for vote. Theres a lot of concerns and obviously this is going to depend on who you ask, of course. 1. 3 million active duty military members, and many of them here in the state of florida, nearly 65,000 of them in the state, this is one of the states that has one of the heaviest concentrations of active duty Service Members. So in terms of how theyre feeling, like anything else, thats gonna depend on how much they are impacted, right there is Service Members who are in a comfortable place, who might have a bit more of an ambivalent attitude towards this. But those who are most concerned, unsurprisingly, are going to be those who would be most impacted. Because remember, if there were to be a shutdown as weve seen before with previous shutdowns, those active duty members will not get paid. They are deemed essential, so they will continue to work without pay. And theres a lot of other people that will be impacted by. That i will get to that at the end of this in just a little bit. But first, lets talk about the active duty members because theyre a lot of them that you live paycheck to paycheck. I spoke to some of them here in pensacola. One of them very young, talking about how he has a little bit of a Savings Account saved up. But some of his fellow Service Members do not. So theyre concerned. And then we have a lot of families. I spoke to an organization, Blue Star Families works with military families. They did a survey, they did a temperature check, if you, well on how military families, not just in this country but around the world, how they are feeling. Youre seeing some of the stats that they put out and told us one in three Service Member families say they have less than 3,000 in savings. A quarter of them are food insecure. And then youre seeing a Survey Result where they were asked how much it would impact them if there were a Government Shutdown. What you are seeing is the vast majority of those surveyed saying it would. 63 greatly impacted, 20 , somewhat impacted. And when we talk about the far reaching impacts of a potential shutdown, its not just the active not getting a paycheck. Even if because we know there has been bipartisan interest in passing legislation that would allow active duty Service Members to continue to get paid, even if that were to go through. Theres still a lot of questions, alicia, on what these impacts will be. So when i spoke to a couple of different organizations, they raise some of the same concerns. Im gonna read this to you. Theres Food Insecurity that we talked about, week benefits, were talk about something that this directly impacts mothers, their children, infants. Food security. We talked about how a quarter of Service Members and their families fall into the food insecure category. Theres also the concern of childcare. There is the concern over what this would mean for what they are calling not acute care, not emergency care, but routine care. That would be for new baby visits, two shots, pregnancy scares. You have a lot of concerns among military families on what this would mean fothem beyond just that paycheck, alicia. Andhis is something that a lot of s members and their families are waiting, even if this doesnt happen tonight, they are waiting to see what happens weeks from now. Are we just kicking the can down the road, what kinds of protections are there in place for them if this does happen, if it happens, whenever that will, be alicia . That is why we are watching that.
