Passed a Stopgap Funding Bill that would temporarily keep the government open for 45 days, if signed by president biden. This comes just hours before finding was set to expire, which would have affected millions of americans and their families. Theres lots to get to this hour. Lets bring in nbc news capitol hill correspondent ali vitali, and National Reporter sahill kapoor. And we actually heard Michael Bennett speak on the senate floor. What did he have to say . Thats exactly right. Because you will remember that just a few hours ago, we wondered if senator Michael Bennet of colorado would be the one to hold this whole thing up. And certainly, he did provide a hold for about an hour or so, over the idea that no ukraine funding was included in this continuing resolution. Bennett certainly not the only one who was upset to find that that money was not included here. But what he was able to do, by putting this temporary hold on, was extract from leadership, and both the democratic and republican sides, a statement which is sure there would be a future push on ukraine funding in the form of a supplemental. You and i have talked about this several times over the course of the night. It is unclear if this supplemental will solely ukraine focused, if there will be other priorities, or pieces of policy used as leverage to try to do this in a bipartisan fashion. But i can tell you that Senator Schumer spoke about the need to continue funding ukraine twice during remarks on the senate floor, both before and after this vote. And then i also heard from senator Mitch Mcconnell, after he said this on the floor, echoing that what a few of us reporters on the floor, of how important it would be to continue pushing military and economic aid to ukraine. His goal is to do that by the end of the year. We know, though, that this sets up another battle on the funding front for right before thanksgiving in november. The Government Funding deadline now is November 17th. And so, we know what date we are working towards. The good news is that we know what date this circled on the calendar. The bad news is to circle and it did not make lawmakers do their work anymore in advance. Thats why we are standing here right now with this, right before the 11th hour deal that avoids a shut down for now, but still kicks a lot of problems and a lot of debates down the road. So, sahill kapoor, what are the key moments it out for you as we kind of watch this play out, and as we made it through both the house vote and then the senate vote to avert this Government Shutdown . Well, ayman mohyeldin, the single biggest moment happen this morning, when Speaker Mccarthy came out of his House RepublicanConference Meeting and announced a stunning turnaround after weeks, and really months, of catering to his rightwing hardliners and refusing to work with democrats in a bipartisan bill and trying to do it with simply republican bills. He announced it was something he had not done in those last few weeks or months, which is put a bill on the floor and Orlando Mcgrath to get it over the line. He blamed those 21 republican hardliners who tanked his republican continuing resolution yesterday, and Spending Cuts and immigration and border provisions that many of them wanted, but short term bill under any circumstances. So, he said this left him with no other options. And he did this in the face of threats by hardliners, most notably matt gaetz, who had been explicitly saying that, if mccarthy passes a short term bill with democratic votes, he would move to overthrow him. Matt gaetz has not done that. Yet but even mccarthy did exactly what matt gaetz had warned him not to do. That was the most significant moment that led to this. That started chain reaction. After that, you have democrats who were kind of flummoxed by this. Mccarthy said any moment the house is gonna be voting on this bill, 71 pages. They have not rented read it yet they wanted to scour it, make sure he was not trying to push any sneaky provisions by. It but at the end of the day, they read it. They took some time i came jeffries and the Minority Leader went on for under the 52minute speech and the decided that, apart from the fact that ukraine aid is not, theyre the loss of the bill is fine by them, and the clincher happened on the other side of the capitol, when Mitch Mcconnell, the Senate Minority leader, pulled support for his own Bipartisan Senate bill in order to boost the prospects of this house bill passing. It essentially left democrats with no options but to move forward. And one other notable aspect of this, ayman, is the new york congressional delegation in the house, which is quite influential, they were in quite a jam here, because new york has been pummeled with rain and flooding lately, and a vote against this bill for a lot of those new york democrats would essentially be a vote against flood insurance. They did not want to do. This they decided to take the win and trade a victory for themselves, keeping it open against what democrats in the white house were calling maga extremism, and live to fight another day. So, i know its still a little bit early, but ali, to go back to sahil kapurs point, do we know whether anything out of the ordinary slipped into this, bill and sometimes things do happen when you see this mad rush . Because clear up for us what happened today, with this kind of 52minute speech that Hakeem Jeffries made on the floor. There were some rumors that others were trying to delay the votes, and the democrats had no chance to read it. But the machinations of that were quite fascinating as it all unfolded. Because it really was so spontaneous. You have to remember that, last night, when we left this building, it was not clear how mccarthy would go forward. But it definitely did not seem like he was going to be Going Forward, extending a hand to democrats or, in this case, really pigeonholing them into having to vote for this. What leader Hakeem Jeffries did was by his caucus time. They were huddled in their own caucus meeting throughout the morning as this was coming together, a, trying to figure out, what was going on, what was the plan going to be, because mccarthy really did spring this vote on the entire rest of the house in pretty short order as sahil kapur were saying. But then, also, for democrats, wanting to make sure that they knew what was exactly in this. This is a reminder that there is a pretty sizeable Trust Deficit between democrats and republicans here for a whole number of reasons. But certainly, democrats were not just going to go along to get along without reading what was actually in the bill. Only 70 pages. But look, that takes time. And i say only, because most of these bills tend to be in the hundreds of pages. So, this one may have been, at least relatively, a reprieve. But nevertheless, using those critical minutes that Hakeem Jeffries bought them by using a procedural Sleight Of Hand call the magic minute, which effectively allow the leader to talk for as many minutes as he needed to, to buy his colleagues the time to talk through any concerns about what were in the bill, and to just be aware of what they were voting for, so that republicans cant take them home in attack ads, and say that they voted for things that they did not realize that they were voting for. So, this was really just making sure that what republicans said it was, which was a clean cr, with Disaster Relief funding, was actually what was in it. But it really did lend to the chaotic and spontaneous unfolding scene here because, again, republicans change their strategy, and then watched mccarthy continuously try to run into this right most lack of his party multiple times, only to really run into a wall. They will be lucy with the football, losing cr votes to finally realize that he had to slightly changes strategy, and now we see what this was. The reason that mccarthy may have been so reluctant to change strategy until it was clear all of his actions within his conference had been exhausted was because of what sahil was talking about, which is the idea of a one vote motion to vacate looming over every piece of mccarthys speakership, at every Inflection Point the Open Question always is, will he do something to upset one of his hardliners so much that they trigger a motion to vacate . And in this instance, congressman matt gaetz laid out very clearly that if mccarthy reaches across the island as a continuing resolution with democrats, he will be the one to trigger a motion to vacate. We are squarely at that point. The motion should be triggered. And yet, we are waiting to see if matt gaetz actually does this. I was talking to some of his colleagues earlier today. I said, are people talking about a motion to vacate . One of the Lawmakers Said to be, everyone is talking about a motion to vacate. But the question is whether or not it will ultimately be filed. This person did think it would be filed eventually. And when that happens, matt gaetz can put forward that motion, and that could trigger a vote to oust the speaker. It prompts questions about if democrats will save them. Mccarthy and his Leadership Team would be able to push that vote off for about two days, maximum, as they try to get their ducks in a row and what that might look like. But, really, thats yet another chaos moment here in the house, one that, i would imagine, republicans want to avoid, or at least a majority of them. But then a majority of them did not want to shut down the government either. Yeah, so we are going to expect more chaos to unfold in the next couple of days. Sahil, youve got the Senate Meeting tuesday, we know that there mcconnell and schumer saying that they want to make sure that ukraine aid is passed at some point. There is called for the House Democratic leadership, for them to also put ukraine aid on the agenda as quickly as possible. What else is next for lawmakers in the weeks ahead . Were do we go from here . First, ayman, on the ukraine aid front, it is worth noting that there are broad bipartisan majorities in the house and the senate for ukraine aid. Its pretty much unanimous among the democrats, and large factions of republicans in the senate, and the house, who were supportive of. It so, in theory, if this were to get a standalone vote, there is no real a doubt that the administrations request, or at least something close to, it would be able to pass. But this was really the big pound of flesh that House Republicans were able to claim out of the Bipartisan Senate continuing resolution. Mccarthy, again, is facing off the question of just how strongly will his hardliners react if he allows this to move forward. They do want him to use this power and kind of step on the regular process to prevent ukraine aid from passing. So, lets put that aside for a minute. That may or may not happen. That really does come down to how he chooses to play, whether he allows that vote. What is going to happen in the next 45 to 50 days, until November 17th is, thats the hard part. This was the easy part. Usually if the congress temporary status quo basis on a, without much controversy, we have seen that happen many times in the past but House Republicans are moving forward with full year Appropriations Bills that have a lot of Spending Cuts that democrats strongly oppose, that have conservative Policy Provisions and like immigration, on restricting abortion, on curtailing lgbtq rights that are not going anywhere in the senate, and certainly not going to be signed into law by president biden. So, these two chambers are still moving on very different tracks when it comes to the actual full year funding bill. And this does not bring us any closer to agreement on that. That is what we are going to be watching for in the coming weeks, how these two chambers are coming forward. The senate is in good shape to pass Appropriations Bills with a bipartisan they are moving sluggishly and slowly, much lower than they had expected, and july, before that big august recess, and House Republicans are having trouble calling all of their votes, and theyre not getting any help from democrats. So, is the house going to be able to pass the bills . Is the senate going to be able to pass their bills . The Conference Committee and, really, his hope is, 45 or 50 days from now, he is still speaker of the house. He did call matt gaetzs bluff, any explicitly said to reporters, after that house vote, if someone wants to bring a motion against, we bring it. That is me quoting Kevin Mccarthy, daring them to file that motion, some think they will fail, ayman, but we will see. We will see if the challenges accepted. Sahil kapur and nbcs ali vitali, thank you. Joining me now, our panel, hayes brown, cofounder of the lincoln project, and former republican congressman charlie dent. Congressman, i will start with. You i will start with something ali, said. September 30th we circled on the calendar. And another date on the calendar, i believe, november 16th. Nothing fundamentally changes between now and then, unless, perhaps, you see a change in the Republican Leadership and very likely possibility. It is entirely possibility that, yes, as sahil, said, Kevin Mccarthy will no longer be speaker by the time both him and are ali also correct that there is not really Much Movement so far towards each other in terms of the house on the senate. The Senate Appropriations committee has passed all 12 Funding Bills for the next year on a bipartisan basis. Mcconnell himself is on the panel and he voted for most of those bills to as well, if not all of them. So, the fact that the bills that the House Republicans, theyve passed four so far out of the 12 effect of the ones they pass on what they are trying to pass are still going to be dead in the water in the senate, mccarthy is correct that there is going to be a Conference Committee but i dont see how that is going to end up in a set of bills that will get all of the gop caucuss votes. The fact that he is finally shifting strategy away from just trying to appease the hardliners, and finding things that can actually pass is a very big shift, some, even though it seems like it would be the most obvious thing for him to do, the fact that he is has finally done it is, not exactly laudable, considering it took being on the brink of a shutdown to get him there. And the fact that he got there at all, it is calling the brief bluff from gaetz and the rest of them were so they have not coalesced around for mccarthy, which is one of the things that i think is holding this up. But they dont know who they want to put the crown on instead, in Kevin Mccarthy. The fact that this is all coming down the line does not help get a bill passed that will actually keep the government funded until next September 30th. Congressman, part of the Sticking Point here, as we understood it, was the lack of additional funding for ukraine in the short term bill. But immediately afterwards, you got a unified front from both Senate Minority leader on that, how do you envision negotiations on this issue going between the two leaders and ultimately across the aisle. Do you think it will be a standalone measure . Im not sure will be a standalone measure. But it is quite clear there is a strong bipartisan majority. In both the senate and the house to support for their funding of the crane war effort. This is where i think mccarthy now needs to make another stand and tell this small gang that opposes ukraine funding that this small minority cant dictate to the majority what goes in the bill. We have a vote on issues for reasons. A vote on ukraine funding it will pass in both chambers. So, it is wrong for a small minority to try to dictate the policy for a broader majority of the congress. So, that is what they need to do. In terms of the big question of what must happen now i was a senior appropriator. So, i used to help negotiate Appropriations Bills. The house senate, Republican Democratic appropriators are going to have to negotiate those bills, all 12 of them. It shouldnt be hard to do. But they are going to have to negotiate at the spending levels agreed to in the law that was passed back at the end of may or early june, the debt ceiling. That number then they can write these bills. All these contentious Policy Riders will go away, as they always, do every year. And they will focus mostly on the numbers in question, like ukraine. So, they will be working on that between now and november 15th. If they are not finished with those Appropriations Bills by then, they will need another stopgap continuing measure resolution to fund the government, it definitely, for some period of time. But you cant run the government on continuing resolutions on the long term basis. Its fine to do it now for 45 days or 75 days. But in some way they need to pass these bills. And that is going to require that they all right the bills, the numbers that is agreed to in the law not the numbers that the House Republicans are writing. This is below that level. And that is part of the Sticking Point. Right. Enough of that is written into the law, that somebody had been voting for and the that is where this is going to go. So, rick wilson, the congressman brings up a really important point. And it is something i asked senator merkley about in a previous short term Funding Bills becoming more common as the partisanship increases. Given how close we have gotten to yet another Government Shutdown, yet again, should congress revisit how of these procedural measures take place in the first place Going Forward ayman, i am by no means a parliamentary expert on how the house does its budgeting. But i will say this. As long as you have a large faction of the Republican Party that is dedicated to, essentially, sort of political nihilism and showboating and play acting, like matt gaetz and Marjorie Taylor greene and Lauren Boebert and andy biggs and all the rest of weirdo caucus, you are going to end up with situations like this, where they will try, in the house, to exploit the budget process to, as charlie dent mentioned, to put in these ridiculous riders in these bills, and the senate Tommy Tuberville, who held up until, apparently, today, over 300 military appointments and nominations. So, all these factors about reassessing, it they presume that we will be dealing with rational actors. And none of these people in the Hyper Maga Wing of the party are rational actors. They would have liked the shutdown to occur. They want the chaos. They want the confusion. They want the economic damage to the country. They want to delay ukraine aid to help Vladimir Putin, who they side with. There is nothing about these people that you can look at them and say, they are rational actors. And even Kevin Mccarthy, a man with the spinal structure of the average octopus, managed today to say, you know what . I am done playing with matt gaetz. Im done playing with these idiots. Im going to do this in a bipartisan way. And look, kevin is not a strong man. He has never been a strong guy. But i hope scintilla of pride that he stood up to political terrorists like matt gaetz. Congressman dent, we talked a lot about the politics tonight. We just heard rick wilson say perhaps perhaps Kevin Mccarthy found his spine and, Going Forward, it may change the dynamic of how things play. But they were real people on the other side of this issue. And i am wondering, when you look at the senators, the nine senators who voted against this bill, how do they explain their reasoning to the American People, to the real men and women of the Armed Services who were possibly going to lose their paychecks, to the families that rely on Food Assistance programs . To those of us who want to get on an airplane, who know that flight Traffic Control is well manned and well equipped. I tell you what. I am not the right guy to try to explain the thinking of some of these folks who think its okay to shut down the government, to just so chaos in government generally. They think there are some political advantage to this among their base . Among the most nihilistic elements of their base . They think that helps them . Again, i think it is kind of crazy. But, again, many of these people represent very safe districts or states where they dont have to worry about losing in a general election. It just about a primary. So, i really think that simple. But for most of these members, the republican members who are more pragmatic intend to represent states and districts that maybe there can be some competition in the fall, they are waiting for this, they for this bill, because they understand they have a responsibility to make sure the government functions, that there is some basic duties that they have as members of congress. So, its hard for me to explain why some of those folks out there, like the matt gaetzs of the world and some of the hard right in the senate we think there is some advantage to this. There really isnt. I suspect most of them will be fine in their Primary Elections, and that is why they did. This hayes, in past Government Shutdowns, notably, the last one we experienced in 2019, it was actually Public Opinion that really changed the dynamic and ended them, once polls showed americans blaming the party that instigated it. How do you think americans can tap more into this people power when we see lawmakers on the hill failing us . It is really hard to see sometimes. Because, like former Congressman Dent just said, a lot of people who are pushing this are an extremely, Safe Gerrymandered districts. They wont be the ones feeling the blow back. They wont be the ones who are pressured by Public Opinion, because they believe as long as they can get through their primary, as long as they can convince people who are going to be voting in republican primaries that they are the ones standing up to big government, standing up to wasteful spending, and not having to think too hard about what that means for people outside of that process, not having to think about people who take other trash, the contractors who work on the, hill who would not be paid, and are not guaranteed back bay in a shut down, without having to think about those people, without having empathy for them, there is no need for them to look at anything except for, what can i do to raise more money, to my profile in conservative media, and to win my Primary Election those are their goals which, to go back to rick wilsons point about actors they feel like they are being rational, by having those criteria, as what is most important to them, as opposed to government actually moving the country forward in a way that helps more people than hurts them. And it is fascinating to me that Speaker Mccarthy today, by having a sudden shift, a sudden change of heart, really what it boils down to when you look at the final vote, he was getting out of the way of democrats governing. Because they set the funding on what had already previously the government had already been previously been spending. They edited in disaster aid that the Senate Democrats and senate republicans, yeah, were trying to push forward. So, to me, it seems and the bill passed on mostly democratic votes, in the end. So, mccarthy stuck it out of the way of democrats and saying, all right, fine, we are going to put something up to a floor vote that you guys can agree with what is a huge change, and something that, if he was continuing to listen to people in the safe districts, would not have happened. And no amount of Public Pressure really could have changed their minds and, he knew that it would hit heavy on him and his party. So, rick, we spent a lot of time talking about the dynamic between Kevin Mccarthy and matt gaetz. But the truth is, there is another person we should be talking about. And its somebody who actually was very clear that they want to this Government Shutdown, and that was donald trump. How does this effect this . Former congressman. This is a guy who, was, very clear, he wanted the government down as a way to shut down the prosecution in his cases, jack smith and the federal government going after him. Rick wilson, how do you think what happened today affected that dynamic between Kevin Mccarthy and donald trump . I have been monitoring truth social tonight, but i have to imagine it is like being monkey at the zoo, uses dan his damn must take a trophy for me now, because look, trump is looking for any method whatsoever, whether it is being elected again, being the nominee, being the candidate, being the eminence behind the throne, in the house, hes looking for any pathway to shut down the prosecutions it because he was afraid. One of the things that would have happened in the short term, even with a shutdown, would have stopped jack smith and set the ball rolling. But trump in that part of the maga caucus, they are addicted to chaos. As hayes said, a very wisely, theyve got a set of negative incentives around them. So, we look at the impeachment as a disaster. 90 of americans do as well. But for them, they are pumping out emails saying, did you hear me go after hunters last top . And all this crazy, crazy stuff that we do not think of as rational. They live in a separate media and political bubble than the rest of america. And it is a fantasyland. So, tonight, donald trump wanting to shut the government down for them. They are thinking, oh, this is perfectly logical. What kind of challenges are you anticipating when it comes to reaching a more lasting Spending Bill . It was a huge achievement for us today. And i just want to take a moment to focus on that. Yesterday the republicans were fighting for a 30 across the board cut to everything from education to health care, to child nutrition. And were we saved head start, and we saved the s. N. A. P. Program. And of course, our big disappointment was that mccarthy continued to cave to the extreme ma rightwing influenced by donald trump and Vladimir Putin, to excise aid for the ukrainian people in their war of just selfdefense against putins filthy invasion. And we are going to go back and we are going to go fight hard for that. We are going to get it. And we are going to hold Kevin Mccarthy to both public and private assurances he has given that he will continue to support that 300 million that the ukrainian people that need in order to continue their offensive in the war, and to repel unexpected Winter Offensive by putins army. So, let me ask you about that. Why wasnt he able to why was he not able to pass what he wanted to pass, which was this 30 that the four, extreme right, and his caucus, wanted . Is that a sign that he no longer controls the republican caucus, that even the farright that wanted to pass this was unable to get him across the finish line . He has been in this position now for almost nine months. Do you think he is coming to the end of his time as speaker . You cannot continue to pander and appease to the extreme right. All of history teaches that. And he keeps wanting to feed the maga monster, not realizing that it is not only ravenous but insatiable. And so, there is basically no reckoning with him. Its the same thing with donald trump. He has made it clear he is not interested in the constitution. Hes not interested in democracy. They set out last week with three primary goals. And one of them was to shut down the government of the united states. We were able to stop them by hanging tough and having unity as the democratic caucus. The second was to impeach joe biden, and would have completely embarrassed and humiliated them for having no evidence and the third was not too fund the people of ukraine. They won a momentary respite on that. Putins little helpers in the house got their way on that. But we are going to get back. And we are going to make sure that america stands for moral reasons, for political reasons, for strategic reasons, for National Security reasons, with the people of ukraine against Vladimir Putin. It is essential that we hold the line there, so the tyrants and autocrats and kleptocrats all over the world know that they cant just go grabbing real estate, other peoples countries in violation of International Law and the rights of national sovereignty. We dont want to see it happen in hong kong. We dont want to see it happen in taiwan. We dont want to see it happen anywhere on earth. And we want to stand up for democracy and human rights. And putin has embarked, on as you know, on a campaign of mass civilian atrocities, kidnapping a ukrainian children and taking them back to russia. Mass rape of ukrainian women and girls. And then bombing civilian targets. So, this is a matter of moral urgency and fundamental importance of the security of the people of the united states. How do you fundamentally change that dynamic within the Republican Party, for the sake of our country . How do you ultimately address this right wing extremism that has now taken hold politically in one of our major parties . Is it simply that it is up to voters to boot them out and vote them out . Or is there something that can be done differently in order to reduce the hold over the party . Thats the central question. But weve got to understand that right now it is the democrats in the senate and the republicans in the senate and the president and Vice President , and the democrats in the house, who are all standing on the side of democracy and ukraine against the russian imperialist invasion. And its only the Republican Party that is conflicted about it, because of Donald Trumps penetration and stranglehold he has overarch large numbers of people here. But Kevin Mccarthy, by finally realizing that you can never stop caving into them, you have got to stand up to them, he stood up to them today by allowing the democrats to get together with those republicans who actually want our government to work. And i think that is going to be the same process that gets us to the right answer internationally. Today we did it nationally. And we are going to have to get to it internationally over the next couple of weeks while we hang tough against an increasingly agitated donald trump and extreme maga right. And so strap in. Because it is going to be an interesting several weeks. I will tell you this, the Democratic Party post donald trump is a very different Democratic Party than what you saw before. We know exactly what we are up against. We are completely unified in opposing authoritarianism and fascism here and around the world. Let me ask you, finally, sir, really quickly, before we run out of time, something you brought up. That was a republicanled Impeachment Inquiry into biden. You called, in a tweet, a Sham Impeachment Hearing and a perfect distillation of mcgahn priorities. How do you think this plays out with the American People . That, in the week the government was facing this potential shutdown, republicans held a sham Impeachment Inquiry . All of it, of course, goes back to Donald Trumps own deranged deranged fanaticism. He wanted to shut down the government, literally, because he wanted to shut down his own prosecutions. And everybody else in the country be dammed damned or have really want did to prolong the agony families that could not get Clinical Trials at nih, everyone who was depended on the snap program to feed their family, he didnt care about them. It would not have worked because, in the last several shutdowns, criminal trials continued in federal courts. But it is the exact same thing with impeachment. He is the first person ever to be impeached as president , and twice at that, who has won again for president. And he does not like the fact that he will be seen as the twice impeached and disgraced president running against joe biden who, whatever else you want to say about him, i think he has got a fantastic record on the infrastructure and, climate, but i think he has had a career of unblemished integrity, in public life, and suddenly, they want to impeach him for doing . Give me your initial thoughts. Congress has avoided a Government Shutdown. I think a lot of us are thinking about what democrats accomplished tonight and the work that lies ahead, and how you see it going. This could have been a tragedy tomorrow. America would have woken up too messed up situations in terms of medical research halted, in terms of not being able to not have paid people do air Traffic Control or tsa work, military would have not been paid. It was the last thing we needed right now, as our country has been moving forward. We have come out of this pandemic in a much better way than so many other countries. And we have been moving forward. We dont want to go backwards. So, i am glad we work this out on a bipartisan basis. But remember, it is basically a Stopgap Measure through the middle of november. And that is our deadline. And our key focus, of course, used to assure our ukrainian allies that we are with them, that that funding will continue and, in our words, and the words of the president , it will be uninterrupted, which means they will find a way to keep supporting ukraine until we do the big deal, which brings us into all next year, which will be the continued funding of our courageous allies and ukraine against the evil barbarism of Vladimir Putin. I think a lot of people are looking toward that middle date in november. Theyre probably wondering what changes between now and then . This September 30th deadline has been on our calendar for months, perhaps even going back before the debt ceiling. Why did it take this long to come to an agreement, do you think . The Extreme Mcgowan of the Republican Party over in the house basically had tried to keep the country hostage. They were going to shut down the government. They did not care. It was pretty i mean, just from our vantage point, where we were working on a bipartisan bill in the senate, you could see the vote we got tonight, 88 tonight to 9 and the leadership of Senator Schumer and senator mcconnell, as well as Susan Collins and patty murray, who head up appropriations, its not just averting a shutdown in the immediate. We have strong support for we are already considering bipartisan Appropriations Bills on agriculture and military and infrastructure. So, we are ready to go in the senate. And that will include, of course, the current funding for ukraine and from the leaders on the importance of Going Forward on ukraine. Will you surprised they certainly had an overwhelming bipartisan support. But were you surprised that nine republicans in the senate did not support this short term gap funding . No. If youve looked at the numbers in the last week or so, they were more republicans that were not supporting things. So, i actually was not. I wish they would have joined us. I wish it could have been unanimous. But the fact that, i just i guess i look at the glass half full. And that is, more than half full. Because we got the vast number of republicans supporting the bill in the senate. So, i think that bodes well Going Forward. And the fact that we were able to get out of this, it is a stopgap. It is not a destination, right . Its a bridge to November 17th. But that gives us the time. And this has happened in the past, ayman. This has happened in the past. So, we have had to do the short term funding measures. This is not something new. This has never happened before. But the key, as you know, and as you are viewers know, the key is to do the actual budget going into next year, and make sure that we are not moving our country backwards but, in fact, are continuing our march forward with our economy. Im not a parliamentarian or expert, but i asked this question to senator merkley in the evening as you mentioned, this is something that has happened in the past. Is it time for us to consider ways to reform or change the process by which we find ourselves in this position every couple of years . It seems to be happening with a little bit more frequency. Certainly, in my lifetime. So, i cannot imagine that it is Getting Better with the bipartisan nature of how partisan congress has become. That is one of the senator shot came shakeems legislation Tommy Tuberville those military people a number of republicans to join us, to make those changes, and i just think, the more that people see this happening and the more that people at home think changes so doesnt happen. Again there was a joint statement from both Leader Schumer and Mitch Mcconnell about the need to continue the effort for securing funding for ukraine. Do you believe that funding for ukraine should be standalone . And is that, perhaps, a way to avoid this point of friction with the extreme right wing republicans on the house side, come november . Theres many ways we can procedurally advance funding for ukraine. Theres a defense bill that is coming over. We can do it, as you say, along with some other funding for emergencies and the like. But this is an urgent need. And its not just senator mcconnell and schumer who, of course, were instrumental in getting this done today. But also, key to me, we have senator murray and senator collins who are incredible legislators, on that lever, as well as the two senators that head up the subcommittee that deals with this, which is Senator Coons and senator graham. I know senator graham has been a longtime supporter of continuing to stand with ukraine. So, there is a vast number of republicans, and i talked to so many of them today, who are they are on ukraine in the u. S. Senate. We just cannot the world is watching, right . Ukrainians, with their own blood, have taken back 50 of the territory that the russians took for them. They are on the offense right now. They have woke the world up from its slumber, that democracies, in terms of standing up for the sovereignty of a country. And other nations are watching us. Other countries that are seeing, what is America Doing . Countries like china are watching us right now. Certainly, Vladimir Putin knows exactly what is going on here. And so, that is why i believe there is such widespread support for continuing our funding, economic and military, for ukraine. Yeah, thats such an important for. Im glad you brought it up.
