She arrived in the key State Of Pennsylvania today. And that is making waves, the campaign trying to seize on voters concerns. Many voters say the economy is still their top issue. And she is all over that, while also doing another interview on her new economic vision with msnbcs Stephanie Ruhle. We have more excerpts from this newsmaking interview, a great get by our colleague, Stephanie Ruhle. Were going to show you in the moments ahead in this hour, and then the entire exclusive interview airs tonight, as you can see on your screen, at 7 00 p. M. Eastern. Thats under an hour from now. So, get comfortable. Weve got you covered. Meanwhile, it is a campaign, a clash of visions and candidates. Donald trump, for his part, campaigning in north carolina. He also gave an economic address this week. You can see just how important both campaigns think the issue is. As for what they would do about the issue, about taxes, about jobs, about these Price Fluctuations that weve had, they have very different ideas. Harris specifically contrasting her plans and her vision to Donald Trumps skyscraper elitism. You see, for Donald Trump, our economy works best if it works for those who own the big skyscrapers, not those who actually build them, not those who wire them, not those who mop the floors. Hes only interested in making life better for himself, slashing overtime pay, throwing tens of millions of americans off of health care, and cutting Social Security and medicare. Donald trump intends to take america backward. Harris mixing new economic points with some of those key, kind of, rhetorical architectural points that shes made, a Center Piece of her whole campaign, including forward versus backward. She gave her speech to the eighth visit to pennsylvania, seeking to contrast these two agendas. She talked about her new plans to boost industries from a. I. To clean energy to aerospace. The most practical thing we can do right now is to cut taxes for Middle Class families. Well also cut the cost of Child Care and elder care, give all working People Access to paid leave. Middle Class Tax cuts are just the start. Take on, in addition, corporate landlords who are hiking rental prices. First ever federal ban on corporate price gouging. We will invest in biomanufacturing and aerospace, remain dominant in a. I. And quantum computing, block chain, and other emerging technologies. We will invest in the industries that, for example, made pittsburgh the steel city. We will prioritize investments for strengthening factory towns. This is so important. And we will reform our Tax Laws to make it easier for businesses to let Workers Share in their companys success. Thats just some of the excerpts. You can see harris just going point by point, as she addressed the economic club there in pittsburgh. And this is one plank of the campaign strategy. The other, as mentioned, involves our colleagues here at msnbc because msnbcs Stephanie Ruhle landed the big interview. Harris has been doing a few more interviews as of late. Youve probably heard discussions about this. Well, she is sitting here with Stephanie Ruhle, the whole thing is coming up in the 7 00 p. M. Eastern hour. But right now were going to show you some of what she says in this exclusive interview. Over the last four years, there have been tremendous economic wins, and youve just laid out a big plan. But still polling shows that most likely voters still think Donald Trump is better to handle the economy. Why do you think that is . Well, heres what i know in terms of the facts. Donald trump left us with the worst economy since the great depression when you look at, for example, the employment numbers. It was during the covid, and employment was so high because we shut down the government, we shut down the country. Even before the pandemic, he lost Manufacturing Jobs by most peoples estimates at least 200,000. He lost manufacturing plants. Ask the Auto Workers how he lost auto plants. We have grown over 20 new auto plants. He has an agenda lets just deal with it right now going forward, not to mention what happened in the past. He has an agenda that would make it more difficult for workers to earn overtime, an agenda that would include cutting off access to Small Business loans for Small Businesses, an agenda that includes tariffs to the point that the average Working Person will spend 20 more on everyday necessities and an estimated 4,000 a year on those everyday necessities to the point that top economists in our country from noble laureates to people from moodies and Goldman Sachs have compared my plan with his and said my plan would grow the economy, his would shrink the economy. Some have suggested his would increase inflation by the middle of next year. The facts remain that Donald Trump has a history of taking care of very rich people. And im not mad at anybody for being rich, but they should pay their fair share. But Tax Cuts for the billionaires and the top corporations in our country, and then not really paying much attention to Middle Class families. My perspective on the economy is when you grow the Middle Class, Americas Economy is stronger. And theres empirical evidence to prove my point correct. Thats what it looks like when Kamala Harris lays out her vision. We showed her the speech, but obviously shes prepared with her Policy Makers and experts what they want to do. Thats the policy. There you see more of the pitch. She has evidence, data points, expertise. And she has a message that we heard in the speech as well, mixing procapitalist appeals. She said in the speech herself shes a capitalist while also talking about fdr and taxes and the fair share. In the same interview, she discussed an issue that affects families across the country. Expanding that child tax credit, or you mentioned housing before, giving that extra money for a first home, if you Cant Raise corporate taxes or if gop takes control of the senate, where do you get the money to do that . Do you still go forward with those plans and borrow . Well, but were going to have to raise corporate taxes. And were going to have to raise were going to have to make sure that the biggest corporations and billionaires pay their fair share. Thats just it. Its about paying their fair share. I am not mad at anyone for achieving success, but everyone should pay their fair share. And it is not right that the teachers and the firefighters that i meet every day across our country are paying a higher tax than the richest people in our country. Bill gates just said it this week, if he was in charge of taxes, he would have paid more. How do you find that line to make sure corporations are paying their fair share but theyre not leaving our country . Well, listen i work with a lot of ceos. I have spent a lot of time with ceos. And im going to tell you that the Business Leaders who are actually part of the engine of Americas Economy agree that people should pay their fair share. They also agree that when we look at a plan such as mine that is about investing in the Middle Class, investing in new industries, investing in bringing down cost, investing in entrepreneurs like Small Businesses, that the overall economy is stronger and everyone benefits. That is the message in the new Interview Building on the speech. And its interesting. If you follow the news, and if my voice is reaching you, i take it you do, we have had a lot of big issues over the last several years. We have political upheaval, we have the maga era, we have the culture wars, we have technology, we have a lot of discussion about womens rights and Donald Trumps Abortion Ban crackdowns, which weve covered a lot and continue to be big. So, theres more than one issue to choose from. But if you ask americans across the board about their top issues, a larger share right now say the economy than any other issue. Campaigns know that, and you can see Vice President harris and her team clearly know that. We could show you the polling. Its ahead of some of those other important things i mentioned, threats to democracy, immigration, abortion. Economy inflation, meaning the rising prices and why so many people feel even as the raw metrics have approved, they still have either problems making their weekly budget or very understandable jitters and fears from covid and lockdowns to rebounds to inflation. It has not been easy out there. Now, there may be all kinds of reasons that you see this Gap Closing. This is good news for harris. Trump was doing better before, but now voters are about even there, within the margin of error, tied on who they trust more on the economy. Why is the Gap Closing . I cant tell you. Maybe you can answer if youre one of the 40 there, why you feel that a vision or what you know about the person is making you more confident about them handling the economy when they win, whoever it is, soon. We have 40 days left. Inflation is slowing. I mentioned that. Prices are leveling off. And the federal reserve cut interest rates. So, all of this is news that people are absorbed but in their own way and on their own time. And in the campaign, you certainly cant get very far trying to urge or persuade people that things are better than they feel. And thats why the Biden Harris Administration has always had this challenge. So, i told you i dont have the answer to where were headed, but i do have one of the foremost experts in the country on what Kamala Harris said in her speech and what shes saying to msnbc, plus new sound from Stephanie Ruhles exclusive with Vice President harris. Thank you for having me. Long time viewer, first time caller. Just want to say. What a night, andrew, for us to get you. When you heard harris walk through those plans, speech and the interview, how much of what shes saying to you is economically doable . What should we understand to be the real part versus the poetry of a campaign that it might not always i have to tell you i thought there was not so much poetry. I say that in the best sense of the word, which is to say i thought theres been a real critique that we havent had real meat on the bones around what her plan is. People said, where is she really on taxes . What is she planning to do . Does she like business . Does she hate business . I thought this was the first speech where you really saw her lay out the way she thinks, the way she thinks about business. And the truth is that the Business Community has been a little wary of her, not understanding where shes planning to go in all of this. And i think that her commentary around saying im a capitalist she talked about free and fair markets. And that is like a beautiful tune to a certain set of people in the Business World who i think were questioning where she really stood. And i think her command of the issues, both in the speech itself, but really actually in the conversation she was having with stephanie, in terms of what it means to innovate, how much money shes going to ultimately spend to do it. She talked about a number of industries. Theyre going to spend about 100 Billion over ten years to effectively incentivize certain industries. There are going to be people who are going to critique that and say, we dont like industrial policy in this country. But at the same time, shes clearly making a mark in terms of what this is going to all be about. I also think there was a real statement around corporate taxes, which was important because, you know, trump is at 21 right now. We are at 21 . He wants to take corporate taxes down to 15 . I dont know if most people know this. When trump was in office the first time, the corporate world wanted the Tax Rate for corporations to be 25 . They wanted it at 25 . And he took it down to 21 . And now hes saying he wants to take it down to 15 . Hes more Wall Street than Wall Street. Hes more Wall Street than Wall Street. So, to hear her talk about this and she wants to bring it up to 28 . But the point is that i think the Business Community and thats Big Business but its also Small Business i think can say, 28 , we can live with that. And not only can we live with it, it can work. The Harris Campaign very deliberately is doing this in key states. You do a speech in p. A. more people are going to hear about it in p. A. Than in idaho. Theyre hammering she will bring and Middle Class taxes down. Is that true economically . I think its true inso far as is she going to bring taxes down meaningfully . Thats less clear. Are they going to go up from here . I dont think theyre going up from here at all. Can she creates jobs in these places . Absolutely. And in a way, if you think about it, what shes also planning to do is change the cost of things. So, the biggest problem we have in this country is housing. The cost of housing is just too damn high, as they say. The rent is too damn high. The rent is too damn high. Whats she trying to do . Do synthetic Securities Help . No, we dont have time for that. What shes trying to do and shes pledged is shes going to invest in housing. Thats a big deal. Shes also going to be giving money away to firstime buyers. Thats going to help them. There is a little bit of a competition going on, in truth, between her and trump at the moment of who can give away more money. Yeah. That is definitely happening. Since you mentioned housing, im going to show more of her speech. These are two things the campaigns are doing today. Were going to cover both of them. On housing, here she was. We will cut the Red Tape that stops homes from being built. I will work with congress, workers, and businesses, cities and states, community groups, and local leaders to reform permitting, to cut Red Tape and get things moving faster. So, ill handle congress. You handle the economics. Lets stipulate that all this, of course, when anything federal is going to depend on congress, what they can pass. If they could actually pass her plans thats the if im giving you how much, again, of that is realistic . Politically people hear this and go, oh, its economic speech and people care about the economy. Are you hearing Realism Or Fantasy on the housing . Thats real. Its 100 real. If you can cut Red Tape, thats a real thing. By the way, thats a very republican thing to say. And the truth is that if you could do some of these things, thats whats so interesting to me. Both of these candidates in a way i dont want to say theyre emerging. But they are shes attacking more to the center and frankly hes trying to take pieces of her campaign away at the same time. On the housing front, i think thats an absolutely real and meaningful change. And the question, of course, is how much its really going to change things. I will say one thing, it is true if you give 25,000 to new home buyers, which is a great thing for those home buyers, it does have an inflationary effect, which is to say its going to cost more to buy a house. That does happen. Now, trump is pitching tariffs all over the place. Yes. So, politically settling, tariffs have gotten a little bit more of a bad wrap or gotten to be a politicized issue. Suddenly people have strong feelings about tariffs. Our colleague made a fair point that of course its more complicated. The biden administration uses tariffs to some degree as well. In raising that, were going to see the Vice President s new response tonight. Lets Take A Look. Tariffs arent unique to president trump. President biden has tariffs in place. Hes actually looking to potentially implement more. Where do you come out on is there a good tariff, a bad tariff . Well, part of it is you dont just throw around the idea of just tariffs across the board. And Thats Part of the problem with Donald Trump. Frankly and i say this in all sincerity, hes just not very serious about how he thinks about some of these issues. And one must be serious and have a plan and a real plan thats not just about some Talking Point Ending in an exclamation at a political rally but actually putting the thought into what will be the return on investment, what will be the economic impact on everyday people. Look, tariffs, across the board, should be labelled taxes. Thats what they are. It just means that everything is going to cost more. Can you do tariffs strategically . Yes. It is possible. There are going to be industries, foreign industries that are subsidized by other governments where you dont want those governments and those companies dumping their products at prices that make no sense and are completely irrational on our people. Having said that, the across the Board Tariff effectively means and shes right about this its not strategic, which is to say there are industries, unfortunately, where we dont manufacture in this country. And were unlikely to ever manufacture. Therefore, everything becomes so much more expensive there. Yes, you can do it tactically. Now, he may say, look, this is all a big negotiating ploy, right . He thinks of himself as one of the great negotiators. Maybe it will turn out to be that. But i think up until we have to see the proof of that. This is a massive tax across the country thats going to cost every american Household Something on the order of 300 a year, easily. What do your Wall Street sources say . My Wall Street sources say that they are pleased with his speech. They are scared of the chaos that trump will create. You know what they are . Theyre scared of waking up in the morning and looking at x formerly twitter, and seeing either their company or their name in it and what that means. And every and the, sort of, jerking around from side to side of where i mean, just Yesterday Trump is out there saying hes going to add a 200 tariff on john deere, On Deere tractors. Think about that. By the way, how strategic is that . What about all the farmers In America that buy the tractors . Thats a massive tax on them. Thats what it is. It almost raises the question, does he care about the farmers and coal miners. Thats a fair question. Is he thinking about them or is he thinking about trying to create the manufacturing world. Theres more farmers than folks manufacturing tractors. Thats my question because i have you here. We hear about they lot. And there are some people in the financial community, of course, who have shifted or come out. But most, the shank of the daytoday Wall Street community seems to be willing to put up with another four years of trump. Is it different in private . Are there other misgivings . Most these folks think its overstated i think its a psychological thing that happened. Take Wall Street out of it. Corporate america, i think that they were effectively biden people for a long time. And i think that after the debate with biden, before she became the nominee, i think there became i think its psychological. I think it became a resignation that trump was going to become the president. And there was a group of people who said, im just going to have to live with that. Im just going to have to get my head around what that is, and im going to have to be okay with that. I think in some ways, harris is having to fight that impulse from a group of people that were, sort of, on one side and, sort of, got to a place where they thought, oh, maybe i can deal with this. You make a shrewd point, which is no surprise coming from you. Theres the old saying, if the only tool you have is a hammer, everything starts looking like a nail. And Wall Street is full of people who have gotten there by pricing in everything, absorbing information quickly and early. You never want to be the last to understand where a bet is going. And keep moving. Thats what they do. Right. Youre making the point that some of them may have overused that tendency, priced in trump, started to live with him in his minds rather than do what were supposed to do in this country whether youre involved in business or not, which is be a citizen, engage, move up to the election, and do your civic duty, which doesnt mean just only pricing in what do you think is your market. Talking about pricing, on Wall Street they call it beta, which is whats the spread . Meaning, whats the good and the bad . And i think whats happened i thought the spread was delta. Okay, go delta. We can use delta in this context. But it would work in this context. I think some people look at harris and they say, the beta or the delta is not a lot. You do know what youre getting with her. It seems for the most part. Yeah, understood. And with him, its massive. Could it turn out to be okay . Maybe it could. Depending who you are. Could Democracy End . It could. And so thats thats the delta. Thats the beta, if you will, that i think the Business Community in their own way is trying to imagine. Im going to close this segment with a great new Yorker Cartoon. And one update is special Counsel Smith has narrowed the federal charges to comply with that big and controversial supreme Court Ruling on president ial immunity. So, he narrowed that charges that affect the doj. And by tomorrow, reports are that Jack Smiths Team may file what is expected to be a massive brief, over 100 pages. That is amidst procedural loss because the judge rejected trumps argument that this brief basically updating the filing would somehow be unfair to him given that the general election is in high gear. Meanwhile, Donald Trumps maga allies are facing charges over that indicted elector plot. And even with that going on, republicans in four different states have tapped 14 different people who lied about being trump electors in states biden won. They were fraudulent electors. And theyre being tapped to serve again now in 2024. Some of them face criminal charges. All of them were caught blatantly lying within our government system. Its an embrace of people with criminal exposure that many people would have thought impossible for any selfserious Law And Order party. But on this score, the republican party is not serious about Law And Order, certainly when it comes to election crimes to try to fortify their own power. And we do know why. From trump on down, these Election Plots and some of them are convicted crimes, including the Sedition Op january 6th, they have been repeatedly minimized and even touted by trump and his maga allies. Meanwhile, he himself admits plans to abuse power if reelected. Look, when this election is over, based on what theyve done, i would have every right to go after them. And its easy because its joe biden. I will appoint a real Special Prosecutor to go after the most corrupt president of the history of the united states of america, joe biden. And the entire biden crime family. There is no President Or Supporter within all of Doj In American History for upholding a prosecutor to target a political rival. Youve probably heard the expression, prosecutors are supposed to investigate crimes, not people. If what trump said sounds like abuse of power, it probably is. But the Bad News In America tonight, whether you like it or not, is even if he were reelected and did that and it rose to a possible crime, it would be done through his official channels as president , if he were reelected. And trumps lawyers would argue its the kind of Official Act That The Supreme Court Grants Immunity to. Now, if that is concerning, it is part of the new stakes. So, even when you get concerning news, you then have to absorb it and say, wouldnt you be better off knowing that before the election than afterward . And in that sense, if there is any lining i wont call It Silver but any informational lining to what the Supreme Court did, its that the voters can now inform themselves and know these are the stakes going into this election, with one person saying, im going to use that immunity to destroy Democracy And Fairness for political rivals and Free Speech as we know it. So, what do you do about that . And what would happen if he did win legally and at the doj . These are real questions people should think about before election day. And if trump wins, he could go after his rivals. Its theoretically possible. The only thing constraining a president from pushing a Prosecution Or Investigation for that matter, constitutional norms arent real laws that affect the president. So, if an honest Attorney General who happens to be conservative gets that order, they can carry it out, start doing it. Presumably, they could. Yes. Yeah. It sounds bad, but its something that people should know about because it speaks to the stakes of all this. Turning to your book, interference, this was such an important and riveting time for the nation. I think people remember following the Mueller Probe closely. We were far behind you, but we were tracking. Sometimes you would interview people, then we would interview people. I want to bring everyone back. This is about five years ago when we had several mueller witnesses in a joint interview. Take a look. Do you think this probe is a Witch Hunt . Yes. Yes and no. Classic number, yes and no. Yes, i do. Yes, you do . The step against me was a Witch Hunt, as i wrote to him in september 2016. And you felt they were very add very sar what did you learn through this investigation. You wrote the book about the parts that you are allowed to share, and why do you want people to know about this . Ill pick up on something, one of the folks you had on said. They said, its a hoax. In fact, they all said its a hoax. Part of what this Book Shows, i hope, is that russian Election Interference was definitely not a hoax. It happened in 2016. It was clear. It was systemic. And i think its happening now. Recent reports are that russia continues to interfere in our elections. I think thats point one. The other part of the book, it chronicles Donald Trumps way of interacting with our investigation. I would call it interference. And i think the Book Shows the importance of being able to investigate a sitting president , whether its Donald Trump or any future president. But without the teeth of being able to indict them . Thats right. Actually one of the things i think is not particularly well understood about what could be a Collateral Consequence of the recent supreme Court Decision on immunity, what the Supreme Court held, as youve discussed on your show, president s are immune for their exercise of Core Constitutional Powers and official acts. One consequence of that might be theyre actually immune from investigation from those actions as well. So, the conduct might never see the light of day. So, the immunity ruling, particularly how its interpreted, not only goes to the immunity when they leave office. That was the trump issue. Can he actually get charged, convicted, or jailed for things he did while he was president . Yes. But youre saying we may not even have these kind of investigations because it would stop short before you even learned about anything. Thats right. So, if a president is immune from prosecution, a prosecutor can only use criminal tools to investigate a potential crime. But if a president is immune, we dont know yet. The courts will have to decide this. But one possible consequence is that you wouldnt actually be able to investigate. So, lets take trump out of the picture. Ive got 30 seconds left. Look at the high Water Mark of accountability, nixon. Youre saying, if its interpreted that way, what . In a Nixon Style Case you wouldnt have a Watergatestyle Probe and you would have a presidency. Courts would have to work it out still. You speak calmly, but the implications are dangerous. I hope people are listening. And what im telling those people, people like me, people like you at home, do not disregard what Chappell Roan has to say. She is young and angry. A lot of young people, people who Gal Va vised in 2020 and to 24 and made Swing States change their Voting Patterns significantly are angry because their seeing things happen in Israel And Gaza that have them frustrated because they want people in power to say, just they dont want you to say free palestine. They want you to say were going to do an arms embargo, at the very minimum, in order to feel like people actually care about the future. So are you saying, though, that your concern is people reacted to her trying to offer what, a level of nuance and a take and then it was a reaction, no, if you dont say the exact right thing in this moment, its not good enough, which if im understanding you right, ironically can be discouraging to engagement because other people might see that young and living their lives, maybe i wont engage at all, is that what youre saying . Absolutely. I feel like a move by the dnc to bring in a lot of republicans and the middle of the aisle people and say, listen guys, we can all do this together. We can be the avengers. Get out of fantasy and get into reality. And the reality is, that, yes, if we defeat trump in 2024 by using the words and the methods of the republican party and conservatism, again, saying shut up and stay in line is what maga says. What do you think, andrew, so interesting . Look, im a pragmatist. And a practical person. So, the idea that there are going to be people out there who are not going to vote, theyre not going to vote i try to understand this. You think people shouldnt vote if they were historically harris supporters, but on these specific issues they think that shes moved too much to the center, that they shouldnt vote at all . I think that i think maybe you can argue that harris is taking those people for granted. We have 40 seconds until the Harris Interview. What im saying is i am aligned with angela davis. All vote for the person who will make it easier for us to organize. I do think while recognizing that we should also recognize that young people have a voice that matters and we should privilege them, maybe, over republicans who are going to just vote for desantis in 2028 if we get her in in 2024.
