Stephens County Judge Michael Roach and his F-150 seem to be everywhere on the night sub-zero temperatures lock Breckenridge, Texas, in the deep freeze with an unreliable supply of electricity. But wherever he goes, he’s never far from a volunteer, public employee, or anonymous benefactor who are all trying to help their community pull through.
