Starks is an attorney with the law firm Moore, McKibben, Goodman and Lorenz. He serves as the economic vitality chair of the Marshalltown Central Business District and is a member of the Board of Adjustments.
Is there a particular issue or set of issues that caused you to submit a letter of interest in the vacant
council position?
Quality of life issues are the reason why I submitted a letter of interest. A more prosperous downtown is necessary for a high quality of life, because it means more dollars being spent here rather than somewhere else. Quality of life improvements would help foster a more vibrant community, meaning people want to spend more time here. Quality of life issues are central to what the Council does, and I believe I would bring a unique perspective to addressing these issues if given the opportunity to serve.
