San Diego judge dismisses murder charge from 1994 killing, ruling DA can't justify delayed prosecution

Leon McInnis was quickly ID'd as suspect but not charged until 2021. This month, a judge ruled the death of key witness is prejudicial, would not allow for a fair trial.
