And so, you confuse the doctor, especially if youre out of area, you confuse the tonight. You confuse the pharmacy if you say, im getting my prescriptions filled for my workers comp. Workers cor comp pays for disability thats not permanent. You could be an active employee and be under workers comp or be eligible for a completely different position or body part than youve been awarded a workers comp. So how Health Services administer focuadminister folkss corcomp is something we dont gt involved with in making sure they get connected and theres no break in coverage for them on their medical side, but well, ive been pleaed with d people contacted me and said i have and issue and they have an advocate group for the retirees. Thats the same type of service i would hike to see here and i think it can be done with the o mbudsperson, somebody high up in the chain that can walk in and figure out. Make the sure it gets fix. But in the meantime, that person will be me. It shouldnt be you and you know, youre getting bantered around and i dont want you to get bantered around. Operations are under me. Didnt nobody here can be doing it all and you have two jobs, a mother job and you have a father job and you have, you know, sister job and all that stuff that goes along that is occurring in family lives and stuff hike that. Like that. Thats why i say its two jobs but its really just being able to make it good for some of the people that are ill. See if theres any improvement in the process and benchmark the number of cases today and well come back 12 months to see if theres any change in that number. Weve documented on the first page, midapril, 2019, but well have real numbers. Its approximately 400 but well have 421 or whatever the numbers are. Anything else on this item . Public comments . I also have some good news related to onech our commissioners. Commissioner carmen shoe delivered a healthy baby a week ago tuesday. The latest report from her office is that mother and daughter, kaylee, are at home bonding and resting. Maybe you can get that to us in email to respond with a card or something. Sure, darlene can send an email out. Thats what her staff represented it to be. Theres a counter item for the next 12 board meetings but no item scheduled for committee meetings. Im giving us a heads up that items are planned for the committees. If the committee doesnt meet, items dont get done. The only answer is the obviously one, which is purpose of our education, personnel, deferred comp. There are actions the board is waiting. So these committees have to meet to get things done. The committees may change next month but in terms of planning out your schedule, plan on saving the third wednesday of every month for a committee meeting. Maybe youre not on that committee. The reason this is important, in terms of the Strategic Plan we expect staff to do things. Every item, theyre labeled deliverables, something were expecting staff to do. Part of the concept of deliverables, if a group is supposed to meet and decide, if the group doesnt meet, huge botched it up in gettin gettings done, much like hearings for disability. Things that should take a few months take one to six years to get done. But sometimes we are at fault because we dont do what were supposed to do. We have our Strategic Plan or theyre waiting for us to act, and i think that maybe as the guy who started the Committee System over claires objections may need to revisit the Committee System to discuss do we have the right committees and are we in the are we doing everything or should we be consolidating . I think thats a discussion youll have to think out in the next month as you make your Committee Appointments in amonging at thlooking at the co, because were looking at not only time but its efficiency and something that we have to get done and i think that thats committees some committees may outly their usefulness and some committees are needed to get to another point. No one sense, you dont need committees, but the general topic task is called governance. We evaluate managers nonstop and the selfevaluation by the board has been dropped, skipped, ignored, never discussed. When we do it with managers, we know why we hire them and fire them. We have to apply the same standard to ourselves if were going to sit here and insist on governing this system. To again, im bringing this up, right now there are no Committee Calendars to meet. Youre right, the only one on the calendar. I appreciate your comments because we need to have a commitment that the Committee System will do the work or otherwise, our meeting share will be twice as long and that was, i believe, part of the reason at one point, this board met twice a month for the longest period of time and that was because they had disability hearings as well as all of the work is being done not in committee. So i think it should go through the Governance Committee with that discussion on the system. A few years ago we had it offsite and supposedly went through this whole thing. The selfevaluation . Consolidated committees, rebranded, whatever. You know, theres been a lot of change and Going Forward with the new committee assignments, everybody will come together. Disability hearing stopped 43 years ago so were way passed that. Its effective november of 1976. You can find a meeting. I hear stories about people watching from the old board room next door, watching the applicant with the head brace on and that as soon as theyre through with the hearing, they see it toss the neck brace off and jog across street, which was less than 43 years ago but its not the point. Part of expecting our managers to do better, expecting slantexpectingconsultants to doo provide better service, we have to apply that to the board. Is that the only item left to discuss in. I thought about something when you mentioned earlier about one of our managers donated to the smithsonian and i wanted to point out we had another manager, one of our private equity managers, robert smith, and you may have seen it on the front of the new york times, he was the Commencement Speaker for Moorehouse College in atlanta, georgia. At the end of his commencement address, he and his family agreed to pay off the loan debt of every single graduate and that was done two weeks ago at the Moorehouse College. He donated to the smithsonian, 20 million for one wing of the museum. I wanted to talk about one of the managers who presented today as well as being a private equity manager and giving back but i thought the moorehouse chef piece acollege piece was o. When i meet with seniors in the community, theyre thinking about the future. Some want to down size or move to a new neighborhood thats closer to family, but they also worry that making such a change will increase their property taxes. Thats why i want to share with you a property tax saving program called proposition 60. So how does this work . Prop 60 was passed in 1986 to allow seniors who are 55 years and older to keep their prop 13 value, even when they move into a new home. Under prop 13 law, property growth is limited to 2 growth a year. But when ownership changes the law requires that we reassess the value to new market value. Compared to your existing home, which was benefited from the which has benefited from the prop 13 growth limit on taxable value, the new limit on the replacement home would likely be higher. Thats where prop 60 comes in. Prop 60 recognizes that seniors on fixed income may not be able to afford higher taxes so it allows them to carryover their existing prop 13 value to their new home which means seniors can continue to pay their prop 13 tax values as if they had never moved. Remember, the prop 60 is a one time tax benefit, and the Property Value must be equal to or below around your replacement home. If you plan to purchase your new home before selling your existing home, please make sure that your new home is at the same price or cheaper than your existing home. This means that if your existing home is worth 1 million in market value, your new home must be 1 million or below. If youre looking to purchase and sell within a year, were you nur home must not be at a value that is worth more than 105 of your exist egging home. Which means if you sell your old home for 1 million, and you buy a home within one year, your new home should not be worth more than 1. 15 million. If you sell your existing home at 1 million and buy a replacement between year one and two, it should be no more than 1. 1 million. Know that your ability to participate in this Program Expires after two years. You will not be able to receive prop 60 tax benefits if you cannot make the purchase within two years. So benefit from this tax savings program, you have to apply. Just download the prop 60 form from our website and submit it to our office. For more, visit our website, sfassessor. Org, about two years ago now i had my first child. And i thought when i come back, you know, im going to get back in the swing of things and ill find a spot. And it wasnt really that way when i got back to work. Thats what really got me to think about the challenges that new mothers face when they come back to work. When it comes to innovative ideas and policies, San Francisco is known to pave the way, fighting for social justice or advocating for the environment, our city serves as the example and leader many times over. And this year, it leads the nation again, but for a new reason. Being the most supportive city of nursing mothers in the work place. I was inspired to work on legislation to help moms return to work, one of my legislative aids had a baby while working in the office and when she returned we had luckily just converted a bathroom at city hall into a lactation room. She was pumping a couple times a day and had it not been for the room around the hallway, i dont know if she could have continued to provide breast milk for her baby. Not all returning mothers have the same access, even though theres existing state laws on the issues. These moms usually work in low paying jobs and returning to work sooner and they dont feel wellsupported at work. We started out by having legislation to mandate that all city offices and departments have accommodations for mothers to return to work and lactate. But this year we passed legislation for private companies to have lactation policies for all new moms returning to work. With the newcome accommodations, moms should have those to return back to work. What are legislation . We wanted to make it applicable to all, we created a set of standards that can be achievable by everyone. Do you have a few minutes today to give us a quick tour. I would love to. Lets go. This is such an inviting space. What makes this a lactation room . As legislation requires it has the minimum standards, a seat, a surface to place your breast on, a clean space that doesnt have toxic chemicals or storage or anything like that. And we have electricity, we have plenty of outlets for pumps, for fridge. The things that make it a little extra, the fridge is in the room. And the sink is in the room. Our legislation does require a fridge and sink nearby but its all right in here. You can wash your pump and put your milk away and you dont have to put it in a fridge that you share with coworkers. The new standards will be applied to all businesses and places of employment in San Francisco. But are they achievable for the smaller employers in the city . I think Small Businesses rightfully have some concerns about providing lactation accommodations for employees, however we left a lot of leeway in the legislation to account for Small Businesses that may have small footprints. For example, we dont mandate that you have a lactation room, but rather lactation space. In city hall we have a lactation pod here open to the public. So the more we can change, especially in government offices, the more we can support women. I think for the work place to really offer support and encouragement for pumping and Breast Feeding mothers is necessary. What is most important about the legislation is that number one, we require that an employer have a lactation policy in place and then have a conversation with a new hire as well as an employee who requests parental leave. Otherwise a lot of times moms dont feel comfortable asking their boss for lactation accommodations. Really its hard to go back to the office after you have become a mom, youre leaving your heart outside of your body. When you can provide your child food from your body and know youre connecting with them in that way, i know it means a lot to a mommy motionlely and physically to be able to do that. And businesses and employers can just provide a space. If they dont have a room, they can provide a small space that is private and free from intrusion to help moms pump and that will attract moms to working in San Francisco. Good afternoon, supervisors and members of the public. I know that we are all committed to strengthening and preserving communities across our city, and especially in neighborhoods, where our longtime residents have been displaced. This includes the mission district, which for years did not see any significant investment in Affordable Housing. As a result, the mission has struggled with displacement of its families and its latino population. In 2000, the mission was 50 latino and 43 of the households were families. In 2016, only 39 of the mission was latino and 38 were families we experience this as well in the f fillmore mission. Theyre rentburden, paying more than 50 of their income in rent. Over the last year, we have been working to reverse those trends by breaking ground on a number of housing projects with our neighborhood preference policies that will ensure People Living in the neighborhood have access to affordable house, so that we dont make the same mistakes that we have in the past. Earlier today, we announced another significant investment in the mission. The city will be purchasing 1515 south van ness, where we build roughly 150 affordable new Housing Units for families. 1515 south van ness is a great example of how we can act quickly when the opportunities arise, if our housing dollars have flexibility. As our discussions around housing it investments, with our bond and our eran sources continue, we must not be too prescriptive and demand set aside for one district and another. We really need to focus on developing a real housing pipeline throughout the entire city. And we need to implement policies that will let us build new, Affordable Housing all over San Francisco for our low and middle income residents. That is what people in this city want for our government to be flexible, to be effective and to spend those dollars wisely and to build quickly. Now building Affordable Housing isnt just about having the resources. And so, supervisors, i have heard concerns about the proposed Charter Amendment that i have submitted to you all for your review. This Charter Amendment is very simple. It gets rid of the bureaucracy, the bureaucracy that delays muchneeded 100 Affordable Housing. This Charter Amendment will allow us to move forward with projects that are 100 Affordable Housing, 100 teacher housing, move forward with them without the significant delays that continue to stop Housing Production in San Francisco. I dont understand why its such a challenge, but the fact is were not asking for more height, were not asking for any changes to the laws, were just asking to allow us to move forward with Housing Production with less bureaucracy. We know that San Francisco is unaffordable. We know that we have not, over the years, built enough housing citywide. This is why, along with the housing bond, we can do more faster. And thats what the residents of the city i think are looking for in its elected leadership. Im tired of talking about it. , i want to see the results that allows for people to move into their new homes. This is how we address what we know are challenges with homelessness. This is how we address what we know are challenges with affordability. We have to be prepared and have the courage to make the kinds of changes that will lead to the results, that the people of San Francisco are counting on. Thank you. Thank you, mayor breed. Supervisor walton, please ask your opening question. Thank you, madam clerk. Thank you so much, madam mayor. Just want to thank you for all of your work to address the issues around the population and commend you for all of the resources dedicated to providing houses for those in need in San Francisco. As you know with the current new count of the unhoused population in San Francisco, we have an increased amount of People Living in their vehicles and even more so in district 10. I know you dedicated 1 million towards locating a place for people to live in vehicles and receive services. What more can we do together to address this growing number of people, live flag their vehicles, as we share the number one goal of providing housing for people who do not have it . So San Francisco, like so many cities around the bay area not only saw an increase in the number, sadly, of people who are living who are homeless in San Francisco, but saw an uptick in the number of People Living in their vehicling last year. As we watch communities up and down the west coast struggle to address these challenges, we have few successes and some dramatic failures. In october, h. S. H. Conducted a survey of this population to learn more about their needs and experiences. And based on that survey, and what we learned from other communities, we have deployed we developed two Pilot Programs to reduce the number of People Living in their cars and vehicles. And thanks to supervisor brown for her leadership on this effort. The first is our vehicular encampment resolution team. Over multiple weeks, the hot team will go to places with high concentrations of vehicle homelessness and work to Bring Health Care services and housing opportunities to people. And were already doing this. For example, on duluth street, in the excelsior in supervisor safais district, we were able to help people find housing, connect them to navigation centers, fix their r. V. S and actually in some instances connect people to relatives in other cities, where they could find stability. Ive also, as you said, committed additional resources, including 1 million in this upcoming budget for a Pilot Program. To help triage and try and bring people to one location. [bell ringing] this will help us learn more about the population and the barriers to housing. And, you know, again its its easier sometimes said than done. Especially when the conversations are had with individuals and the offers are made. Some people may not necessarily trust it initially, but i will commend our Homeless Outreach team for their work and going back and trying over and over again to get people to help in the support they need. This has been a real challenge for our city as a whole. And we will continue to invest resources and do everything we can to address the issue. Thank you. Are there any plans to come up with a task force just specifically dedicated . I know we have staff working on people who live in vehicles and assessing their needs. Well the front part of what you said, are there going to be a team of what . A team of individuals, kind of like what we do with h. S. A. Just for people dedicated to living in their vehicles . Just so you know there is a team of folks who are a team of the ahoc team which really focus ed on people who were living in their vehicles. And so they, as i said earlier, theyve set up a system and theyll be transitioning into what were developing in terms of a location the Pilot Program and the funds dedicated to help provide the showers and the support and the resources in order to triage and address what we know is a real challenge here. So its already happening its just an extension of what were doing with hsoc. As you know last year, sadly there were large tent encampments all over San Francisco. And a very similar approach had taken place to address this issue with those living in their vehicles. And we have had some successes. But, you know, we cant let up and we have to make sure that we invest more resources and continue down this path. We are committed to doing everything that we can. And in some instances, weve been able to help transition people and some are just a little bit more challenging. So, mayor breed, do you have a followup question for supervisor walton . No. Okay. I had some concerns about the performance metrics and making sure that we had adequate data and really a clear sense of the outcomes and the efficacy of the program. So i voted against this. Since then i have had the opportunity to speak with u. C. F. F. And they provided me with extensive information about outcomes and measure bees, including readmission, case loads stepdown. But we are still going to be working together with supervisor mandelman and supervisor fewer on looking more broadly at our behavioral Health Services contract and how we evaluate them and bring them forward. We have four supervisors who are going to present commendations, supervisor brown, supervisor mar, supervisor ronen and supervisor mandelman. Fantastic. Today, sadly in a lot of ways for a lot of us that have problems with our computers at work, were honoring today alvin moses. He served in the city and the county for more than 30 years. Oh, excuse me. My phone is talking to me. About alvin. It needs alvin. [laughter] first job with the city, alvin worked at the Fire Department for the materials and supplies as a supervisor. He joined the board of supervisors in december 1996. I think thats when i started rattling the chains at city hall. So alvin was here. Our faithful colleague and adviser for more than 22 years. Over those 22 years, alvin reliably supported and safeguarded our Information System infrastructure and provided Technical Support to our department. If not for alvin, we would not be here today. Wed probably still be at our computers grumbling in our offices. I know ive been there a lot doing that. And alvin comes in and i am not very happy, grumbling. He says could you please move aside and let me work on your computer. Yes, i will. And he easily does it and happily walks away, which always amazes me. We so today actually with with great pleasure, and also some sadness, i would like to commend alvin for all of his work and wish him well in his retirement. I also want to congratulate him on his fulltime commitment and now his new primary job as being a husband, a father, and a family man. Alvin, please come on up. And seeing you ever since has been a comfort and brought joy to, no matter how stressful the day was, because you have that air about you, where you are just calm and stable and know how to fix things.
