Soon after i took office in the summer of 2018, i visited the citys first and still only hummingbird place located on the General Hospital campus. It is a 24 hour Behavioral Center with 29 beds serving Homeless People with Mental Illness. With an estimated 4,000 unhoused in San Francisco meeting these suffering from Mental Illness and Substance Abuse it is clear our current 29 hummingbird beds dont come close to meeting the need. We can see every day what happens when we dont have enough places to take unsheltered people. Too many end up in Psychiatric Services or Emergency Rooms or jail. More than half all patients are homeless and between october and december 2019, pes was on diverse upwards of 40 of the time. We also know that far too many people leaving pes are released back to the street to return to the hospital in weeks or hours later. I have been working with the department of Public Health to identify potential sites for one or more hummingbirds in district 8 since my first days in office. I will continue to beat the drum for hummingbird citywide. I live three blocks away on valencia street. I am eager to welcome the first hummingbird to my neighborhood. It is three Single Room Occupancy Hotels 22, 102, 106 south park street in selma within the same block. The total is comprised of 108 units. All except one will be affordable to household ifs 25 to 60 a. M. I. The buildings currently serve primarily formerly homeless adults. Per most typical restrictive declarations residents pay no more than 30 of income toward rent. The project will receive make or rehabilitation of all three buildings including seismic upgrades, upgrading Building Systems and other key life safety improvements. In particular, one of the buildings the Filipino Hotel about half of the buildings dont have proper access to light and air. That will involve the completed reconfiguration of the interior to provide access to light and air for all residents. No residents will be displaced. Temporary offsite relocation will be required to facilitate rehabilitate. Two requests. First approve issuance and delivery of Revenue Bonds and other action necessary to make the bond issuance possible. The proposed bond issuance will beacon do wit and will not require city funds to retainment of bonds. Second is to approve and authorize execution of a Loan Agreement with the sponsors lp entity not to exceed 30,000,000. 500000. Within that total request we have three different pieces. The first is request to approve the recasting and reconsolidation of existing debt on the project. We have been providing loans to the project since 1984. Mission housing owned two buildings since then. What we would be doing is bringing all of those loans into conformance with current standards. Low Interest Rate on that portion of the loan. We will be providing 3. 3 million in gap financing. The proposerred source is proposed source is housing trust. We are going to provide 13. 2 million in preservation and seismic safety loan products as opposed to a conventional First Mortgage this will be utilizing cd program. It is hard paying senior financing they will make Monthly Payments on that loan. These three will be into one Loan Agreement and in terms of the schedule the financing is anticipating to close next month. The construction will started right after. Regarding the bla recommendation, our position is we would like to keep the higher amount and the reason for that is due to the fact this project has existing debt on it, that existing debt is accruing interest every day. In the project timeline gets pushed out for some reason the bond closing gets delayed interest will continue to accrue. We our preference is to have the flexibility to not have to come back to you in the event the existing debt interest keeps accrues and goes above and beyond the 20. 8 million amount. The board of supervisors is being asked to approve an amended restated Loan Agreement between the Mayors Office of housing and Community Development and Mission Corporation for the three hotels in south park. The loan itself is twoparts. 11. 8 million in consolidating prior loans approved, 16. 5 million in new loans for rehabilitation. The loan amounts and the loan documents is 28. 3 million. There is a difference between the loan documents and the budget we were provided. We showed the budget on table four page 12 of our report. The actual budget is 24. 7 million. The major difference between the budget and loan documents is the budget provides for 9. 2 million in preservation seismic safety bonds to be used for this project. The loan documents provide for a liar amount of 13 higher amount of 13. 5. Our recommendation is to amends the legislation to reduce the amount in the legislation of 13. 5 million to the actual amount of the loan documents which are 28. 3 million. Basically we recommend to the legislation reflect the actual loan documents we were provided. In terms of the risk, there is the department is asking for 5. 1 million buffer in case there is project uncertainty. We are recommending a buffer of 3. 6 million between the budget and loan amount. This is certainly timely and so we look forward to not only talking through briefly some of the highlights from the sixmonth report which we published almost exactly a month ago. Ill talk through some of those updates and well provide you with updates were seeing regarding events in the local economy here today and we can Start Talking here and elsewhere about what the financial implications are to the city. Weve got a couple of updates coming just to let folks know what is coming after this. Our office is working on tax revenue ranging and updates related to covid in the current fiscal year. We hope to have that complete next week. At least for initial range. And then all three financial offices, our office, the boards budget and legislative office and the mayors Budget Office are updating our projections of the next four years. That will be complete tend of the month. Flu on the sixmonth report we publicish each year, we do see good news in the sixmonth report. I know we briefed many of you individually on this, about 98. 1 million improvement in ending fund balance. Ill talk about how that applies to next years fall forecast. The majority of this good news is really being driven by two departments. So we have significant good news over 60 million in the department of Public Health as of sixmonth. And our Human Service agency 20 million. Ill talk about each of the departments in a membership and what is going on in a minute and what is going on there. Ill talk about taxes overall, but the big news is the continued strength we saw in the first half of the fiscal year related to transfer tax. We saw a number of Large Properties trade hands in the year, with payments in excess of 20 million for a single transaction, so we had a lot of strength there. Under the way the citys reserves work, that volatile revenue, a significant portion, ends up deposited into a onetime reserve. And like i talked about most ill talk about in a second, most other taxes are trending toward budget. At least as of sixmonth. And there is some weakness in hotel and some in admissions tax as of the sixmonth mark. This is showing a picture of all the major tax revenues that we feel in the general fund. And you can kind of see on the far right chart column, how the 6month projection various from varies from the 3month projection. Theyre trending toward budget. You see that for property, for sales, for utility user tax, parking tax. And also how significant the real transfer tax news is. That is 71 million. But were we werent seeing a lot of change versus our other previous projections of major taxes. In terms of department, this gives you a summarized view of everything going on with all of the departments and the report itself contains much more information, but overall, departments net improvement of approximately 90 million. You can see where that is falling across the departments, but Public Health and Human Services are the vast majority. Ill talk in a second about them and juvenile probation which i know is of interest to the committee and we do see issues halfway through the fiscal year. So, briefly, for the department of Public Health, this is summarizing that good news in health. Halfway through the year. Its almost entirely on the revenue side and the majority of the good news at Public Health is driven at zuckerberg General Hospital. So patient revenue continues to outpace expectations. And we did have some settlements of prior year claims resulted in onetime revenue at the General Hospital. Another thing for us to keep an eye on here, as you may know, the waiver that the state has with the federal government for many different kinds of Health Services expires at the end of this calendar year. There is a lot of work going on in Public Health departments throughout the country to organize for the renegotiation of that waiver next year. But one important fact is that the state is in the process of completing many years of audits of prior year claims. We have money set aside to guard against adverse findings in the audits and weve been waiting years for the audits to be completed. Were hopeful that with the speedup of the state completing the audit processes, will not only have certainty on these sometime before the waiver expires, but were hoping to have good news. So we dont have certainty on that, but its one were keeping our eyes on, health is tracking and well continue to update as we get news on that. Within the Human Service agency, 20 million net surplus. You can see here that the single biggest change here relates to the way the i. H. S. S. Works, that requirement with the state and there were final changes at the end of the state budget process that are favorable to us for about 13 million and 7 million of other savings largely related under spending in a few programs. In terms of juvenile probation, the big issue we see here stems at the end of last fiscal year and its largely, i think, an administrative capacity issue. I think we have remedied now as a city, but as of 6month mark, the department was operating without a number of key positions in their finance shop. And as a result, the department wasnt claiming federal and state revenue in the way they should have been. Since that time, there is a new finance director appointed at juvenile probation. Weve assigned accountness and there is a budget manager on loan to them. So were feeling more hopeful about the stabilization of the function in juvenile and i would hope to see the number come down by the time we get to the 9month mark. As always, we note in the report where departments are projected to live within their budget, but within that budget overspend their overtime line item. As you know to the extent the department wants to do that, they have to come back to the board of supervisors for reappropriations. These are the departments at the 6month mark we expect will need to come back to the board for approximate for permission or change behavior in the coming months. A quick summary as of the 6month mark, how does this fit in with the story regarding the budget deficit . As you know, the three offices publish projections in the early winter of 419 million projected shortfall over two years. The citys general practice for many years has been to take savings that occur in one year and apply it to the shortfall for next year. If that is the choice that is made i would expect it would be you would have to take the 98 million from the 6month report, apply to the previous projection and that brings us down to 321 million. Obviously, well continue to update a lot of this as we go. This is changed obviously given just this week. But the official next update to the projection itself is the joint report which our three offices will publish at the end of march. So im happy to take questions on 6month mark, or i can move into covid. Supervisor fewer i see supervisor ronen, but do we need a report from the b. L. A. , anything to report at all . No. Thank you very much. Supervisor ronen. Supervisor ronen yes, thank you. Thank you for this. For the department of Public Health higher than anticipated budget, does any of that have to do with salary savings . I believe actually no i believe were projecting that the department is spending at the general to budgeted levels. So, at the 6month mark and well update this at nine months but at the 6month mark laguna was spending we were expecting them to spend to the budget. The General Hospital is actually because they have a higher census than assumed, theyre actually overspending their Salary Budget by 5. 8 million which is more than offset by 50 million in revenue improvement. Then they do have expenditures savings in the other parts of the department. So not the general, not laguna, but population health, Mental Health, et cetera. Supervisor ronen do we know how much salary savings . Its about 5 million in total uses savings. I dont have at my finger tips how much of that is salary, but we could follow up and get that to you. Supervisor ronen okay. And then in for h. S. A. , why are we underspending in cal works and medical. This is savings. Supervisor ronen do we have a sense of why that is happening, because we clearly have the need . I dont, but could follow up with. Generally speaking, these different aid programs have defined criteria as to who is eligible to participate. And to the extent that you project how much participation theyll see, to the extent that participation is higher or lower than that, you see that in our reports. Supervisor ronen id like to know why, because it could be that everyone who is eligible signed up for it could be that we have a problem recruiting and making people feel safe to sign up for the benefits. So it would be great we would be happy to follow up and get more information for you. Supervisor ronen okay. Then do we know why juvenile probation was operating without two key finance positions that were delayed 6 million in federal and state funding . Was that an h. R. Problem . Was that a departmentwide problem . Or the delays from central h. R. Which is happening in practically every department. My impression is this almost entirely driven by issues internal the department. It was kind of an extraordinary moment. Its kind of what has led us to take actions with the new chief to assign temporary help there to help with these things. I personally attribute it to management personnel and operational issues within the department this last summer. Supervisor ronen what was the time period these positions were open and we were failing to fill federal and state bill federal and State Government . The period were seeing the delayed claims was the very end of last fiscal year through this fall. This is not lost money to the city. Its just we will now have a endeavor to reach back and claim for those prior periods and we have with the new chief and with our team and other assistants, we have a group that is working this issue as we speak. Does that help . If there arent other questions, ill move into what were seeing this week. This is an extremely dynamic situation and evolving both from a Public Health perspective and then our monitoring of what the implications might mean for the local economy, revenues and the rest. In our work, we rely on a host of official data points that are often lagged from when the event occurs. Unemployment claims, actual tax filings, reporting from the fed. We wont see some of that data for weeks and months. So in moments like this, we really look to a number of different proxies quickly to get a feel for what is going on. Weve been doing an extraordinary amount of that last weekend and through this week. So im sharing with you, the early data points. We can talk about the things were looking at and working on and ill have more information regarding the tax revenue implications of a lot of this again within the next week. A few issues of great concern. So, prior to the emergency in San Francisco, we had already begun to see declines in landings at the airport, predominantly impacted by china and asia. Youd already seen notable dropoff in landings last winter and into the spring. We commented on these in the 6month report, but you started to see a slowing of tourism into San Francisco and the u. S. From china, but that has changed dramatically in the last week. Landings at the general at s. F. O. This week are down 20 . Thus far this week for international flights. And were seeing it in Domestic Travel as well. So domestic landings at the airport are down 12 this week. That is landings. Thats the number of planes landing. Were endeavoring to get better information from the airlines and we expect to have it soon to the number of people on those planes, but its being reported that those planes arriving are arriving with fewer people as well than a week ago. The actual number of visitors coming to San Francisco or others coming to San Francisco is likely higher than this. The most Immediate Impact of this here within the borders of San Francisco and i think we felt this profoundly already this week, relates to Convention Business. And then spilling over from there into other parts of the hospitality sector. At this point Event Sponsors have cancelled all conventions at the moscone through the middle of may. The cancelled conventions account for 235,000 room nights which is a very large number. We have been spending time this week talking to Hotels Downtown to understand what is going on with their businesses this week. Theyve seen spikes in cancellations, monday, tuesday and even this morning this week. The rate of those cancellations is accelerating. And it is reported information to us, but many Hotels Downtown, if not most hotels are reporting this week theyre now operating at occupancy rates of 2030 . Thats versus the standard that weve grown used to for many years in the city of 8085 . So even this quickly our hotels are emptying out quickly. This kind of level of occupancy is actually worse than what we felt immediately after september 11 to put it into context. Weve been talking to other industries that support hotels and wraparound hotels, catering, other services, special events and the rest. And they have almost uniformly thus far reported to us a mass cancellation of almost all of their business. This is obvusly a large part of our local economy. Hotels, hospitality and supporting services and employs a large number of people. Hotels directly employ 25,000 people in San Francisco. And these associated industries that wraparound, depending on how you count them, are tens of thousands of employees beyond that. So very significant and very Immediate Impacts. And the lack of any Convention Business for several months means that we should expect that these kinds of impacts maybe not at these levels but significant, will linger for sometime. Weve also seen this week things beginning to spill over beyond hospitality into other parts of the economy. A couple of indicators we look to for kind of people coming to San Francisco and shopping, not from airports, not from the airport but within the region, bart ridership was down 9 last week. Exits at downtown bart stations over the weekend, which is where were comparing last weekend versus the weekend before, were down more than 9 . So in the low double digits. And then this week, on monday, bart exits downtown were down 24 , versus the monday. Very significant slowdowns. Happening again quickly. This is somewhat related to very large decisions being made by some of our employers in the San Francisco consistent with Public Health advice to encourage telecommuting. So you see large offices downtown and large employers encouraging their employees to work remotely and that means less traffic into downtown and the city from the rest of the region. Over the weekend, you know, one thing we can look at realtime information about what is going on in some of the districts in terms of activity is sampling parking garage occupancy rates. Last weekend, it varies significantly garage by garage, but vacancies rates in the garages were up 2040 from the weekend before. So very significant changes. And its really most pronounced in a few neighborhoods. Downtown, civic center garage, given the cancellations in the civic center and chinatown, chinatown north beach. At least in terms of the weekend work. We have been spending time this week talking to a number of restaurants and restaurant associations to understand kind of what theyre reporting and seeing in the first few days of the week. And there is a broad number of restaurants reporting very significant declines in the sales thus far this week. It appears to be a bit of a different picture. Again, downtown, chinatown, kind of places the tourists go, places that Office Workers eat, are reporting some are reporting losses in excess of 50 or more in terms of this weeks sales. As we get out into neighborhoods where people are potentially staying because theyre telecommuting or otherwise, the losses feel less pronounced. And with some reporting some businesses reporting no loss and no losses so far, bar service, out of the neighborhoods. And then the other thing to note, of course, that restaurants, this is not just spilling into restaurant, but other small retailers, other retail activity. Kind of feeling in that same shape. A very bad week, but worse for those located in the core or in certain downtown neighborhoods. We will know much more about these things in days and weeks ahead, both in terms of the data we have access to, but we also expect more news regarding what the shape of this might be looking ahead. Obviously, there is questions here about two key questions are and i think theyre both predominantly related to how the Health Emergency plays out, theyre ones of duration. And then how spillover works out of these industries into the rest of the local economy and potentially into the National Economy . That would then potentially impact other parts of the economy that were not seeing losses this week, office work, professional services, a whole host of other industries that this week are doing okay. And continue to operate. We will come back next week with some updated ranges of current year tax revenue losses, but just to give you a sense of what were expecting to see, and again, here were focusing on the coming quarter. The last four months of the year, three months of the year. And i think the losses were likely to feel are going to be concentrated in these places. So hotel tax declines are obviously going to be very significant given the occupancy rates i mentioned earlier. And probably in the current year is going to be the Significant Impact the city feels, but we would expect to see losses in sales tax, maybe parking tax and others in this coming quarter. Interest earnings. The money that the city earns on our treasury is expected to decline significantly as well because the federal government has now cut the fed Interest Rate in an effort to stimulate investment. That means that we earn less money on our earned cash, so were quantifying that. And you may see additional federal Interest Rate cuts in weeks ahead which will further erode that. The airport transfer we received from the airport will be down in the current fiscal year and we expect to see others. Well have more on this and we will not have a hard number, but we think its important to present a range of numbers to the board of supervisors, mayors and others can begin planning how to manage this. We will see other impacts that will be deferred to next year, given the way taxes are paid and how this plays out. So business tax, for example, is almost predominantly paid activity now, the tax paid on it will be paid next spring. So that will be a deferred impact. It wont hit the current year, it will hit next year. And well have other implications well include in the later update. I think the loss in the coming quarter will be in the tens of millions, the question is how many . And i hope to have some sense of that next week. Supervisor fewer any members of the public . Hello. The supervisors, i represent the first people of San Francisco, and right here on this podium the chair person rosemary addressed all the supervisors and gave you all some counsel. Weve reached a stage in this city and county of San Francisco where corruption has reached more than saturation point. So when the controller is saying something about this pandemic, if you go to the General Hospital, the turnover of our nurses is over 80 . And if we have the need to have beds for 500 people, thats a minimum because of my training in the military with logistics and all we have like 80 beds. And we have a middle class living on the streets of San Francisco. And we have our supervisors listening, saying something, but it Means Nothing because we cannot say [bell ringing] that we represent the people when we dont do anything for them. Obviously there is a pool of money there that General Hospital has saved and the Human Resources has saved and that is fine, because you know, if you bring ten cpas each one will give is own accounting. If you want, you can say yes or say no. But the bottom line here, supervisors, is you must represent [bell ringing] the people. Supervisor fewer thank you. Any more Public Comment . Hopefully that offsets some of the bad news coming, moving forward. The question that i mean, all that stuff is really hard to predict and the problem is we dont know how long its going to last. In regards to working with the convention center, for instance, theyve there has been a lot of conventions that have cancelled. Im curious, how far into the future are people starting to cancel . Just to give us a sense of what were looking at. You know, if theyre cancelling things three or four months out, i would say were really in trouble. Yes. And we can report back more, but all sponsors not the city have now cancelled all conventions at the muss coney through may 15th. There are cancellations beyond that. I dont know the count. There are some. And i think there is some hope, depending on how this works that some of the conventions cancelled can be slotted into other slots next fiscal year, but that depends entirely on how our Health Emergency plays out over the coming weeks and months. President yee okay. Thank you. Supervisor ronen yes, assuming that is San Francisco if San Francisco decided to go the route of milan and shut down the entire city, would you give us a sense, in addition to what youve already described, what additional Economic Impacts there would be . I know its enormous, but just get our wheels turning. Yeah, and this is certainly i dont want to speculate too quickly here in the moment, but these are kind of questions were asking ourselves related to projections looking ahead, whether the arc of different possible outcomes from a Health Perspective . What are likely interventions in these scenarios . And in protecting Public Health, by design almost, it avoids interactions and causes other damage, right. So were talking through that. I dont want to speculate. It would be profound though. Already i believe in the sectors were talking about, there is going to be quickly discussions of closures. Youre going to have cash crunches in many of the businesses that are affected. Businesses are very quickly going to phase decisions related to their estimate of what they think the duration of this is and whether it would be in the businesss financial best interests to simply close for a month. I would not be surprised if hotels are having that conversation. I think restaurants in the city are likely already having that conversation. And the broader the kind of Public Health response needs to be, the more profound those kinds of choices spread to every part of the economy. Every part of our business base. And all of their workers. So i dont want to speculate, but it would be profound. Supervisor ronen have you been studying what is happening in italy and wuhan . Some. I know the Health Experts have been working on that more feverishly than we have been in the last few days. Supervisor ronen definitely, theyre studying the Public Health impacts, but the Economic Impacts, kind of what are the measures that those economies are taking . Theyre extreme and they have profound impacts. I have not been to this point this week reviewing the specific economics, but more considering what the Public Health interventions would and then thinking through with our team and others what would the application of that kind of a rule mean in San Francisco . In top level results, you can see impacts to top line, bottom line, indicators in china. China has had a negative quarter for last year in terms of their g. D. P. Growth. I believe that was the first negative quarter in over 20 years. And i think thats entirely driven off of their Public Health response. If that gives us some sense. Supervisor fewer one good news thing. Yes, a better topic to end with today, or a little more cheerful anyway. Thank you for giving us this opportunity to do this. As youre aware, chair fewer, the supervisor mar, the sful full board adopted legislation for transparency and required our office to create a website where people interested in the budget process would have access to some of the time lines, tools, meetings and reporting in a centralized way. So thank you very much to the Digital Services team and the city administrators office, reesa sandler and others in the budget group. We got that site up and live on march 1. Its on the top level of the sf gov website. Weve tried to keep it very simple to make it publicly accessible as possible. Its a single landing page. Plain language, descriptions of the budget process, a calendar and then Department Budgets. Drilling into this a little bit, for example, for the timeline, the process used to develop the budget, which i think is one of your goals, chair fewer, has been increased understanding of how that process works and participation in it. There is a simple timeline that shows the different steps of the budget production process. And in each of these cases, there are links to the key documents that official documents that are considered. For example, the mayors budget instructions here. Budget and legislative Analyst Reports at a later time. The budget book. The proposed budget. The last thing and there are host of other documents archived here for ease of people to find them from the public. And then lastly im sorry lastly, because i know its important to the board and to the members, all Department Budget submissions that have come into our office and the Mayors Office are available on the site for review. Supervisor fewer i just want to say i think this is fabulous. Weve had people go on to this website and theyre just fascinated by the city budget now. Like i think it was such a huge thing that most people, lay persons, myself included, didnt understand. And i think this really makes it accessible to every taxpayer in San Francisco. It will be over 530,000 gross square feet plus two levels of basement. Now the departments are across so many locations it is hard for them to Work Together and collaborate and hard for the customers to figure out the different locations and hours of operation. One of the main drivers is a one stopper mitt center for permit center. Special events. We are a one stop shop for those three things. This has many different uses throughout if years. In 1940s it was cocacola and the flagship as part of the construction project we are retaining the clock tower. The permit center is little working closely with the Digital Services team on how can we modernize and move away from the paper we use right now to move to a more digital world. The Digital Services team was created in 2017. It is 2. 5 years. Our job is to make it possible to get things done with the city online. One of the reasons permitting is so difficult in this city and county is really about the scale. We have 58 Different Department in the city and 18 of them involve permitting. We are expecting the residents to understand how the departments are structured to navigate through the permitting processes. It is difficult and we have heard that from many people we interviewed. Our goal is you dont have to know the department. You are dealing with the city. Now if you are trying to get construction or special events permit you might go to 13 locations to get the permit. Here we are taking 13 locations into one floor of one location which is a huge improvement for the customer and staff trying to Work Together to make it easy to comply with the rules. There are more than 300 permitting processes in the city. There is a huge to do list that we are possessing digital. The first project is allowing people to apply online for the a. D. U. It is an accessory dwelling unit, away for people to add extra living space to their home, to convert a garage or add something to the back of the house. It is a very complicated permit. You have to speak to Different Departments to get it approved. We are trying to consolidate to one easy to due process. Some of the next ones are windows and roofing. Those are high volume permits. They are simple to issue. Another one is restaurant permitting. While the overall volume is lower it is long and complicated business process. People struggle to open restaurants because the permitting process is hard to navigate. The city is going to roll out a digital curing system one that is being tested. When people arrive they canshay what they are here to. It helps them workout which cue they neat to be in. If they rant to run anker rapid she can do that. We say you are next in line make sure you are back ready for your appointment. We want it allinone location across the many departments involved. It is clear where customers go to play. On june 5, 2019 the ceremony was held to celebrate the placement of the last beam on top of the structures. Six months later construction is complete. We will be moving next summer. The flu building the new building will be building. It was designed with light in mind. Employees will appreciate these amenities. Solar panels on the roof, electric vehicle chargers in the basement levels, benefiting from gray watery use and secured bicycle parking for 300 bicycles. When you are on the higher floors of thing yo of the buildt catch the tip of the Golden Gate Bridge on a clear day and good view of soma. It is so exciting for the team. It is a fiscal manifestation what we are trying to do. It is allowing the Different Departments to come together to issue permits to the residents. We hope people can digitally come to one website for permits. We are trying to make it digital so when they come into the center they have a highquality interaction with experts to guide then rather than filling iin forms. They will have good conversations with our staff. The goal is simple. Staff. Its to raise womens voices. Learn a little bit about what you should be thinking about in the future. We had own over 300 over 300 people who signed up for the oneonone counseling today. I think in the world of leading, people sometimes discount the ability to lead quietly and effectively. The Assessors Office is a big one. There are 58 counties in the state of california and every single county has one elected assessor in the county. Our job is to look at property taxes and make sure that we are fairly taxing every single property in San Francisco. One of the big things that we do is as a result of our work, we bring in a lot of revenue, about 2. 6 billion worth of revenue to the city. Often, people will say, what do you do with that money, and i like to share what we do with property taxes. For every dollar we collect in property taxes, about 68 cents of it goes to support public sstss, our police officers, our fire departments, our streets, our cleaning that happens in the city. But i think what most people dont know is 34 cents of the dollar goes to public education. So it goes to the state of california and in turn gets allocated back to our local school districts. So this is an incredibly important part of what we do in this office. Its an interesting place to be, i have to say. My colleagues across the state have been wonderful and have been very welcoming and share their knowledge with me. In my daytoday life, i dont think about that role, being the only Asian American assessor in the state, i just focus on being the best i can be, representing my city very well, representing the county of San Francisco well. By being the only Asian American assessor, i think you have a job to try to lift up and bring as many people on board, as well. I hope by doing the best that you can as an individual, people will start to see that your assessor is your elected leaders, the people that are making important decisions can look like you, can be like you, can be from your background. I grew up with a family where most of my relatives, my aunties, my uncles, my parents, were immigrants to the United States. When my parents first came here, they came without any relatives or friends in the United States. They had very little money, and they didnt know how to speak english very well. They came to a place that was completely foreign, a place where they had absolutely nobody here to help them, and i cant imagine what that must have been like, how brave it was for them to take that step because they were doing this in order to create an opportunity for their family. So my parents had odd jobs, my dad worked in the kitchens, my mom worked as a seamstress sewing. As we grew up, we eventually had a Small Business. I very much grew up in a family of immigrants, where we helped to translate. We went to the restaurant every weekend helping out, rolling egg rolls, eating egg rolls, and doing whatever we need to do to help the family out. It really was an experience growing up that helped me be the person that i am and viewing Public Service the way that i do. One of the events that really stuck with me when i was growing up was actually the rodney king riots. We lived in Southern California at the time, and my parents had a restaurant in inglewood, california. I can remember smelling smoke, seeing ashes where we lived. It was incredibly scary because we didnt know if we were going to lose that restaurant, if it was going to be burned down, if it was going to be damaged, and it was our entire livelihood. And i remember there were a lot of conversations at that time around what it was that government to do to create more opportunities or help people be more successful, and that stuck with me. It stuck with me because i remain believe government has a role, government has a responsibility to change the outcomes for communities, to create opportunities, to help people go to school, to help people open businesses and be successful. Make sure to be safe, and of course to have fun. And then, i think as you continue to serve in government, you realize that those convictions and the persons that you are really help to inform you, and so long as you go back to your core, and you remember why youre doing what youre doing, you know, i think you cant go wrong. Its funny, because, you know, i never had thought i would do this. I became a supervisor first for the city under very unusual circumstances, and i can remember one day, im shopping with friends and really not having a care in the world about politics or running for office or being in a public position, and the next day, im sworn in and serving on the board of supervisors. For many of us who are going through our Public Service, its very interesting, i think, what people view as a leader. Sometimes people say, well, maybe the person who is most outspoken, the person who yells the loudest or who speaks the loudest is going to be the best leader. And i think how i was raised, i like to listen first, and i like to try to figure outweighs to work with out ways to work with people to get things done. I hope that time goes on, you can see that you can have all sorts of different leaders whether at the top of City Government or leading organizations or leading teams, that there are really different kinds of leadership styles that we should really foster because it makes us stronger as organizations. Take advantage of all the wonderful information that you have here, at the vendor booth, at our seminars and also the oneonone counseling. I wouldnt be where i was if i didnt have very strong people who believed in me. And even at times when i didnt believe in my own abilities or my own skills, i had a lot of people who trusted and believed i either had the passion or skills to accomplish and do what i did. If there was one thing that i can tell young women, girls, who are thinking about and dreaming about the things they want to be, whether its being a doctor or being in politics, running an organization, being in business, whatever it is, i think its really to just trust yourself and believe that who you are is enough, that you are enough to make it work and to make things successful. Hi mayor. Good afternoon. My name is dr. Emily, the director of the San Francisco department on the status of women, the only department on the status of women in the nation. Since 1975, San Francisco has been the home of the strongest commission on the status of women in the nation. Its my pleasure to welcome you to the annual womens History Month celebration. This year we celebrate the National Theme of valiant women of the vote. We honor the brave women who fought for suffrage rights for women and those who continue to fight for the Voting Rights of others. Im very pleased to say were joined by many members of the family. If you could hold your applause, well give them a big applause after. Carmen chu, board of supervisors norman yee, catherine stephanie, sandra lee fewer, and fire chief nicholson, and police chief william scott. So lets give them a big round of applause for showing up today. [applause] i also like to recognize Womens Commissioner sophia and julie from the commission on the status of women. [applause] also joining us is president linda calhoun, and lisa of the friends on the commission of the status of women. [applause] and i just want to thank my associate director carol for her exceptional support for todays event. Can we have a wave from our Womens Commission and board members. [applause] so we mark 100 years since the passage of the 19th amendment. Its important to remember that as the sixth state to ratify the 19th amendment, california has played a major role in the suffrage movement. Newly uncovered historical sources put together by the neighborhood history project indicates that San Francisco was a site of the first ever suffrage march in 1908. Over 100 years ago, suffrage leaders picketed the white house, went to jail, endured intense personal suffering in order to secure the vote for women. I do want to note, this is my last womens History Month as the department head. I will be leaving my position at the end of the month, after 15 years of service. I had the honor to serve former mayor now governor gavin, the late great mayor ed lee, and the first africanamerican women and the second woman to be elected to be the mayor of San Francisco, the one and only london breed. She has made equity for all, including gender equity a hallmark of her administration. Shes working everyday to achieve a vision of San Francisco that is inclusive, fair, and compassionate, one that stands up and supports all its residents. She has a great team and i want to thank two members of her exceptional staff, senior policy advisor nicole and appoint secretary who helped with todays program. [cheering and applause] finally before i bring the mayor out, i want to thank the hard working staff of the Mayors Office of Neighborhood Services who makes these celebrations so special for the entire city. So, please join me in welcoming mayor london breed and happy womens History Month. [cheering and applause] thank you emily. I dont know if you all heard emily say this is one of her last women History Month events as director of the commission on the status of women and she has done an incredible job leading this department for so many years. Lets give her a round of applause for her service. [cheering and applause] and thank you to all the women who are here. They are not just women commissioners from the commission on the status of women, they are women commissioners who serve in various capacities in this city that has joined us here today to celebrate womens History Month in San Francisco. We know that there are still a number of inequalities that still exist for women. In fact, as a woman mayor, i still believe it or not, experience some of those when im even in meetings, even today, dealing with the challenges of the city. Questions that i get asked i know if i was not a woman, i would never get asked. The fact is that we made a tremendous number of gains. I look around and i look at the fact that so many of you serve in so many capacities. Even think of the history of our Police Department and we see now deputy chief and the other leading women who are basically running the Police Department in San Francisco. [cheering and applause] we see members of our board of supervisors, our fire chief, Jeanine Nicholson and so many other incredible leaders who continue to lead this city as the director of departments, commissioners, president of the commissions, and we also know that it shouldnt take 30 years to have the second female mayor of San Francisco. So while we come a long way, we know that there is still a long way to go. As emily has said, we are celebrating the 100th anniversary of the 19th amendment giving the women the right to vote. It is time ladies that we exercise that right to vote. We know there is power when we serve on boards and commissions. We know there is power when we are at the table making the decisions that impact our lives. Just think about it. The fact that we are even discussing in the year 2020 a womans right to choose and we have to get out there and defend that, even in 2020 is absolutely insane. It means the work that we do now is important, more than it has ever been. I mean think about what San Francisco has done. Significant policies that the rest of the country is following, including our paid parental leave which people are still excited and talking about today. [cheering and applause] things that address the challenges of motherhood that people who may not have babies understand what mothers have to do in the workplace to of course make a living and take care of their families. There is still work we need to do. Todays honorees represent San Francisco values at their very best because the work they do highlights the need to do more, to get people to register to vote, to get more people interested in causes and policies that impact women, to help understand how our voices are important. When we come together and we vote, we make magic happen. We make change happen. We make the kinds of policies we know need to be here, even when were no longer here. We dont want 20 years from now the next generation fighting for a womans right to choose. We dont want the next generation fighting for the same policy that should already exist in this city that protect and support women. So todays honorees represent, as i said, incredible women who really have focused on advancing the rights of women, who are spending a lot of their time trying to get women registered to vote, to address what we know, even in San Francisco as we see a lower voter turnout, we know disproportionately that it impacts people of color and women. So getting women registered, getting them to turn out to vote is important and having organizations that are dedicated to that cause is also significantly important. Our first honoree is a local American Woman of color who is a child of immigrants who came to the United States. She worked tirelessly to engage women, register them to vote, and connect them with volunteer and civic opportunities. Have you ever come across people who say what do i do . How do i get involved . Whats the next step . People have no idea what to do. Nadia has been doing this work to help motivate and get women, especially women who have not been actively engaged, engaged. She volunteered a lot of her time during the 2018 midterm elections, traveling and california, speaking with people across the state and educating communities on how to get involved and how to register to vote. She has been working to bring women together and to take action. So please ladies and gentlemen, help welcome nadia roman and shes this years woman im honoring for black History Month. [cheering and applause] thank you so much mayor breed. Thank you for being a pioneer and modeling leadership in every way for girls and women in San Francisco, especially for girls and women of color. Mayor breeds work to cut red tape in city hall, take on the citys housing shortage, and end homelessness in San Francisco ensures that this city can truly be a home for everyone. Thank you for everyone who came out to participate today. Its great to see this balcony be full and see many familiar faces in the crowd as well. Thank you for participating in the celebration of womens History Month. 2020 is such an important year in so many ways and there is a lot to celebrate and look back on, including 100 years since the 19th amendment was added to the u. S. Constitution, finally giving women the right to vote. So securing that right to vote, we heard a little bit about everything that went into that. So the formal Women Suffrage Movement start in 1848, 72 years before that amendment was adopted into the constitution. 30 years after that, in 1878 was actually one of the 1st amendments that was introduced and it failed. Finally in 1920, a 100 years ago, it was adopted. Women and their allies secured the right to vote. So as we look ahead into the rest of 2020, were already in march now. I ask that we all be attuned to the time that were in right now. Mayor breed did a great job of talking about how our Civil Liberties are under attack and thats particularly affecting women and also women of color, specifically. So lets be intentional on how we choose to spend our time this year. Its of critical importance that we Pay Attention and do the work of winning elections for people that share our values. San franciscan values of equity, inclusiveness, and radical acceptance. If the suffrage that worked towards their goal for decades, for 72 years in a formal way across multiple generations of women and men, we can commit to eight months to get us to november 2020, right . Yeah. [applause] so im going to conclude my remarks with and ask of you all. Please push yourselves harder this year. Pay more attention, be more informed, push yourself to whatever your personal commitment to Civic Engagement looks like. That can be calling a friend or a relative tomorrow to remind them to vote in the california primary. That can be canvassing for a candidate that inspires you in a swing district in california or a swing state somewhere in the United States. Lets all commit to being as informed and engaged as possible this year and lets hold on to that beyond november 2020 so we dont find ourselves back in this place ever again. If you ever think about tuning out or turns off this year or in the future, please think of those who worked for decades for the right to vote. Thank you. [cheering and applause] thank you. So, the next honorees for today are a group of incredible, Inspiring Women who decided after the election in 2016 when the other 45 was elected, i dont know about you, but that night i was campaigning for my reelection for supervisor district five and i was Walking Around the neighborhood and i ran into a young woman who basically was in tears and so many people were hurt. I mean i won that election, but i was still devastated by the results of what happened as a result of that election. As a result of that, these incredible women got together and they said you know what . Were going to do something because i dont eastbound even want to talk about what we all know that this president has done, that has not only been offensive to women, but continue to roll back many of the gains we have made. They came together and they really started a movement. The womens march has really been a place that has brought so many women together for inspiring speeches, to connect with other women, and yes there are some men that show up too. Theyre always welcome with open arms, but what i notice about the men that show up, theyre showing up with their daughters. Theyre showing up with their moms. Theyre showing up with their family members in solidarity for what we know we need to call attention to the challenges that women continue to face in this country. Its clear that no matter what political spectrum you are on, there is a sincere need for women to come together for the purpose of talking about the things that matter to us the most. So this has created a platform, the womens march has just really taken on a whole other dimension. Its not only expanded to other cities throughout the country, where they even had a womens march in napa. I was thinking because i love wine, i was going to join them. I was already committed to San Francisco. Theyre not just focused on a womens march, theyre focused on advocacy and support year round, in helping to outreach, to get more women registered, to get more people actively engaged, to make sure theyre turning out. So they are all volunteers spending their time in order to provide a platform for women all over the country. The people here in San Francisco. They do it with a lot of love and lot of complaints from other people. [laughter] but they still try to provide the opportunity for people to be heard and to be recognized, and diverse community, and i know its a lot of work, but you still do it every single year, even though sometimes it may feel like oh, i dont want to do it again this year, its a lot of work. Were with you, we appreciate what youre doing and as long as were here in San Francisco, well be there to sported support the work you continue to do. Ladies and gentlemen, at this time i want to invite up one of our commissioners from the commission on the status of women. Sophia andari and ann to say a few words and to really thank them along with theres a bunch of women who helped to coordinate this event every single year. So after these ladies say a few words, were going to ask them to come up for a photo. [cheering and applause] good afternoon. My name is sophia, im a Founding Member and cochair of womens march San Francisco. Im joined by Founding Member elizabeth, kelly, martha, heath heather, janet who is here in spirit, shes working, and cochair ann. We have other leads of womens march San Francisco as well. Were all right here. On behalf of womens march San Francisco, thank you mayor breed for this incredible honor. Thank you so much. A group of 10 women came together right after the november 2016 election, not knowing the impact that we would have on each other and our communities. Over 100,000 marched on january 21, 2017, in the pouring rain. Pouring rain, yes. To affirm our commitment to womens rights, human rights, Civil Liberties, and social justice for all. Since then, we have partnered with Numerous Community organizations to continue that work through events, marches, and action to keep our communities civicically engaged. Stressing the importance of voting, getting involved in local and national campaigns, and empowering women to run for office and take on more leadership positions. Commissioners, more commissioners, now regardless of the outcome of the upcoming election, we cannot afford to be idle anymore. We need to show up with our votes for our most marginalized, elect more women, especially women of color, run for office, and take on more leadership roles so that women take 51 of seats in local government in the senate and the house, in boardrooms, and in all rooms where decisions are being made. [cheering and applause] thank you again for honoring our team to the mayor and the Mayors Office and the commission on status of women. Im going to hand it over to my cochair ann. [cheering and applause] again, thank you so much for everybody whos come out today. Im the cochair of the womens march with sophia. As sophia highlighted, none of the womens marches accomplishments over the last four years would be possible without the volunteers and the partners we had working an organizing on nights, weekends, and any other moments of time we could find. I would like to thank our Leadership Team that we have here today. Crystal, robin, ariel, and all the talent and hard work you bring to this organization. I also like to express our deepest thanks to the partners that helped us put this together. This includes planned parenthood of northern california, the womens building, the js c. F. S. , glide, care f. S. , and the league of women voters in San Francisco. [cheering and applause] our mission is to empower everyone that stands for human rights, Civil Liberties, and socialing social justice for all. We will continue to organize to march because the most marginalized among us is defending all of us. In 2020, this marks 100 years of women gaining the right to vote. The women that demanded this right were extraordinary in their conviction and ordinary in the fact that it was a Critical Mass of people coming together to demand more. To all the women that marched for us, who were arrested for us, who gave their lives for women to have their voice and votes be heard, we honor you today and we promise to humbly continue in your footsteps to all among us achieve equity. Thank you all for having us to celebrate. Thank you mayor breed and happy womens History Month. [cheering and applause] so thank you. As the women who are on the board for the womens march come forward so we can take a photo together. I just want to take this opportunity to thank all of you for coming out today to celebrate these incredible women, to kick off womens History Month. Tomorrow, the board of supervisors will be hosting their owner is moan ceremony starting at 2 30 where i know theyre going to be honoring some phenomenal women like we are today. So thank you all so much for being here. After this photo, i also like to take a photo with all the women commissioners and Women Department heads that are joining us. I want to take advantage of this incredible opportunity. You know, i know that it feels like there are challenging times ahead of us, especially in San Francisco and throughout this country. When i look around this room here today, when i think about so many of the incredible inspiring leaders that are with us right here on this balcony, i cant help but be excited about what we are going to do to change the future for the better because we know that we are stronger when we come together. There is nothing we cant accomplish. So we want to keep that in mind as we move forward with these challenges. We are going to take it all head on. We are going to do it because you know what . When women are in charge, great things happens. [laughter] thank you all so much. [cheering and applause] my name is alan schumer. I am a fourth generation san franciscan. In december, this building will be 103 years of age. It is an incredibly rich, rich history. [ ] my core responsibility as city hall historian is to keep the history of this building alive. I am also the tour program manager, and i chair the city advisory commission. I have two ways of looking at my life. I want it to be i wanted to be a Fashion Designer for the movies, and the other one, a political figure because i had some force from family members, so it was a constant battle between both. I ended up, for many years, doing the fashion, not for the movies, but for for san franciscan his and then in turn, big changes, and now i am here. The work that i do at city hall makes my life a broader, a richer, more fulfilling than if i was doing something in the Garment Industry. I had the opportunity to develop relationships with my docents. It is almost like an extended family. I have formed incredible relationships with them, and also some of the people that come to take a tour. She was a dressmaker of the first order. I would go visit her, and it was a special treat. I was a tiny little girl. I would go with my wool coat on and my special little dress because at that period in time, girls did not wear pants. The Garment Industry had the at the time that i was in it and i was a retailer, as well as the designer, was not particularly favourable to women. You will see the predominant designers, owners of huge complexes are huge stores were all male. Women were sort of relegated to a lesser position, so that, you reached a point where it was a difficult to survive and survive financially. There was a woman by the name of diana. She was editor of the bazaar, and evoke, and went on and she was a miraculous individual, but she had something that was a very unique. She classified it as a third i. Will lewis brown junior, who was mayor of San Francisco, and was the champion of reopening this building on january 5th of 1999. I believe he has not a third eye , but some kind of antenna attached to his head because he had the ability to go through this building almost on a daily basis during the restoration and corrects everything so that it would appear as it was when it opened in december of 1915. The board of supervisors approved that, i signed it into law. Jeffrey heller, the city and county of San Francisco oh, and and your band of architects a great thing, just a great thing. To impart to the history of this building is remarkable. To see a person who comes in with a gloomy look on their face , and all of a sudden you Start Talking about this building, the gloomy look disappears and a smile registers across their face. With children, and i do mainly all of the childrens tours, that is a totally different feeling because you are imparting knowledge that they have no idea where it came from, how it was developed, and you can Start Talking about how things were before we had computer screens, cell phones, lake in 1915, the mayor of San Francisco used to answer the telephone and he would say, good morning, this is the mayor. At times, my clothes make me feel powerful. Powerful in a different sense. I am not the biggest person in the world, so therefore, i have to have something that would draw your eye to me. Usually i do that through color, or just the simplicity of the look, or sometimes the complication of the look. I have had people say, do those shoes really match that outfit . Retirement to me is a very strange words. I dont really ever want to retire because i would like to be able to impart the knowledge that i have, the knowledge that i have learned and the ongoing honor of working in the peoples palace. You want a longterm career, and you truly want to give something to do whatever you do, so long as you know that you are giving to someone or something youre then yourself. Follow your passion and learn how to enrich the feelings along the way. Is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved. Can we have order . Wait a minute. I never used this. Are we set . Okay. So as one who participants in most of your meetings at sfpuc, i strongly feel at this juncture that sfpuc hasnt maintained a standard when it comes to your sewer and your water and also the hetch hetchy hydroelectricity that you all produce. And i find it very difficult that the city has no money. Earlier on the mayor stated so. But somehow now sfpuc has the audacity to now buy whatever pg e wants to give up, which i know from following everything that pg e doesnt want to give up anything that it possesses. Its beholden to those who invest in its stocks and shares. And they have clients that have been investing for over 100 years. And you all know that well. So i want to know if an assessment can be done, if sfpuc really has the capacity, the ability to buy pg e, whether its a small part or a large part of my thats all im going to say. Because i cannot say what you all are going to be discussing. Somebody may have the power to hoodwink you all. Thank you. Tom gilberti. Im not a fan of pg e. It should have been taken over ten years ago. They kept saying that if the city cant run the city, why would they how could they run pg e. Well, i dont think pg e can run pg e. But at the same time, i dont want to take a piece of the city, the pg e part of the city, because when we have forest fires, and they are caused by pg e, the smoke comes down here. I think its a regional matter. And it should be solved regionally. Its like a taylor. You get we can tell something for San Francisco and what needs to be tailored out in the suburbs and woodlands. And i agree, where is the money coming from to buy this . And good luck to all of you. I think this meeting should be open. Im against these private, closed sessions. Thank you. Thank you. Most people who go into Public Policies really want to make a difference and have a positive impact on the world, and thats what i love most about my job. I feel like every day at the sfpuc all of the policies that were involved in have major impacts on peoples lives both here in the city and across the state and the nation. In 2017, California Senate bill 649 was released. It would have capped the fees that cities such as ourselves would be able to charge Telecom Companies for the right to use or poll for their cell equipments, and it also would have taken away citys abilities to negotiate what the equipment looks like, where they could be placed, and potentially we could even be in a position where we would not be able to stop them putting equipment especially on our light poles. My name is emily lamb and i am director of policy affairs for the sfpuc. I really am involved with a team of people and building a Strong Coalition of a team of folks. We are working very closely to get this bill defeated and ultimately vetoed by governor brown. Emily is one of those people who is a bright star with regards to her passion, her commitment, her tenacity and shes just a great, fun person. Shes all of the things that you would want in an employee and an ambassador for our organization. My biggest take away is you can always find a way, especially when something is important and worth fighting for, if you put your Heads Together with people, and you collaborate, that usually you can find some solution to get to your goal. In this case, it was a bill that most people considered politically difficult to complete, and we didnt have a chance of doing it, but with a lot of strattizing with a lot of different partners, we got it done.
