I heard that your question you asked how many officers fired lethal and how many fires fired less lethal and the answer is two fires fired lethal and two officers fired less lethal. To your latter question, on the video where you heard the officer repeatedly say indiscernible that is a part of our coordination as the way that our officers are trained. And as you have heard on the video, the officers were trying to communicate with mr. Estrada and they were trying to as much as they could do that to make sure that only one person was speaking. So that is a part of training. And it is it was heard on the video repeated several times so i hope that answers your question. If it didnt, please ask it again. Thank you, caller. Caller hello. I would like to ask a question directly to chief scott. Its regarding the trauma induced incidents. I remember hearing chief scott speak about how officers are trained with trauma induced incidents when someone is under the influence of either a psychotic break or a threat to themselves or someone else. From watching the incident i know that it seemed to build this man up and swearing at the officers and refusing to put down his weapon. What i saw was a person in severe pain crying with each wound and the actual communication with Lethal Weapon attempt to use traumainduced training. And, obviously, the communication is said to be over 90 nonverbal, the person didnt receive the message that was being sent when only lethal force was used. Very, very confusing. I say a whimpering person crying in pain with every blow of nonLethal Weapons and Lethal Weapons. So what is traumainduced interaction and deescalation . Thank you. As in any investigation, we will look at this investigation from top to bottom and we will look at and examine the communication, the tactics as it compares to our training and policies. And those areas where we find that we might need improvement, we will work to improve. So i know that doesnt answer your question directly about trauma induced. And im not able to go into much of the details or investigative findings as to whether or not that was appropriate for this particular case because i have not seen all of the statements. We have not had an opportunity to even have access to mr. Estrada. And even when we do have an opportunity, its up to mr. Estrada whether or not he will provide any insight in terms of, you know, the trauma question but to your question we are and we always will strive to look at these incidents and we try to learn from them and be better for the next one. My name is lawrence and im with district 9 or i live in district 9. The similarities between this incident and the incident with mr. Vargas recently are shockingly similar. We have an individual in crisis with a knife, who is approached with by extreme violence from sfpd. So my question is what specific steps will the sfpd take to ensure that this doesnt happen again . Thank you, caller, for your question. Again, similar to the last callers question, you know, we have to look at this and we have to analyze every aspect of this investigation. If we find that there are gaps in either training or gaps in equipment or how we deal with people in crisis, thats when we go to work and try to identify how to address those gaps, i. E. , i do not disagree with you about the similarities of this incident and the last one. In fact, in the last three incidents. However, each one of those incidents they had their own particular nuances and we always look at these to get better. Our training over the last several years has paid dividends. When you look at the aggregate number of incidents which we use force for people in crisis is very, very low. However, with that said, i dont disagree that we always are striving to get better to prevent these incidents from happening and we will do that on this incident when its all said and done, well analyze. Well look at every aspect of our Training Division and our investigators and analyze this case and the department of Police Accountability and others who will weigh in and give us feedback. So that is the process. As we have seen for the last several years, we believe that our processes have made us better and we will continue to try to get better to prevent these types of incidents from happening. You said that only one officer is part of your deescalation training and we heard multiple officers shouting commands at th at the t who was sobbing and that was one of the most horrifying things that i have ever seen. If you tell us that youre correctly implementing your deescalation, you are a death squad that terrorizing people with Mental Illness and others. I cant believe that you could see someone weeping on the ground like that, someone who is supposed to be trained to deal with such a situation. I agree with the previous caller who said that this is very similar to the vargas incident which was only last month. This is horrifying and extremely disturbing. Thats all i have to say. And what is being done after the fact to support the person who was shot by Police Multiple Times and seemed to be faced and shot with the bean bags and the baton. Does this person remain in restraints . I know that you mentioned charges, so, you know, if theyre in the hospital with lifethreatening injuries, do they remain in restraints or given any care . And i cant speak, im not a part of the staff and i cant speak to what is appropriate, because im not there. But i will say that typically the hospital staff in our city do not restrain patients unless theres a need to do that. And typically that is not what they do, so like i said i cant speak to whether or not that is the case or not. What i can tell you is that typically they dont. In terms of you asked about charges. I have lived in San Francisco for over 20 years and i am losing count of how many times that ive called on Public Comment about San Francisco Police Officers either fatally shooting someone or in a way putting them in the hospital. And im just at a loss for how youre supposed to train this out of sfpd at this moment. It just keeps happening and happening and happening and i have no question other than disappointment that this is the city and this is a police force here and it just keeps happening. And i just want to know when will it actually end, instead of just reviewing, and reviewing and reviewing, when will it actually end . We dont need more reviews to know what is happening is wrong. Thank you, caller. Ork in a ll hospital here and i was wondering if the city is doing anything to help with Mental Health problems and drug use . As far as im aware that any assaults that happen when a person voluntarily takes drugs or alcohol, they can be charged for that . However, were not staff have repeatedly been assaulted and nothing is happening. Thank you, caller. That is a very challenging issue for our city. There are arrests and enforcement done for possession of controlled substances and particularly for sales of controlled substances. But its a very pervasive problem and, definitely, we hear you. Were working as hard as we can and working with the other city agencies and collaborating with the other city agencies to address this problem in a more effective manner. But it is a challenge for our city. So we will continue to work on it is what i can tell you at this point, but were working with our Public Health officials and our District Attorneys office and as far as the criminal Justice System is concerned and our Sheriffs Office and working with our communitybased organizations and we have been working very hard to come up with better solutions. So we definitely understand your frustration. Well continue to work on it, but i will freely admit and agree that its a problem for our city. Caller yeah, good evening. First i wanted to just commend your officers on how you guys have dealt with this case and the vargas case, i know that is not an easy task. Also with this video and the footage that was shown, i think that you guys did a great job up until about the discharge from the officer number 4 who discharged his firearm. I thought that might have been a little excessive. I dont understand how with all of this Police Reform legislation coming into play, how any civilians would be able to deal with this responding to a case like this, so i dont know if you can speak to that. And also why didnt your officers have tasers . Thats all that i have. Thank you, caller. We are constantly working for our mayors direction and for the will of the people of San Francisco. Working for better solutions. And speaking specifically on your question about how the civilian individuals would deal with that type of situation, what we see at this point because there are cases where there is not violence at hand and theres not a weapon seen and people are in a mental crisis and they cause, you know, calls for service to be called. And we are really working hard with our other City Partners and our Fire Department and the Public Health officials on finding ways to have those calls addressed absent a Police Response. Thats a work in progress. And there is a Crisis Response team that you probably have heard about that will be rolled out here shortly. But thats going to be an evolution and its going to take time to build that program up. We do we have looked at models across the country, other models in other states and other cities, where that type of solution has been effective for them. But then there comes a point where there is violence and criminal activity and weapons seen and people either Peoples Health or safety is in jeopardy, or somebodys actual life is in jeopardy. And on those calls, we do believe that Police Response is appropriate for that. We are trained for that. I mentioned earlier to one of the other callers about our crisis intervention training and all of the deescalation training and other things that were doing to try to get better at that. And i think that the data really bears out that were better at that than we were in years past. So thats an evolution that will continue. And i think that there is work to be had to create a model where we, the Police Department, arent responding to calls, where were not needed. Calls where theres not violence and theres not a threat to anybodys safety and theres not criminal activity but a person is in a mental crisis. As it stands right now we get those calls as well and we do respond. So do think that theres room to work with our partners and our communitybased partners. The crimes that have violence and weapons and the like, those calls i think are appropriately handled by Police Departments and were definitely working as hard as we can to be as good as we can to handle those calls without bad outcomes. Caller hello, district 9 resident. I would like to echo the previous callers statement showing disappointment with the sfpd and its my pleef that this crisis could have been handled and deescalated. The sfpd doesnt make me or my community feel safe and doing the same thing over and over again, and yelling at a man in crisis and expecting different results seems like a flawed response. This occurred on busy market street, what precautions to protect innocent bystanders were taken or was it luck that no one else was hurt . Thank you, caller, for your question. Without dissecting and going into the statements of the officers, what i will say on that is that you look at our videos that have now been posted or will be posted online once this town hall is over and i think that you will be able to see some of the commands that were given to try to protect the bystanders that were standing around. Again, were a week into this investigation. Its premature for me to make an assessment on everything that happened in that investigation. As commander osullivan said, you know, theres over 85 videos and statements that we have to do. There were hundreds of people. But i think that if you look at the video at this point you will be able to see what the officers were doing in terms of trying to keep the crowd safe. Caller hello, im a resident of district 11. The overarching disappointment and the genuine seething anger that we all in this city have after having to watch you abuse people in these town halls once a month, i cannot believe that we are in the middle of a civil rights uprising asking for police to be less brutal and twice in the span of essentially a month the San Francisco Police Department touted as the liberal bastion of all Police Departments, has shot people twice. Twice. Twice in a month. Twice in a month. I cant believe that you are all paid as much as you are to do what you do. My genuine question is simply this do you legitimately think that people deserve to die at the hands of the police . Youre never going to help a person in crisis by responding with an armed militia. You never are. Its just inhumane. Police shot at a human being several times while he was laying on the ground. They thought that the idea that he did not follow a command i saw one person crying in pain while police pointed guns at him and threatened his life. I agree with the majority of the previous callers this is tragically similar to the police and shooting of vargas last month who was also a person in crisis. Im sick of these reviews and bureaucratic approaches to justifying violence. Sfpd killed someone last month and sfpd will continue to be a violent force in our city until we abolish all of the police. As we head into thanksgiving holiday week, i want to acknowledge those lost to covid19. Although the deaths in San Francisco have been lower than other cities, each person who has passed away is one too many. My condolences to their families and loved ones. Across the nation we are seeing tens of thousands of lives lost to this virus. In the last two weeks alone, death in the United States increased by 64 . More than 257,000 people have died. Hospitalization rates are increasing dramatically. 50 in the last two weeks across the country, 55 in california. Consistent with these increases across the nation and state, we are seeing the local cases in hospitalizations continually decline. Many cases deaths and hospitalizations can be prevented if we follow the basic measures that we know prevent the virus. Now, lets look at some data. Slide one, please. This slide shows how the surge is in relation to prior increases in San Francisco. Today 14,600 people are diagnosed in San Francisco and resulting in 158 deaths since the onset of the pandemic. As you can see from this slide, we see an aggressive increase in cases week over week. For the weekending november 18, we averaged 118 new cases per day. Compare that to the prior week, november 11, when we averaged 95 cases per day. At the beginning of the month, the weekending november 4th, we averaged 73 new cases per day. As the slide shows, we are approaching the surge case rates will likely surpass the average cases per day per 100,000 in the coming weeks. Now we are just below 13 cases per 100,000 people per day. While this is still lower than the national and state average, we are at a critical moment. We cannot let the viwhere yous get so far virus get so far ahead we will never catch up. An increase in hospitalizations has followed this increase in cases as we saw in the spring surge shown on the far right in cases on the slide and the summer surge snowbound the middle. Indeed, for this third surge we have doubled the covid19 hospitalizations since the end of october. While our hospitalizations remain low compared to other jurisdictions, at just 54 people in the hospital today, this increasing trend remains of concern. Right now we still have enough room in our hospitals to care for patients with covid19, but as we have seen across the nation, in the state and as we saw in our earlier surges, this can change quickly. Systems could become overwhelmed with patients. If that happens more people will die. Lets do everything we can this winter, this Holiday Season to prevent this scenario. Today the state test San Francisco in the red tier of the reopening blueprint. We remain one tier down from the most restricted tier purple, which triggers roll back of additional activity and abiding by the state and requires abiding by the state limited stayathome order. As this slide shows, we are fast approaching the case count to be reassigned to the purple tier. Tier reassignments may occur more than once a week when the department of Public Health, California Department of Public Health determines immediate action is needed. We expect to be placed in that purple tier sometime soon, perhaps later this week. Now, i want to focus on testing. As we prepared for the ongoing surge. We have taken action to try to slow the spread of the virus. But we need everyone in San Francisco to recommit to protecting themselves, loved ones and our community. Part of that is our collective use of city resources to fight the spread of the virus. We have a robust testing system across the city, and, indeed, San Francisco is leading jurisdictions in the number of tests performed per day. For instance, just last week we hit a day where we did 9,000 covid19 tests across the city. We are averaging 6,000 tests each day. Unfortunately, the number of tests coming back positive in the last four weeks has increased by 265 . That means just last month our positivity case rate was. 81 . Today it is 2. 15 and going up. But testing at cityrun test sites must be reserved for people with covid19 symptoms or exposure or for essential workers and those without insurance. If you have insurance and need a covid19 test, please contact your healthcare provider. By law, if you have insurance or have symptoms, your provider must provide a test. Please do not use public testing resources in advance of engaging in behaviors that spread the virus. Namely, to travel or gather with people outside of your household. We must ensure that testing is available for those that need it most, those that are sick, have had a high risk exposure and those with no other testing options. Noremember captioning only captures the moment of the test. A negative test is not a ticket to freely socialize without precautions. A negative covid test is not a particular kid to mingle with extended family and friends outside your immediate household. The main reason is that the test gives information about the level of the virus at one point in time. A person could be infected but not have enough virus yet for it to register on the test or a person may become infected in the hours or days after taking the test. A test should be used to indicate that you need medical care, need to isolate. Not as a free ticket to act like covid does not exist this Holiday Season and let down our guard. This is a once in a century pandemic, not the time to throw caution to the wind. This Holiday Season indeed will be like no other. It is so attempting for us to see our loved ones and to gather with our friends. We simply must stay at home. Stay home and celebrate thanksgiving with the people that we already live with. Please do not gather with people from other households, especially indoors. The choices we make this week wilwill determine what the remainder of the Holiday Season will look like. It will determine whether the winter ahead will be filled with more hospitalizations, cases, deaths or if we are able to beat that surge. You know what to do, San Francisco. We know how to slow the spread of the virus. You know what i am going to say again. Wear those masks. Do outdoor activities, stay physically distanced. Practice good hygiene and do not travel or gather for the holidays. We can crush this virus for a third time. I am the director of the office of economic and Work Force Development for San Francisco. As you just heard from dr. Colfax. We are assigned to the red tier. We are carrying with activities same status, same capacity for the last week when we were assigned to that red tier. Based on the Health Indicators that dr. Colfax shared, we do expect to be reassigned to the more restrictive purple tier. When that happens the city will be required to roll back or reduce capacity of several activities within 24 hours. To roll back or reduce capacity of several activities within 24 hours. This will require us to stop indoor operations at houses of worship, movie theaters, museums, zoos and fitness centers. We need to reduce all retail except Grocery Stores from 50 to 25 capacity. We will need to close outdoor ferris wheels, amusement style trains. At the same time within our around 48 hours being assigned to purple tier we have to comply with the limited stayathome order to curtail gatherings and non essential Business Activities after 10 00 p. M. We expect this to go in effect two days after we are assigned to the purple tier. You are assigned on monday, San Francisco would be assigned on a monday to the purple tier. Those 10 00 p. M. Restrictions would become activity and enforceable on wednesday, the following wednesday. If we are assigned purple on monday, wednesday at 10 00 p. M. That is when the limited stayathome order would be in enforceable effect. Additionally, in practice this means that all nonessential businesses will have to shut down operations at 10 00 p. M. With some exceptions. Specifically related to restaurants and curb side pickup and deliveries. All nonessential businesses shut down at 10 00 p. M. People may not gather with anyone from other households indoors or outdoors after 10 00 p. M. People may leave their homes after 10 00 p. M. Alone or with members of their household to pursue individual activities or access essential to employment or other services. Like i mentioned, restaurants may continue to overtakeout and Delivery Services after 10 00 p. M. They may not have customers seated outdoors for Outdoor Dining. At the same time we anticipate that San Francisco will largely confine any roll backs to those that are required by the state. I know many restaurants have been reaching out and asking if Outdoor Dining was potentially something that was being considered as part of purple. The answer is no. We are focused on the limited stayathome order and the restrictions that are listed in the states purple tier. The department of Public Health will be monitoring the Health Indicators to track how we are doing and ensuring we are doing the best to flatteten the curve and protect Public Safety. I want to emphasize our behavior not just businesses or others, our individual behavior in support of our Small Businesses and support o businesses tryingo support your Holiday Cheer and how we do that over the next two weeks will dictate the next two months. We expect to be assigned the purple tier. Getting the exact day right is beyond the science, data and fact. We project to go in the purple tier. If you look at the regional map, we are surrounded by purple. The fact we are in red should give nobody reasons for not taking precautions around the holidays with regard to gatherings and outside of people in the immediate household. We are hopeful to crush this third curve. We expect to be in purple relatively soon. Thank you. What is the city doing now to prepare for Vaccine Distribution in near and longterm. It is some of the good news with regard to the vaccine trials in the last few weeks. Very promising. It will be months before widespread vaccine is available, according to our federal and state partners. We are preparing for Vaccine Distribution in the city. We have at our command center an extensive Planning Team looking at the opportunities working with key partners across the city, community partners, other stakeholders to ensure that we are as ready as possible. Much of the guidance around the vaccine will come from the feds and the state. Again, we are doing everything we can to be as prepared as possible locally. An example of that, we are Building Infrastructure with regard to vaccine preparedness. For instance, thanks to city administrator kelly, we purchased three ultracold freezers to store the vaccine. It can store hundreds of thousands of doses of vaccine. A lot of work to do there both locally, statewide and federally. People are amazed that the library does things like that. Biblio bistro is a Food Education program. It brings such joy to people. It teaches them life skills that they can apply anywhere, and it encourages them to take care of themselves. My name is leaf hillman, and im a librarian, and biblio bistro is my creation. Im a former chef, and i have been incubating this idea for many years. We are challenged to come up with an idea that will move the library into the future. This inspired me to think, what can we do around cooking . What can i do around cooking . We were able to get a cart. The charlie cart is designed to bring cooking to students in Elementary Students that has enough gear on it to teach 30 students cooking. So when i saw that, i thought bingo, thats what were missing. You can do cooking classes in the library, but without a kitchen, its difficult. To have everything contained on wheels, thats it. I do cooking demonstrations out at the market every third wednesday. I feature a seafood, vegetable, and i show people how to cook the vegetable. A lot of our residents live in s. R. O. S, single resident occupancies, and they dont have access to full kitchens. You know, a lot of them just have a hot plate, a microwave, and the thing that biblio bistro does really well is cook food accessible in season and make it available that day. We handout brochures with the featured recipe on the back. This recipe features mushrooms, and this brochure will bring our public back to the library. Libraries are about a good time. I hired a former chef. Shes the tickle queen at the ramen shop in rockwood. We get all ages. We get adults and grandparents and babies, and, you know, schoolage kids, and its just been super terrific. I was a bit reluctant because i train teachers and adults. I dont train children. I dont work with children, and i find it very interesting and a bit scary, but working here really taught me a lot, you know, how easily you can influence by just showing them what we have, and its not threatening, and its tasty and fun. I make it really fun with kids because i dont look like a teacher. In the mix, which is our team center, we have programs for our kids who are age 13 to 18, and those are very hands on. The kids often design the menu. All of our programs are very interactive. Today, we made pasta and garlic bread and some sauce. Usually, i dont like bell pepper in my sauce, but i used bell pepper in my sauce, and it complemented the sauce really well. I also grated the garlic on my bread. I never thought about that technique before, but i did it, and it was so delicious. We try to teach them techniques where they can go home and tell their families, i made this thing today, and it was so delicious. Theyre kind of addicted to these foods, these processed foods, like many people are. I feel like we have to do what we can to educate people about that. The reality is we have to live in a world that has a lot of choices that arent necessarily good for you all the time. This is interesting, but its a reaction to how children are brought up. It is fastfood, and the apple is a fastfood, and so that sort of changes the way they think about convenience, how eating apple is convenient. One of the things that i love about my program out at the market is the surprise and delight on peoples faces when they finally taste the vegetable. Its been transformative for some people. They had never eaten those vegetables before, but now, they eat them on a regular basis. All they require is a hot plate and a saute pan, and they realize that theyre able to cook really healthy, and its also tasty. They also understand the importance of the connection that were making. These are our Small Business owners that are growing our food and bringing it fresh to the market for them to consume, and then, im helping them consume it by teaching them how to cook. It connects people to the food that theyre buying. The magic of the classes in the Childrens Center and the team center is that the participants are cooking the food themselves, and once they do that, they understand their connection to the food, to the tools, and it empowers them. Were brokering new experiences for them, so that is very much whats happening in the biblio bistro program. We are introducing kids many times to new vocabulary. Names of seasonings, names of vegetables, names of what you call procedures. I had my little cooking experience. All i cooked back then was Grilled Cheese and scrambled eggs. Now, i can actually cook curry and a few different thing zblz a. And the parents are amazed that what were showing them to cook is simple and inexpensive. I didnt know this was so easy to make. Ive only bought it in the market. Those comments have been amazing, and yeah, its been really wonderful. We try to approach everything here with a well, just try it. Just try it once, and then, before you know it, its gone. A lot of people arent sure how to cook cauliflower or kale or fennel or whatever it is, and leah is really helpful at doing that. I think having someone actually teaching you here is a great experience. And its the art of making a meal for your family members and hope that they like it. I think they should come and have some good food, good produce that is healthy and actually very delicious.
